Nitong nakarang Oktubre 23, inilathala na ng Comelec sa website nito ang List of Candidates Subject to Perpetual Disqualification due to 2nd and 3rd Failure to File their SOCE o Statement of Contribution and Expenditures. Itinatadhana ng Republic Act (RA) 7166, Seksyon 14 na kailangang magsumite ang lahat ng kumandidato sa anumang posisyon ng kanilang SOCE, 30 araw makalipas ang halalang nilahukan. Layunin nito na mabatid kung ang isang kumandidato ay sumunod sa pamantayan ng batas hinggil

sa limitasyon ng kanilang mga naging kagastusan sa nakaraang eleksyon. Sa pamamagitan ng SOCE, mababatid ng pamahalaan kung ang mga nagbigay ng kontribusyon o donasyon sa isang kandidato ay sumunod sa pamantayan sa pagbibigay ng donasyon gaya ng pagbabayad ng karampatang buwis, at kung tinaggap ba ito ng isang kandidato ng naayon sa batas. Mababatid din dito kung walang nilabag na batas sa pagbibigay ng kontribusyong panghalalan gaya ng Anti-Money Laundering Act. Matatandaang sa pamamagitan ng SoCE ay nababatid din ng Comelec kung

lumabis ba ang isang kandidato sa limitasyon ng paggastos kontra sa bilang ng botante sa isang lugarin kung saan siya kumakandidato. Bustamante na tumakbog gobernador noong 2007 at bise gobernador noong 2013. Kasunod niya si dating Board Member Nicomedes F. Hernandez ng Lunsod ng Tanauan. Dalawang beses tumakbo sa pagka-konggresista ng Ikatlong Distrito si Hernandez (2010 at 2013) ngunit hindi siya nagsumite ng SoCE sa magkasunod na eleksyon. Sa 12 idineklarang perpetually disqualified to hold public office sa Batangas, tatlo sa mga ito ang muling nagsumite ng Certificate of Candidacy (CoC) para sa 2016 National, Local and ARMM Synchronized Elections.

Wala umano syang binayaran sa kanila, dagdag pa niya. “Isang pribadong kumpanya ang nag-alok na magpapahiram sila ng mga bus para sakyan ng aming mga tagasuporta. Hindi namin iyan hiningi at hindi rin namin binayaran. Sila ang kusang-loob na nagbigay at sumama,” pagdidiin pa ni mayora. Alvarez para sa pamahalaang panlalawi-gan, Mayor Katrina Ibba para sa pamahalaang bayan ng Bataraza, at Nickel Asia Corporation (NAC) President and CEO Gerald Brimo at Coral Bay Nickel Corp. Chairman Takanori Fujimura. Naglaan ng Php140 milyon para sa nasabing proyekto, Php70 milyon ang kabahagi ng RTNMC, Php30 milyon ang kabahagi ng pamahalaang bayan ng Bataraza at ang kabahagi ng pamahalaang panlalawigan ng Palawan ay sa pamamagitan ng pagsasagawa ng feasibility study, technical design pagpapagamit ng mga bagong heavy equipment na kailangan sa konstruksiyon at ang management and supervision ng konstruksiyon na tinatayang nagkakahalaga ng Php40 milyon.

THE poor is actually all of us, since all of us are in need of God. That’s how poverty should be understood in its strictest sense. That’s why Christ put as the first beatitude those who are “poor in spirit” because they are the ones who acknowledge their poverty with regard to God and are longing to be with God. If we understand “the poor” in this way, it can happen that the poorest of the poor can in fact be the richest man in the world, in terms of material wealth, because that man may be farthest from God and may not be doing anything to solve his predicament. It can happen that the poorest of the poor is not in the peripheries and fringes of our society, but is right in the middle of society’s mainstream. Now that we are in the Year of the Poor, we need to be clear about this point, before we fall into the subtle trick of the devil who can mislead us in our attitude toward the poor. Let’s remember that the weed can actually look like the real plant, and the devil can present himself as an angel of light. We have to be most discerning. We should not be naïve, especially nowadays when many confusing and albeit attractive ideologies about the poor are bombarded on us. It’s true that we have to give a kind of “preferential option” to those who are materially poor, precisely because their needs may be immediate. We cannot deny that there will always be some kind of social inequality that causes this kind of poverty. Thus, Christ told us: “You always have the poor with you, but you will not always have me.” (Mt 26, 11) Such inequality should trigger the dynamics and initiative of concern and help. St. John in his first letter tells us: “If anyone has the world’s goods and sees his brother in need yet closes his heart against him, how does God’s love abide in him?” (3,17) We also cannot deny that there are instances when we find ourselves at a loss as to how to help the poor in immediate material needs. Many times, we can only cry and suffer in silence, praying hard and thinking deeply as to how to restructure things that give rise to this kind of social poverty. Let’s be ready for these occasions and exert effort not to fall into despair. There’s always hope in the mysterious ways of God. But this particular concern for the poor in immediate material need, however, should not distract us from the ultimate concern for the poor in the strictest and universal sense. We should not forget that the ultimate concern is how to resolve the spiritual and moral poverty of the people, i.e., how to combat temptations and sin. This is where the real battle is. It is how to convince the rich young man in the Gospel (cfr Mt 1916-30), who actually represents all of us, to go sell everything that he has and follow Christ. It is how to undo what Christ said: “It is easier for a camel to go through the eye of a needle than for a rich man to enter the kingdom of God.” We can only do this if we have the right poverty of spirit as described in the beatitudes.|

Stewards, not owners CBCP ON THE CLIMATE CHANGE ISSUE In December, 2015, the nations of the world will gather at Le Bourget in Paris for the United Nations Climate Change Conference. The representatives of the state-parties will endeavor to arrive at legally binding measures addressing the pressing challenge of climatechange. From a broader perspective, the Paris Negotiations will be a welcome attempt to reach a consensus on responsibility for the future of the Earth and for generations yet to come. It is not some futuristic matter with which state representatives and negotiators will be concerned, but with nothing less than social justice. Climate Change Action is an Issue of Social Justice The social encyclicals of the Church have referred to social justice as that part of justice that guarantees that all social classes and groups are benefited by the resources of earth and of society, and are advantaged equitably from the progress of nations. Concern with the despoliation of the ecosystem and the deleterious disturbance of that delicate balance of everything that constitutes the human environment has brought home the point that social justice must, of necessity, include our responsibility for future generations. Pope Francis’ celebrated encyclical, Laudato Si, anticipates the Paris Conference and urges Catholics and Christians to be passionate about the environment and with the concerns that will be taken up at Le Bourget. It is a Christian obligation to be concerned with ecology and with climate change as a direct consequence of the moral concept of STEWARDSHIP and a concomitant of Christian charity. disregarding our common destiny, which cannot exclude those who come after us. We can no longer speak of sustainable development apart from intergenerational solidarity. Once we start to think about the kind of world we are leaving to future generations, we look at things differently; we realize that the world is a gift which we have freely received and must share with others. Since the world has been given to us, we can no longer view reality in a purely utilitarian way, in which efficiency and productivity are entirely geared to our individual benefit. Intergenerational solidarity is not optional, but rather a basic question of justice, since the world we have received also belongs to those who will follow us. The Portuguese bishops have called upon us to acknowledge this obligation of justice: “The environment is part of a logic of receptivity. It is on loan to each generation, which must then hand it on to the next”. An integral ecology is marked by this broader vision.” (Laudato Si, 159) Climate Change Issue is an Intergenerational Responsibility Quite significantly the Supreme Court of the Philippines in that case that has now become a classic in environmental law — Oposa v. Factoran — already characterized concerns of this category as matters of “intergenerational responsibility”. We are not owners of the earth. We are its stewards, to keep and cherish and nurture its resources not only for ourselves but for future generations. The Catholic Bishops Conference of the Philippines has not been remiss in its duty of instructing the faithful on the matter of the environment. We were honored when the Holy Father cited one of our letters in Laudato Si. The not so invisible hand of the US PARAMILITARY groups, particularly the MagahatBagani, the Alamara, and the Alsa Lumad in Mindanao, are fast gaining notoriety, not only for their brutality but also with the impunity that these groups enjoy under the Aquino government. They have committed killings, nay massacres, and they do not bother to hide their evil deeds, killing in broad daylight for all community members to see. The last time paramilitary groups gained as much notoriety was in the late 80s, during the administration of the late Cory Aquino, current Pres. Benigno Aquino III’s mother. The context was the Total War against the Communist Party of the Philippines, New People’s Army, and the National Democratic Front launched by the first Aquino administration. The Total War was implemented under Oplan Lambat Bitag 1 and 2. Coming off from the Marcos dictatorship, the first Aquino administration could not appear to be reprising the militarist approach of its predecessor. At the same time, the US, after supporting military dictatorships during the 70s and suffering politically for it, wanted to make it appear that it had shifted to promoting democracies in pushing for its geopolitical and economic interests. And to blunt, at least publicly, the sharp edge of its counterinsurgency, counter-terror operations – conceived as the Low Intensity Conflict strategy – the US prescribed the formation and use of paramilitary groups to do the “dirty work.” Thus, came to being cult groups called by different colors – pulahan (red), greenan (green) – the Tadtad (literally translated as chop repeatedly), the Alsa Masa, among others. A photo of members of Tadtad holding a decapitated head of a suspected NPA supporter gained international infamy. As expected, the paramilitary cult groups were known for their brutality, brazenness and impunity. The purpose, as US counter-insurgency, counter-terror manuals revealed, was to generate enough terror and fear so that communities, which were suspected of supporting the armed revolutionaries, would be forced to shift loyalties to the government

side. It is based on the assumption that communities support armed rebel groups out of fear and thus, the need to employ counterterror so that the people would fear the government more than the rebel groups. An international fact finding mission, headed by former US attorney general Ramsey Clark, was held to look into the operations of and human rights violations being committed by paramilitary cults. The first Aquino administration was forced to disband the paramilitary cults due to strong local and international pressure. In its place, the first Aquino administration organized the Citizens Armed Geographical Unit (CAFGU), promising that the paramilitary group would be closely supervised by the Armed Forces of the Philippines. And now the administration of the son Benigno Aquino III is reprising the formation of paramilitary groups, in line with its counterinsurgency campaign Oplan Bayanihan. This is still in line with US counterinsurgency strategy. But in the case of US wars of aggression in Iraq and Afghanistan, the US Armed Forces uses private military contractors to do the “dirty work” for them. What is worse now is that the second Aquino administration has been pitting Lumad vs. Lumad. It has been arming groups of Lumad, promising bribes and privileges once mining companies are able to begin their operations in Lumad lands. The US has been doing this in Iraq, Afghanistan, and Libya with disastrous results. Not only did it instigate violent factional strife, it resulted in chaos and a total breakdown of political and social structures. The US has been reprising it here in the Philippines, as part of its pivot to Asia, to push for its geopolitical and economic interests. The arming of groups of Lumad to kill their own kin to push for mining interests and as part of the Aquino administration’s counter-insurgency strategy has got to stop. And only a strong local and international public pressure could put a stop to this, just like during the first Aquino administration.| BULATLAT.COM

We are amused by our ever loving Lola Nidora who supports the budding love between Alden and Yaya Dub, yet guides and teaches the SUPER IN LOVE couple to manage their feelings and purify their desires – by patiently waiting for the right time. The theme of WAITING PATIENTLY re-echoes repeatedly in the show, reminding the couple and us the value of delayed gratification, sacrifice, and trust. Nasa tamang panahon ang lahat ng bagay. “Waiting is a sign of true love and patience. Anyone can say ‘I love you’, but not everyone can wait and prove it’s true.” (Aldub). Sa TAMANG PANAHON. Lola Nidora once said, “Hindi sapat ang yaman para ibigin ang isang tao. Ang pag-ibig ay nararamdaman, hindi binibili, ipinaglalaban,

iniingatan at ipinagkakaloob sa tamang panahon.” She also said, “Huwag magmadali. Ang lahat ng bagay ay nasa tamang panahon.” Lola Nidora is indeed a prophet shouting at us to pause … dont’ rush … discern … there is such a thing as perfect time … in God’s time. In our present time where waiting is no longer a recognized and treasured virtue, we found ourselves easily tempted to take the easy road, and avoid pain, sacrifice, and self-denial. We no longer see the wisdom of purifying our hearts’ desire. We forget that most of the time, our impatience, our wild passion, and our inability to patiently wait for the right time, bring unnecessary tears, hurts and failures in our life. We forgot that WAITING purifies our hearts and deepens our commitment to FOREVER. Indeed, it validates one of my pitik-bulag quotes: “Maghintay nang mahusay. Hayaan nating pandayin ng panahon ang ating buhay, upang makamit natin ang isang masaya at mabuting buhay.” How can we forget those trying moments where Alden did his best to prove his selfless love to Yaya Dub, by humbly submitting himself to the tests and scrutiny of Lola Nidora? How can we ignore Yaya Dub’s simplicity, faithfulness and obedience to Lola Nidora? Maine Mendoza’s unique talent to dubsmash songs and movie lines are just add-ons to her attractive personality. What struck us most was Maine’s simplicity, humility, and her love for her family. She reminds us of the Filipina woman we wish to see and emulate. The Kalye-Serye brings laughter, joy, tears, and lots of “kilig” to our mundane, boring afternoon. It allows us to reflect and recall our true identity as Filipinos in a different and subtle way. The simple plot of the AlDub love story pokes our hearts and minds, and reminds us of who we are – as a simple people, family-oriented and faithful to our love ones. We are attracted to this AlDub phenomena for it daily mirrors back to us of who we are. The “Heneral Luna fever” that caught our nation a few months ago has a semblance of the “AlDub fever” – that is, A CALL TO RETURN to our forgotten values and heritage using a different lens. So far, there’s nothing offensive in the Kalye Serye story. Like a gentle breeze

‘Catholic divorce’ MISREPRENTATION has accompanied the Church from her very foundation by Christ through Peter—“The Rock”—more than two thousand years ago. The teachings she promoted and the pronouncements She made, the laws and observances She established—all these have undergone contrary moves at different times from different sources. But the Church still stands in all the continents of the world, has sons and daughters from people of different races and colors. And stand—exists, teaches, acts—She remains with her Founder until time there is none. So it is that the civilized world counts time in terms of “Before Christ” and “After Christ”—the Founder of the Church. On the occasion of the pastoral visit of Pope Francis to the U.S.—which was preceded by his normative enactment towards a more focused and wherefore abbreviated proceedings specifically in conjunction with the Marriage Nullity Process in the Church—he was rather candid in saying that such simplification and abbreviation in no way means that there is now such a thing as a “Catholic Divorce”. Instead, the said more simple and short proceedings are but meant to affirm that once the truth of the nullity of a marriage held before the Church is in fact established, there is no reason to still prolong the trial. Although the Holy Father did not say it, the over-all intention of the procedural abbreviation is in accord with the maxim that “Justice delayed is justice denied”. In other words, why prolong the agony of the Parties concerned when their de facto marriage is already proven as de iure null and void from its very start. By the way, it might be good to point out that a “Catholic Divorce” is a big contradiction in terms as far as the Church herself if concerned: As the Catholic Church is not the author of divorce, neither is divorce acceptable to the Catholic Church. This is in line with the truth that there are no such thing as “Catholic Adultery”, “Catholic Bigamy”, “Catholic Polygamy” and other openly contradictory thoughts. The singularity and amiability of Pope Francis are readily perceived and felt in his over-all spirit of “Mercy and Compassion” for the poor and the suffering, for wrongdoers and sinners, for those who placed themselves outside the spiritual embrace of the Church. There is also something quite singular about him: He loves children in the same way that children love him. The Pope embracing children and children embracing the Pope— such is dear and endearing sight. So there was this two-year old blondhaired child who tried to get away from the hold of her father in her eagerness to embrace the Pope. And she succeeded. What a sight! So it is that inclusion—not exclusion—is his vision for refugees. He said that giving them an embrace is definitely the better option than that of building walls to keep them far. That is mercy! That is compassion.|

Our political circus (Conclusion) IT seems ridiculous but we, Filipinos, apparently have accepted political dynasties as a fact, a necessary evil, in governance. Otherwise why would people in a city, a province, or a region be content with electing into many public offices members of just a few warring families? For example, a city councilor runs to “succeed” his/her father whose term as mayor is ending and who is running for congressman. When he finishes his term as congressman he wants to go back to being his city’s mayor while his child is “promoted” from mayor to congressman to senator or a post a cousin is vacating, such as a governor’s. The one rule among these dynasties seems to be: Make sure our family stays in power and that our enemies don’t get a chance. What’s sad is, few would question the status quo. Pinoys tend to observe politics as though we’re watching a cockfight or a basketball game. Betting or not, we’re thrilled to see how the contest goes. And politics Pinoy style so engrosses us that it makes our world shrink. The media to a large extent sets the boundaries to our daily exposure to politics, so that our horizon seldom extends beyond our backyard. A dreadful lot is happening in our country and around the world today but through popular patronage of mediocre (radio, TV) programs we encourage media to neglect its primary role to inform and educate our people. For instance, only those who have access to cable TV can see extensive coverage and authoritative analyses of, say, Russia’s bombing of US allies

DA assures enough supply of chicken, pork for Christmas MANILA — Despite Typhoon Lando’s onslaught in Central and Northern Luzon, the Department of Agriculture (DA) assured Tuesday that there will be enough supply of chicken and pork for the holiday season. Agriculture Secretary Proceso Alcala made the assurance after assessing the extent of the damages wrought by Lando to the livestock sector. “Supplies of pork and chicken are sufficient even after Christmas as Typhoon Lando’s damage to the livestock sector is minimal compared to that of Typhoon Glenda’s,” he said. Typhoon Glenda pummeled the country in July last year and caused instability in supply and prices of chicken. “Though final reports have yet to come in from Region 3 – the leading source of chicken and pork in the

country – there is no need to panic since there are still other sources of the said commodities,” Alcala assured. He said that the DA also does not foresee any problem with the prices of chicken and pork. “We have also communicated with meat processors and they said that there’s already plenty of ham already prepared to go around,” Alcala said. The Agriculture chief said this is significant because Filipinos have the habit of preparing early for the holidays since prices of commodities tend to go up during the yuletide season. The Philippines is noted for having the longest Christmas season probably in the world, which starts when September begins and lasts even after December ends. In the meantime, Alcala said prices of cutflowers are

expected to go up as All Saints’ Day approaches. “Lando wreaked havoc on flower farms too close to the feast of the departed. This made full recovery and flowering of the damaged

PCIC sets aside PhP732-M for Typhoon 'Lando'-affected farmers THE Philippine Crop Insurance Corp. (PCIC) has set aside some PhP732 million to compensate insured farmers for losses they incurred due to Typhoon "Lando". The typhoon’s strong wind and heavy rain wreaked havoc on ready-to-harvest rice, corn and high-value commercial crops in over much of Luzon Island for several days starting on October 17. A rapid assessment conducted by the PCIC’s regional offices over seven regions and 34 provinces, including Luzon’s islandprovinces, showed that some 95,000 hectares of insured farms, owned or operated by 110,000 farmers, were damaged. Total indemnity payment required was estimated at some PhP732-million. In a report to Agriculture Secretary Proceso J. Alcala, PCIC President Jovy C. Bernabe said he has issued strict instruction to his agency’s staff “to assist

affected farmers and speed up processing of damage claims in less than the 20-day regulation period.” The same PCIC report showed that the rice sector suffered the most, with 89,786 farmers tilling some 77,165 hectares posted an estimated loss of over PhP513 million. The high-value commercial crops sector followed, with 17,793 farmers and about 16,863 hectares posting an estimated loss of over PhP116 million. Corn came in third with 391 farmers and over 415 hectares affected, with total estimated damage at PhP1.640 million. Among the regions, the most affected in terms of number of farmers were Region I, with 40,226 farmers affected; followed by Region III, 32,715; and Region II, 10,568. In terms of hectarage, most affected was Region III, with some 32,793 hectares of mostly rice lands destroyed;

US Embassy celebrates Press Freedom in honor of a journalist Daniel Pearl U.S. Embassy Celebrates Press Freedom in Honor of the Late Journalist Daniel Pearl. More than 500 students attended U.S. Embassy Manila’s “Broadcast Journalism Discussions with Jiggy Manicad,” a lecture and film screening promoting press freedom in honor of slain American journalist Daniel Pearl. The lecture was held at the University of the Philippines Los Baños New College of Arts and Sciences. Daniel Pearl was a reporter for the Wall Street Journal who was abducted and killed by terrorists in Pakistan in 2002. Since then, Daniel Pearl has become a symbol of the journalist at risk, and is commemorated annually through events that encourage tolerance and press freedom. The lecturer, Filipino broadcast reporter Jiggy Manicad, imparted his hands-on experiences from the field. He provided tips

on how to write live news stories and talked about journalism ethics. U.S. Embassy Manila’s press attaché, Kurt Hoyer, stressed the importance of credibility by checking one’s source and verifying statements and data before reporting the news. Citing a Reporters without Borders survey, he said that the Philippines is a press freedom hotspot and is one of the most dangerous environments for media practitioners. The day closed with a free showing of “A Mighty Heart”, a film depicting the abduction and death of Daniel Pearl. U.S. Embassy Manila partnered with award-winning Jiggy Manicad, who conducts free journalism lectures in high schools, colleges, and universities. His lectures seek to empower future journalists with the early knowledge of responsible reporting and free speech.|

Taza Mia is sourcing its coffee beans from local producers, particularly in Lipa City. A Lipeño himself, RGL said that sourcing out from the local producers will greatly help our farmers have the opportunity to market their produce at a very competitive rates.|
