Unión Europea Reforzando la Seguridad Ciudadana en Panamá

European Union: five years reinforcing citizen security in Panama Desde 2014 y con fondos no reembolsables por 28 millones de Euros, la Unión Europea (UE) financia el proyecto “Cooperación en tema de Seguridad con Panamá” (SECOPA), para mejorar, de forma integral, la seguridad ciudadana en el país.

Since 2014, and financed with non–reimbursable funds of 28 million Euros, the European Union (EU) funds the project “Security Cooperation in Panama" (SECOPA) to improve, in a comprehensive manner, citizen security in the country.

Con ese objetivo se han realizado acciones para fortalecer la estructura y sistemas de información de las instituciones de seguridad; desarrollar planes de prevención, control y sanción del delito; mejorar los programas de reinserción y rehabilitación social; y diseñar una renovada estrategia nacional de seguridad ciudadana, con especial énfasis en la prevención de las violencias y del delito.

With this objective, actions have been taken to strengthen the structure and information systems of security institutions, develop crime prevention, control and punishment plans, improve reintegration and social rehabilitation programs and design a renewed national citizen security strategy with special emphasis on the prevention of violence and crime.

Entre los beneficiarios de la cooperación de la UE, se encuentran el Ministerio de Educación, la Policía Nacional, el Sistema Penitenciario, el Ministerio Público, el Consejo de Seguridad y Defensa Nacional Sistema Nacional de Estadísticas Criminales, y el Instituto Nacional de la Mujer. La ejecución de estos proyectos demuestra la importancia que la UE deposita en la seguridad en América Latina, y, particularmente, en fortalecer a Panamá como polo de estabilidad y desarrollo hemisférico, esperando poder replicar en otros países los logros alcanzados los últimos cinco años en su territorio, gracias a SECOPA.

Among the beneficiaries of EU cooperation are the Ministry of Education, the National Police, the Penitentiary System, the Public Prosecutor's Office, the National Security and Defense Council, the National System of Criminal Statistics, and the National Institute for Women The execution of these projects demonstrates the importance that the EU places on security in Latin America, and, particularly, on strengthening Panama as a pole of stability and hemispheric development, hoping to replicate in other countries the achievements made in the last five years in its territory thanks to SECOPA.

Construction of Police Substation in the Community of Samaria. The headquarters of the Police in the Community of Samaria, Panama City, was funded by the EU and improved the relationship between the community and the police, reducing crimes by up to 80%.

Training for personnel of entities working on security issues. The EU has financed courses, seminars, diploma courses and postgraduate courses for 6,000 officials from institutions related to various levels of citizen security.

Adecuación y remodelación de los CINAMU. Tres Centros del Instituto Nacional de la Mujer, donde se atienden a mujeres víctimas de violencia doméstica, fueron completamente reconstruidos y equipados por la UE.

Adaptation and remodeling of the CINAMU. Three centers of the National Institute for Women, where women victims of domestic violence are cared for, were completely rebuilt and equipped by the EU.

Primer Censo Penitenciario. El conteo abarca a adultos y menores privados de libertad y busca reunir información de la población penal, para diseñar programas más efectivos de resocialización y prevención.

First Penitentiary Census . The census covers adults and minors deprived of liberty and seeks to gather information on the country´s criminal population, to design more effective re-socialization and prevention programs.

Apoyo a IntegrARTE, primera marca de arte penitenciario. “IntegrARTE” identifica productos con valor artístico y funcional, elaborados por privados de libertad. Por su belleza, se han exhibidos en pasarelas y ferias dentro y fuera del país, y se venden en varios puntos comerciales de la ciudad de Panamá.

Support for IntegrARTE, the first penitentiary brand. The brand supports the best artistic and functional products produced by women inmates. Owing to their beauty, these products have been exhibited in catwalks and fairs inside and outside the country, and they are sold in several commercial points of Panama City.

Protocolo para atención a menores en riesgo social en escuelas y colegios. SECOPA ha hecho posible el diseño, elaboración y aplicación de un manual para que docentes atiendan, refieran y den seguimiento a menores que sufran maltrato o acoso escolar, que porten o usen armas en la escuela, consuman o vendan drogas, estén en pandillas y sean víctimas de explotación sexual comercial, entre otras graves situaciones.

Protocol for dealing with minors at social risk in schools. SECOPA has made possible the design, development and application of a manual for teachers to attend, refer and follow up children who suffer abuse or school harassment, carry or use weapons in school, consume or sell drugs, participate in gangs and are victims of commercial sexual exploitation, among other serious situations.

Encuesta Nacional de Victimización y Seguridad Ciudadana 2017. En paralelo, en Copa Airlines nos seguiremos preparando para la futura apertura de la Terminal 2 del Aeropuerto Internacional de Tocumen, la cual aumentará su capacidad actual de 34 a 54 puertas de abordaje, para atender hasta un estimado de 25 millones de pasajeros. El filme es protagonizado por Yuliet Cruz y Armando Miguel Gómez, quienes interpretan a un matrimonio joven que, al no tener cómo sobrevivir, cruza los límites de lo correcto para salir adelante y permanecer juntos, pese al mundo que se les viene encima.

Director: Carlos Lechuga This Cuban film tells the story of a town called Melaza. After the closure of its sugar mill, Melaza experiences a deep economic crisis that undermines the spirit of its residents. Yuliet Cruz and Armando Miguel Gómez star in this film as a young married couple who, in their struggle to survive, test the limits of what is right to get ahead and stay together, despite the world they face.

Escrita y dirigida por el realizador Carlos Lechuga, la cinta se rodó en coproducción con Panamá y recibió el apoyo de Canal Art de Francia y el Programa Ibermedia. Unable to leave the man to his fate, the encounter involves Roberto in a fantastical story.

América Latina Ojo a las pensiones

Esta es una de las conclusiones principales del estudio “Presente y futuro de las pensiones en América Latina y el Caribe”, lanzado por el Banco Interamericano de Desarrollo a finales del año pasado, con la autoría conjunta de Álvaro Altamirano, Solange Berstein, Mariano Bosch, Manuel García Huitrón y María Laura Oliveri. Otros cortocircuitos sistémicos demandan atender el tema de quienes cotizan por debajo de lo necesario y que, inevitablemente, terminan siendo subsidiados por el Estado, lo cual constituye una pesada carga. he age pyramid is turning upside down in many Latin American countries and most governments are not prepared for the pressures this trend will impose on their pension systems for the elderly. This is one of the main conclusions from the study, “Present and Future of Pensions in Latin America and the Caribbean,” conducted by the Inter-American Development Bank at the end of last year and jointly authored by Álvaro Altamirano, Solange Berstein, Mariano Bosch, Manuel García Huitrón, and María Laura Oliveri. Short circuits in the system demand that governments address the issue of those who are contributing or saving less than what they will need in retirement. These people will inevitably end up subsidized by the government, which will be a great burden. If we do not start recycling our phones, it is projected that more than 8,000 tons of precious metals will be lost in Germany by 2035 and China will lose nine tons of gold, fifteen tons of silver, and 3,100 of copper by 2025.

Hall y Elizabeth Nethery, de la Universidad de Columbia Británica, analizaron los hallazgos de 44 estudios de 16 países con más de 300.000 niños de Norteamérica, Europa y Asia para dar las siguientes recomendaciones que promueven buenos hábitos de sueño, vinculados también a un mejor bienestar.

¿Cuántas horas deben dormir los niños? De 4 a 12 meses: de 12 a 16 horas. De 1 a 2 años: de 11 a 14 horas. De 3 a 5 años: de 10 a 13 horas. De 6 a 12 años: de 9 a 12 horas. De 13 a 18 años: de 8 a 10 horas.

This led the scientists to the following recommendations for promoting good sleep habits, which are linked to improved well-being.

l Mercado del Marisco es uno de los puntos más pintorescos de la ciudad. Aparte de la compraventa de productos de mar, el sitio ofrece puestos populares donde se consigue ceviche fresco y otros platillos, así como el embarcadero para lanchas que van hacia algunas islas del Golfo de Panamá. Además, es el punto de entrada al Casco Viejo colonial de la urbe, por cuyas calles no pueden transitar los vehículos del Metrobús. Es pequeño y se puede recorrer a pie o en los busecitos eléctricos experimentales que ha puesto a rodar el Municipio de Panamá.

he Seafood Market is one of the most picturesque places in the city. Aside from its offerings of fresh seafood, the market has many stalls selling fresh ceviche and other dishes; boats heading for various islands in the Gulf of Panama depart from the pier. It is likewise a gateway to the city’s colonial Old Quarter, since Metrobús vehicles cannot enter the old part of the city. The Old Quarter is compact and can be traversed on foot or in the experimental electric minibuses operated by the Panama City municipal government.

La primera fase de la línea 2 del Metro, que servirá al Aeropuerto de Tocumen, estará en servicio parcial y temporal durante la segunda quincena de enero de 2019, para servir a la Jornada Mundial de la Juventud, pero no se inaugurará del todo hasta mayo. Además, el ramal de servicio que debe unir la terminal aérea con el metro apenas acaba de ser adjudicado. Even though the Panama City metro is intended to be the backbone of the city’s transportation system, it is still in the initial stages and does not yet have the reach of the Metrobús lines. The first phase of Line 2 of the Metro, which will reach the Tocumen Airport, will begin partial and temporary service in the second half of January 2019, during World Youth Day celebrations, but the line will not actually open until May. Como buen carnaval, la fiesta conjuga manifestaciones religiosas, populares y artísticas tan ricas que fue declarado Obra Maestra del Patrimonio Oral e Intangible en 2001 y Patrimonio Cultural Inmaterial de la Humanidad, en 2008. Celebration in Bolivia The Carnival in Oruro pays homage to the Virgin of the Mine and features “devil’s” dances, a planting celebration, and humor at the expense of the Spanish conquistadors. Like all good carnivals, the celebration combines religious, folkloric, and artistic manifestations. It was declared a World Masterpiece of Oral and Intangible Heritage in 2001 and placed on the UNESCO Intangible Cultural Heritage list in 2008. Saturday, February 23 through Monday, March 4.

Las Fiestas del Rey Momo, de Panamá, se concentran en el malecón de la ciudad, aunque también son muy populares los carnavales de Las Tablas, en el interior del país. Water Trucks and Queens Panama’s King Momo Celebration takes place on the city’s oceanfront; the Las Tablas carnival in the country’s interior is also very popular. Water trucks, dance revues, and beauty queens on parade in allegorical floats are just a few of the activities in this city. Las Tablas celebrates with street bands and parades of dancing girls in full “pollera” skirts, one of the country’s best known traditional costumes. Tuesday, February 9 through Tuesday, February 13.

Guaranda en carnaval

El mejor carnaval de Ecuador es el de Guaranda, la capital de la provincia de Bolívar, en el centro del país. Carnival in Gualeguaychú, in the Entre Ríos province, begins in January with shows and parades every Saturday in the Corsódromo carnival stadium, although the heart of the celebration is in March. Carnival in Montevideo, Uruguay is famous, among other things, for its length: 35 days, although the main activities begin with the Carnival Parade featuring street bands, allegorical floats, big-headed mascots, the Carnival Queens, and samba schools. The Drum Call Parade is perhaps the best of all: thousands of drums play the candombe beat, recalling the fact that, during the second half of the 19th century, the Port of Montevideo was the port of entry for thousands of enslaved Africans brought into the Viceroyalty of the Rio de la Plata. hen people experience a setback at work it’s common to respond in one of two ways. Either we become defensive and blame others, or we berate ourselves. Unfortunately, neither response is especially helpful.

The Power of

Self-Compassion

¿Qué tal si en lugar de asumir estas dos posturas, nos tratamos a nosotros mismos como trataríamos a un amigo en una situación similar? What if instead, we were to treat ourselves as we would a friend in a similar situation? More likely than not, we’d be kind, understanding, and encouraging. Directing that type of response internally, toward ourselves, is known as self-compassion, and it has been the focus of a good deal of research in recent years. Psychologists are discovering that self-compassion is a useful tool for enhancing performance in a variety of settings, from healthy aging to athletics. Along with other researchers, I have begun focusing on how self-compassion also enhances professional growth.

eople with high levels of self-compassion demonstrate three behaviors: first, they are kind rather than judgmental about their own mistakes; second, they recognize that failures are a shared human experience; and third, they take a balanced approach to negative emotions when they fall short — they allow themselves to feel bad, but they don’t let negative emotions take over. Kristin Neff, a professor at the University of Texas, Austin, has developed a survey tool that assesses the three components of self-compassion. Researchers and practitioners have used the tool to shed light on what personality traits and behaviors are associated with self-compassion. They have found, among other things, that people who score high typically 1) have greater motivation to improve themselves and 2) are more likely to report strong feelings of authenticity — the sense of being true to the self. Both are important contributors to a successful career. The good news is that both of these traits can be cultivated and enhanced through self-compassion.

A Growth Mindset

People with high levels of self-compassion are kind, rather than judgmental, about their own mistakes.

Most organizations and people want to improve — and self-compassion is crucial for that. We tend to associate personal growth with determination, persistence, and hard work, but the process often starts with reflection. One of the key requirements for self-improvement is having a realistic assessment of where we stand — knowing our strengths and our limitations. Convincing ourselves that we are better than we are leads to complacency, and thinking we’re worse than we are leads to defeatism. When people treat themselves with compassion, they are better able to arrive at realistic self-appraisals, which is the foundation for improvement.

collaborated with my colleagues Juliana Breines at the University of Rhode Island and Jia Wei Zhang at the University of Memphis to demonstrate this in a series of studies in which participants were nudged to treat themselves either with self-compassion or in a self-esteem-boosting manner. Then we assessed their desire for self-improvement. In one study, we asked participants to recall a time when they did something they felt was wrong and as a result experienced guilt, remorse, and regret. We then randomly assigned them to one of three conditions: self-compassion, self-esteem, or a control group. The self-compassion participants were asked to write a paragraph to themselves expressing kindness and understanding regarding the transgression. The self-esteem people were asked to write a paragraph describing their positive qualities. Participants in the control group were asked to write about a hobby they enjoyed.

ll participants then filled out a questionnaire assessing their desire to make amends and their commitment not to repeat the transgression in the future. We found that those who were encouraged to treat themselves with compassion reported being more motivated to make amends and not repeat the transgression than participants who were encouraged to respond to the transgression in a self-esteem-boosting manner and those in the control group.

Self-compassion also supports what Carol Dweck, a psychology professor at Stanford University, has called a “growth mindset.” Dweck has documented the benefits of adopting a growth rather than “fixed” approach to performance. People with a fixed mindset see personality traits and abilities, including their own, as set in stone. People who have a growth mindset, in contrast, view personality traits and abilities as malleable. They see the potential for growth and thus are more likely to try to improve.

Self-compassion has benefits for the workplace beyond boosting employees’ drive to improve. Over time, it can help people gravitate to roles that better fit their personality and values. Living in accord with one’s true self —what psychologists term “authenticity”— results in increased motivation and drive. Unfortunately, authenticity remains elusive for many in the workplace. People may feel stuck in jobs where they have to suppress their true self because of incongruent workplace norms around behavior or doubts about what they have to contribute. But self-compassion can help people assess their professional and personal trajectories and make course corrections when and where necessary. A selfcompassionate sales executive who misses a quarterly target, for example, will not only focus on how she can make her numbers next quarter but also will be more likely to take stock of whether she is in the right sort of job for her temperament and disposition.

The fact that self-compassion encourages a growth mindset is also relevant here. Research shows that when leaders adopt a growth mindset, they’re more likely to pay attention to changes in subordinates’ performance and give useful feedback on how to improve. Subordinates, in turn, can discern when their leaders have growth mindsets, which makes them more motivated and satisfied, not to mention more likely to adopt growth mindsets themselves.

Este sitio, donde los franceses construyeron varias estructuras de defensa en los siglos XVII y XVIII, fue de gran importancia estratégica para la historia de la ciudad. This site, where the French built several defensive fortifications in the 17th and 18th centuries, played a significant strategic role in the history of the city. The area gradually became a garrison in the middle of the 18th century. The British Royal Artillery Regiment was headquartered here until 1871. A cartridge factory opened in 1879 and provided ammunition to the Canadian Army until it closed in 1964.

A lovely, lively street with many restaurants and shops, it also boasts some of the oldest and most beautiful buildings in the city. Maillou House (1736) sits next to Château Frontenac. On the corner of Rue des Jardins stands Jacquet House, the oldest house in the city, built in 1674. It now houses a restaurant serving traditional cuisine.

Ursuline Monastery Founded in 1641 by Madame de la Peltrie and Marie Guyart (Mother Marie de l’Incarnation), it is the oldest girls’ school in North America still in operation. The current chapel (dating from the early 20th century) features interior decoration transferred from the original chapel, which was decorated between 1726 and 1736 under the direction of Pierre-Noël Levasseur. Pay particular attention to the wood carvings of St. Augustine, St. Ursula, and St. Joseph; the nuns’ choir with its vaulted wooden ceilings; and the collection of paintings.

Dufferin Terrace

Terraza que rodea el Castillo de Frontenac con una hermosa vista al río San Lorenzo. Construida en 1879 bajo la dirección de lord Dufferin, el entonces gobernador general de Canadá, de quien recibió su nombre. La terraza cuenta con miradores y bancos desde donde se aprecia la Ciudadela de Quebec, instalación militar activa y residencia oficial de la monarquía canadiense y del gobernador general de Canadá. En el extremo oeste de la terraza hay una rampa de 150 metros que se usa cada año como un tobogán durante el Carnaval de Invierno de Quebec, desde fines de enero hasta mediados de febrero.

Terrace surrounding Château Frontenac, providing a lovely view of the St. Lawrence River. It was built in 1879 under the direction of Canada’s governor general of the time, Lord Dufferin, who lent his name to the terrace. The terrace has vantage points and benches from which tourists can view the Citadel of Québec, an active military installation and an official residence of the Canadian sovereign and the governor general of Canada. The far western end of the terrace has a nearly 500-foot ramp that is used as a slide every year during the Québec Winter Carnival, held from late January to mid-February.

Nearby are many shops that sell exclusive products and souvenirs for every taste.

Place Royale

Encantadora plaza adoquinada, actual corazón de la Ciudad Baja, que fue el centro de la actividad económica de la ciudad hasta mediados del siglo XIX, cuando el puerto y toda la zona de alrededor empezaron a declinar. Bordeada por casas de piedra típicas del siglo XVIII con tejados inclinados y chimeneas, ostenta un busto de bronce del rey Luis XIV en su centro.

The charming cobblestone square, the current heart of the Lower Town, functioned as the city’s economic hub until the mid-19th century, when the port and the entire surrounding zone entered a decline. Surrounded by typical 18th century stone houses with chimneys and sloped roofs, the plaza features a bronze bust of King Louis XIV in the center.

Breakneck Steps (L’Escalier Casse-Cou) Constructed in 1635, it is the oldest set of stairs in the city. Pariendo el ojo

The Birth of the “Eye”

Casi medio siglo ha pasado desde que la joven Sandra, recién graduada de historia del arte, recorría las callejas somnolientas y abrumadas de sol del viejo pueblo colonial de Portobelo, en la costa caribeña de Panamá. Se interesaba en la fotografía y seguía el trabajo de grandes maestros, como Eugene Smith, pero no sentía una visión propia. Smith había hecho una serie sobre la partera Maude Callen en Carolina del Sur para la revista Life y a Sandra se le ocurrió que Josefa San Guillén, la partera y curandera de Portobelo, quizá podría ayudarla a encontrar su visión.

Nearly half a century has elapsed since a young Sandra, a recent art history graduate, walked the sleepy, sun-splashed streets of the colonial town of Portobelo on Panama’s Caribbean coast. She was interested in photography and she studied the work of great masters like Eugene Smith, but she didn’t feel she had a vision of her own. Smith had done a series on midwife Maude Callen in South Carolina for Life magazine, and it occurred to Sandra that Josefa San Guillén, the Portobelo midwife and healer, might help her find a vision of her own.

“Josefa, yo no tengo un ojo, no tengo una visión personal. Ayúdame a parir mi ojo”, le dijo Sandra a la mujer, cuando le pidió permiso para acompañarla y fotografiar el parto al que acudía. Aunque extrañada, la partera lo permitió. “De vuelta en el laboratorio, revelo las fotografías y nada sucede, no encuentro mi ojo verdadero, la visión prometida no se dio”.

“Josefa, I don’t have the eye for it, I don’t have a vision of my own. Help me give birth to an ‘eye,’” Sandra said. She requested permission to accompany Josefa to births and to take photographs. The midwife was surprised, but she agreed. “Back in the lab, I developed the photos and nothing. I didn’t have any sort of eye or the vision of my own I had hoped for.”

Con la publicación del libro El entorno invisible, que reúne una antología de su mejor trabajo y reflexiones sobre el contexto personal, social y político en el que surgió; así como su inclusión en la exposición “Mujeres radicales: arte latinoamericano 1960-1985”, la fotógrafa panameña Sandra Eleta se consolida como referente del arte en el ámbito nacional y hemisférico. Panorama de las Américas conversó con ella en su casa de la capital panameña, en un intercambio de un tenor muy introspectivo.

Panamanian photographer Sandra Eleta’s reputation in photography at the national and regional level is further enhanced by the publication of the book, The Invisible World, an anthology of her best work and her reflections on the personal, social, and political context of her photographs. She is also included in the recent exhibit, “Radical Women: Latin American Art, 1960-1985.” Panorama of the Americas enjoyed a very introspective chat with her at her home in the Panamanian capital.

andra had already put away her camera, along with her dreams of being a photographer, when one day, her father, Carlos Eleta Almarán, gave her a Hasselblad camera that he had won in a bet on a boxing match. He had been assured that it had traveled to the moon and back. “Perfect,” he replied, “because I have a daughter who lives on the moon.”

Tras su decepción con la fotografía, Sandra quería aprender los misterios de la curandería con Josefa y la acompañó a una curación contra el mal de ojo. “Me la trajiste cuando ya no la necesito”, le contestó Sandra a su padre. Pero Josefa la picó: “No te atreves a creer en ti. ¿Por qué no usas esa cámara que ves aquí?”. “Lo hice y con la primera foto que hago, nace mi visión, nace mi ojo. Descubrí que, hasta ese momento, había hecho fotos como clichés, pero hay un momento para todo”. Al final, Josefa sí le ayudó a parir su ojo, como había prometido.

La conciencia que nace Sandra llegó a Portobelo en el preámbulo de una época de redescubrimiento, reconexión y reivindicación con el legado afrodescendiente en Panamá y Latinoamérica, en general. “Cuando yo llegué a Portobelo no existía una conciencia de África, ni siquiera entre los portobeleños mismos. Pero a partir de la llegada del profesor Arturo Lindsay y sus estudiantes del Spelman College, comenzó a crearse una conciencia mucho más organizada”, recuerda Sandra. En ese entorno surgieron, por ejemplo, el Taller Portobelo, iniciativa de una cooperativa de mujeres con el apoyo del poeta John Ryan. “El Grupo Portobelo, al que también pertenecía Ryan, agrupaba a cineastas, músicos, poetas y artistas que llegaron para fortalecer la conciencia de sus orígenes afrodescendientes”, continúa la fotógrafa. “La cultura de Portobelo tiene muchas raíces, algunas de las que ni ellos mismos sabían. El lenguaje congo, por ejemplo, no había estado vinculado a otras tendencias afrodescendientes, por así decirlo, pero hoy se le considera determinante en identificar el grado de afinidad del pueblo con los ancestros africanos”.

After her letdown with photography, Sandra wanted to learn the mysteries of healing from Josefa and she once accompanied the healer as she tried to cure the evil eye. “You brought me this camera when I no longer need it,” Sandra told her father. But Josefa needled her: “You’re afraid to believe in yourself. Why don’t you use that camera you have there?” “I did, and the very first photo birthed a vision of my own, my ‘eye.’ I discovered that, until that moment, my photos had been clichés, but everything happens in its own time.” In the end, Josefa did help her give birth to her eye, as promised.

An Emerging Conscience Sandra came to Portobelo at the beginning of an era of rediscovery, reconnection, and reaffirmation of the Afro-descendant legacy in Panama and Latin America in general. “When I arrived in Portobelo, there was no awareness of Africa, not even among the Portobelo residents themselves.” But a more coherent awareness began to emerge after the arrival of Professor Arturo Lindsay and his students from Spelman College,” remembers Sandra.

This environment and the support of poet John Ryan inspired the Portobelo Workshop, a women’s co-op initiative. “The Portobelo Group, of which Ryan was also a member, brought together filmmakers, musicians, poets, and artists who sought to learn more about their Afro-descendant origins,” continues the photographer. “Portobelo culture has many roots, including some completely unknown to the inhabitants. The language of the Congo (descendants of runaway slaves), for example, had not been linked to other Afro-descendant ‘trends,’ if we can put it that way, but it is now considered decisive in determining the degree of people’s affinity with African ancestors.”

El ojo crece y se fortalece, alimentado por las circunstancias que van marcando la vida de Sandra. La de Portobelo se convierte en la primera y más nutrida de sus series fotográficas, pero otras son igualmente impactantes por distintas razones. “Por ejemplo, ‘La servidumbre’ fue hecha, en parte, cuando viví en España durante la época de Franco. En ella, la heroína es Purita. Sentía su taconear nervioso por los pasillos, su energía, comparándola con la complacencia que había entre los sirvientes más viejos”.

Sandra’s eye improved and grew stronger, nourished by the events of her life. Life in Portobelo became the first —and richest— of her photographic series, but other circumstances had an equal impact for different reasons. “For example, part of ‘Servants’ was done when I lived in Spain during the Franco era. The heroine here is Purita. I heard the anxious click of her heels along the hallways and felt her energy, which contrasted with the complaisance of the older servants.”

En “La servidumbre”, Sandra pretendía estudiar cómo entienden estas personas su rol. “Mientras los sirvientes más viejos, como Víctor, no establecían diferencias entre lo que eran y lo que hacían, los más jóvenes como Purita separaban con conciencia más crítica lo que hacían y lo que ellos eran. El taconeo nervioso de Purita me hacía verla como un pájaro enjaulado. Por ello la fotografié en el centro de unas espadas, como una mariposa alfileteada”. Fue la última vez que Sandra vio a Purita. La joven era una terrorista de ETA encubierta y murió durante un asalto a una cárcel española.

Sandra’s “Servants” is an attempt to study how these people understand their role. “While the oldest servants, like Víctor, did not separate who they were from what they did, the younger ones like Purita were more conscious of the distinction between their own selves and their work. The nervous click of Purita’s footsteps made me see her as a caged bird, which is why I photographed her against a background of swords, like a mounted butterfly.” It was the last time Sandra saw Purita. The young woman was an undercover ETA terrorist who died during an attack on a Spanish prison.

El ojo madura y comienza a encontrar constantes en sus percepciones, independientemente de las diferencias del objetivo captado. “Los caminos de la piel”, la última serie producida por Sandra, es un ejemplo. “En esa serie quise decir que todas las pieles son iguales, un medio que puede usarse para la expresión, sean los hippies, los emberás o los congos”, explica.

The eye matures and is more consistently perceptive, independent of the differences among photographic subjects. Sandra’s most recent series, “Paths of the Skin,” exemplifies this. “In this series, I wanted to say that everyone’s skin is a medium of expression, whether the subjects are hippies, Emberás, or Congos,” she explains.

Otras series importantes son “Las campesinas”, “Emberá: hijos del río”, “Cuando los santos bajan” y “Los abuelos”. “Todas mis fotografías están marcadas por mis vivencias. Ellas me movieron a hacerlas y constituyen su alma. Sin esos entornos invisibles, no sería posible la fotografía”.

Other significant series include “Women Peasants,” “Emberá: Children of the River,” “Touched by the Saints,” and “Grandparents.” “All my photos draw on my life experiences. My experiences impelled me to take the photographs and they constitute the very soul of the photos. Photography would be impossible without these invisible contexts.”

La película nos muestra el conflicto de Paula, una joven que por azar conoce al sicario que mató a su papá y duda si tomar venganza al descubrir que el asesino es otra víctima más de la violencia en Colombia. Es una historia basada en el asesinato del padre de la propia directora del filme, por lo que su profunda intervención dio luces para comprender ese cine que quiere reflexionar sobre los límites de la humanidad y se plantea retos más allá de lo estético.

Otro interesante debate se produjo al final de la película dominicana Cocote. El público, el director Nelson Carlo de los Santos Arias y la actriz udith Rodríguez intercambiaron ideas sobre ese cine latinoamericano que cuestiona las formas para construir un lenguaje propio. El filme es un experimento rebelde en sí mismo, una mezcla de ficción y documental que se aprovecha de la crisis existencial de su protagonista para adentrarse en la profundidad de República Dominicana, mostrar rituales ancestrales y cuestionar cuál es la verdadera identidad de la isla.

Este gran encuentro inició de forma muy modesta y gracias al esfuerzo de un grupo de promotores de eventos independientes. Poco a poco fue creciendo y mejorando su oferta artística, hasta convertirse en un megaevento cultural de proporciones colosales, que en un fin de semana convoca a más de cincuenta artistas de talla internacional. he tenth Estéreo Picnic Festival is scheduled for the first weekend in April. This gigantic alternative music event has taken place in Bogotá every year since 2010. The festival began modestly, thanks to the efforts of a group of independent promoters, and grew and improved little by little, becoming a cultural event of colossal proportions, featuring more than fifty international artists in a single weekend. La banda británica, que tocará por segunda vez en Colombia, es la gran estrella que encabeza la alineación de este año. Regresan a suelo bogotano con material nuevo, luego de lanzar en el 2018 su más reciente placa: Tranquility Base Hotel & Casino, después de cinco años de silencio discográfico. Aunque sin duda los fans clamarán por escuchar en vivo esos viejos éxitos que los hicieron famosos hace diez años, como I Bet You Look Good on the Dance Floor y When the Sun Goes Down. Silvina Moreno After musical training in Boston when she was barely twenty, Silvina moved to Brooklyn to begin exploring the New York underground scene. Although tempted to remain in the city that never sleeps, she returned to her native Buenos Aires and her simple and refreshing approach brought her overwhelming success. Los respetamos enormemente porque se requiere mucha valentía para hacerlo. Sin ellos, las Naciones Unidas no podrían hacer su trabajo, pues son los que alertan sobre situaciones de vulneración, los llevan al Consejo de Derechos Humanos de las Naciones Unidas y exigen a los gobiernos respetar y actuar para proteger los derechos de la población”, explica Alejos. Ahí donde la mayoría de nosotros habría colgado los guantes, ellos continúan luchando.

But I want to think that these situations will be overcome and that is why the demands of the people and human rights defenders are very important, because the Universal Declaration of Human Rights and international regulations frame these liberties very well.” These exceptional individuals face pressures and threats because of their efforts to demand rights that have been historically denied. They lead civic initiatives that serve as watchtower and beacon to detect and combat reactions against the expansion of the rule of law. “We can all defend our own rights, but these activists have decided to publicly defend their rights and those of others. We have enormous respect for them because what they do takes a lot of courage. Without them, the United Nations could not do its work. They take human rights violations to the United Nations Human Rights Council and demand that governments respect and act to protect the rights of the people,” Alejos explains. When most of us would have hung up our gloves, they continue to fight.

Marilyn Rice-Bowen (Barbados) Defensora de los derechos humanos de las mujeres desde hace 25 años, Rice-Bowen ha presidido la Organización Nacional de las Mujeres (YWCA) de Barbados y encabezado los comités de género de la Asociación de Mujeres del Caribe. “Lo que detonó mi activismo fue el hecho de que las mujeres estaban perdiendo sus vidas por actos violentos y que la sociedad, en general, permanecía silenciosa. Reconocí que tenía que prestar mi voz a esta causa y ser la voz de las sin voz”, reconoce. La activista cree que su mayor logro ha sido la transformación tanto de las mujeres ante el acto de violencia, como de los gobiernos frente al marco legal para combatirla. “A través del Caribe, he atestiguado cómo los gobiernos van reconociendo la necesidad de revisar y actualizar las leyes que tipifican la violencia doméstica y de género para incorporar, por ejemplo, el acoso electrónico mediante celulares. También me causa gran satisfacción ver cómo la actitud de la mujer va cambiando de una de víctima a una de sobreviviente. Y todo ello en un lapso muy corto”.

A defender of women’s rights for 25 years, RiceBowen chaired the National Organization of Women (YWCA) of Barbados and headed the gender committees of the Caribbean Women’s Association. “What triggered my activism was the fact that women were losing their lives because of violent acts and society, in general, remained silent. I recognized that I had to lend my voice to this cause and be the voice of the voiceless,” she said. The activist believes that her greatest achievement has been transforming the lives of women facing violence, as well as getting governments to establish the legal framework to combat this violence. “Throughout the Caribbean, I have witnessed governments recognizing the need to revise and update laws about domestic and gender violence to incorporate, for example, electronic harassment via cell phones. It also gives me great satisfaction to see how women’s attitudes are changing; they have gone from feeling like victims to feeling like survivors. And all of this in a very short period of time.”

Venus Tejada (Panamá) Venus Tejada lleva casi veinte años liderando la lucha para el reconocimiento de la comunidad transexual en Panamá. “Una tarde, mi madre me llamó para que sintonizara el noticiero y viera cómo unos policías estaban agrediendo a unas compañeras trans. Ella me dijo que tenía que hacer algo por ellas”, recuerda la activista como el motivo que la llevó a emprender esta lucha. Ahora preside la Asociación Panameña de Personas Trans y es parte de la Red Latinoamericana del Caribe de Personas Trans. La situación para el colectivo trans en la región no es halagüeña. Según la Comisión Interamericana de Derechos Humanos, el 80% de las mujeres trans en Latinoamérica muere antes de cumplir los 35 años; estadística que en gran parte radica en la exclusión, la discriminación y la violencia. Un escenario que Venus tampoco pudo eludir. “Haberme criado en una familia 100% católica y ver cómo algunos grupos religiosos nos discriminan y realizan campañas de odio y violencia hacia la población LGBTI fue un gran reto para mí. Para afrontarlo tuve que entender que no son todas las iglesias ni todas las personas; sin embargo, los que discriminan son los que más ruido hacen”.

Venus Tejada has been leading the fight for recognition of the transsexual community in Panama for almost twenty years. “One afternoon, my mother called and told me to turn on the news because police officers were attacking several trans women. She told me that I had to do something for them,” the activist recalls, when asked why she decided to undertake this struggle. Now she directs the Panamanian Association for Trans People (Asociación Panameña de Personas Trans) and she is part of the Latin American and Caribbean Network of Transgender People. The situation for the trans collective in the region is not encouraging. According to the InterAmerican Commission on Human Rights, 80% of trans women in Latin America die before their 35th birthday, a statistic due largely to social exclusion, discrimination, and violence, conditions to which Venus is not immune. “Having been raised in a family that is 100% Catholic and seeing how some religious groups discriminate against us and carry out campaigns of hate and violence against the LGBTI population was extremely challenging for me. To confront it I had to understand that these groups do not represent all churches or all people; however, those who do discriminate are the ones who make the most noise.” Venus Tejada.

El Informe de la UNESCO sobre acceso a la información de 2017 destacaba el avance en legislación latinoamericana en el tema, pues la mayoría garantiza el acceso a la información oficial (excepto cuatro países). Juan Pablo Olmedo, de Chile, es uno de los activistas más relevantes en lograr esto. Su activismo inició tras la restauración democrática y tuvo que ver con la exhibición de un largo metraje: La última tentación de Cristo. “La película fue bien recibida y considerada por la crítica como una obra de arte cinematográfica; sin embargo, su exhibición fue censurada por iniciativa y presión de un grupo de abogados de fuerte línea religiosa”, recuerda. La censura fue denunciada ante la Corte Interamericana de Derechos Humanos.

The 2017 UNESCO Report on Access to Information highlighted the progress Latin America has made in legislation on information freedom; all but four countries now guarantee access to official information. Chilean Juan Pablo Olmedo is one of the activists who has worked the hardest for this progress. His activism began after the restoration of democracy in his country and it had to do with the screening of the movie The Last Temptation of Christ. “The movie was well received and considered by critics as a work of cinematographic art; however, it was banned due to pressure from a group of hardline religious lawyers,” he recalls. This censorship was denounced before the Inter-American Court of Human Rights.

Me parece que hay mayores voces de libertad de expresión y con la tecnología y las redes sociales”.

The effort was productive and the demand for access to information, transparency, and accountability has spread in public opinion and civic movements in Chile and other countries in the region. “The change has been remarkable. When I see the news and listen to public debate today, I realize that it surpasses what we had twenty years ago, especially in terms of the tone and the level of responsibility of the actors in the debate. It seems to me that there are more voices for freedom of expression and freedom for technology and social networks.”

El tipo de luchas en las que se ha venido involucrando Bettina desde hace casi cuarenta años. De hecho, ella integra el movimiento de resistencia civil contra los precios altos de la electricidad y la lucha frente a megaproyectos eólicos, lo que le ha valido varias amenazas.

The Binni’zaa (Zapotec) communities of the Mexican state of Oaxaca are fighting against a wind energy project, arguing that it violated indigenous peoples’ right to be informed and consulted before the project was carried out. Bettina has been involved in these kinds of struggles for almost forty years. In fact, she is part of the civil resistance movement protesting the high price of electricity and she also supports the fight against wind megaprojects, which has led to several threats against her.

“Los pueblos indígenas hemos sido marginados y excluidos históricamente en México; desde la época colonial hasta la fecha hemos sido despojados sistemáticamente de nuestros derechos al territorio, a nuestros bienes culturales y naturales; estos han sido utilizados para beneficio de la clase política y económica en turno, sin ningún beneficio para nuestros pueblos”, explica la activista. Aunque queda mucho trabajo por delante, reconoce avances, sobre todo en la organización de las comunidades para defender sus territorios ancestrales y su derecho a una vida digna desde sus propias visiones del mundo.

“The indigenous people have been historically marginalized and excluded in México. From colonial times to the present, we have been systematically stripped of our right to the land and our cultural and natural assets. Our resources have been used for the benefit of the political and economic class, without any benefit for our people,” explains the activist. Although there is much work ahead, she recognizes progress, especially in communities organizing to defend their ancestral territories and their right to live a dignified life from the perspective of their own worldviews.

La vigesimoquinta versión del Viaje Inolvidable se realizó a principios de diciembre pasado, y los más de 120 niños y niñas que participaron gozaron como nunca. Entre la expectativa del viaje, los juegos y los regalos, este viaje será, sin duda, un recuerdo imborrable.

se lunes 3 de diciembre y recién llegados al Aeropuerto de Tocumen, los más de 120 niños que participarían en la vigesimoquinta versión del Viaje Inolvidable de Copa Airlines aún se mostraban tímidos: Más que timidez, parecía cansancio. O un poco de las dos cosas. Después de todo, buena parte de ellos habían viajado hasta diez horas el día anterior desde las provincias de Chiriquí y Bocas del Toro, en el occidente panameño, para participar en una experiencia que los colmaría de emoción. Primera parada en el aeropuerto: el counter de Copa Airlines. Entregarle el boleto de abordaje a cada niño es quizás el paso menos divertido de la experiencia, sobre todo cuando lo que quieren es ¡volar! El proceso, sin embargo, se hizo más llevadero con los villancicos que cantaron colaboradores voluntarios de la aerolínea, sobre todo cuando interpretaron el tamborito “Vamos al portal” que, a ritmo de guitarras, tambores y panderetas, encendió el ánimo no solo de los niños, sino de los pasajeros que fortuitamente se encontraron con aquella fiesta de salomas.

hat Monday, December 3, newly arrived at the Tocumen Airport, the more than 120 children participating in the twenty-fifth Copa Airlines Unforgettable Trip were still feeling shy; more than shy, perhaps, they were simply tired. Or a little of both. After all, many of the children had traveled up to ten hours the previous day, from the provinces of Chiriquí and Bocas del Toro in Western Panama, to participate in this highly emotional experience. First stop at the airport: the Copa Airlines counter. Getting each child their boarding pass is perhaps the least fun step of the experience, especially when all the children want is to fly! The process, however, became more bearable with the carols sung by airline volunteers, especially when they performed the tamborito, “Vamos al portal” that, to the rhythm of guitars, drums, and tambourines, lifted not only the children’s moods, but also those of the passengers lucky enough to be present for the caroling.

The twenty-fifth annual Copa Airlines’ Unforgettable Trip took place in early December 2018 and the more than 120 children who participated enjoyed it as never before. The expectations surrounding the trip and the games and gifts it included made this trip an indelible memory for each of them.

os niños que formaron parte de la experiencia del Viaje Inolvidable llegaron desde Alto Caballero y Quebrada Loro, comunidades de la comarca Ngäbe-Buglé; desde Finca 4 y Finca 2 de Changuinola, tierras bananeras de la provincia de Bocas del Toro, y desde el barrio Curundú, en la capital panameña. Como explicó Ivette Franco, asesora legal de Copa y la cabeza detrás de todo este proyecto desde sus inicios, cada año se eligen fundaciones o asociaciones con las que trabajar, y siempre son aquellas que ayudan a los niños a superar retos sociales, de salud o de aprendizaje. La alianza en esta ocasión se realizó con la Organización de Estados Iberoamericanos que, desde el 2017 y en apoyo al Ministerio de Educación de Panamá, adelanta un programa de enseñanza de las habilidades matemáticas con enfoque bilingüe e intercultural en 245 escuelas de la comarca Ngäbe-Buglé. Todos los niños seleccionados para el Viaje Inolvidable 2018 son estudiantes de buen desempeño escolar, provenientes en su mayor parte de escuelas de difícil acceso y en contextos de alta vulnerabilidad socioeducativa y económica.

he children participating in the Unforgettable Trip came from Alto Caballero and Quebrada Loro, communities in the Ngäbe-Buglé province; from Finca 4 and Finca 2 of Changuinola, banana plantations in the Bocas del Toro province; and from the Curundú neighborhood of the Panamanian capital. As Copa Airlines legal counsel and project director since its inception Ivette Franco explained, every year foundations and associations are chosen from among those that help children overcome social, health, or learning challenges. This time, the project teamed up with the Organization of Ibero-American States, which since 2017, and in support of the Ministry of Education of Panama, has organized a program for teaching math skills using a bilingual and intercultural approach in 245 schools in the Ngäbe-Buglé province. All the children selected for the 2018 Unforgettable Trip have excellent academic records and come from remote schools located in contexts of great socio-educational and economic vulnerability.

Pero a lo largo de los 25 años de esta mágica actividad, las asociaciones, organizaciones y escuelas participantes han sido muchas y variadas. Es así como en la lista aparecen, por ejemplo, el Hogar San José de Malambo, el Centro Misionero Jesús Obrero de Tolé, Nutre Hogar, la Fundación Panameña de Hemofilia, Aid for Aids, la Ciudad del Niño, la Fundación Calicanto de San Felipe y el Hogar de Niñas Juana María Condesa de Ciudad Radial, entre muchos otros. “Son 25 años llenando de alegría el alma de los niños”, comentó Franco, con un proyecto que desde el principio fue un sueño de Alberto Motta Cardoze, fallecido en 2006, miembro de la junta directiva de Copa Airlines desde 1968 y que, al momento de su fallecimiento, era el presidente vitalicio de la empresa.

But throughout this magical event’s 25 years, the associations, organizations, and participating schools have been many and varied. They include the San José de Malambo Home, the Jesús Obrero Missionary Center of Tolé, Nutre Hogar, the Panamanian Hemophilia Foundation, Aid for Aids, the City of Children, the Calicanto Foundation of San Felipe, and the Juana María Condesa de Ciudad Radial Home for Girls, among many others. “It’s been 25 years filling the souls of children with joy,” said Franco. The project was initially the dream of Alberto Motta Cardoze, who died in 2006. Cardoze was a member of the Copa Airlines board of directors from 1968 until his death and also served as the company’s President for Life.

Entonces un día surgió la idea de no solo llevar a los niños a conocer las aeronaves, sino de regalarles un vuelo que los llevara al Polo Norte. “El impacto fue tan grande que se ha vuelto una tradición, que nos lo piden, que ha hecho una diferencia en muchas personas” porque el Viaje Inolvidable implica trabajo en equipo, voluntariado, empatía y alegría.

“Mr. Alberto Motta always told us that we should take children to see the planes,” recalls Pedro Heilbron, Copa Airlines CEO and Executive President. One day the idea came up to not only show the children the aircraft, but to fly them to the North Pole. “The impact was so great that it has become a tradition; people ask us to do it and it has made a difference in many people,” because the Unforgettable Trip involves teamwork, volunteering, empathy, and joy.

Los niños elegidos para el viaje de 2018 son particularmente especiales: muchos de ellos caminan todos los días para llegar a su colegio o perseveran en sus estudios pese a las difíciles condiciones sociales que enfrentan en sus comunidades. Como dijo Franco: “Son niños que hacen un esfuerzo extra para estudiar, que dan la milla extra”. La segunda parada en el aeropuerto: el gate. La expectativa se empezó a sentir en la sala de espera. Allí, a solo unos pasos del avión, las risas, las bromas y los retos comenzaron a ser parte del ambiente. A alguno se le ocurrió preguntar a voz en cuello: “¿Quién está asustadooo?”, y un coro de voces impregnadas de risotadas contestó “¡yooo!”. Cuando por fin se abrió el pasillo que conduce al avión, los niños “soltaron amarras” y empezaron a correr. Tras la espera en la pista de aterrizaje, la primera sorpresa: ¡el rugido de

Había descubierto, como el resto de sus compañeros de viaje, que el mundo es más grande de lo que se imaginaba, que todavía hay muchas cosas por aprender…

uando el sabio señaló la luna, el idiota se quedó mirando el dedo del sabio, y vio que se trataba del índice. Era un dedo arrugado, envuelto en una epidermis desgastada, cuyo tejido anterior se hacía tan fino que el espesor de la sangre, fragmentado en pequeños puntos rojos, se dividía a su vez en forma de tabique, debido a las líneas irregulares que en grupos de cinco separaban las falanginas de las falangetas. Por la parte posterior, en la superficie de los nudillos, estas líneas eran más numerosas y parecían nervaduras de hoja, pues el sabio era tan viejo que la piel del nudillo era un pellejo de consistencia inerte, y hasta tenía ciertas marcas de los mordiscos leves que el sabio le había dado en los momentos de reflexión.

hen the sage pointed to the moon, the idiot stared at the sage’s finger, and saw that it was the index finger. It was wrinkled, wrapped in a worn epidermis with tissue so thin that the thickness of the blood beneath, fragmented into small red dots, was visible. It formed a partition due to the irregular lines that, in groups of five, separated the phalanges from the phalanxes. On the back of the finger, on the surface of the knuckles, these lines were more numerous and resembled the veins on leaves. Because the sage was so old, the skin on the knuckle was flayed and inert, and even had marks from where he had gnawed at it in moments of reflection.

En los demás dedos del sabio había ciertos vellos que el idiota apenas podía registrar con el ojo. Tal era su concentración en el índice, distinto de aquellos por ser lampiño, con los poros más grandes y de una uña más pronunciada, curva y de una pátina tenue de amarillo. Su superficie se adivinaba casi tan lisa como la de un cristal, y brillaba. El contorno de la cutícula estaba perfectamente dibujado; no había en su línea cóncava ni el más mínimo desprendimiento. El nacimiento de la próxima uña, blanco y puntiagudo, formaba con la cutícula un óvalo que el sabio miraba a veces, encontrando en él una especie de centro universal cuyo significado desconocía. Se detuvo por fin el idiota en la parte superior de la uña, que coincidía exactamente con el nivel de la yema, y cuyo borde se inclinaba hacia abajo. Allí el idiota vio, perfectamente reflejada y redonda, a la luna.

The sage’s other fingers bore a fine fuzz barely registered by the idiot’s eye. Such was his concentration on the index finger, different from the others in its hairlessness and larger pores, and its more pronounced, curved fingernail with a faint yellow patina. The nail’s surface was nearly as smooth as glass and it shone. The cuticle was perfectly outlined; its concave line showed not the slightest detachment. The base of the next nail, white and pointed, formed an oval with the cuticle that the sage observed from time to time, finding in it a kind of universal center, the meaning of which escaped him. At last, the idiot paused at the top of the nail, which coincided exactly with the tip of the finger, whose edge sloped downwards. There the idiot saw, perfectly reflected and round, the moon.

A few days at El Otro Lado provides visitors with opportunities to start the day with a yoga class, jungle walk, or meditation in the jungle. Guests can swim or do snorkeling along a tropical Caribbean beach surrounded by howler monkeys, kayak through a thousand-year-old mangrove that provides refuge to endangered species, or practice trekking in the jungle or among the ruins of the old military forts left by Spanish conquistadors. There is also the opportunity visit the town of Portobelo and learn about the region’s Congo culture, discovering how the descendants of enslaved Africans in America have kept it alive.

Make five clockwise circles and five counterclockwise circles with each foot.

Tips for Healthy Travel: • Get a good night’s sleep and rest as much as possible during your flight. • Try to stick to your normal sleep schedule as much as possible during your trip. You may find it refreshing to take short, thirty to forty minute naps as you adjust to a new time zone. • Drink plenty of water and/or juice before and during your flight. • Eat light meals during your flight, and limit or avoid caffeinated beverages and alcohol. • Don’t stay in one position for too long; perform the simple stretches shown on the right, and take short walks when possible. • Wear loose, comfortable clothing and shoes.
