Introduction

Introduction This document is created to set in place the design principles for the site known as Former Brackley Golf Club on behalf of Bellway Homes Manchester region who have excellent track record for creating high quality developments.

The Site

This site is 26 hectares of relatively flat topography, which is irregular in shape, and the majority of the site comprises of Brackley Golf Course.

The strategic employment site of Logistics North is located to the south west of the site beyond Manchester Road West (A6). There are a number of existing green spaces within easy access of the site, including Amblecote Playing Fields to the immediate east beyond Anchor Lane.

There are two Public Rights of Way (PRoW) associated with the site; Worsley Definitive Footpath 102 and 154. The W102 is located towards the west of the site. The W154 joins with W102, along the north of the site boundary, to the footbridge over the motorway and then interfaces with Moorhey Road to south of the site. To the south of W102, there is Worsley Definitive Footpath 101 which connects the A6 Manchester Road east to W102 via Rothwell Lane.

The site is bound to the north by the M61 with the existing residential area of Little Hulton located to the east and south.

The western extent of the development (including access) would be located within the administrative boundary of Bolton, which in the main is allocated as Green Belt. The area of the site covered by Salford City Council is not within Green Belt but is allocated as part of a wildlife corridor and falls within a minerals safeguarding area. According to the Environment Agency Flood Mapping, the site is located within Flood Zone 1.

The proposals will deliver up to 690 high quality dwellings at an appropriate mix to meet housing needs in Salford, including apartments, detached, semidetached and mews style properties. The proposed houses are set within plots which provide in-curtilage parking and generously sized gardens, and the layout sits comfortably within a landscape led framework and the overall built form of the area. These units are at an appropriate scale and density to reflect the character and appearance of the surrounding residential development.

The main point of access to the development will be from the A6 at the southwestern corner of the site. The main access to the A6 would be signal controlled with pedestrian crossing facilities and advance cycle stoplines, in accordance with the requirements of the outline planning permission. This junction would provide an adequate access capable of accommodating the vehicles generated by this development. The pedestrian crossing facilities

would assist future residents accessing the bus stops on the A6 and would be on the walking route to Logistics North. Secondary access onto Anchor Lane is proposed however it is proposed that this will only be for emergency use only.

The residential layout is set within a strong landscape led framework, with key areas of open space proposed throughout the site in accordance with the approved parameter plan, including: - A large area of public open space is proposed to the north of the site along the boundary of the M61. This will include areas of formal and informal open space, including retained landscape features providing screening to the M61 boundary, new footpaths for recreational purposes set within a green corridor, a wildflower meadow, new structural planting, areas of play including a NEAP and trim track equipment.

Other areas of formal and informal open space, including the creation of tree-lined green corridors along the PROWs north to south across the site. The use of grass verges, scattered trees and hedgerow planting will be incorporated as part of these green linkages to assimilate the pedestrian connections from the northern boundary open development buffer into the residential areas, offering permeability and internal tree planting throughout the site

Provision of formal play, including on site x 2 LEAPs and a NEAP, in addition to provision of less formal play areas including trim track equipment and a ‘focal feature’ area for French boules. These features have been appropriately located within the planning layout to maximise accessibility and designed to meet the relevant Fields in Trust, Play England and Local Authority size and specification requirements with associated minimum buffers. The public open space provision is well above Salford’s policy requirements.

Areas of on-site attenuation will be implemented as required and in addition to source control SuDS techniques throughout the development. SUDS features have been integrated within the development and will be appropriately designed to provide both drainage and ecological benefits.

Retention of the existing tree stock to the boundaries of the site with complementary new planting, which will enable the development to successfully integrate with the local surroundings.

The proposals include the provision of an entrance feature wall to Manchester Road, which will significantly enhance the aesthetic appeal of the site, whilst improving the experience for future residents when entering the proposed development. A general arrangement drawing has been provided with APD’s design pre-application document to demonstrate the size, location and design of the proposed entrance feature wall.
