MANILA - As the legal challenge to his martial law declaration unfolds, President Rodrigo Duterte exhorted soldiers fighting Maute militants in Marawi City to do their job without fear, even as he warned critics of his mailed fist response to terrorism not to interfere. “I will not let you get disadvantaged. Don’t be afraid. If you are ordered to destroy, you destroy. Leila de Lima, former senator Rene Saguisag and several lawyers filed a petition asking the Supreme Court to compel Congress to hold a joint session to discuss martial law in Mindanao. MalacaĂąang was unfazed by the filing of the petition, with presidential spokesman Ernesto Abella calling it “irrelevantâ€? as the two chambers of Congress had already expressed support for President Duterte’s Proclamation No. 216 placing Mindanao under martial law.
“It’s a democratic process. They can go ahead and do so,� he added. Chief presidential legal counsel Salvador Panelo said the petitioners have “misread� the provision of the Constitution. “The Constitution cannot be clearer. Congress is only required to convene and vote jointly on the proclamation of martial law and the suspension of the privilege of the writ of habeas corpus if it intends to revoke such proclamation and suspension,� Panelo said in a statement. Senate President Aquilino Pimentel III welcomed the filing of the petition, saying the Supreme Court “should step in as the referee� to settle differing interpretations of a constitutional provision. ‘PH-US military ties remain strong’ AFP receives new counterterrorism weapons
THE military relationship between the Philippines and the United States remains strong despite Philippine President Rodrigo Duterte’s seemingly distant approach to the U.S. government, officials from both countries affirmed. Head of U.S. Pacific Command Admiral Harry Harris and Philippine Undersecretary for Defense Policy Ricardo David both made the assurance during the Southeast Asian Young Leaders’ Programme on Sunday, June 4 in Singapore. “I believe that we are in a very good place with regard to military to military activities in the Philippines,� Harris said. Backing up Harris’ statement, David added: “As far as the Philippines is concerned, I think we have good relations with the United States. The Balikatan just concluded. It will continue because this is a part of our Philippine alliance with the US. We have a Mutual Defense Treaty.� Duterte, who assumed office in June last year, had announced that the Philippines would shift closer toward China and Russia as
