the spate of killings related to the present administration’s anti-illegal drugs campaign in the Philippines indicates “lawless, not crime control,” according to international human rights group Amnesty International. In a statement released on Wednesday, August 24, Amnesty described the number of deaths as “a terrifying indication that the authorities are grossly failing in their obligations to respect and protect the right to life.”

the group’s statement was made after Philippine National Police (PNP) Chief ronald “Bato” Dela rosa earlier this week confirmed that at least 1,067 killings by unidentified people and an estimated 712 killings by police have been recorded in the country since July 1, when President rodrigo Duterte took office. Amnesty stressed that these summary killings constitute as crimes under international law. “the unlawful and deliberate killing carried out by order of a state actor, or with the state’s complicity or acquies-

cence, is an extrajudicial execution. this is a crime under international law,” the group said. It added that “incitement to violence and discrimination are prohibited under international law and risk escalating a cycle of violence in the country.” the group also reminded the government of its duty to safeguard the people’s right to liberty and security, including the guarantee to a fair trial. Amnesty stressed that these must be applied equally for drug-related cases as well. “the state has a duty to protect

people from all forms of violence, including an obligation of due diligence to prevent killings and to promptly, independently and impartially investigate such killings and bring perpetrators to justice. recent statements by highlevel authorities and police directives have further endangered the right to life,” it said. Instead of inciting violence against people who have developed a dependency to drugs, Amnesty recommended that authorities should ensure they have access to medical care. PAGE A2

DoNAlD trump is softening his call for mass deportation of undocumented immigrants, saying that he plans to mirror President Barack obama’s policy of deporting criminals but “perhaps with a lot more energy.” the republican presidential nominee said that he would double down on distinguishing between the “bad” immigrants and “everybody else.” “the first thing we’re going to do if and when I win is we’re going to get rid of all the bad ones,” trump said in a town hall-style event on fox News on monday, August 22. When asked about possibly changing the law to providing legal status to law-abiding undocumented immigrants, trump acknowledged the law can use “softening because we’re not looking to hurt people.” PAGE A2

A fIlIPINo family in Northern California woke up to find their house threatened by flames during the predawn hours of saturday, August 13, less than a day after firefighters had put out an earlier blaze in the same area. fire crews extinguished a fire that consumed a shed, pumphouse and less than an acre of rural land in Coarsegold, California near the corner of highway 41 and Black oak road shortly after 5 p.m. on friday, August 12. Investigators told one of the homeowners that the fire started in a shed on the property and might have been caused by an electrical issue involving a malfunctioning heating blanket.
