In a speech during the Philippine Navy’s anniversary on Wednesday, may 31, Duterte made reference to former U.s. ity that martial law in mindanao would be stretched to more than 60 days if the situation is still unstable at the end of the period that the 1987 Constitution allows martial law. to extend martial law, Duterte will need to ask Congress to allow an extension.
