A United states agency said that it has “deferred” a major aid package to the Philippines due to human rights concerns under President rodrigo duterte’s ad-

ministration. in a statement on Wednesday, december 14, the millennium Challenge Corporation (mCC) said that it has “deferred a vote on the re-selection of the Philippines for compact development, subject to a further review of concerns

around rule of law and civil liberties.” “this decision reflects the Board’s significant concerns around rule of law and civil liberties in the Philippines,” U.s. embassy spokeswoman molly Koscina said in a statement emailed to Agence france-Presse

in 2011, mCC signed a five-year, $434 million compact with the Philippines, which it said is aimed at “reducing poverty through economic growth.” the compact, enforced in 2011 and PAGE A2

But if the health law were repealed and those people lost their health insurance for any reason, they could face problems. southern states carried the highest percentPAGE A3

PhiliPPine President rodrigo duterte said he had ‘personally’ killed drug suspects when he was still the mayor of davao City. duterte made the confession during his speech at Wallace Business forum in malacañang on monday night, december 12, to set an example for police. “i know it because—i am not trying to pull my PAGE A2

offiCiAls in manila said on monday, december 12, that they will prohibit the launch of U.s. patrols from the Philippines intended to contest Beijing’s claims to sovereignty in the south China sea. American forces conducting exercises asserting freedom of navigation in the region had been allowed to stage their operations from military bases in the Philippines by the prior administration of former President Benigno Aquino iii.

in line with efforts to strengthen the Philippines’ ties with China, representatives of the duterte administration have set out to end that arrangement. Philippine defense secretary delfin lorenzana foreshadowed the country’s decision during a press conference on thursday, december 8. he told reporters that the Philippines would likely scale back its support for American freedom of navigation patrols “to avoid any provocative actions that can escalate tensions in the south China sea.” the government’s announcement on

monday may conflict with the enhanced defense Cooperation Agreement (edCA) signed by representatives of the U.s. and the Philippines in 2014. the document grants U.s. forces access to certain Philippine military bases and was recently affirmed as constitutional by the latter country’s supreme Court in July. since taking office at the end of June this year, duterte has pushed to mend ties with Beijing which had soured due to disputes over fishing rights at scarborough shoal.
