After a violent months-long tirade against the illegal drug networks, the Duterte administration is turning its focus on drug rehabilitation. the Philippine Department of health (Doh) said that a 10,000-bed mega drug treatment and rehabilitation center is being constructed in fort magsaysay in Nueva ecija just north of manila. health secretary Paulyn Ubial said that it is expected to be open by November. “this initiative will not only benefit these drug victims whom we want to help and reach out to, but also for the change that we envision for our country,” health secretary Paulyn Jean rosell-Ubial said during a news conference on Wednesday, october 12. “Almost 50 percent of the facility has been constructed. the right wing of the building, which can accommodate almost 1,000 in-patients and offices, are now ready to be furnished. Construction of the left wing of the building and the female dormitory is underway,” rosell-Ubial added. the construction of the center coincides with the

the senate Committee on Justice and human rights on thursday, oct. 13, officially terminated its investigation into alleged summary executions of crime suspects, and absolved President rodrigo Duterte of any involvement in the killings. “Definitely not,” replied Gordon when asked if the committee was able to find any indication of Duterte’s involvement in killings in Davao City when he was still mayor, and all over the country now that he is President. Gordon, in a news briefing after the hearing, pointed to
efforts past and present to pin down the President over alleged summary killings. the committee, Gordon said, would come out with a report by monday. It was sen. Panfilo Lacson who made the motion to terminate the investigation, which was based on separate resolutions filed by senators Leila de Lima and Antonio trillanes 4th. De Lima was able to conduct three hearings before she was replaced as head of the committee by Gordon. mANILA, Philippines — extrajudicial killings of drug suspects in the Philippines, when committed in pursuing state policy, may fall under the jurisdiction of the International Criminal Court (ICC), the court prosecutor said on thursday, oct. 13. Prosecutor fatou Bensouda said the Philippines is a party to the ICC, which examines, investigates and prosecutes crimes of genocide, crimes against humanity and war crimes. Bensouda called the reported killings of more than 3,000 drug dealers and users in the Philippines “worrying,” and vowed to follow developments in the country in the following weeks. “extra-judicial killings may fall under the jurisdiction of the International Criminal Court if they are committed as part of a widespread or systematic attack against a civilian population pursuant to a state policy to commit such an attack,” Bensouda said in a statement issued in the hague. “Let me be clear: any person in the Philippines who incites or engages in acts of mass violence including by ordering, requesting, encouraging or contributing, in any other manner, to the commission of crimes within the jurisdiction of the ICC is potentially liable to prosecution before the Court,”
