MANILA, Philippines — The first US-Philippines Balikatan military exercises under the Duterte administration will focus on humanitarian assistance and disaster response, the Armed Forces of the Philippines (AFP) said. The Presidential Commission on the Visiting Forces Agreement earlier announced that war games have been dropped from the annual exercises between Filipino and American troops. “The focus of Balikatan has been shifted to, out of the guidance of the president following receipt of the memos that we got and the guidance of the secretary because it is always definite that we are going to experience so many disasters one after the other every year, we have focused the concept of Balikatan to address our capability together to address humanitarian assistance and disaster response,”

California hospitals lose ground in quality of care, report card shows NEARLY half of California hospitals received a grade of C or lower for patient safety on a national report card aimed at prodding medical centers to do more to prevent injuries and deaths. The Leapfrog Group, an employer-backed nonprofit group focused on health care quality, issued its latest scores last week. The report card is part of an effort to make consumers and employers aware of how their hospitals perform on key quality measures, so they can make better-informed health care decisions. The scores are updated twice a year, in spring and fall. After steady improvement in recent years, California hospitals lost ground in last week’s report card. Two years ago, 37 percent of California hospitals received a C, D or F grade. That increased to 46 percent of the 271 Cali-

MANILA, Philippines — Satisfaction with the government’s intensified war on drugs plunged by 11 points in March 2017, a survey by the Social Weather Stations (SWS) revealed, as issues such as the need to capture suspects alive and concerns on extrajudicial killings continue to raise concern among Filipinos. The March 25 to 28 survey showed an 11-point decline in satisfaction with the conduct

of the government’s anti-illegal drugs campaign, from +77 in December 2016 to +66 in March 2017. This represents a downgrade from an ‘excellent’ rating to a ‘very good’ score. SWS said: “The March 2017 survey found 78 percent satisfied with the administration’s performance in its campaign against illegal drugs, consisting of 43 percent very satisfied and 35 percent somewhat satisfied. Ten percent were undecided, while 12 percent were dissatisfied, con-

Duterte tops TIME’s ‘most influential’ poll Marcos pays by AJPRESS PHILIPPINE President Rodrigo Duterte topped TIME magazine’s annual poll for its list of world’s most influential people. In the poll, readers were asked who should be included on this year’s TIME 100. Duterte received 5 percent of the total “yes” votes, consistently leading the survey which started in March and closed on Sunday, April 16. Following Duterte in the poll results were Canadian Prime Minister Justin Trudeau, Pope Francis, Microsoft founder Bill Gates, and Facebook CEO Mark Zuckerberg. They each all got 3 percent of the total “yes” votes. In a statement, Malacañang credited the poll results to Duterte’s “national agenda.” “What makes President Rodrigo R. Duterte so admired by Filipinos and international leaders alike is his national agenda — he has prioritized public interest first and foremost, especially the needs and aspirations of the poor and common people,” Philippine Presidential Spokesperson Ernesto Abella said. Abella then made note of Duterte’s

three-point agenda, citing “prosperity for all, restore trust in government; [and] build a fair and equitable society.” “With or without the distinction, the president continues to be a hardworking government worker and faithful servant of the Filipino people,” he further added. In December last year, Duterte was also included in Forbes Magazine’s Most Powerful People list, ranking 70th. Likewise, the latest Social Weather Stations survey results show that Duterte still enjoys a “very good” satisfaction rating for the first quarter of 2017 despite both local and international criticisms against some of his policies, particularly on his controversial war against illegal drugs. FORMER Senator and defeated vice presidential candidate Ferdinand “Bongbong” Marcos Jr. paid P36 million as part of the first installment required for the proceedings of his election protest against Vice President Leni Robredo. Marcos paid the Supreme Court (SC), sitting as the Presidential Electoral Tribunal (PET), for the cost of retrieval of contested poll materials on Monday, April 17 — the deadline for payment of the first tranche. “I hope this compliance we have done [with] the SC order will go a long way of getting the process started,” Marcos said. THE Supreme Court (SC) on Tuesday, April 18, has affirmed its July 2016 decision, dismissing the plunder case against former Philippine President and now Pampanga Representative Gloria Macapagal-Arroyo in connection with the alleged misuse of P366-million fund from the Philippine Charity Sweepstakes Office (PCSO). In its summary resolution, the SC said it denied the People’s motion for reconsideration due to the insufficiency of evidence. “The Court DENIED the People’s motion for reconsideration of the Court’s July 19, 2016

MANILA, Philippines — Public satisfaction and trust in the country’s top officials remained steady in the first quarter of the year, according to the latest Pulse Asia survey. Based on the nationwide poll taken from March 15 to 20, 58 percent of Filipinos approved of Vice President Leni Robredo’s work, while 56 percent expressed trust in her. Robredo’s latest approval and trust ratings, however, were slightly below her scores in December last year of 62 percent and 58 percent, respectively. In the first quarter survey conducted by the Social Weather Stations (SWS) released last week, Robredo’s net satisfaction rating fell by 11 points from +37 in December 2016 to +26 in March.
