Poll: Young Filipinos most likely to leave PH A NEW Gallup survey revealed that the young Filipino population will possibly decrease by about 9 percent due to migration as more job opportunities open abroad for the talented Filipino residents. According to the data from the Potential Net Migration Index (PNMI), Gallup Inc. said that the Philippines has a PNMI score of a contraction of 9 percent, with a brain drain of 16 percent and youth population loss of 13 percent. This means that 16 percent of the Philippines’ highly educated people will possibly leave the country to work or live abroad. Meanwhile, given the option to migrate wherever they wanted, 13 percent of the young population aged 15 to 29, chose to live on countries other than the Philippines. The poll measured the total potential net change to the adult population by subtracting those who would like to move out of a country from those who would like to move into a country. “The higher the score, the larger the potential net population gain. Negative scores indicate net population loss. Developed countries such as Singapore would see an influx of highly educated people,” the poll

Filipina-American judge sentenced Philippine DOTr vows to make improvements to jail for $1.4-M mortgage fraud after US deems security at NAIA inadequate Jessica Arong O’Brien had made history for being first Filipina judge in Cook County, Illinois A FORMER Filipina-American judge in Cook County, Illinois this week has been sentenced to jail for one year for her involvement in a $1.4 million mortgage fraud scam. Jessica Arong O’Brien — who made history when she was elected as the first Filipina-American judge on the Circuit Court of Cook County in 2012 — received her sentencing from U.S. District Judge Thomas Durkin on Thursday, December 20. A federal jury found the 51year-old Filipina guilty earlier in February for lying to lenders to receive $1.4 million in mortgag-
es and pocketing $325,000 during the purchase of two properties in Chicago’s South Side over a decade ago, before she was a sitting judge. “I am an embarrassment,” O’Brien said in her statement in court on Thursday. She also tearfully spoke of bringing shame to her family and ruining her career. (She is married to Cook County Judge Brendan O’Brien.) “Of course, I have remorse as to my stupidity,” she also said, according to the Chicago Tribune.

MENDIOLA AJPress
CHINA’S first infrastructure project here in the Philippines, a drug rehabilitation center, took less than a year to finish, according to Sarangani Governor Steve Solon. The P350-million Chinesefunded Soccsksargen Dangerous Drug Abuse Treatment and Rehabilitation Center (DDATRC)
had its groundbreaking on January 12. It was then turned over last week to the provincial government, which provided the three-hectare property in the village of Kawas overlooking Sarangani Bay and nearby General Santos City. “We are not talking about a rehabilitation center that looks good on paper but one that will really reform the patient,” Solon said.
A project briefer of the 150bed capacity rehabilitation center said the main façade of the central administration building is like a “window of hope facing the future.” It symbolizes the opening of each patient’s heart “so that they can have a new and bright future.” A friend of the Philippines Among those who graced the turnover rites are Chinese Com-

THE Philippine transportation department said it was committed to improving airport security measures after the U.S. Department of Homeland Security (DHS) issued a travel advisory on Wednesday, December 26, because aviation security at Manila’s Ninoy Aquino International Airport (NAIA) was not up to par with international security standards. “Aviation security at Ninoy Aquino International Airport (MNL), which serves as a lastpoint-of-departure airport for flights to the United States, does not maintain and carry out effective security consistent with the security standards established by the International Civil Aviation Organization (ICAO),” the DHS said in its statement on Wednesday. The DHS said that airlines issuing tickets for travel between the U.S. and NAIA were immediately directed to notify passengers in writing of the determination. All U.S. airports offering regularly scheduled flights to Manila were also directed to prominently display the advisory which was also to be published in the Federal Register. The DHS’ determination was
based off assessments carried out by Transportation Security Administration (TSA) security experts. The Philippine Department of Transportation (DOTr) said in a statement issued Wednesday, December 26, that the Philippine government — through the department, the Manila International Airport Authority (MIAA), and the Office for Transportation Security (OTS) — are “giving the utmost priority and attention to the implementation of strict security measures at the Ninoy Aquino International Airport.” The installation of new security equipment such as X-ray machines, walk-through metal detectors, and alarm systems, were among the recommendations by
the TSA, the DOTr said. It said that the equipment are expected to be installed and used by the second quarter of 2019. The DOTr added that Transportation Secretary Art Tugade gave direct instructions to carry out manual interventions such as the hiring of additional 24/7 MIAAcontracted guards while waiting for the new security equipment. New background check procedures for newly hired airport personnel, a change in “security culture” among longtime NAIA personnel in the area of consistent implementation and observance of strict security procedures, and the submission of National Bureau of Investigation (NBI) clearances for all MIAA access pass holders,
