El Cerrito, Calif. swears in first Fil-Am, LGBT mayor El Cerrito’s first Fil-Am and LGBT councilmember became the city’s first Fil-Am and LGBT mayor on Tuesday, December 19 during the reorganization of the city council at El Cerrito City Hall. In all of El Cerrito City Mayor Gabriel Quinto the city’s 100 year history, Gabriel Quinto is the third mayor of color. Those before him were El Cerrito’s first African American city council member and mayor Letitia Moore who served in 2004 and 2008, and Chinese-American Mayor Ann Cheng who served in 2011 as the first Asian American to hold the position as well as the youngest. As Quinto takes on his new position, here are some facts about him. NorCal local Born in Berkeley, California, Quinto went on to graduate from El Cerrito High School in 1979.

Filipino doctor in US granted probation in sexual assault case

A FILIPINO doctor who was charged a year ago with sexually assaulting his 53-year-old male patient in Bridgeport, Connecticut was placed in a special probation program on Tuesday, December 19, according to a report. The judge agreed to grant former Bridgeport Hospital physician, Louie Mar Gangcuangco, his request for accelerated rehabilitation which is a pretrial program available to those accused of nonviolent crimes. Both the victim and the prosecutor also agreed with the decision. “I had been prepared to go forward today with the trial but the victim has decided he [wanted] to get on with his life,” said the prosecutor as reported by the Connecticut Post. Under the one-year probation program, Gangcuangco’s original charge of 4th-degree sexual assault may be dismissed, granted he does not get re-arrested during the probation period. PH tax reform bill signed amid criticisms by PHILIP

SAYING it was his administration’s “biggest Christmas gift” to the public, President Rodrigo Duterte on Tuesday, December 19, signed a tax reform bill that critics claimed would lead to increases in the prices of oil, power and other products, and further burden the poor. Surrounded by congressional leaders, Mr. Duterte signed the Tax Reform for Acceleration and Inclusion (TRAIN) Act that exempts most workers from paying income taxes while raising P120 billion in revenue. “This is the administration’s biggest Christmas gift to the Filipino people, as 99 percent of the taxpayers will benefit from the simpler, fairer and more efficient tax,” the president said in his speech. He said one of the TRAIN’s most significant breakthroughs was exempting from income tax workers earning below P250,000 starting Jan. 1. The TRAIN Act, the first package of the Comprehensive Tax Reform Program, aims to raise funds for the government’s ambi-

Diokno: PH withdraws MCC application due to policy independence by DANA

IN contrast to an earlier statement from Malacañang, a Cabinet official said that the administration of Philippine President Rodrigo Duterte has pulled out its application from an independent United States poverty reduction agency due to policy independence. Earlier this week, presidential spokesperson Harry Roque affirmed that the Philippine government’s decision to withdraw its application for a second grant from the Millennium Challenge Corporation (MCC) has nothing to do

with the perceived interference from the U.S. Budget Secretary Benjamin Diokno, however, said in a state-run Philippine News Agency (PNA) report that was not the case. Diokno claimed that the decision to withdraw was made in accordance with the administration’s independent foreign policy, saying that the president wants to implement projects “without external intervention.” He further noted that funding offers from donors should be given “out of the goodness of your heart” without any consequence.

“Kung gusto mong magbigay, magbigay ka out of the goodness of your heart pero ‘wag kami paki-alamanan. (If you want to help give it out of the goodness of your heart but don’t meddle with us),” the budget secretary said on Wednesday, December 20. The MCC is an independent U.S. foreign aid agency that provides grants to promote economic growth in poor countries that are committed to good governance, economic freedom and investments in citizens, as stated in its official website. IF there is someone Philippine President Rodrigo Duterte wants to succeed him, it would be boxing icon and Senator Manny Pacquiao. In his remarks during the senator’s 39th birthday celebration on Sunday, December 20, Duterte expressed support for Pacquiao as he remarked that the senator is capable of becoming the country’s next chief executive. “Sabi ko sa kanya one time
