El Cerrito’s first Fil-Am and LGBT councilmember became the city’s first Fil-Am and LGBT mayor o n Tu e s d a y, December 19 during the reorganization of the city council at El Cerrito City Hall. In all of the city’s 100-year history, Gabriel El Cerrito City Mayor Gabriel Quinto Quinto is the third mayor of color. Those before him were El Cerrito’s first African-American city council member and mayor Letitia Moore who served in 2004 and 2008, and Chinese-American Mayor Ann Cheng who served in 2011 as the first Asian American to hold the position as well as the youngest. As Quinto takes on his new position, here are some facts about him.
THE Philippine government has pulled out its application for a second grant from an independent United States poverty reduction agency, Malacañang announced on Tuesday, December 19. According to Palace Spokesperson Harry Roque, the Philippine
government decided to withdraw its application from the Millennium Challenge Corporation (MCC) in order to focus on the rehabilitation of the war-torn Marawi City in Mindanao. “We have opted to withdraw from the second Millennium Challenge… The decision to withdraw was because of the urgent priority of the
administration to rebuild Marawi,” the Palace official said in a briefing. He explained that the MCC grant would not cover projects that could be used for rebuilding Marawi City. “MCC exists for other objectives. They do not exist for rebuilding because of natural or man-made calamities,” Roque said.

THE United States has denounced China’s reported continuous militarization in the South China Sea, calling Beijing’s construction activities in the disputed waters “unacceptable.” “It is not an acceptable – it’s not acceptable to us that these islands continue to be developed, and certainly not for military purposes,” said U.S. Secretary of State Rex Tillerson on Tuesday, December 12. Speaking before the 2017 Atlantic CouncilKorea Foundation Forum, Tillerson said U.S. government told Chinese officials that Washington is hoping to “find a way to freeze” the militarization in the region. “And we have differences, such as the South China Sea and China’s building of structures, militarization of these structures, and how that affects our allies in the region as well in terms of free and open trade,” Tillerson said. He added, “As we’ve said to the Chinese, we hope we can find a way to freeze this particular activity. Whether we can reverse it remains to seen. IF there is someone Philippine President Rodrigo Duterte wants to succeed him, it would be boxing icon and Senator Manny Pacquiao. In his remarks during the senator’s 39th birthday celebration on Sunday, December 20, Duterte expressed support for Pacquiao as he remarked that the senator is capable of becoming the country’s next chief executive.
“Sabi ko sa kanya one time noong kami lang dalawa nag-usap, gusto kita gawing president. Alam ko kaya mo (One time in a private talk, I told him I want him to be president and said he could do it),” the president said. This, however, was not the first time Duterte expressed support to Pacquiao for a possible presidential run in the 2022 elections. Last year, Duterte also tagged Pacquiao as “president-tobe.” Duterte then lauded Pac-
quiao’s public service. “As a senator, you have demonstrated the qualities of a true leader — someone who believes that in order to make the Philippines a better country, we have to keep our people on top of our priorities. REVERSING his stance, Philippine President Rodrigo Duterte expressed his support for the legalization of same-sex marriage in the country. Speaking before the lesbian, gay, bisexual and transgender (LGBT) community in Davao City on Sunday, December 17, Duterte suggested the possibility of legalizing the union between same sexes in the Philippines, as the current law provides that marriage is only between man and woman. “Ako gusto ko (I want) samesex marriage. Ang problema
we’ll have to change the law. But we can change the law. Eh ang batas kasi (Because our law states that) marriage is a union between a man and a woman,” Duterte said in his speech. As stated by the Executive Order (E.O.) 209, marriage is “a special contract of permanent union between a man and a woman entered into in accordance with law for the establishment of conjugal and family life.” But the president expressed that he does not have “any problems making it marrying a man,
