US cancels visa of Manila ‘drug queen’ THE Philippine Department of Justice on Wednesday, October 2, said the United States has cancelled the visa of alleged drug queen Guia Gomez-Castro. “Upon the request of the Department of Justice (DOJ), the U.S. visa granted to alleged drug queen Guia Castro has been cancelled,” said Justice Undersecretary and DOJ Spokesperson Markk Perete. Earlier, National Capital Region Police Office (NCRPO) director Maj. Gen. Guillermo Eleazar said Castro left the Philippines last September 21 on a flight to Bangkok, Thailand and then flew to Taiwan and then to the U.S. on September 25. “The BI [Bureau of Immigration] is now working with U.S. immigration authorities to effect her deportation to the Philippines,” Perete added. Castro, named as the drug queen of Sampaloc, Manila, is accused of buying and distributing illegal drugs from “ninja cops,” or officers who recycle confiscated drugs. California child care workers now allowed to unionize under new law TENS of thousands of California child care workers are celebrating after California Governor Gavin Newsom signed a new law this week that will allow them to unionize and bargain for better wages and health benefits. The new law, AB387, was signed by Newsom on Monday, September 30 and will impact roughly 40,000 child care workers. It also comes after 16 years of home-based child care providers pushing for the ability to unionize as a way to improve wages and get access to better benefits like health care, retirement planning, or even specialized trainings. Similar bills have been introduced in the past, but were struck down with gubernatorial vetoes. AB 1164, for example, came close, but was vetoed by then-Governor Arnold Schwarzenegger in 2007. RUSSIAN President Vladimir Putin called the Philippines a “very important partner of Russia” during the bilateral meeting with President Rodrigo Duterte in Sochi on Thursday, October 3. “I would like to highlight that the Philippines is a very important partner of Russia in Asia. Our bilateral cooperation is constructive and mutually beneficial but our friendly relationships between our two

countries,” he said. Putin also credited Duterte for “expanding the multifaceted cooperation between Russia and the Philippines,” saying that due to Duterte’s “personal attention,” the two countries have “revitalized our political dialogue.” Duterte is currently on a five-day official visit to mark the country’s first port call to Russia after two of the Russian Navy’s own port calls to Manila last year. Street Journal (WSJ) reported that the estimated number of new HIV infections in the Philippines has more than doubled from 2013 to 2018, especially among young men. This, despite a decline in infections being seen world-wide. Of the total 67,395 people diagnosed with HIV since the infection first surfaced in the country in 1984, more than

three-quarters were diagnosed in the past five years, according to Philippine government data. The vast majority of those who contracted the virus from a sexual encounter were gay and bisexual men between the ages of 15 to 34. DILG readies Manila drug queen’s dismissal, suspension by RITCHEL

THE Philippine Department of the Interior and Local Government (DILG) on Thursday, October 3, said it is preparing the suspension and dismissal papers of Guia Gomez Castro, a former barangay official who is allegedly tied to illegal drugs. “Since technically she is a barangay official, the DILG is now preparing for her suspension and dismissal kasi (because) she took her oath,” said DILG spokesman and Undersecretary Jonathan Malaya told reporters at Sulo Riviera Hotel in Quezon City. He added that administrative complaints, including grave neglect of duty or grave misconduct, will be filed against Castro. “Either grave neglect of duty or grave misconduct so that can lead to dismissal of service. We can file as many cases against her because she is involved in illegal drugs,” Malaya said. u PAGE A4
