PHILIPPINE President Rodrigo Duterte on Monday, September 7, granted absolute pardon to U.S. Marine Lance Cpl. Joseph Scott Pemberton who was serving time in the country after killing transgender Filipina Jennifer Laude in 2014. Pemberton was convicted of homicide on Decem-

ber 1, 2015 for the murder of Laude. He was sentenced to six to 10 years imprisonment. Duterte said that it was unfair to keep Pemberton detained, pointing out that it was not Pemberton’s fault that his good conduct time allowance (GCTA) was not recorded. “You have not treated Pemberton fairly. So, i-release ko. Pardon. Eh ang pardon, walang mga question ‘yan (So, I’ll release him. Pardon. There are

no questions there),” the president said during his televised public address on Monday. He added, “It is not the fault of Pemberton na hindi na na-compute because we should allow him, the good character presumption kasi wala namang nagreport na Marines na nagsabi na nagwawala siya (It is not the fault of Pemberton that his good conduct was not computed because we should al-

439 positive COVID-19 cases, 7 new deaths in LA County LOS Angeles County recorded 7 new deaths and 439 positive cases of COVID-19 on Tuesday, September 8. Tuesday’s latest reports bring the total county cases to 249,241 and 6,036 deaths. Of the fatalities, three were over the age of 80, one person was between the ages of 65 and 79, and three were between the ages of 50 and 64 years old, LA County Department of Public Health said. All had underlying conditions. Of the total cases, 942 people are currently hospitalized and 33% of these people are in the ICU. Testing results are available for more than 2,385,000 individuals with 10% of all people testing positive. Despite the low number, public health officials said they reflect a lag in reporting and less testing availability over the Labor Day weekend holiday. “We thank everyone who modified their holiday plans and actions to avoid exposures to COVID-19. As we prepare for schools reopening to provide services for high need students that require in-person support, we

US: China most flagrant UNCLOS violator Bacolod, Lanao Sur on strict lockdown by PIA LEE-BRAGO Philstar.com

A UNITED States official has accused China of being the most “flagrant” violator of the United Nations Convention on the Law of the Sea (UNCLOS), with an “intensifying” bullying pattern evident in the South China Sea and unlawful energy surveillance and activities in the Philippines’ economic zone. “That bullying is alsoevident in the South China Sea,” U.S. Secretary of State Michael Pompeo said during a press briefing. “The United States imposed sanctions and visa restrictions on Chinese individuals and entities responsible for the CCP (Chinese Communist Party)’s imperialism there, doing things such as unlawful energy surveillance, activities in

the economic zones of our ally the Philippines and other countries.” In light of China’s maritime “lawlessness,” he said it is no surprise that Beijing’s candidate in the International Tribunal for the Law of the Sea received more abstentions than any other candidate. “China is the most flagrant violator of the Law of the Sea Convention, and nations all across the world are registering their disapproval,” Pompeo added. The U.S. urged all governments, parties and institutions around the world to assess the risk and reconsider business deals with the “predatory” Chinese state-owned enterprises including the company central to militarization and coercion in the South China Sea.

FOR three weeks starting Sept. 8, Bacolod City in Negros Occidental and Lanao del Sur will be under stricter quarantine measures after President Rodrigo Duterte on Monday, September 7 approved the recommendation of the national task force overseeing government efforts to stop the new coronavirus disease (COVID-19). In a statement, presidential spokesperson Harry Roque said the recommendation of the InterAgency Task Force for the Management of Emerging Infectious Diseases (IATF) to put Bacolod and Lanao del Sur under modi-

fied enhanced community quarantine (MECQ) status was presented by National Task Force (NTF) against COVID-19 chief implementer, Carlito Galvez Jr., to the President. Roque, quoting IATF Resolution No. 69, also said inbound travel of stranded residents to Western Visayas, Iligan City and Lanao del Sur were suspended on the request of local officials. The moratorium is effective from Sept. 7 to Sept. 21. Mr. Duterte, in an earlier order, also placed Iligan in Lanao del Norte under MECQ for Sep-

Historic Filipinotown event encourages community to respond to 2020 Census, get tested for COVID-19 by AJPRESS

HISTORIC Filipinotown in Los Angeles has experienced a disproportionately high rate of COVID19 infections, yet when it comes responding to the 2020 Census, the neighborhood’s response rate remains low. To tackle the two issues at hand, a pop-up event was held at the LA Downtown Medical Center — a Fil-Am co-owned hospital along West Temple Street — on Saturday, September 5 so community (L-R) LA Board of Public Works Commissioner Jessica Caloza, LA Downtown Medical Center members could be tested and get (LADMC) CEO Bill Nelson, Councilmember Mitch O’Farrell, LADMC co-owner and president Vicki in-language assistance to fill out Rollins, and Rep. Jimmy Gomez attend the joint COVID-19 testing, census outreach event on the census. Saturday, Sept. 5 AJPress photo by Christina M. Oriel “It was so intentional for the

city and for all of our partners to make sure that we combine these two events…It’s something that’s really a priority for us to make sure our immigrant communities know that these resources are available in their neighborhood and that they can access them right outside their doorstep,” said LA Board of Public Works Commissioner Jessica Caloza, who spearheaded this event. The Office of the Mayor, Councilmember Mitch O’Farrell of the 13th District, the Census 2020 Initiative and the county Office of Education, also participated in Saturday’s event, which included census giveaways, an ice cream

truck and a chalk art display. “It’s always good to partner up with the city of LA. I think that is a good unifying even with the hospital that’s in the heart of LA and the community that we serve. The community that we serve really deserves the best health care…,” said Vicki Rollins, the Filipina American co-owner of LA Downtown Medical Center, which is one of two hospitals in LA that has a five-star rating from the Centers for Medicare & Medicaid Services. She added, “Our Filipino community really needs a catalyst to really bring them out and educate them on the importance of

the census…because at the end of the day, it goes back to them.” The U.S. Census Bureau is ending all counting efforts, which include door-knocking, phone banking and other digital outreach, on Sept. 30, a month earlier than previously planned. The decennial count, which can be completed by mail, on the phone, or online, guides how federal agencies distribute more than $675 billion in funds each year. For every non-response, the community risks losing out on $1,000 per person annually over the next 10 years. “Those are taxpayer dollars on
