A hate incident, on the other hand, is an action that, while motivated by hate, may not cross the line into criminality. Common examples include racist name calling or displaying hateful messaging targeting protectedMonroegroups.saysthat while hate incidents may not technically be criminal acts, they can have a “devastating impact on the person and the community” being targeted. And while there is ample data available on hate crimes, experts say the numbers are likely far from accurate. “There is no question when you look at the data that hate crimes are on the rise, but they are also underreported,” Monroe explained.
The FBI counts just over 8,000 hate crimes per year, notes Monroe, but the real number could be closer to 250,000.
Brian Levin with the Center for the Study of Hate and Extremism at Cal StateSan Bernadino says rhetoric from elected officials and media has helped fuel the uptick in hate crimes and hate incidents across the country.“Anti-Latino hate crimes in 2018 were the highest in a decade because of the craven discussion on TV,” noted Levin, adding that hate crimes targeting the LGBTQ community doubled in Los Angeles and rose 40% nationwide in that same year, with attacks becoming “more vicious and more violent.” And while Levin agrees that non-carceral solutions are an important tool in addressing the rise in hate, he also notes that the Justice Department currently prosecutes fewer than 20% of referrals. For Sassana Yee, whose grandmother died after being brutally beaten in San Francisco in 2019, healing has meant building crosscultural connections between communities that often exist side by side. “Her death has sparked in me an awareness to reach across cultural lines and develop friendships,” said Yee, who advocates for what she calls transformational justice. As part of her work, Yee led a month-long road trip around the country with 10 high schoolers: half African American and half Chinese American.

Chen, Senior Director of Government Relations at the American Immigration Lawyers Association. Chen noted that when President Barack Obama left office, there were about 500,000 immigration cases in the backlog compared to 1.4 million cases during the Trump administration. “As of today we have about 1.6 million cases that are waiting to be heard, (each one) typically takes four to six years now,” Chen said. “Many businesses can’t wait to be operational.” Meanwhile, the Automated Export System (AES), the agency in charge of processing work permits, has increased its processing times from 180 days to up to seven months. These backlogs can be fixed through a comprehensive immigration reform. In response to the rise in hate crimes and hate incidents, California’s Civil Rights Department is launching the California vs Hate initiative, a resource line and network to support victims, and to increase awareness around what is a hate crime and how to report them when they occur.
The disparity is explained in part by the fact that many victims often do not see law enforcement as a safe or reliable option when it comes to reporting hate crimes. For Monroe, focusing on community-centered strategies will “help us to connect individuals with culturally competent resources and support.”Another factor has to do with state and local law enforcement agencies, which are not mandated to provide data on hate crimes to the FBI. In fact, 85% of law enforcement agencies serving jurisdictions with over 100,000 people in California routinely report zero hate crimes in their area. Nationwide, the majority of hate crimes continue to be perpetrated by white men, while the majority of victims are African American. But in recent years there has been a spike in hate crimes targeting Asian Americans, Latinos, Muslims, and Jews. According to Stop AAPI Hate data, there have been 11,000 incidents of hate targeting the AAPI community since 2020. The majority have taken place in public spaces and have targeted largely women and elders.

How can we compete with other countries (in terms of tourism)?” Libanan remarked, noting that tourism receipts in 2019, or before the pandemic, reached $9.3 billion. The DOT has a clear plan. Our country can recover economically if the agency is well-funded,” he added.Inresponse, Frasco said, “I have no objection whatsoever to (Libanan’s) position that, indeed, the funding for DOT should be equal to the expectations as well as the potential for it to deliver in terms of economic contribution.” Economic contribution “To highlight the contribution of our tourism industry to our economy, I wish to point out that our tourism industry contributes at least 12.9 percent to our gross domestic product. Yet comparatively, the budget of DOT accounts for 0.63 percent of the entire national budget,” she pointed out. The P3.2-billion allocated spending for the DOT, as prepared by the DBM, did not allocate funds for projects under the agency’s proposed Tier 2 programs, or for tourism infrastructure development and infrastructure repair and rehabilitation.“IhavenoTier 2 to speak of at the moment and, therefore, there would be no funding for repair of these damaged structures (from calamities) if we are to singularly rely on the DOT,” she pointed out.Frasco assured the lawmakers that she has asked the Tourism Infrastructure and Enterprise Zone Authority (Tieza) to “closely coordinate with our department so whatever piecemeal assistance that we can give our regions, with the limited budget that we have, we can do so. From our end it’s a matter of prioritization, considering the availability or nonavailability of budget for that matter.” She pointed out that the establishment of a contingency fund for the DOT was also among the policy recommendations so the agency could easily access it in case of disasters. “As of this time, when disasters strike any of our tourism establishments, we turn to our fellow agencies especially in providing social protection to our tourism workers. A contingency fund for DOT would greatly help us respond immediately to calamities and disasters,” Frasco said.According to House committee on tourism chair and Romblon Rep. Eleandro Jesus Madrona, “one thing is very clear, the DOT has this [small] budget but the expectation is [huge]. We have heard no less than the President say tourism is one of the drivers for economic development, but how can you be a driver for economic development when you have this much to spend?” Mindanao plan “It is my request that, of course I will not endorse the P3.2-billion budget of DOT. I am endorsing the maximum of P12.2 billion which I understand is composed of 7.6 billion for Tier 1 and the remaining for Tier 2. I think by then, probably, we can expect a lot of success and I will be very proud, as chairman of committee of tourism, to see that our tourism industry here will boom,” he pointed out. Frasco also confirmed plans to fully open Mindanao to tourism and told lawmakers that her agency was already closely coordinating with the Department of National Defense (DND).During the committee hearing, Frasco said that there were current efforts to fully open Mindanao to tourism. “One of the first declarations I made in taking the tourism portfolio is that we would ensure to fully open Mindanao to tourism and one of the essential components of that, of course, is the continued peace and order of the region,” she noted. “We are already presently coordinating with DND to ensure that the reopening of Mindanao for tourism would proceed in a manner that ensures the full maximization of the local government units’ potential in the area,” the tourism secretary pointed out, adding that 30 percent of the DOT’s budget has been set aside for this effort. Nearly 43 million loan borrowers are expected to receive some relief, totalling a collective $20 million debt that will be erased. Biden’s plan would also include current students, and student loan borrowers who are still dependents will be included depending on their guardians’ income. The plan also covers graduate degrees, and beneficiaries of loan forgiveness will not have to pay taxes on the amount forgiven. According to the White House, most borrowers will need to provide proof of income in order to qualify, but nearly 8 million borrowers whose information is already on file with the Department of Education should have their debt cancelled automatically.

Higher port charges are reflected in higher cargo handling costs passed on to customers in the form of higher shipping rates. This is not entirely due to PPA fees, of course, but they are an aggravating factor, particularly since the PPA is permitted to collect 10 to 20 percent of cargo handling charges. FOR seven consecutive years, the Philippines has maintained its Tier 1 ranking in the Trafficking in Persons Report released by the U.S. State Department every year. In the latest report released last July, it noted that the Philippines continued to demonstrate serious and sustained efforts to fight human trafficking despite the COVID-19 pandemic, but gave several recommendations that include increased efforts to investigate, prosecute and convict complicit officials and labor traffickers. But one priority recommendation that was pretty poignant for those who read the report was the need to increase support for programs that provide specialized care for child victims of sexual exploitation. Online sexual exploitation of children or OSEC is considered as the “modern face” of human trafficking and described as one of the most heinous crimes in the world today because it victimizes children who are the most vulnerable members of society. A 2019 study by the International Justice Mission – a non-government organization based in Washington, D.C. –which was released in May last year identified the Philippines as a “global hotspot” for OSEC. The study disclosed “disturbing findings” that the estimated prevalence of internetbased child sexual exploitation in the Philippines more than tripled within three years, with data from participating law enforcement agencies from across the globe showing that the country received more than eight times as many referrals as any other country during the 2010-2017 baseline period. A study by the UN International Children’s Education Fund (UNICEF) in 2016 also said that the Philippines has become “the global epicenter of the live-stream sexual abuse trade, and many of the victims are children.”AttheWorld Economic Forum in Davos last May, Interpol Secretary General Jurgen Stock revealed during a panel discussion on cybersecurity that data from private industry and public hotlines as well as law enforcement agencies showed a consistent rise in the number of online child abuse images. According to Stock, 2021 was “the worst year on record” and warned that an even bigger number of children could become victims of abuse and exploitation due to internet connectivity.“Everyimage, every video is evidence of a horrific crime with a real victim who suffers for the rest of their life,” Secretary General Stock said, sharing that “the sheer volume of images is already overwhelming law enforcement worldwide. Unless the public and private sectors do more to unify our efforts, we will only see this upward trend in cases grow.” Based on data from the National Center for Missing and Exploited Children, a private non-profit corporation with funding from the U.S. government, the Philippines has been identified as the top source of child sexual abuse materials. Our special envoy to UNICEF, Nikki Prieto-Teodoro, disclosed that the number of OSEC cases has almost tripled due to the COVID-19 pandemic, with the lockdowns playing a big part. Under House Bill (HB) 1400, or the proposed “Philippine Ports Corp. Act” filed by Bagong Henerasyon party-list Rep. Bernadette HerreraDy, the regulatory functions of the PPA would be “decoupled” from the agency and transferred to the Maritime Industry Authority (Marina). The PPA would thus be converted into the Philippine Ports Corp. (Philports), a government-owned and -controlled corporation under the Department of Transportation.ThenewPhilports would own, develop, manage and operate public ports within the old PPA system, as well as collect port fees and dues approved by Marina, which already has responsibility for regulating shipping enterprises.
The President must remember, though, that economic progress must be achieved alongside peace. If this administration could prove that peace is also on its agenda, including the end of extrajudicial killings and the respect for freedom, then he would become a president that even his harshest critics would respect. NCAP fines same as LTO rates We still hear grumbling against the nationwide No-Contact Apprehension Program that uses computerized cameras to take videos of traffic violations and send the record to a central base that starts a process for collecting fines from erring drivers. One good deterrent to the violation of a law is the certainty of being caught and punished. The NCAP system certainly does that, with such cold-blooded objectivity that many drivers who are used to loose enforcement protest.Many drivers, especially of public utility vehicles, say the fines are “too high.” Critics also question the sharing of the funds collected – which usually is 70 percent going to the private supplier and maintainer of the equipment, and 30 percent to the government.Astothe fines that many drivers said were too high, we found out that they were merely based on the existing rates of the Land Transportation Office. The fines in a Joint Administrative Order issued on June 2, 2014 by the LTO titled “Revised Schedule of Fines and Penalties for Violation of Laws, Rules and Regulations Governing Land Transportation” are similar to those imposed under NCAP by Metro Manila city governments. Despite initially hesitant to take on the role of Valentina, Salvador was drawn to the character as a “kontrabida with a heart.” He is the man behind CalligraFilipino, a portmanteau of Calligraphy and Filipino for which he received a grant from the National Commission on Culture and the Arts (NCCA). His art and advocacy celebrate the art of pre-colonial writing and Filipino culture and his work focuses on the artistic interpretation of baybayin combined with elements from traditional art and jewelry across the archipelago, such as the colorful curvilinear motif of the Maranao called Okir, the Sarimanok, the radial design pattern of Kulintangs, and the Lingling-o fertility charm of the Cordilleras, among others. “It’s an honor and a privilege to be able to communicate to our to our fellow Filipinos about this type of culture and I think marami ang may gusto to know about it and to witness it firsthand,” Lucero told the Asian Journal after he delivered a talk and a brief workshop at the Philippine Consulate General in New York to promote his upcoming CalligraFilipino VI exhibit in San Francisco. Whether it is a trend or not, more and more Filipinos are talking about baybayin in recent years. From tattoos to T-shirt and tote bag designs, the baybayin characters are getting more ubiquitous in public.
He briefly talked about how ancient Filipino ancestral writing did not bloom into an art form like its Asian neighbors due to colonization and how he hopes to change that in his own little way.“I don’t know if I’ll be tooting my own horn here if I say this but I think I am the first one to do it like fine art type of calligraphy. I’m trying to elevate it to be a main form of art for our country, for our culture,” he added.

Lucero’s artworks perfectly blend art and calligraphy with the preservation of the Philippine ancient indigenous script called Baybayin. His presentation emphasized the importance of preserving Filipino culture and the traditional writing system, especially during the digital age. “This is my first exhibit and talk out of the country. Hopefully, I want to have talks and exhibits in Europe, specifically in Spain, so we can exhibit how beautiful our culture is,” Lucero shared. “So we can tell Spain, this is our culture before they came, this is what we had. I want to show this is where our culture could have gone without interruption.”

City of San Diego opens new off-leash dog parks in two local neighborhoods

Recently opened facilities in Memorial, North Park communities offer more space for dogs to run and play SAN DIEGO – In response to the growing need to provide more play areas for pet owners and their furry friends in high-density neighborhoods, the City of San Diego recently opened two off-leash facilities to allow dogs to run, fetch and play. The new off-leash areas are located in Memorial and North Park community parks and were opened just in time to celebrate International Dog Day, Aug. 26. The Memorial Park dog area – located on the northeast side of the park near the corner of 30th Street and Ocean View Boulevard –features more than a quarter-acre of fenced space with separate pens for larger and smaller dogs, doggie bag dispensers and repurposed logs to run around, jump over and rest a paw or four. The park is open daily from dawn to dusk. As part of the Memorial dog park opening, the San Diego Humane Society will be onsite with its Mobile Veterinary Clinic every month to offer pet health services and provide related resources that can often be difficult for pet owners to access. Pet visits are by appointment only. SAN DIEGO – The City of San Diego is taking a data-driven approach to make selective changes to its street sweeping program that will help maximize the trash and debris removed from neighborhoods and prevent pollution from reaching theStartingocean. Sept. 1, the City’s Stormwater Department increased and decreased the frequency of select street sweeping routes. Routes with high frequency and small trash collection will be decreased; routes with low frequency and large trash collection will be increased. In addition, four routes will have new signage posted to implement limitedhour parking restrictions over the next few months. Following a data-driven analysis, the Stormwater Department determined changes were necessary for parking restrictions and sweeping frequencies in some communities to optimize the efficiency and effectiveness of the street sweeping program. Those route changes include: • Increased street sweeping for specific streets in Clairemont, Linda Vista, Miramar, Mira Mesa and University City effective Sept. 1.

These changes will help us continue our mission to ensure clean water and clean beaches for all of San Diego.” Street sweeping is a pollution prevention service that protects local waterways and infrastructure by strategically targeting trash and pollution removal in urban environments. Street sweeper vehicles are outfitted with water sprayers, rotating brushes and a vacuum, which work together to remove toxic pollutants and trash from roads while reducing dust levels.Without street sweeping, those pollutants would eventually get picked up by stormwater, flow into the storm drain system, and go untreated into local waterways and the ocean. About 80% of all ocean pollution begins inland and flows through gutters, storm drains and watersheds to the coast.The city’s fleet of 28 sweepers cover 61,000 miles of streets annually, removing 220,000 pounds of trash and debris. SAN DIEGO – The City of San Diego, through the Commission for Arts and Culture, was awarded $4.75 million to administer a new pilot California Creative Corps arts program. Through the City’s “Far South/Border North: Artists and Cultural Practitioners in Community” initiative, grant funds will financially support artists and cultural practitioners to develop artistic content that increases local awareness of public health, civic engagement, climate and conservation, and social justice within Imperial and San Diego counties.Funds will be allocated following San Diego City Council approval. The grant funding is part of $60 million in grants recently awarded to 14 statewide administrating organizations by the California Arts Council (CAC).

While the real estate market may adjust itself and correct itself a bit after a long period of uptick, history suggests that real estate is still a sound investment. Market cooldown continues for real estate
REPORTS coming from major companies like First American Title and Old Republic Title indicate less action in the real estate market and more inventory coming into the market. According to the two companies’ reports, the market action index (MAI) in cities/towns like Las Vegas, North Las Vegas, Pahrump, Boulder and Henderson, while still slightly in a seller’s market, have been on a downtrend. In Pahrump, which is located 67 miles west of Las Vegas, the MAI stood at 31 as of August 31, which is still just about in the seller’s market, and dropped by a point off the previous month’s index. The median list price in Pahrump stood at $432,00, with the median price of new listings pegged at $387,000. The price per square foot stood at $218. On the average, properties stood in the market around 73 days, and inventory stood at a 7-day average of 236, a slight increase over the previous’ period’s average of 232. In Las Vegas, considered as one of the entertainment and gambling hotspots in the world, the MAI decreased by six points, from 44 to 38, in the September 1 report. While still slightly in seller’s market territory, there have been more homes available and less demand from buyers resulting in lower prices. The median list price of homes has gone down to $510,000, with the median price of new listings pegged at $475,000. Price per square foot is at $263. Inventory in the area was at a 7-day average of 1,453, slightly up from last month’s average of 1,353. Finally, in the Boulder City area, there is a dip of 6 points in the MAI, from 36 to 30 month-to-month. The median list price is pegged at $699,000, with new listings having a median of $517,500. Inventory slightly increased to 71 (7-day average) in the area, with square footage price pegged at $318. Prices have remained relativelys table in the area, according to the reports, but it is likely that there will be downward pressure on home prices if the MAI continues to stumble and there’s a growth in inventory. As of now, the area’s MAI is almost at the border between seller’s and buyer’s markets, but still said to be slightly in seller’s market territory. Although the areas mentioned are still in said to be in seller’s market, the increase in inventory has allowed many buyers to find more properties to their liking and they are able to negotiate more with sellers, unlike last year and even early this year when some buyers had to be put on a waitlist just to take a look at a property. However, real estate prices in the state are still at lower levels when compared to some areas in the country, which is why more and more people are looking at living in Nevada due to more reasonable home and land Unemploymentprices.has also been trending downward in the state, which may mean more money or income for people to put into a home if they intend to purchase one. A look at all the projects being planned in Las Vegas and neighboring communities shows continued interest in the area. With tracts of land being sold in record prices and large companies committed to developing their own competing projects aimed at attracting tourists, travelers, businesses and fun seekers of every age and size, construction should be aplenty and jobs available in the coming years. Currently, inventory of homes has been increasing for Las Vegas and other neighborhoods. That bodes well for home buyers as they will have a number of choices to look at in their search for that dream house. Although still in a seller’s market, market conditions have dampened a bit – it has given buyers a little bit of wiggle room.
