Jollibee’s expansion in the US continues, opens second Jersey City store amid the pandemic JOLLIBEE opened the doors of its second store in Jersey City last week, more than a month after the inauguration of its Edison store, in the midst of the pandemic that has been slowing global economic growth. The new stores are part of the brand’s plans to grow to 150 stores in the U.S. by 2023. Jollibee Edison and Jollibee Journal Square are the 53rd and 54th stores to open across North America. Traditional favorites and the chain’s signature dishes like Chickenjoy, spaghetti and peach mango pie are now available for call-in and pickup. For now, the store is also open for takeout from 8:00 a.m to 10:00 p.m. “We have a simplified menu for now. Next week, we will offer palabok, family pack of burger steak, and eventually, breakfast meals which would be perfect for PATH commuters,” area manager Merle Caleon, a 32-year veteran of Jollibee, told the Asian Journal.

ONLY foreigners with permanent or existing immigrant visas are allowed to enter the Philippines starting August, the country’s Bureau of Immigration clarified on Tuesday, July 21.

NINE new cases of the novel coronavirus have been reported among Filipinos around the world, bringing the total number of infections to 9,145, the Philippine Department of Foreign Affairs (DFA) announced on Tuesday, July 21. Meanwhile, the agency logged one new fatality, which brings the death toll to 645. Nine Filipinos have also recovered, raising the official count of recoveries to 5,369. “Today’s latest figures on COVID-19 cases among our nationals abroad show nine new confirmed cases in Asia and the Pacific and Europe, nine new recoveries in Asia and the Pacific, and one new fatality in the Middle East,” the DFA said. “The DFA also confirms one new report from a country in Europe, bringing the total number of countries and regions with confirmed cases among Filipinos to 68,” it added. Overall by region, Europe — which comprises 17 countries — has recorded 1,075 Filipino cases, including 484 undergoing treatment, 496 recoveries and 95

THE controversial Anti-Terrorism Act of 2020 on Saturday, July 18, took effect in the Philippines, despite the lack of implementing rules and regulations. “Considering that the law was published on July 3, it will take effect on July 18, which is the 15th day,” said Justice Secretary Menardo Guevarra on Friday, July 17. He added that the drafting of the IRR is “just about to start” and will be ready within 90 days. “The law will take effect even without the IRR because the promulgation of the IRR is not a condition for the effectivity of

the law. Some provisions are self-executing, like the organization of the ATC (AntiTerrorism Council),” Guevarra said, “But there are provisions where operational details need to be spelled out or standards clearly defined in the IRR for proper implementation of the law,” he added. Much like his proposal to include a citizenship question on the census survey, the memorandum, if enforced, would shift the balance of power in the House of Representatives which is dictated by states’ population count. The first census in the U.S. was administered in 1790, and since then, U.S. citizens and noncitizens have always been included in the country’s official population surveys. The Constitution specifies that all “persons” residing in the country should be included in the decennial count to determine the number of representatives states get in the House. (The 14th Amendment went on to specify that the “whole number of persons in each state” should be counted, doing away with the classification of slaves as “threefifths” of a free person.)
