Fil-Ams in Hawaii concerned over West Philippine Sea issue

WAIPAHU — Filipinos in Hawaii are concerned over the growing tensions in the West Philippine Sea given the island state’s proximity to both the Philippines and China.

Some are also worried about their families and friends in the Philippines, a government official said here.

Consul General Emil Fernandez said that Filipinos or those with Filipino ancestry in the island state have been monitoring developments back home.

“Yes, of course Filipinos here keep abreast of developments back home because they still have relatives and friends living there,” Fernandez told visiting Filipino journalists when asked if the WPS issue was a concern for Filipinos in Hawaii.

Hawaii, strategically located in the Pacific, is the seat of power of the United States Indo-Pacific command, its oldest and largest combatant command.

DOJ to brief Marcos on ICC arrest options

MANILA — The Department of Justice (DOJ) is preparing a brief on the legal options available to President Marcos on the arrest warrants that the International Criminal Court (ICC) may issue.

DOJ spokesman Mico Clavano said all options will be discussed in the briefer, including the Philippines’ possibly rejoining the ICC, “with an awareness that policy frameworks may evolve.”

“The briefer will be an objective analysis of the pros and cons of each option,” he said on Wednesday, May 8.

Clavano, however, clarified that the Philippines

remains firm in its stance that it has no legal duty to comply with any proceedings of the ICC, having withdrawn from the Rome Statute, the treaty that established the international body, in 2019.

“We want the president to know all his options and all the implications,” he said.

The DOJ official issued the statement in light of the possibility that the ICC will issue arrest warrants against former President Rodrigo Duterte by midyear and for his daughter Vice President Sara Duterte and other personalities in subsequent “batches” in connection with the brutal war on drugs, as claimed by former senator Antonio Trillanes IV.

reports that the Pogo hub in Bamban town was not only linked to internet fraud, but also to surveillance activities and cyberattacks targeting different state agencies. Authorities had raided the 7.9-hectare property, owned by Baofu Land Development Inc., on March 13 after a Vietnamese worker escaped from a Pogo leasing one of the buildings inside the compound. More than 800 workers were rescued during the raid, almost 500 of them foreigners. Of the foreign workers held during the operation, 427 were Chinese.

Majority of Filipinos see red tape, restrictive rules as top barriers to foreign investments - survey

MANILA — More than half of Filipinos identified complex business regulations and restrictive foreign ownership rules as significant barriers to foreign investments in the Philippines, a survey suggested.

In March, the House of Representatives approved on third and final reading the proposed economic charter changer, which aims to lift restrictive provisions in public utilities, education, and advertising to attract more foreign investments.

A survey conucted by Pulse Asia from March 6 to 10, 2024 found that 56% of

MANILA — The Philippines has no plans of “attacking anyone with water cannons or any other offensive,” President Ferdinand Marcos Jr. said on Monday, May 6 in the wake of the most serious act yet by the Chinese against Filipino vessels in Philippine waters.

Marcos made the remark days after China Coast Guard ships used high-pressure water cannons to try to stop Philippine vessels on routine humanitarian mission to Panatag (Scarborough) Shoal last April 30.

“We will not follow the Chinese Coast Guard and the Chinese vessels down that road,” the president told reporters in an interview in Pasay City.

‘leaked’ PDEA report vs him, Maricel Soriano

MANILA — President Ferdinand “Bongbong” Marcos Jr. on Monday, May 6 merely laughed off drug use allegations hurled against him and actress Maricel Soriano, as claimed by a document purportedly leaked by the Philippine Drug Enforcement Agency (PDEA).

Alleged PDEA files linking Marcos and Soriano to drug use circulated online, with Senator Ronald “Bato” dela Rosa seemingly lending credence to the reports, saying these documents are not fabricated.

Sought for comment in an ambush interview at an event in Pasay City, Marcos brushed off the question with a laugh.

Executive Secretary Lucas Bersamin, who was with the president during the interview,

called the allegation “contrived.” This is not the first time that the president has laughed off allegations of drug use.

Former President Rodrigo Duterte alleged back in January that Marcos was on the PDEA’s drug watch list.

Asked for a response to his predecessor’s claims, Marcos said he “won’t even dignify the question.”

At a recent Senate hearing, PDEA Director General Moro Virgilio Lazo categorically stated that the documents were fake. This, however, was contradicted by former PDEA investigation agent Jonathan Morales, who stood firm on the authenticity of the leaked documents linking Marcos and Soriano to illegal drugs. Soriano, meanwhile, has yet to give a statement on the matter. n

rights and our sovereignty in the West Philippine Sea. And we have no intention of attacking anyone with water cannons or any other such offensive… I would have to call them weapons as these were causing damage already,” Marcos pointed out.

One of his ranking security officials said Beijing should accept the Philippines’ standing invitation to hold the next bilateral consultation meeting if it really is committed to defusing tensions in the West Philippine Sea.

In an interview with “Storycon” on One News on Monday, National Security Council assistant director Jonathan Malaya said China should sit down and talk with the Philippines regarding the recent incidents in the West Philippine Sea.

“We already sent an invitation to China. We urge China to favorably consider the standing Philippine invitations. We ask China: to defuse tension, we are inviting you to the bilateral consultation mechanism,” Malaya said.

The last such meeting was hosted by China in Shanghai last January.

The latest water cannon attack caused severe damage to vessels of the Philippine Coast Guard and the Bureau of Fisheries and Aquatic Resources.

Bajo de Masinloc or Panatag Shoal – located 220 kilometers off Zambales – is a traditional fishing ground of Filipinos, Vietnamese and Chinese, according to the 2016 ruling of the Permanent Court of Arbitration based in The Hague.

The same ruling invalidated China’s massive claims in the South China Sea and reaffirmed Philippines’ maritime entitlements.

The shoal is within the Philippines’ exclusive economic zone under the United Nations Convention on the Law of the Sea or UNCLOS, which sets an EEZ at 200 miles or about 370 km from a country’s coast.

Some quarters have proposed allowing Philippine vessels to retaliate against Chinese water cannon attacks by using their own water cannons. The president is against such proposal.

“Because it is not the mission of the Navy, our Coast Guard to start, or to increase tensions. Their mission is precisely the opposite – it’s to lower tensions,” the chief executive said.

Marcos maintained the Philippines would continue to resort to diplomacy to assert its sovereignty over its territorial sea and sovereign rights in its EEZ.

“That’s why, all we do is when our vessels were being hit with water cannons, we send demarche to China and other stakeholders,” the president said.

A démarche is a diplomatic gesture to state a government’s position on an issue or subject.

By ruling out the use of water cannon against the Chinese, Marcos has effectively debunked the pro-China narrative that he is for an escalation of the West Philippine Sea row, according to PCGWPS spokesman Commodore Jay Tarriela.

“How can the pro-China trolls explain why President @bongbongmarcos Marcos will not allow the PCG to use water cannons if they claim that he wants to engage in war and escalate tension in the West Philippine Sea?” Tarriela said on X.

He pointed out that the mission of the PCG ships is to maintain presence in Philippine waters and

assert the country’s sovereignty, sovereign rights and jurisdiction.

“The pro-China narrative of threatening the Filipino people with the possibility of war is simply another example of the lies and misinformation they are spreading to confuse and mislead the Filipino people,” Tarriela said.

“Their true intention is to make us submissive and silent in the face of the illegal presence, provocative actions and bullying tactics of the China Coast Guard and Chinese maritime militia against the Filipino fishermen, the PCG and even the AFP (Armed Forces of the Philippines),” he added.

Disinformation In his interview with Storycon, Malaya said China’s claim of a “new model” arrangement for resupply missions to Ayungin (Second Thomas) Shoal is a disinformation tactic to divert attention from its recent activities in the West Philippine Sea.

He noted that the embassy made the claim over the weekend following the release of a report regarding the degradation of Sandy or Pag-asa Cay, a group of sand bars within territorial waters of Pag-asa Island.

“This is all part of the Chinese propaganda disinformation operations because this came at the heel of the revelations by the biologists from the UP Institute of Biology that they are doing something in Sandy Cay,” said Malaya.

“They are doing this to hide the environmental degradation that they are doing in Sandy Cay,” he added.

Last Saturday, May 4, Jonathan Anticamara of the UP Institute of Biology revealed that the Pagasa Cays 1, 2 and 3 are “in a degraded state.”

Malaya raised the possibility that China was transforming the maritime feature into another artificial island that it could use as basis for claiming “maritime entitlement” or even challenge the 2016 arbitral ruling that invalidated its expansive claim in the region.

Senators Jinggoy Estrada and Francis Tolentino, meanwhile, voiced their approval of Marcos’ position against the use of water cannon.

“Our Navy and Coast Guard have a crucial duty of safeguarding our territorial integrity and maritime rights. Instead of resorting to retaliatory measures, we will assert our rights through diplomatic means. We have consistently filed diplomatic protests to address China’s aggression within our territorial waters,” Estrada, chairman of the Senate committee on national defense, said.

“We must focus our efforts on ensuring the protection of our territorial and maritime interests by adhering to the principles of the rule of law. This entails the use of diplomatic channels and peaceful means of conflict resolution,” he said.

“By adhering to these principles, we can successfully safeguard our sovereign rights and protect our territorial integrity while maintaining a peaceful and stable environment in the region,” he added.

Tolentino called Marcos’ stand “pragmatic and responsible” and that it was “calculated to maintain the current moral high ground of the Philippines. Whether said decision is ephemeral,

DOJ to brief Marcos on ICC arrest...

President Marcos said in April that his administration will not serve any arrest warrant from the ICC against Duterte, as the ICC does not have jurisdiction over the Philippines. He said he considers the ICC a threat to the country’s sovereignty and the government will not help in any investigation the ICC conducts.

In November last year, Marcos said the possible reentry of the Philippines into the fold of the international tribunal is “under study” but maintained that there are problems on the issue of jurisdiction.

Trillanes claimed rejoining the ICC is one of Marcos’ considerations in light of his fallout with Vice President Duterte, who was his running mate during the 2022 elections under the UniTeam.

He, however, noted that the complex relationship between Marcos and the younger Duterte was not due to the ICC investigation against her father but the Duterte camp’s effort to oust the incumbent president.

Under the rule of succession, when Marcos is ousted, the vice president will replace him.

“I will not go that far to say I know what is in his heart. But I can speculate that that was one of his considerations in light of the fallout with the Dutertes.

Probably when he started that’s (rejoining ICC) totally out of the picture but because of recent events he became open to it.

“I don’t think it is necessary for him to rejoin, he just needs to enforce the warrants. The issue on whether to rejoin could be decided later on,” Trillanes added.

Duterte unfazed

Former President Duterte remained unfazed by the supposed arrest warrant that will be issued against him by the ICC for alleged human rights violations committed in the war against illegal drugs.

Trillanes earlier said his source told him that the ICC may issue an arrest warrant against Duterte by June or July.

“Hey you monkeys, I don’t care about you, even if you jail me,” Duterte told the crowd gathered at the Hakbang ng Maisug prayer rally in Dumaguete City.

“I don’t care. But for my country, I will die for the country,” he added.

Duterte also dared the ICC to come and arrest him. “You would come and arrest me? Come. I’ll remove your balls,” he dared.

The former president also questioned the tribunal’s authority to judge him. “The whites? Why will they come here to judge?” he said, adding that the “whites” – Europeans, Spaniards and Americans – have no right to meddle with the country’s affairs since they have done nothing for the Filipinos.

“What have they done? Nothing! They came here and stole everything,” Duterte accused.

Marcos a ‘dismal failure’

Duterte also rated President Marcos’ performance as a “dismal failure,” claiming that the president has done nothing to improve the country.

“You did nothing…You are up there just speaking English,” Duterte said at the prayer rally in Dumaguete.

He also advised the president to fix the country’s problems first before tinkering with the Constitution.

Duterte also decried the alleged pressure from the government whenever they try to mount a prayer rally.

The rally in Dumaguete City was forced to change venue from Freedom Park to Quezon Park because the original venue was suddenly declared under renovation.

Duterte said that when he was Davao mayor, anybody could hold a rally in any of the public parks because it is owned by the people.

It was not the first time that problems besieged the mounting of the Hakbang ng Maisug prayer rally.

In Bulacan, the owner of the venue rescinded its offer to allow the rally to be held there.

And Davao del Norte Gov. Edwin Jubahib’s suspension was linked to him giving permit for the rally to be held at the Capitol grounds.

Also, in the middle of the rally, while Duterte was still speaking, a loud siren sounded, cutting him off.

Full confidence

Duterte has expressed full confidence that Sen. Ronald dela Rosa will get to the bottom of the leaked Philippine Drug Enforcement Agency (PDEA) document that linked the president to drugs.

Dela Rosa recently conducted a motu proprio public hearing and investigation on the alleged PDEA leak issue, after a copy of the alleged document showing Marcos on the agency’s watchlist made the rounds of social media.

The senator conducted the hearing to find ways to further

strengthen the government’s handling of classified documents.

While many are unimpressed with the way Dela Rosa handled the hearing, Duterte expressed his confidence in his former PNP chief.

“I have full faith. He may be talkative, there are times his mouth goes off everywhere. But let him be. Bato, I promise, he will bring out the truth, whatever that is,” Duterte said in Filipino during a press conference in Dumaguete City where he attended the prayer rally on Monday night, May 6.

“You should trust Bato. He is a PMAer, an excellent official and straightforward in his life,” Duterte said. “He is good and he will be a leader of our country, he will be a protector of the people’s interest.”

At the rally, Duterte again reiterated his call for the current administration not to tamper with the Constitution.

The former president said Mindanao has no problem separating itself from the rest of the Philippines since it is rich in land and natural resources.

“In Davao, Mindanao, the development is far and wide so the government can generate much money there. We can survive,” he said.

‘Nothing we can do’

For Dela Rosa, they can no longer do anything if the president changes his mind regarding the government’s position on the ongoing investigation of the ICC. Dela Rosa, in an interview with “Storycon” over One News on Wednesday, reacted to reports that the DOJ will brief the president on scenarios related to the ICC.

“We cannot do anything if the president changes his position as far as the case is concerned,” the senator said in a mix of English and Filipino.

“He said it several times that he will not allow the ICC to enter the country and that he will not allow the government to cooperate with the ICC… If he changes his mind, what can we do about it? It’s beyond our control,” he added. – Diana

Senate Minority Leader Aquilino Pimentel III and Sen. Robin Padilla earlier said PCG ships should be equipped with water cannons so that they can fight back in the event of another water cannon attack by the Chinese.

Pimentel said President Marcos should not have brought in military allies or increased the number of sites for the Enhanced Defense Cooperation if he was really wary of escalating tensions.

The Philippine military is engaged in Balikatan exercises with the U.S. and allies Australia and France.

Unconstitutional Meanwhile, lawmakers said China’s “new model” or an arrangement for resupply missions to BRP Sierra Madre in Ayungin Shoal is a violation of the 1987 Constitution.

“If ever there is indeed a secret agreement or any type of agreement, assuming for the sake of argument that this is true, I think this will have a constitutional issue,” Rep. Joel Chua of Manila’s third district told a news briefing.

“If indeed there is an agreement that didn’t pass through the Senate, or which the Senate had rejected, then this simply means this is illegal and unconstitutional,” he added.

“This is what has been stated in our Constitution – that it should be concurred with two-third votes in the Senate. If they discussed this only between and among themselves, then there will definitely be a constitutional issue – this is unconstitutional and therefore void,” Chua pointed out.

Rep. Raul Angelo Bongalon of party-list Ako Bicol raised the same position. “I fully agree that

this has serious legal implications. If this secret deal with China is not embodied in a written agreement or treaty, then therefore it is void for being unconstitutional,” Bongalon said.

“As mentioned in the Constitution, any international agreement or treaty must be embodied in a written agreement and must be ratified by the Senate. So, if this arrangement is not ratified by the Senate or concurred in, therefore it is not valid,” the lawyer-legislator argued.

“Why? Firstly, because the Filipino people were not properly informed of the details of such. This amounts to gross inexcusable negligence, and it is also tainted with evident bad faith because it is only they who know about it. We are not properly informed,” Bongalon stressed.

He said Filipino fishermen would be affected most if the government allowed the Chinese some form of official control over Panatag Shoal.

“There are serious legal implications and therefore we have to act on it. That’s why we have to know the details, considering that this is a temporary special arrangement. At any time, President Marcos can rescind this because it is not binding to us, it is not binding to the present administration.”

Rep. Zia Alonto Adiong, of Lanao del Sur’s first district, said the issue goes beyond territories.

“I think beyond the legal issues we can see here that this is just one of the tactics of China part two of the propaganda PR of China. I think the Chinese is resorting to different kind of tactics like bullying,” he told reporters covering the House.

“It’s because they (Chinese) understand the importance of propaganda because it puts legitimacy to their illegal claim,” Adiong said. n

Senators probe Tarlac Pogo...

“I was very disturbed to hear that there is persuasive information from the intelligence community stating that this Bamban complex was being used for surveillance activities,” Hontiveros said.

‘More sinister end game?’

“Are Pogos now being used to spy on us? Are we being fried in our own oil?” she asked.

According to the senator, the recent incidents of government websites being defaced by unknown hackers were also “traceable” to the complex, located just behind the municipal building in Anupul village.

“Is there a larger and more sinister end game besides Pogos and scams?” she noted.

“It does not abate my worries that separate sources in the intelligence community and various executive agencies are sounding the alarm about large tracts of land around Edca sites being purchased by Chinese nationals with Filipino identity documents,” she said.

Hontiveros was referring to areas that American forces may access under the Philippines’ Enhanced Defense Cooperation Agreement (Edca) with the United States.

Some unscrupulous Chinese nationals, she said, were able to purchase the properties by fraudulently assuming Filipino identities through the late registration of birth.

“And if these Pogos provide cover for scams and human trafficking, engender corruption in the public service and threaten our national security, I think it’s very clear what direction we should take,” Hontiveros said.

President Ferdinand Marcos Jr., she added, should also take notice of the information they had uncovered during the series of Senate hearings on Pogos.

“I would like to take this opportunity to call on the president that if we really want to fight crimes and the threats to our national security, he will be well-advised to ban Pogos now,” Hontiveros said.

Surveillance, hacking Sen. Sherwin Gatchalian shared Hontiveros’ concerns as he assailed anew the Philippine Amusement and Gaming Corp. for its continued failure to prevent crimes being committed by licensed Pogos. He said he received similar information that some of the establishments inside the Baofu compound were tied to online surveillance and hacking.

Gatchalian declined to provide other information, saying the matter was actually discussed during an executive session with intelligence and law enforcement agencies.

“Some technology and personalities who had entered the country were being used in cyberattacks against the Philippine government,” Gatchalian told reporters after the four-hour hearing.

“They are apparently moving from scamming to cyberattacks in our own country. So we should really look at that angle,” he said. “That’s why I don’t see any benefit of having Pogos because all kinds of crimes are linked to it.”

Asked if there was a reason to suspect that China was behind the hacking, Gatchalian said there was no evidence showing that the cyberattacks were “state-sponsored.”

“But they could be contractors and private mercenaries who work as agents of any country,” he said.

US House weighs bill that would add citizenship...

At the heart of the matter lies the proposed inclusion of a citizenship question in the decennial census and the subsequent exclusion of noncitizens from the count used for congressional apportionment.

Supporters of the bill, championed by Rep. Chuck Edwards (R. N.C.), argue that incorporating a citizenship question into the census questionnaire is essential for upholding the integrity of electoral processes and ensuring accurate representation.

“Congressional apportionment and electoral votes should be based solely on the needs of American citizens,” argued the conservative advocacy group Heritage Action, part of the right-leaning think tank The Heritage Foundation, in a statement. Heritage Action played a key role in pushing the bill before lawmakers.

On the other side of the debate stand vocal critics, civil rights organizations among them, who vehemently oppose the bill’s provisions, arguing in part that it would violate the 14th Amendment of the U.S. Constitution which dictates that congressional seats be apportioned based on the “whole number of persons in each state.”

The 14th Amendment was enacted to repeal earlier provisions in the U.S. Constitution that treated slaves as threefifths of a person.

“H.R. 7109 evokes this shameful legacy by treating noncitizens as less than a person,” warned The Leadership Conference on Civil and Human Rights in a letter to the House Oversight Committee, adding, “H.R. 7109 would undermine 2030 Census accuracy in every state and every community by creating a climate of fear among all immigrants.”

The April 9 letter is co-signed by 74 national civil rights organizations, including Asian Americans Advancing

Justice and the National Association of Latino Elected Officials (NALEO) Education Fund. Critics also warn that the bill could jeopardize the equitable distribution of federal resources, essential for supporting vital services across communities.

The non-partisan Texas Census Institute released a public statement that read, in part, “the addition of a citizenship question and the exclusion of noncitizens from congressional apportionment fundamentally alters the constitutional mandate of apportionment, creating imbalances in representation that impact states, congressional districts, and citizens and non-citizens alike.”

To ask or not to ask

This is not the first time the citizenship question loomed over America. In late 2017, the Department of Justice under Attorney General Jeff Sessions requested that the Census Bureau incorporate a citizenship question into the 2020 census. Previous census counts from 1820 to 2000 included a citizenship question. The question was scrapped from the census in 2010 under then-President Obama.

The DOJ argued that more detailed citizenship data would aid in enforcing Section 2 of the Voting Rights Act, aimed at preventing discrimination in voting based on race, color, or language minority status.

The proposed question, “Is this person a citizen of the United States?” with various response options, sparked immediate controversy.

Opposition swiftly arose from local governments and advocacy groups representing ethnic minorities, citing concerns that the question’s presence would deter noncitizens and legal immigrants from participating in the census out of fear of government repercussions.

As discussions intensified, fear and mistrust of the federal government

reached unprecedented levels. Experts warned that the citizenship question could lead to nearly 9 million people, especially immigrants and people of color, not completing their 2020 census forms, potentially skewing demographic data and allocation of resources.

In 2019, the controversy reached its climax when the Supreme Court intervened. In a landmark ruling, the Court blocked the Trump administration’s efforts to include the citizenship question on the 2020 census. Chief Justice John Roberts, writing for the majority, criticized the administration’s rationale, stating that its use of the Voting Rights Act as justification “seems to have been contrived.”

Then-Commerce Secretary Wilbur L. Ross, who was nominated to the position by President Donald Trump, expressed disagreement with the Supreme Court’s ruling. The count went on as planned despite various challenges, including navigating the COVID-19 pandemic.

Skewed census counts

Key findings from the Post-Enumeration Survey (PES), which measures the accuracy of a census count, reveal that several states exhibited notable undercounts, including Arkansas, Florida, Illinois, Mississippi, Tennessee, and Texas, a fact opponents of the bill say highlights the need for widespread participation of all residents, without fear of intimidation or exclusion.

“It’s imperative that we prioritize the integrity of the census process and focus on counting every individual once, only once, and in the right place, regardless of political considerations,” says Briscoe.

A companion bill, S 3659 is making its way through the Senate. The House version currently has 114 sponsors, all of them Republican. Lawmakers in the House are scheduled to consider the proposal as early as Monday.

Diplomacy still best approach in WPS dispute – lawmakers

MANILA – Lawmakers at the House of Representatives on Thursday, May 9 said the best way to respond to China’s continued aggression in the West Philippine Sea (WPS) is still through diplomatic means.

In a press conference, TINGOG Party-list Rep. Jude Acidre said the OCTA survey result showing that 72 percent of Filipinos prefer diplomacy in addressing the WPS issue indicates mass support for the policies of President Ferdinand R. Marcos Jr.

“That’s a good indicator of how much trust the president and the administration has in pursuing a diplomatic solution … we’re still pursuing the diplomatic channels … Kung nakikita niyo, palaging naghahain tayong diplomatic protest, pero (As you can see, we are still filing diplomatic protests, but) at the same time we also making sure that we are capable of defending our boundaries,” Acidre said.

The recent survey also found that about 73 percent of the respondents said the current administration should assert the Philippines’ territorial rights in the WPS through military action, which includes expanded naval patrols and troop presence in the disputed areas.

Acidre said the survey results reflect the Filipino people’s consensus on the importance of defending and upholding the country’s sovereignty against foreign intrusion, whether through diplomatic or military action.

Jr. said multilateral talks with countries who have a similar situation as the Philippines also form part of the diplomatic solution.

“Kinakailangan po nila ng mas marami pang suporta para mas magawa nila nang mas maayos ang kanilang mga katungkulan (They need more support so that they could effectively fulfill their duties),” Dy said.

President Ferdinand R. Marcos Jr. earlier said the Philippines would not use water cannons to retaliate against China’s continued harassment in the WPS.

Marcos stressed that it was not the country’s mission to increase tension in the disputed waters.

He said the Philippines would continue to file diplomatic protests to address China’s aggression in the WPS.

WPS new model probe

Acidre, meanwhile, stressed the need for a thorough investigation into the origins and motive behind the alleged recorded audio communication between a Chinese diplomat and a high-ranking Filipino military official regarding the “new model agreement” on the Ayungin Shoal in the WPS.

In the alleged recording, Western Command chief Vice Admiral Alberto Carlos was talking with an unidentified Chinese diplomat on how to conduct the rotation and resupply mission to Ayungin Shoal, where a Marine detachment is manning the BRP Sierra Madre (LS-57), can proceed without interference.

“Bakit lumalabas ang mga ganitong misinformation or mga wiretapping? Nagpapakita lang na medyo act of desperation na po ito, ano, para to muddle the entire issue (Why is this kind of misinformation or wiretapping surfacing? This just shows an act of desperation to muddle the entire issue),” Acidre said.

Dy called the alleged wiretapping incident a breach of trust and a violation of Philippine laws.

He said whoever is responsible for the wiretapping or recording of the conversation should face consequences for their actions.

Regarding the next steps, Dy deferred to the Department of Foreign Affairs (DFA) to handle the investigation.

Teodoro: Expel Chinese embassy execs over phone wiretap

MANILA — Defense Secretary Gilbert Teodoro Jr. called on the Department of Foreign Affairs to investigate how unnamed people in the Chinese embassy in Manila allegedly recorded a supposed phone conversation between a Chinese diplomat and a top Armed Forces official discussing a socalled new model agreement on rotation and resupply missions to Ayungin Shoal in the West Philippine Sea last January.

He said if proven true, those involved should be expelled from the Philippines for admittedly violating the Anti-Wiretapping Law as well as rules on international relations.

Teodoro said he doubts the authenticity of the recording “given the propensity of the Chinese government to engage in malign information activities.”

“This is what we have to focus on, if this statement is truly from the Chinese embassy and they recorded anyone from the Philippines, then they admit that they violated the Anti-Wiretapping Law of the Republic of the Philippines,” he stressed.

Teodoro said the Department of National Defense now leaves it up to the DFA to look into the truth of what really happened and if it really happened and if it did, sanctions must be imposed.

“We have to find out who is responsible and expel them from the Philippines,” he noted. On the part of the DND and the military, Teodoro said operational security measures will be strengthened, given the fact that there really is “disinformation, malign influence and undesirable actions of agents of foreign governments.”

He announced that necessary steps will be taken to protect the DND, AFP and the Filipino people as he reiterated the statement of the DFA that only the president may enter into any agreement on the West Philippine Sea or any other international matter through the DFA.

Reports said the allegedly recorded two-minute phone conversation was between an unnamed Chinese diplomat and AFP Western Command (WESCOM) Commander Vice Admiral Alberto Carlos.

The supposed discussions involved talks on how the RORE missions to Ayungin Shoal, where the BRP Sierra Madre remains beached, can proceed without interference from the China Coast Guard (CCG) or maritime militia vessels through a compromise agreement.

“(Guo’s) responses were really not believable. She’s hiding something. She’s not telling the truth, including details about her personal background,”

Gatchalian said. The “inconsistencies” in the mayor’s testimony would only “lead to more speculations,” the senator said.

Honoring the heroes

Murals were painted in recognition of their sacrifices and they were hailed as heroes of a pandemic that has killed over seven million people and infected 775,364,261 between Jan. 5, 2020 and April 21 this year, based on official data. Yet health professionals marched again on Tuesday, May 7 to press for higher pay including an entry pay of P33,000 for both public and private sector workers, release of benefits and job security.

Even before COVID-19 rampaged around the planet, the country has recognized the valuable service rendered by health professionals. Republic Act 10069, signed in April 2010, declared May 7 as Health Workers Day. But over a decade later, and even after the horrific death and misery unleashed by SARSCoV-2, health workers still feel underappreciated. Many are still waiting to receive their emergency allowance from the pandemic days.

On Tuesday, a special working holiday in honor of their sector, thousands of health workers marched in different parts of the country to press for their long-standing demands for better pay and working conditions. IN strongest words ever yet, our Department of Foreign Affairs (DFA) officially demanded from the People’s Republic of China to get out of our maritime territories around the West Philippine Sea (WPS). In behalf of the Philippine government, the DFA – headed by Secretary Enrique Manalo – issued this demand following the latest water cannon attacks involving Chinese Coast Guard vessels at the Panatag Shoal last April 30.

In the same vein, our DFA again cautioned Filipinos from the ongoing misinformation and manipulation of the WPS issue.

The DFA Secretary underscored these calls before the Bagong Pilipinas National Security Cluster Communications Media Workshop held last week at the Philippine Merchant Marine Academy (PMMA) in San Narciso, Zambales.

“The South China Sea is shared by many coastal states, and our portion of it is what we call the West Philippine Sea,” Manalo pointed out. The other countries that also claim isles,

Southern Spain before the 2022 national elections. Perhaps the beleaguered lawmaker can further shed light on this matter once the authorities bring him back to the country. To be fair, the PDEA reports alone cannot conclusively determine if Marcos Jr. was a confirmed substance abuser then and now. However, a drug test that follows stringent government protocols can do that. For instance, a hair follicle test can determine an individual’s drug use within 90 days. According to OneNews.PH, the test is considered more reliable than urinalysis since it can detect the presence of drugs in a person’s hair cells and the sebum and sweat of the scalp. So, the ball is in PBBM’s court. If he was willing to undergo a drug test in the last campaign season, I do not see why he should avoid another. I encourage PBBM to settle the issue once and for all. The people cannot entrust the welfare of the nation to a leader suspected of being perennially addled by dangerous drugs. For instance, the lives and wellbeing of Filipinos will hang in the balance if the president pursues a more belligerent foreign policy against China. The country is not militarily prepared to go on

“For far too long, the narrative surrounding the WPS has been obscured by misinformation and manipulation,” the DFA Secretary deplored.

This obviously includes the persistent narratives from Beijing about our country’s reneging on a supposed “gentlemen’s agreement” between the two highest leaders of the Philippines and China. In fact, the Chinese Embassy in Manila has repeatedly referred to this purported “special arrangement” between the Philippines and China. Under this “special arrangement” claimed by Beijing, the Philippine government vessels and aircraft are forbidden to enter within 12 nautical miles of Scarborough Shoal. Locally called Panatag Shoal, the rich fishing grounds located at Bajo de Masinloc in Zambales supposedly also bars our Filipino fishermen from entering the shoal lagoon under the same “special

arrangement.” The shoal lies within our country’s 200-mile exclusive economic zone (EEZ) around the WPS.

Likewise, Beijing has also been insisting for the Philippines to comply with its “official commitment” to tow away BRP Sierra Madre out of our Ayungin Shoal, also located at the WPS.

These “special arrangements” were reportedly made in 2016 coinciding with the term of former President Rodrigo Duterte with his Chinese counterpart President Xi Jinping. Not officially acknowledged, ex-president Duterte’s pro-China bias during his administration has given credence to Beijing’s claim on the questioned existence of such “gentlemen’s agreement.”

President Ferdinand “Bongbong” Marcos Jr. (PBBM), however, swore he is not aware of any such “special arrangements” on the WPS between Manila and Beijing. PBBM declared he is “rescinding” it effectively, if there’s any. In his latest public declaration on the same issue, PBBM admitted he was even “horrified” just thinking about such kind of deals if indeed ex-president Duterte agreed to but failed to inform him before

Meanwhile, the chief executive has failed to address the country’s inflation problem. Most Filipinos are getting hungry and remaining poor due to the skyrocketing prices of prime commodities. Around 14.2 percent of Filipino families experienced hunger and not having enough to eat at least once in the past three months. The hunger figure rose by 1.6 percent (Social Weather Stations). The same pollster found 46 percent of families rating themselves as poor while another 30 percent said they are borderline poor. Right now, the focus of his administration should be lifting most Filipinos out of inflation-driven hunger and poverty.

In a nutshell, PBBM must offer unassailable proof that he is the healthy president – physically, mentally and emotionally – that every Filipino can trust a hundred percent.

Cuña said the awards highlight the “fair, fearless, frontline coverage” of journalists who delivered reports “that do not

“This results in stories that combine the snapshots of the moment with the big picture. This is journalism that deepens public understanding of an issue that impacts the nation,” he added.

Senator Francis Tolentino, who heads the Senate special committee on Philippine maritime and admiralty zones, highlighted the crucial role of Filipino journalists.

In his keynote address, Tolentino said “through this fight, we see the crucial role of good journalism in bringing out the truth and empowering the

He said he believes Quiboloy’s camp would surrender the remaining 14 firearms soon.

On April 26, Marbil approved the recommendation of the Firearms and Explosives Office board to revoke all the firearms registered under Quiboloy.

In the same resolution approved by Marbil, Quiboloy was given six months to surrender all the guns.

The revocation of Quiboloy’s gun permits stemmed from the charges of human trafficking and child and sexual abuse filed against him. He has standing arrest warrants issued by courts in Davao City and Pasig City.

According to Section 4 (g) of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulation Act, among the requisites for the issuance of and obtaining a

license to own and possess firearms is that “the applicant has not been convicted or is currently an accused in a pending criminal case before any court of law for a crime that is punishable with a penalty of more than two years.”

Interior Secretary Benhur Abalos, meanwhile, expressed hope that Quiboloy would also soon submit himself to authorities and face the charges against him.

“Sana itong gesture na ito na pakikiisa sa batas ay sana tuloy-tuloy na so I would like to commend the PNP chief at ang mga tao namin on the ground sa paggawa nito (I hope this gesture of compliance of the law would continue. I would like to commend the PNP chief and our personnel on the ground for this move),” Abalos said.

Quiboloy was also indicted in the United States in November 2021 for conspiracy to engage in sex trafficking by force, fraud, and coercion, and sex trafficking of children. He is currently on the Federal Bureau of Investigation’s wanted list. Meanwhile, Quiboloy’s legal counsel Israelito Torreon said his client has already submitted documents to prove that the 14 other firearms previously listed in his name “were already validly disposed of or duly transferred in other persons’ names.”

A T just 11 years old, Megan Paragua has etched her name in the annals of chess history, emerging victorious with two first-place trophies from the prestigious 2024 World Cadet Rapid and Blitz Championships in Durres, Albania.

Hailing from a lineage of chess aficionados, with her uncle Mark Paragua distinguished as a grandmaster, Megan’s meteoric rise in the world of chess has captivated the game’s enthusiasts.

Megan’s chess journey commenced at the tender age of five, under the tutelage of her father, Jan Vincent Paragua. Encouraged by her family’s passion for the game, Megan embarked on her maiden tournament at the age of six.

Recounting her early forays into chess, Megan reminisced, “I liked the feeling when I first joined; I was excited, and I continued playing after that.” Her tenacity bore fruit early on, clinching her first podium finish at just her third tournament—a milestone that instilled in her a profound sense of pride and determination.

Balancing rigorous training sessions with school obligations, Megan exemplifies dedication, commitment, and discipline. “I wake up early around 6:30 to prepare to go to school,” she shared, shedding light on her daily routine. She goes to school at the Columbia Grammar Preparatory School in New York City where she is currently in fifth grade.

Post-classes, Megan immerses herself in the intricacies of chess, honing her skills under her father’s watchful eye. “My

dad coaches me, and I started beating him around eight years old,” Megan quipped, a testament to her rapid progress

harboring aspirations of attaining grandmaster status, like her uncle Mark.

“My blood is Filipino; I was raised by Filipino parents,” she affirmed, underscoring her deep-rooted connection to her heritage. With plans to visit the Philippines this summer, Megan seeks to pay homage to her roots while inspiring future generations of Filipino chess enthusiasts.

During a recent courtesy call on Consul General Senen Mangalile of the Philippine Consulate General in New York, Megan engaged in a spirited chess match, demonstrating her prowess on the board.

LGPA stars compete in 17th Annual CM Pro-Am at Journey at Pechanga

SOME thirty professional golfers from the different echelons of the Ladies Professional Golf Association (LGPA) competed at the 17th Annual CM Pro-Am held at the beautiful Journey at Pechanga golf course in Temecula, California on April 9, 2024.

Prominent golfers, including Ashley Lau (234th in Rolex Ranking as of March 25, 2024), Robyn Choi (284th in Rolex Ranking), college standout and now professional golfer Jennifer Chang, Soo Bin Joo (376th in Rolex Ranking) and 2014 Asian Games silver medalist Ssu-Chia Cheng (390th in Rolex Ranking), were on hand to compete for the Pro-Am cup and other prizes.

Joining Lau, Choi, Chang, Joo and Cheng were other LPGA stars like Abegail Arevalo, Amelia Garvey, Amy Lee, Annika Borrelli, Brianna Do, Gabriella Then, Gigi Stoll, Greta Voelker, ILHee Lee, Jenny Rosenberg, Jillian Hollis, Kaley In, Karen Chung, Louise Ridderström, Malia Nam, Min-G Kim, Mo Martin, Olivia Schmidt, Rebecca Lee-Bentham, Jenny Coleman, Savannah Grewal, Selena Costabile, Sydnee Michaels, Tisha Alyn, and Vicky Hurst. In between the longest drive challenge and golf proam, Pechanga Resort Casino executives, led by Pechanga Development Corporation 2nd Vice President John Palinkas, Pechanga Resort Casino General Manager Tjeerd Brink and Pechanga Resort Casino Chief Marketing Officer Bill Anderson, had the opportunity to speak to media and those present, and welcome the LPGA golfers and sponsors who took the time to participate in the event. Palinkas, Brink and Anderson were also joined by Journey at Pechanga Director of Golf Scott Mallory, Director of Sales & Catering Sutisa Spellman, Vice President of Hotel Operations Thomas Mueller, Character Media Publisher James Ryu and SC Global Enterprise and iGraphix Advertising CEO/President Wade Lai. In an interview with Filipino media, LPGA golfers Abegail Arevalo, Tisha Alyn and Greta Voelker all expressed enthusiasm with the pro-am event. Alyn and Voelker have participated in the event for a few years, while this was Arevalo’s first time to join the CM Pro-Am.

Greta Voelker, who is from Germany, expressed delight at how the LPGA has become a home to many international

players, which she started to see when she came to the United States and competed for her college. The CM Pro-Am, although it may seem as a more relaxed event, still fires up the competitive juices of the golfers, Voelker told the Asian Journal. She includes it in her schedule when she makes it at the start of the year. “I love this event so much so it’s always on my schedule,” she said. “It’s a perfect time… you finish on a Sunday, come here on a Monday and the pro-am is on Tuesday. Afterwards, you can leave for the next tournament, so it fits perfectly.”

Filipina Abegail Arevalo, who is currently playing on the Epson Tour, dreams of getting into the main tour in the LPGA. Originally from Parañaque, Arevalo learned the sport from her father when she was five years old. Her dad was a caddie in Intramuros, Manila, and it was through golf that her dad earned his opportunities to establish a business and make a living. In turn, he encouraged family members to take up the

sport.

Abegail is a San Jose State University alumna where she majored in Psychology and minored in Human Systems Integration. She currently lives in San Francisco, CA.

Arevalo has represented the Philippines, notably winning gold as part of the country’s team in the Southeast Asian Games in 2019. It is one of Abegail’s top goals to be able to represent the country in the Olympics someday.

According to Arevalo, the best part of her game is her mental game. “It’s not common for people to say that, but I’m okay with driving, I’m okay with putting and chipping… but at the end of the day, it’s such a mental sport, and I think that’s really my strength… And I work with a mental coach, too. It’s my favorite thing to talk about… I’m proud of my mental work.”

This being her first year at the pro-am, Arevalo stated that looks forward to playing the course at Journey at Pechanga, which she described as beautiful and spectacular.

As for her advice to young golfers, Abegail stated: “Follow your dreams, and dream big!”

For Fil-Am Tisha Alyn, who has hung up her clubs professionally, the event is a time for her to reunite with fellow golfers, catch up with sponsors and just enjoy herself.

Alyn is a multi-hyphenate nowadays, as she caters to her clients’ needs – she can be a model, broadcaster, trick shot artist, speaker, fitness trainer or content creator, among other things. “It’s like golf entertainment in a different way,” she told the Asian Journal.

training that young, aspiring kababayan golfers can include in their regimen as they shore up their games, Tisha responded: “I think that one thing about golf that’s different from other sports is that it takes a lot of time. It’s not as strenuous as other sports like football or soccer… as long as you can take the sun, you can go out there and train.”

Alyn added that you can train up to 8 hours a day. When she was playing professionally, she would hit golf balls for two hours, practice putting and short game for an hour, and go play which takes about four hours or so. Then she would go back and do some more putting, and work out and eat meals in between. It also helps to have a team behind you, which may include mentors, a swing coach, a mental coach, a physio, a physical trainer, an agent and a public relations team.

“If you think that you’re doing enough, there’s someone out there doing one step more. If you can push yourself, give it all you’ve got because there’s someone out there who wants it just as bad or more than you,” she added.

The Asian Journal also had a brief opportunity to catch up with a member of Pechanga’s executive casino host Filipino team.

Senior executive casino host Vhergie Bermejo, who has worked at Pechanga for 20 years, revealed that she is very happy doing her job and lauded the support that the entire company, including management and the tribal leadership, extends to employees like her. “This has been my longest employment,” she said, “and I think I would retire here.”

Bermejo revealed that Filipino Americans are among the highest-tenured employees at Pechanga Resort Casino and she believes that it is a great opportunity for her fellow kababayans to join the team in the resort-casino.

“We’re closer than [Las] Vegas and it’s a very friendly environment… pang-pamilya (caters to families), I would say. We have everything… concerts, the spa, our beautiful golf course, the hotel, the pool area, dining… we have a lot to offer and are continually developing,” she answered when asked what makes Pechanga a good place to visit.

Bermejo added that Pechanga has catered many activities to the Filipino community, including bringing in celebrated Filipino singers and performers to hold shows at the property’s concert venue. With regard to the proam, Vhergie hopes that more Filipina golfers will participate in the event in the future, owing to the explosion of the sport internationally.

of San Diego celebrates Small Business Month by investing in capacity building,

storefront improvements and more

SAN DIEGO – With a vision of promoting economic growth and opportunity in every neighborhood, the City of San Diego is celebrating May as Small Business Month in California, which is home to more than 4.1 million small businesses. In San Diego, 93% of businesses have 12 or fewer employees and these small businesses employ more than 100,000 people.

The City of San Diego supports its small businesses by offering investment opportunities including the Storefront Improvement Program and the Small Business and Restaurant Assistance Program, among a variety of other business and assistance programs.

May 6-10 is also Economic Development Week, a national celebration by the International Economic Development Council that recognizes the programs, best practices and individuals who positively impact life in their communities.

The Capacity Building Grant Program supports the growth of nonprofit organizations that directly support small businesses in under-resourced communities, such as the Promise Zone. The federally designated zone covers a 6.4 square mile area that spans East Village and Barrio Logan east to Encanto and is home to the City’s most culturally rich and ethnically diverse neighborhoods.

Recent examples of Capacity Building Grant awards include:

• Access Inc. and Bayside Community Center to provide technical assistance and supplies for small businesses that vend in Linda Vista and City Heights farmers markets. • Convoy District Partnership to support placemaking efforts and website upgrades.

In order to support businesses impacted by the Jan. 22 storms, the city is currently reviewing applications for recovery assistance. The Emergency Response Grant program provides up to $2,500 per applicant, with a 100% bonus (for a total of $5,000) for applicants located in the Promise Zone, Opportunity Zones, or Low-Moderate Income Census Tracts. So far, 79 businesses and 9 nonprofits have been awarded funds.

May is Small Business Month, but our commitment to their success is year-round.” Through the Storefront Improvement Program, businesses can receive up to $8,000 to create and implement a plan for improving their street-facing appearance. In FY23, the city provided $84,560 in incentives through the program, also leveraging $168,474 in private funds, which resulted in the completion of 14 projects. Businesses in the San Diego Promise Zone may receive an additional 30% above their approved reimbursement amount.

Next Move, Grandmaster: Megan Paragua... unique strengths. Despite not considering herself strong or physically athletic, she finds joy in the intellectual challenge of the game. Ahead of her matches, she adopts a calming routine, taking time to rest, draw, and clear her mind. Reflecting on her recent triumphs at the World Cadet Championships, Megan credits her success to a combination of confidence and diligent preparation. As she aptly puts it, “It was not easy definitely. I had confidence and I knew I had a chance. The training helped a lot.” In August 2023, she placed first at the 33rd Pan-American Youth Chess Festival 2023 in the girls U12 (Under 12) category, where she received the Woman FIDE (International Chess Federation) master title as a result of her performance. The Woman FIDE Master title (WFM) is officially given by the FIDE to female chess players. CalFresh Awareness Month promotes healthy food program

EACH May, the State of California and County of San Diego join community partners in celebrating CalFresh Awareness Month.

It is an opportunity to promote this resource to families and provide those who qualify with access to healthy, nutritious food.

Dozens of community events are scheduled throughout the month to share information about CalFresh and offer free, in-person help to eligible people and families. A full list of the free events is available online on the County’s CalFresh website at https://www. sandiegocounty.gov/content/ sdc/hhsa/programs/ssp/food_ stamps.html.

“Enrollment is at a record high, so we know we have great need in our community right now,” said Rick Wanne, director of County Self-Sufficiency Services. “Our priority is to make sure everyone eligible signs up to receive this nutritious benefit.” CalFresh is California’s

federal food assistance program, the state’s version of the U.S. Department of Agriculture’s Supplemental Nutrition Assistance Program. It is designed to increase access to fresh and healthy food. The program also aligns with the County’s Live Well San Diego commitment to healthy, safe, and thriving communities. Over the past decade CalFresh enrollment has increased by 68 percent. As of April 1, 2024, it was serving 396,964 San Diegans. This is up 5.6 percent from last year. Wooten honored with prestigious California public health award

THE California Department of Public Health (CDPH) honored County Public Health Officer Dr. Wilma J. Wooten with its highest recognition, the Beverlee A. Myers Award for Excellence in Public Health.

The Beverlee A. Myers award is presented annually for outstanding leadership and dedication to all aspects of public health.

During the award ceremony in Sacramento, CDPH leadership honored Dr. Wooten’s 23 years of County service, highlighting her leadership during the COVID-19 pandemic.

“The COVID adversity did not just build her character. It revealed her character,” said Susan Fanelli, Chief Deputy Director at CDPH, during the award presentation. “Throughout her life, Dr. Wooten has broken barriers and has served as a role model for young people, especially Black American girls who wish to pursue a career in medicine and science.”

Dr. Wooten joined the County of San Diego in 2001 and was named Public Health Officer in 2007. She was born in rural Alabama and was the first person in her family to go to college. She graduated from

Spelman College in Atlanta with a degree in biology then earned her Master of Public Health from University of North Carolina-Chapel Hill, where she also completed her doctorate at the school of medicine. In her remarks, Dr. Wooten highlighted the support from her Public Health Services team and fellow health officers throughout the state. She was dedicated to following the American Public Health Association’s “10 Essential Public Health Services” and shared some of the “truths” that have served her well.

“Make sure to socialize what you think is a ‘great idea’ with those you think are supportive, as well as with those reluctant, opposed or impacted by your important policy, practice, or program,” she said. “And don’t agonize over things that you cannot change.”
