Executive order suspends death penalty as long as he’s governor ON Wednesday, March 13, California Governor Gavin Newsom signed an executive order that put a temporary moratorium on the state’s death penalty which ordered the reprieve of 737 inmates on death row. Newsom reasoned his controversial decision by claiming that the death penalty disproportionately affects prisoners of color, many of whom, he said, are more likely to be given the death penalty than white prisoners. “Just last year we had someone who was exonerated that spent 26 years on death row --- joining the ranks of 164 human beings that have been exonerated, that have spent time on death row. It’s a racist system. You cannot deny that,” Newsom told CBS This Morning on Friday, March 15. u PAGE A3

US report: PH gov’t execs ‘under pressure’ not to cooperate with int’l rights groups PHILIPPINE government officials were “under pressure” not to respond to any investigation requests on alleged human rights abuses in the country, the U.S. State Department said in its global rights report for 2018. In a report released Thursday, March 14, the U.S. State Department noted that a number of local and international human rights organization operate in the country and investigate human rights cases. They, however, encounter harassment and defiance from Philippine authorities. “Government officials were under pressure not to cooperate or respond to the views of international human rights organizations. Local human rights activists continued to encounter occasional harassment, mainly from security forces or local officials from areas in which incidents under investigation occurred,” the State Department said. PHILIPPINE President Rodrigo Duterte on Thursday, March 14, released the infamous list of politicians allegedly involved in illegal drugs trade ahead of the upcoming midterm elections. Duterte read the list compiled by the Philippine Drug Enforcement Agency (PDEA) out loud during the National Peace and Order Council meeting in Davao City. It was broadcasted on state-owned television stations PTV4 and RTVM.

“An official’s right to privacy is not absolute and there is a compelling reason to prioritize the state and the people. As your president, my ultimate concern is the pursuit of order in government,” Duterte said as reported by Rappler. “Since my assumption in 2016, I have committed to eradicate the drug problem. My decision to unmask these drug personalities was anchored on my trust in the government agencies who have vetted and validated the narco-list,” he added as reported by The Manila Times.

Duterte named 46 out of 82 alleged narco-politicians. These officials were composed of 33 mayors, seven vice mayors, three congressmen, one board member and one former mayor. MANILA — A day after President Rodrigo Duterte released the names of alleged narco politicians, most of them rushed to deny involvement in the illegal drug trade. They gave various reasons why they should not be included in the list. Among the three congressmen named in the list, Pangasinan’s First District Rep. Jesus Celeste said he was puzzled by his inclusion. Celeste said the Regional Peace and Order Council (RPOC) had already cleared him of drug links. He said the RPOC’s investigation report late last year that cleared him possibly did not reach the President. Celeste said he welcomes the filing of charges against him. “It’s better this way because I know I am innocent and this will finally put an end to this allegation often hurled at me every election,” Celeste said. Pasuquin, Ilocos Norte Mayor Ferdinand Dancel Aguinaldo blamed politics for his inclusion in the narco list.
