PHILIPPINE President Rodrigo Duterte on Wednesday, March 14, announced that the country will withdraw its signature from the Rome Statute, the treaty which created the International Criminal Court (ICC). In a statement released to media, Duterte said the Philippines will withdraw its ratification of the statute “effective immediately.” “I therefore declare and forthwith give notice, as the President of the Republic of the Philippines, that the Philippines is withdrawing its ratification of the Rome Statute effective immediately,” the president said. According to Duterte, the decision was made amid what appeared to be a “concerted effort” between the ICC special prosecutor and United Nations (UN) special rapporteurs to portray him as a “ruthless and heartless violator of human rights who allegedly caused thousands of extra-
judicial killings.” He claimed that the ICC, which has begun its preliminary examination into the alleged crimes committed under his drug war last month, is being “utilized as a political tool against the Philippines.” He said ICC Chief Prosecutor Fatou Bensouda’s “premature public announcement” about the preliminary examination into his drug war created the impression that he was likely to be charged before the ICC, “violating therefore the presumption of innocence accorded me by the Constitution.” Duterte likewise tagged the criticisms made by UN officials like UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein and Special Rapporteur Agnes Callamard as evidence of “international bias.” “Given that the ICC shows a propensity by RAE ANN VARONA for failing to give due respect to the State AJPress Parties of the Rome Statute and that there is clear bias on the part of the UN against the A DAY after International Philippines, the Philippines may very well Women’s Day, dozens of domesu PAGE A2 tic workers and advocates gathered in Los Angeles on Friday, March 9, to launch a statewide campaign pushing for greater compliance with immigrant worker protections.
