Duterte: Send US notice to terminate VFA by RITCHEL

MENDIOLA AJPress

PHILIPPINE President Rodrigo Duterte has formally ordered the government to send the United States a notice terminating the Visiting Forces Agreement (VFA), according to Presidential Spokesperson Salvador Panelo. Panelo told reporters on Friday, February 7 that the president has instructed Executive Secretary Salvador Medialdea to inform Foreign Affairs Secretary Teodoro Locsin Jr. to send the notice to the U.S. government that would end the two-decade long agreement.

DATELINE

“[President Rodrigo Duterte] is instructing [Executive Secretary Salvador Medialdea] to tell [the Secretary of Foreign Affairs Teodoro “Teddyboy” Locsin Jr.] to send the notice of termination to the U.S. government,” the spokesperson said in a text message to reporters. Panelo also added that Duterte is slated to speak to U.S. President Donald Trump by phone, though no further details of the conversation have been shared. During a Senate Committee on Foreign Relations hearing on Thursday, Locsin previously said that he had “prepared the notice

of termination but it has not been sent upon the orders of the president.” He added, “I prepared it and I specifically said that I will send it upon the direct personal order of the president and no one else.” The VFA, which came into force in 1999, covers the conduct of U.S. soldiers in the Philippines. Among the provisions of the deal include lax visa and passport policies for U.S. troops, and the rights of the U.S. government to retain its jurisdiction over its milTRAVEL BUSINESS AS USUAL. Health agencies, Big Tech seek to dispel mass misinformation on coronavirus Groups condemn anti-API ‘racism and hate’

AS the global medical community continues to try to mitigate the threat of the severe coronavirus, the World Health Organization (WHO) and leading social media giants are working to combat another epidemic of a different nature: the dissemination of misinformation. Since the news of the coronavirus — a novel respiratory infection that first broke out in Wuhan, China — first broke out last month, and since the WHO has declared it a public health emergency of international concern, it has been one of the most talked-about topics on social media. But the severity of the infection, coupled u PAGE A4

Not just a smoker’s disease: Stigma of lung cancer still persists in Asian American community

WITH lung cancer as the leading cause of cancer-related deaths in the United States, there is still a stigma around the disease that prevents patients, especially in the Asian American community, from receiving proper support. A report from the American Cancer Society in January said that the cancer death rate in the U.S. dropped 29% between 1991 and 2017. However, lung cancer remains the leading cause of cancer deaths for men and women at nearly one-quarter of all cancer deaths. The same report found that 34.4% of Asian American and Pacific Islanders — the fastestgrowing minority group in the country — had incidences of lung cancer from 2012-2017. A recent panel of doctors in Los Angeles highlighted that more education and outreach need to be done to reduce the misconceptions around the disease and barriers to care within the Asian u PAGE A3

FIELD-BASED officers of the Armed Forces of the Philippines (AFP) has expressed worry over the possible cut in the United States government’s assistance for intelligence, surveillance and reconnaissance (ISR) activities should President Duterte proceed with terminating the Visiting Forces Agreement (VFA). The officers, who asked not to be named, said U.S. support is crucial in running after

Islamic State (IS)-linked militants. Without U.S. support, one officer said, it would be like “fighting the militants with blurry eyes or a hazy vision.” “Some of our operations will be affected,” the officer further said. Defense Secretary Delfin Lorenzana, in a recent visit here, has said the country stands to lose U.S. support for ISR operations without the VFA. Lorenzana said the support is made possible through the Enhanced Defense Coopu PAGE A2

THE number of people under investigation in the Philippines for the possible novel coronavirus (2019-nCoV) has risen to 178, the Department of Health (DOH) said on Thursday, February 6. “Of the total 178 [people under investigation (PUIs)], 147 are admitted in hospitals, 10 have refused admission and 16 have already been discharged under strict monitoring,” said Health Secretary Francisco Duque III at a press conference. He added that 84 of the 178 have tested negative for the virus while the laboratory tests on samples taken from 127 PUIs are still pending.

Duque assured that the DOH is coordinating with the Philippine National Police (PNP) in requiring asymptomatic PUIs to be admitted to health facilities. “We are working with the PNP to compel these PUIs refusing admission to agree to undergo isolation and testing,” he said, stressing that identifying all the PUIs tested and confined is necessary to stop the threat of the potentially deadly virus. Duque also said that DOH officials are discussing with public cemeteries about the possible burial of the remains of the Chinese national who died due to the nCoV as private cemeteries refused to cremate the victim. “I have instructed the San Lazaro Hos- President Rodrigo Duterte discusses matters with some members of the Cabinet prior to the u PAGE A2 start of the 46th Cabinet Meeting at the Malacañan Palace on Tuesday, February 4.
