THE mandatory repatriation ordered by the Philippine government will remain for Filipino workers in Iraq, but has been lifted for Iran and Lebanon as tensions between the United States and Iran ease, the Philippine Department of Labor and Employment announced on Thursday, January 9. Labor Secretary Silvestre Bello III clarified that the alert levels for Lebanon and Iran had been lowered, after they, along with Iraq, were previously at the highest alert level of 4, which requires the government to order Filipino workers to return home due to heightened security risks. “Initially, the level of alert for Iran, Iraq and Lebanon was the same — level 4. Although it was unofficial, I was informed [on Wednesday] that the alert level in Lebanon had been put down to level 2, and I understand that there’s no more alert level in Iran,” said Bello. u PAGE A2

FORMER Senator Ferdinand Marcos Jr. has asked the Supreme Court (SC), sitting as the Presidential Electoral Tribunal (PET), to re-examine the initial vote recount results in the electoral protest he filed against Vice President Leni Robredo. In a 809-page memorandum filed before the tribunal on December 19, 2019 and released to reporters on Tuesday, January 7, Marcos asked the PET “to reconsider, review

and re-examine the preliminary appreciation in the pilot provinces of Camarines Sur, Iloilo and Negros Oriental.” In October, the PET announced Robredo widened her lead over Marcos in the recount of votes in the three pilot provinces, showing Robredo with 1,510,178 votes now compared to her 1,493,517 votes in the chosen areas previously. With the additional 15,093 votes from the recount, Robredo maintained her lead over Marcos with 278,566 votes. u PAGE A4

THIS year’s Traslacion finished much earlier than in previous years, but the fervor of the 2 million barefoot devotees who joined the annual procession of the Black Nazarene in Quiapo, Manila was at its usual fever pitch. Swarms of the faithful, wearing maroon t-shirts, lined the shortened route of the procession, but the crowd was thickest on Quezon Boulevard, beside the Minor Basilica of the Black Nazarene or Quiapo Church. The procession started earlier than scheduled, leaving the Quirino Grandstand at Rizal (Luneta) Park at 4:16 a.m. instead of 5:30 a.m. Devotees carry the Black Nazarene to the “andas” or carriage in time for the procession The pace of the procession was from Quirino Grandstand to the Quiapo Church on Thursday, January 9. THE Philippine economy is likely to outperform its regional and global peers in the next two years on the back of resilient private consumption, monetary policy easing and strong rebound in capital inflow, investment experts from British banking giant HSBC said. This year, HSBC expects the Philippines to grow its gross domestic product (GDP) by 6.4% and further to 6.5% next year, beating the projected average growth of Asian emerging markets of 5.1% this year and 5.3% next year. “We anticipate a growth re-accelerating path for the next two years, in contrast with the global downturn that we have seen in other parts of the globe,” Fan Cheuk Wan, HSBC Private Banking chief market strategist for Asia, said in a press briefing on Tuesday, January 7. For full-year 2019, HSBC expected an average GDP growth of 5.8% for the Philippines. HSBC sees investment growth

in the country to rebound to 10.7% this 2020 from only 2.3% last year, when the delay in the legislation of the national budget constrained public spending. The Bangko Sentral ng Pilipinas (BSP) is also among the 10 Asian monetary institutions that will likely continue its bias for monetary easing this year. Fan said the BSP would likely cut its overnight borrowing rate twice this year—once in the first quarter and again in the second quarter—to bring the benchmark rate to 3.5% by the end of the year. Fan added that the BSP would likely slash the reserve requirement ratio on banks by 200 basis points each year this 2020 and 2021, bringing it down to 10% by end-2021. “It will improve liquidity conditions in the financial system and drive investment growth recovery,” she said. Inflation, on the other hand, is projected to pick up pace to 2.9% this year, but still within the 2 to 4% target range of the BSP. With the government likely u PAGE A4
