General Information RECREATION SCHOLARSHIP PROGRAM The Parks, Recreation & Forestry Department, with the assistance of the Ashwaubenon Friday Morning Optimists have a limited amount of resources set aside to grant scholarships for children to participate in recreational activities. Scholarships are granted according to the free or reduced price school lunch program. For further information please contact the Parks & Recreation Department.

ARE YOU A RESIDENT? A resident for registration purposes is anyone who lives within the Village of Ashwaubenon. Any person residing outside of the Village boundaries will be considered a nonresident and will pay their fair share through an additional surcharge established by the Park Board.

Auxiliary aids for disabled persons wishing to attend or participate in the Village of Ashwaubenon’s Recreation Programs are available upon request at least 96 hours in advance of the events. If a notice of less than 96 hours is received, the Village will make every attempt to provide the aids, however, this may not be possible with such short notice.

RENTING OUR FACILITIES The Ashwaubenon Parks, Recreation & Forestry Department has facilities that may be rented throughout the year for various events. Some facilities are for Ashwaubenon based businesses and property owners ONLY and some are available to both residents and non-residents.

FROM THE DIRECTOR’S DESK ......

RAIN, RAIN GO AWAY….COME AGAIN SOME OTHER DAY! I can’t tell you the number of times I caught myself mumbling that jingle in my head this summer. New challenges presented themselves weekly as we tried to mow grass when our mowers were sinking into the ground, paint lines on sports fields as the grass was growing quicker than we could cut, ballgame rainouts, flooded playgrounds, cancelled classes & events, etc.. etc.. etc… But, as they always do, things worked out and in the end, most people could say it was a “fun summer”. Now we just hope this winters’ snow won’t be as abundant as the rain!.....

• If you are an Ashwaubenon family who has an immediate family member deployed in our military, you may be eligible for a waiver of specific fees for programs offered through our Department. For more information, go to page 5.

• Congratulations to our youth sports organizations. I don’t know how many people out there realize that the tournaments sponsored and run by the co-sponsored groups bring in hundreds of thousands of dollars in revenue to our local businesses, (hotels, restaurants, shopping, etc..). It’s a win-win for the community…our children get quality programming and our business community stays vibrant.

• The Cornerstone Community Ice Center will be building an additional locker-room for St. Norbert women’s hockey. The project will be funded by the college. If you have not seen the new Olympic sheet of ice yet, check it out. It has allowed the CCC to bring in national skating events for our community.

• Sand Acres Park is officially “complete”. Finishing of the court area, landscaping, rubberized surfacing for handicapped access and some additional path work were projects crossed off our list this summer.

• We will try to tackle a community-wide rummage sale this spring.

Our Department will be the “clearinghouse” for information, and will organize a webpage for the event.

• Dads, grandfathers and significant male “others”, we will host a Daddy-Daughter Date night this spring at our community center!

This semi-formal event will include a sit-down dinner, followed by dancing to a DJ, prizes, contests and more. More information on page 16.

What events our facilities cannot be rented for: • Fundraising Events • Non-Ashwaubenon based organizations not serving the Ashwaubenon Community The individual renting the facility and receiving the contract for the rented facility MUST be in attendance the day of the rental as they are the individual who will be held responsible for the facility.

Businesses renting our facilities will be required to submit a certificate of insurance with the Village of Ashwaubenon listed as an additional insured.

• The alcohol ordinance at Ashwaubomay Park has been modified.

There is no longer a restriction of Memorial Day through Labor Day only. This opens up the times (specifically in May, September & October when weather is still nice) that residents can reserve our Ashwaubomay shelters and not worry about being in violation of our municipal code.

Rental Facilities FACILITY RESERVATIONS Reservations for the Community Center, Park Shelters and other facility rentals will begin the first Monday in November for the following year. Reservations are made on a first come, first served basis. A 5.5% sales tax will be added to all rentals.

General Information Program fee waiver for military families The Ashwaubenon Park Board & Village Board approved a waiver of specific recreation program fees this past July, 2010, for all Ashwaubenon residents who have an immediate family member deployed in service to our country.

Specific and detailed guidelines of this program may be viewed online at www.ashwaubenon. com (click on the Parks, Recreation & Forestry Department), or a copy of the policy may be obtained in the Parks, Recreation & Forestry Department at Ashwaubenon Village Hall.

Programs eligible for a waiver of fees include youth and adult instructional and recreation classes offered solely by our Department (not contracted), as well as Ashwaubomay Lake passes during the summertime. Many Ashwaubenon co-sponsored organizations (baseball, softball, soccer, wrestling, swim club, football) have also agreed to waive or reduce registration fees to those immediate members of a family where a parent / guardian is deployed. A specific list of those discounts is available at the PR&F office. Families must provide a copy of the family member’s mobilization orders and/or other appropriate documentation to verify military service and deployment. For further information on this fee waiver program, please contact the Parks, Recreation & Forestry Department!

Community Garden for Ashwaubenon?

The Parks, Recreation & Forestry Department is looking for your opinion! We have received several requests over the last few years regarding establishment of a community garden. A community garden is a plot of land that has small parcels divided out for people to grow vegetables and flowers. Typically, people who use a community garden may own a house that is on a lot which is too shady to grow food / flowers, or perhaps they live in an apartment/condo complex that does not have/allow garden plots.

The concept is simple…use a small plot of land at a nominal fee and grow the vegetables and flowers you wish. The Village would provide the land and water service to the area. Garden “users” bring their own sprinkling cans, seed, fertilizer, tools, etc… as they wish to grow what they desire. Any fees collected would be used to defray water service and costs to the site, as well as “marking” off the individual plots. We are looking at several potential sites, including next to our tree farm off of Dorn Drive IF we feel there is enough interest.

What do you think? If you would be interested in using a plot of land (were this to be developed) please give us a call. Users would need to be residents, and we would need at least a dozen responses to move the proposal onto our Park Board. We can be reached at 492-2331. 55+/Senior Citizen Opportunities MEALS ON WHEELS PROGRAM The Ashwaubenon Parks, Recreation & Forestry Department is partnering with the Aging & Disability Resource Center of Brown County (ADRC) to recruit and train additional volunteers to deliver home bound meals through their Meals on Wheels Program.

Individuals or organizations interested in receiving more information on how to become a volunteer for this Ashwaubenon home bound meal route should call the Ashwaubenon Recreation Department at (920) 492-2331. Both training and mileage reimbursement are provided through the Aging & Disability Resource Center of Brown County. Volunteers are needed for two Thursdays per month.

Substitutes are needed Monday through Friday.

Ashwaubenon residents can register for the Meals on Wheels Program by calling the Aging & Disability Resource Center of Brown County at (920) 448-4300. Meals will be available to individuals who: • are 60+ years of age (adults who are under 60 and are legally disabled may qualify)

SOCIALS CHRISTMAS PARTY: Celebrate the season with friends and meet new people at the Christmas Social. A lunch from HoneyBaked Ham (sandwich, baked beans, chips, and a drink) will be served. If you have a favorite holiday cookie or desert, your contribution would be welcomed and appreciated. Entertainment will be provided by the Ashwaubenon High School Show Choir. There may even be a special visitor from the North Pole. Pre-register by Monday, December 13.

The Home Bound Meal Program is designed to meet at least one third of the Recommended Daily Allowance (RDA) for adults age 60 or older or for qualified legally disabled individuals under the age of 60. Meals are served around the noon hour – Monday thru Friday – and are available on a suggested donation basis of $3.50 per meal.

There are limited numbers of available participant slots for any Meals on Wheels “route”. So if you are interested, call today!

VOLUNTEERING IN THE SCHOOLS It’s back-to-school time, but not just for the students and staff of the Ashwaubenon School District. Ashwaubenon senior citizens (50+) are being invited into the schools to serve in a wide range of volunteer capacities that are available at the three elementary schools, Parkview Middle School, and Ashwaubenon High School.

an “as-needed” basis. Commitments are generally for an hour or two in a variety of time slots. Volunteer activities are flexible to accommodate senior citizens who travel or go south for the winter.

Volunteers are needed as classroom or library helpers, reading partners, study buddies, test and computer supervisors, and extra curricular activity assistants. In addition, the district is looking for seniors willing to periodically read to classes, to help with special projects, and to serve as mentors or guest speakers about their careers, travels, hobbies, or life experiences.

Senior volunteer assignments will begin in late September. Enjoy the fall colors in the beautiful Door County Peninsula.

We will visit the Sturgeon Bay Maritime Museum, have lunch (covered at your own expense) at one the fine restaurants in Fish Creek. Perhaps try The White Gull Inn, The Cookery, Pelletier’s, or Cooper’s Corner. You will also have a little time for shopping and exploring. We will finish the day with a trip to Lautenbach’s Orchard County Winery and Market for a tour of the winery.

Milwaukee is fortunate to be the second museum to host the largest traveling exhibition of mummies ever assembled.

Come experience “Mummies of the World” which will feature a collection of 150 real human and animal mummies and objects from South America, Europe, Asia, Oceania, and Egypt. Time will be available to view the other museum exhibits. We will stop at Kopp’s Frozen Custard on the way home.

Is it Normal Aging or Dementia?

Join the Ashwaubenon Parks and Recreation Department for a fun evening with your family at the Community Center. We will cozy up to the fireplace and enjoy the movie.

POM PONS Are you ready for this? Don’t miss your chance to sign up for this year’s Pom Pon program. The Pilates’ method of body conditioning is a unique system of stretching and strengthening exercises developed over ninety years ago by Joseph H. Pilates.

Pilates’ is the ultimate mind body exercise for anyone who wants to tone, streamline and realign their body. It strengthens and tones muscles, improves posture, provides flexibility and balance, unites body and mind and creates a more streamlined shape. All exercises are done on the floor. This class will combine the newest fitness craze (pilates & stability ball) while also sculpting your muscles with cardiovascular exercises. This workout is designed for all fitness levels. Do your children like to bake the family Christmas goodies? Let the kids do the baking in Kris Kringle’s Kitchen. Children will roll out the dough, cut out the cookies, frost and decorate the Christmas treats. They will even get to sample some of their freshly baked goodies!

Specialty Programs HOUSE OF SPEED If you are serious about your sports achievements, this is the program for you. We have partnered with House of Speed Green Bay (founded by former Packer Don Beebe) to offer you two introductory sessions of speed and enduring training. These have been developed to maximize physical & mental performance, teach a proper attitude, & also build sportsmanship, heart & character. No matter what sport you are involved in, the House of Speed can take you to a higher level of athletic performance.

Through certified trainers and specialized equipment, young athletes will learn techniques to improve running form & speed, skills to improve hand & feet quickness, jumping techniques to enhance explosiveness, balance & coordination, eye-hand training and injury prevention.

LOOK WHAT I LEARNED! BY MOLTEN VOLLEYBALL CAMPS Running, jumping, skipping, shuffling, tossing, catching, team work! Everything a young athlete needs to learn and all with a volleyball twist. This clinic is designed to work on basic athletic movements and coordination all while learning the fundamental skills of volleyball. PILATES’ The Pilates’ method of body conditioning is a unique system of stretching and strengthening exercises developed over ninety years ago by Joseph H. Pilates. Pilates’ is the ultimate mind body exercise for anyone who wants to tone, streamline and realign their body. It strengthens and tones muscles, improves posture, provides flexibility and balance, unites body and mind and creates a more streamlined shape. All exercises are done on the floor. Participants should wear comfortable clothing and bring their own mat. Must be at least 14 years or older to participate.

Co-Sponsored Organizations WHAT IS A CO-SPONSORED ORGANIZATION? The Ashwaubenon Park Board co-sponsors the seven youth organizations that are listed on the next two pages. The organizations are Ashwaubenon Youth Baseball (AYB), Ashwaubenon Youth Soccer (AYSA), Ashwaubenon Girls Softball (AGSA), Ashwaubenon Wrestling Club (AWC), Ashwaubenon Special Children’s, Ashwaubenon Swim Club (ASC) and Ashwaubenon Youth Football.

As a co-sponsored organization the village provides each group with the following: 1) Funding for equipment and/or wages.

2) Free facility use (ball fields, gym, pool, etc.)

3) Upkeep and grooming of all facilities 4) Insurance coverage 5) Free use of community center for their meetings 6) Provide a staff liaison to attend co-sponsored board meetings.

The Ashwaubenon Wrestling Club is a program designed to promote an interest and to insure a safe and organized approach to the sport of wrestling. The club emphasizes the value of competitive sportsmanship and fair play.

Members are taught wrestling basics and conditioning in a program that runs from December thru March. Practices are held twice a week at Ashwaubenon High School. AWC is open to those who reside within the Village of Ashwaubenon and in Kindergarten thru 8th grade.

The Youth Football program is a tackle program open to all 7th and 8th grade Ashwaubenon residents. This program teaches the fundamentals of football, basic tackling, and teamwork. League play is through Great Lakes Conference.

The Ashwaubenon Swim Club is a year round program designed for any youth who can swim one (1) pool length free and back.

Participants may join at any time. The Club’s major goal is to improve skills and times in the achievement oriented swim strokes.

ASHWAUBENON’S SPECIAL CHILDREN’S PROGRAM PRESIDENT: SHERI SORENSON 737-1014 This is a fun and exciting summer school program for children with disabilities for ages 3-21. A variety of recreational and social

activities are planned daily and are geared towards the student’s ability. Weekly field trips are also a part of this program. The Ashwaubenon School District and the Ashwaubenon Parks and Recreation Department sponsor the program. Various donators support the program. For registration information, call the School District Office at 4922905. Bussing is provided for Ashwaubenon Residents.

MONDAY - THURSDAY JUNE - AUGUST (July 4 week off) Location: Parkview Middle School A mandatory parent registration meeting will be held prior to the start of school. The meeting will be held at the Ashwaubenon School District Office located at 1055 Griffiths Lane.

Co-Sponsored Organizations CO-SPONSORED BOARD MEETINGS Each co-sponsored organization is required to have a governing board that meets on a regular basis. The board is typically comprised of parent volunteers. Many volunteer hours are spent at meeting and completing the various tasks need to be completed to successfully run the program.

So where and when do the various co-sponsored meet? Each organization meets a different time and place depending on what works for them. All meetings are open to the public and everyone is encouraged and welcome to attend. Specific meeting times and sites are listed under each organization below.

Each organization is required to set and have an agenda available at least a week before each meeting and must keep and distribute meeting minutes before each meeting as well. Meeting agendas and minutes can be found on the Village website at www.ashwaubenon. com. Where possible the co-sponsored organization will have agendas and meeting minutes posted at the playing site during their season.

AYSA is open to all resident of Ashwaubenon from ages 5- 18 years old. It is a recreational soccer league with emphasis on team play, fun, learning skills and good sportsmanship. There are no tryouts; everyone makes a team and is guaranteed playing time. The soccer season runs from mid-May through the end of July. Soccer registration is held at the beginning of February.

AYB is a volunteer organization that works with the youth of Ashwaubenon in connection with the Parks and Recreation Department to provide the highest quality play possible, as well as provide for the key elements of team play, sportsmanship, social values and fun. It is designed to provide the instruction of baseball skills to young people between the ages of 5 and 18. The playing season runs thru July.

Aquatics LEARN-TO-SWIM PROGRAM The Learn-to-Swim Program helps swimmers of all ages and varying abilities develop their swimming and water safety skills. It is designed to give students a positive learning experience. American Red Cross Learn-to-Swim teaches aquatic and safety skills in a logical progression.

If you are unsure what level to enroll in, contact our Aquatic Coordinator and he/she will help you choose the appropriate class.

PARENT-CHILD AQUATICS (6 months - 3 years) Participants must be accompanied by an adult in the water for the entire 30 min class period. Parents are taught to safely work with their child in the water, including how to appropriately support and hold their child in the water and how to prepare and encourage their child to participate fully and try the skills. It also provides direction regarding how to supervise water activities in a responsible manner. This program is a bonding experience that will fill instructors, parents and children with wonderful lifelong memories.

(Please note: This class is only offered on Saturdays at 10 a.m.)

PRESCHOOL AQUATICS (BEGINNER) - Level 1 for ages 3 - 4 years This class is especially designed for children who are not 5 years of age but are ready to take swimming lessons on their own.

The objective is to help children feel comfortable in the water and to enjoy the water safely. Participants learn with support to: Enter independantly, using either the ladder, steps or side, travel at least 5 yards, submerge to mouth and blow bubbles for at least 3 seconds then safely exit the water. (Children can walk, move along the gutter or swim). While in shallow water, glide on front at least 2 body lengths, then roll to back and float on back for 3 seconds then recover to a vertical position.

LEVEL 1 - Introduction to Water Skills (must be at least 5 years) This class helps students feel comfortable in the water. Participants learn water entry and exit, breath control, bouyancy on front and back, changing direction and position, treading water with support, swim on front and back with support and personal water safety.

LEVEL 2 - Fundamental Aquatic Skills This class gives students success with fundamental skills. Participants learn to submerge head rhythmically 5 times, unsupported front and back floats, tread water, swim on front and back 15 feet and swim on side 5 feet with support.

LEVEL 3 - Stroke Development This class builds on the skills of Level 2 through additional guided practice. Participants learn rotary breathing, survival float, treading water, front and back crawl 15 yards, butterfly kick 15 feet, help and huddle positions and use of life jacket.

LEVEL 4 - Stroke Improvement This class develops confidence in the skills learned an improves other aquatic skills. Participants learn front crawl 25 yards with rotary breathing, breast stroke 15 yards, butterfly 15 yards, back crawl 25 yards, elementary back stroke 15 yards and side stroke kick 15 yards.

LEVEL 5 - Stroke Refinement This class provides further coordination and refinement of strokes. Participants learn shallow water dives, underwater swim, back float and survival swimming 2 minutes, flip turns, tread water 2 minutes, front crawl 50 yards, butterfly 25 yards, breast stroke 25 yards, back crawl 50 yards, elementary back and side stroke 25 yards.

LEVEL 6 - Swimming and Skill Proficiency - Fitness Swimmer This class refines the strokes so the students swim them with ease, efficiency, power and smoothness over great distances. Front and back crawl 100 yards, breast stroke, elementary back stroke, side stroke, butterfly 50 yards. Competitive turns, surface dives, tread water, survial floats and back float 5 minutes, retrieving objects in deep water and use of competitive swimming equipment.

ADULT LESSONS This class is designed for ages 14 and over who would like to improve their strokes or have never taken swimming lessons. These classes are scheduled upon request and instructor availability.

PARENT WATCH POLICY: Parents are welcome to watch, but with your child’s interest in mind, we ask that you keep interaction with your child to a minimum. Our instructors have found that the quality of instruction has often been affected by parents and/or sibling distraction, interruptions and various other concerns during class time. We also feel it is most beneficial for children to have recreational time with their peers. Our instructors always welcome the opportunity to discuss participant’s progress with parents. Please contact your instructor before or after class with any special concerns.

POOL TEMPERATURE: The pool is heated at a constant 82° - 83°F.

REFUND POLICY. If a participant cancels a registration, $5 will be charged for processing with the balance of the activity fee being refunded. Cancellations may occur up to two days before an activity

LOCKER FACILITIES: The pool offers storage for your belongings while using the pool. There are coin-operated lockers available which require a quarter. ($ .25) GOGGLES: For levels 1-3 we do not recommend goggles because children need to learn to be comfortable in the water without any aids. However, with the upper level classes, goggles are recommended as students are expected to spend significant amount of time doing a variety of skills with their faces in the water. Goggles will help to reduce eye irritation. Please note: Mask type goggles with the nose piece attached are strictly prohibited.

WATER SAFETY INSTRUCTOR (WSI) CLASS Interested in teaching swim lessons????

This class will teach participants how to become an effective swim instructor, and will help develop the skills necessary to plan and instruct swim level courses. Participants who pass the course will be certified through the American Red Cross. As an instructor, you will be able to teach the six levels of the Red Cross “Learn to Swim” program, Parent/Child Aquatics and Water Outreach Programs.

Candidates must pass an in-water skills test (you must adequately perform all of the major swim strokes to start the class) to begin the course. This test will be given on the first day of class.

Minimum age is 15. (However, you may not be employed as a lifeguard in the State of Wisconsin until 16 years of age.)

Full attendance is mandatory per session to complete this course.

To be allowed into the class, the following requirements will be tested on the first day:

1. Swim 300 yards continuously, using these strokes in the following order • 100 yards front crawl using rhythmic breathing and a stabilizing, propellant kick. Rhythmic breathing can be performed either by breathing to the side or the front.

• 100 yards breaststroke using a pull, breathe, kick and glide sequence.

• 100 yards either front crawl and/or breast stroke. The 100 yards may be a combination of the front crawl and breaststroke.

2. Starting in the water swim 20 yards front crawl or breast stroke, surfaces dive 7-10 feet, retrieve a 10 pound object and return it to the surface and swim 20 yards back to the starting point with the object and exit the water without using a ladder or steps, within 1 minute, 40 seconds.

Forestry TREE/BENCH DONATION PROGRAM The Village of Ashwaubenon Parks, Recreation & Forestry Department is pleased to offer a Tree and Park Bench Donation Program. This program will provide individuals, families and organizations a way to remember a loved one, honor someone special or recognize a special achievement.

A selection of six different species is offered to allow participants to choose a tree with traits to suit their individual tastes.

Tree donors will be recognized on our donor plaque which is displayed at the Village Hall.

The bench style is a six foot long, steel Du Mor bench. The bench comes with a 2” X 10” plaque that is set into the bench to create a personalized message commemorating the donation. Benches will be installed on a concrete slab in a mutually agreeable location.

If you would like to further discuss specific details of the program, a Parks, Recreation and Forestry staff member will be happy to meet with you to answer any questions.

Thinking about removing stumps or doing any other underground work in your yard?

PRUNE OAK TREES NOW TO HELP PREVENT SPREAD OF OAK WILT To minimize the potential for an oak wilt infection, the Village of Ashwaubenon has adopted an ordinance to PROHIBIT THE PRUNING OR WOUNDING OF OAKS FROM APRIL 1st TO JULY 15th. This policy applies to public as well as private trees.

STREET TREES AVAILABLE TO RESIDENTS The Neighborhood Street Tree Planting Program will once again be offered in the fall of 2010. The planting program is a cost sharing partnership between the Village and its residents to promote the benefits of tree-lined streets. The resident pays for the tree while planting, maintenance and replacements will be the Village’s responsibility.

A selection of suitable trees will be sent with an order form in early fall and planting will be done in late October or early November.

Interested residents are asked to call the Village Forester before September 1, 2010 to be included in the program.

EMERALD ASH BORER HAS COME TO TITLETOWN In July 2009, a single Emerald Ash Borer (EAB) adult beetle was discovered in a purple detection trap set by the the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP). This trap was located in the Downtown area of the City of Green Bay east of the Fox River. With that discovery, Brown County joins 10 other Wisconsin counties (Crawford, Fond du Lac, Kenosha, Milwaukee, Ozaukee, Racine, Sheboygan, Vernon, Washington, and Waukesha) that had EAB discoveries in recent years.

DATCP crews returned to downtown Green Bay to analyze ash trees in the area of the initial discovery using visual surveys and tree peeling; they have not found additional signs or symptoms of EAB to date (August 2010).

QUARANTINE IMPOSED Upon confirmation of the EAB find, DATCP has quarantined all of Brown County to restrict the transport and movement of wood products. Currently, this means hardwood firewood that has been stored, purchased, or harvested in Brown County (or any of the other quarantined counties) may not be moved out of the quarantined area. A federal quarantine also prohibits similar movement of hardwood firewood in WI and more than a dozen other states.

Additionally, the Wisconsin DNR created a permanent rule to protect our parks and forests from firewood hitchhikers which prohibits bringing firewood onto any DNR properties from more than 25 miles away or from outside of Wisconsin.

“Anything that could transport a life stage of the beetle is going to be under quarantine,” said Bob Dahl, DATCP’s chief regulator. “Firewood is our main concern when it comes to EAB.” Firewood can harbor many different kinds of invasive pests and diseases that are harmful to Wisconsin’s trees. Pests make their way into previously unaffected, healthy areas and pose a serious threat to trees throughout the state.

WHAT IS ASHWAUBENON DOING? • The Ashwaubenon Tree Board has removed all species of ash (Fraxinus spp.) from the recommended species planting list and re-assigned them to the undesirable species planting list.

• The Village has not planted any ash within its parks or right-of-ways in the last 6 years and continues to diversify Ashwaubenon’s urban forest by planting under-utilized species.

• The Village of Ashwaubenon has been and will continue to work with communities throughout Brown County on regional EAB Planning. The main focus of this effort is to provide common policies, current information, continued monitoring, and provide regional wood waste disposal options for residents of our communities.

• The Village has also partnered with the DATCP to search for EAB within Ashwaubenon by supporting their efforts of trap tree detection surveys during 2006 and 2007.

• A “Tree Work – Permit Application” was implemented to create a means for residents who choose to chemically treat street trees adjacent to their property

Parks | Forestry Issues GYPSY MOTH TIME TO SPRAY EGG MASSES Winter is a good times to locate and control gypsy moth egg masses on your trees and other landscape plants. Without leaves present, egg masses are easily seen on the underside of lower branches ad the trunks of your trees. Eggs, laid by the female moth in late July, are caramel colored and approximately 1-1/2 inches long. Although small in size, each mass contains 600-1000 eggs that will hatch into caterpillars next spring.

So what can be done if you find some on your property?

Treatments can be done using one of two methods. Either scrape the egg masses into a soapy water solution or spray egg masses with Golden Pest Spray Oil following the directions on the label. With either method, action needs to be taken before mid-April to prevent moths from hatching and repeating their life cycle next year.

SEVERE DEFOLIATION CAUSED AT KLIPSTINE PARK This past summer, a severe outbreak of gypsy moths was experienced throughout the forests of Northeastern Wisconsin. Warm dry weather the past few summers allowed the population to quietly build leading to a population explosion this summer. Klipstine Park was the hardest hit area in Ashwaubenon and showed severe to complete defoliation by mid-June. Village staff quickly formulated a plan to manage the situation with a goal to minimize further defoliation and future tree mortality. As part of management options, crews did the following: - hung burlap on preferred tree species - checked burlap several times weekly to destroy caterpillars - sprayed new egg masses accessible from the ground with Golden Pest Spray oil -cleaned playground equipment, picnic tables and benches of caterpillar droppings This winter, remaining egg masses higher off the ground will be sprayed using the Village’s aerial lift truck. Options will be considered to treat the Park and surrounding area next May by participating in the State’s aerial gypsy moth spray program.

The silver lining: This summer’s cool, damp temperatures presented favorable conditions for a fungal disease called Entamophaga miamaga to cause significant caterpillar mortality at Klipstine.

GREAT ASHWAUBOMAY CLEAN-UP A group of approximately 40 volunteers helped clean-up the shoreline area along the Fox River in Ashwaubomay. Workers removed invasive shrubs, cleaned up dead trees and picked up litter. Thanks to all those who participated. Plans are already being made for next year’s event which will be held in June, 2011 and details will be in our Spring/Summer publication.

Village Services - Public Works Department A FEW WINTER REMINDERS • Our crews go out within an hour of the snow ending, it takes our crews 6-8 hours to plow the entire Village.

• The snow at the end of driveways happens in the normal process of snow removal.

• If you mailbox is damaged during the snow removal process, please contact our office at 492-2310. You will be asked to leave your name/address/day-time contact number. One of the Street Department foremen will be out to do a temporary fix and discuss the options for a permanent repair in the Spring.

• By Village ordinance, the Village crews will maintain the sidewalks in the school zones within 24 hours of a snowfall. All commercial sidewalks are to be cleaned of snow by the property owner within 24 hours of a snowfall.

CHRISTMAS TREE REMOVAL PROCESS Our chipper truck will be out every other day in January to assist with the disposal of Christmas trees. You may also bring your Christmas trees to the Village’s compost site on Collaer Ct. WITH THE SEASONS, DIFFERENT ORDINANCES ARE EFFECTED The most abused ordinance during the winter months is: 19-190 Deposit of snow or ice on street: No person shall remove any snow or ice from his premises, residence, parking lot, parking area, service station or business property onto any public right-ofway or property. Snow removed from public sidewalks shall not be stored in any manner which will obstruct or limit a vehicular or pedestrian vision, movement or access.

Basically, what we are called about is people clearing out their driveway and pushing the snow into the street.

LANDLORD AND TENANTS The Village of Ashwaubenon has adopted NFPA 14.4.1 general, means of egress shall be continuously maintained free of all obstruction or impediments to full instant use in case of fire or other emergency.

If there is a ground level patio door and/or entrance door, there must be access to the outside, and a shoveled walkway.

Also, 5-643 Driveways and sidewalks: All sidewalks, steps, porches, driveways and parking spaces shall be maintained in good repair and in such condition as not to pose a hazard to public health and safety.

Branches, grass, debris and leaves all can clog storm drains and lead to a very wet situation. Please be mindful of what is by the storm drains in the streets and in backyards. Plugged storm drains can cause flooding issues in the future. We can’t control Mother Nature, but we can control drains being clogged. Community members can access the integrated crime map and receive email crime alerts for free at www.CrimeReports.com, empowering them to make informed decisions to help improve the safety of their neighborhood and community.

NON-RESIDENT POLICY

CLASS CANCELLATIONS

Department programs and activities are supported by village property taxes. Non-Residents are required to pay their “fair share” to support activities. Program fee for Non-Residents is an additional $15.00.

Please don’t wait until the last minute to sign up. Activities will be canceled if there are insufficient registrations. Notification of cancellations or schedule changes will be made as soon as possible.

SMITH PARK

Village and Park Boards approved a new toddler (ages 2-5) structure for Smith Park playground in August. The structure is manufactured by Gametime. Installation should occur in October. Multiple designs were available for viewing at Smith Park (through our parkee) or were available for viewing at the Village Hall. Out of the 92 votes submitted, 51 were cast for the Gametime structure.
