As Bob Dylan sang…. “The Times They Are A-Changin”. Do you feel the excitement? We certainly do! From the near-completion of the 3 community facility projects to the new Titletown District Development…it seems like Ashwaubenon is the place to be! We’re proud and excited to be a part of it all, and hope you feel the same. Some exciting new things for summer to put on your calendars and to be aware of:
• The “ASHWAUBENON BLAST” will be held Saturday, August 13th @ Ashwaubomay Park. The AHS 50th Anniversary Celebration was so successful last year, it will return this year (and hopefully annually), renamed “The Blast”! Great bands are already booked. • The ‘NEW” Ashwaubenon Community Center will open this summer! We are planning a grand opening celebration on Thursday July, 21st. Watch for more details! • The auditorium and pool projects are on schedule to be completed in November/ December. • A huge THANK YOU goes out to all of the local businesses, companies, individuals and families who have contributed to the fundraising efforts on our 3 projects. These dollars will allow great amenities to
RECREATION SCHOLARSHIP PROGRAM The Parks, Recreation & Forestry Department, with the assistance of the Ashwaubenon Lions Club have a limited amount of resources set aside to grant scholarships for children to participate in recreational activities. Scholarships are granted according to the free or reduced price school lunch program. For further information please contact the Parks & Recreation Department. ARE YOU A RESIDENT? A resident for registration purposes is anyone who lives within the Village of Ashwaubenon. Any person residing outside of the Village boundaries will be considered a non-resident and will pay their fair share through an additional surcharge established by the Park Board. Auxiliary aids for disabled persons wishing to attend or participate in the Village of Ashwaubenon’s Recreation Programs are available upon request at least 96 hours in advance of the events. If a notice of less than 96 hours is received, the Village will make every attempt to provide the aids, however, this may not be possible with such short notice.

RENTING OUR FACILITIES The Ashwaubenon Parks, Recreation & Forestry Department has facilities that may be rented throughout the year for various events. Some facilities are for Ashwaubenon based businesses and property owners ONLY and some are available to both residents and non-residents. What events our facilities are available for: • Baby/Bridal Shower • Family Reunions • Picnics • Retirement Party • Birthday Party • Wedding Reception What events our facilities cannot be rented for: • Fundraising Events (Park Board approval required) • Non-Ashwaubenon based organizations not directly serving Village residents • For-profit sales events The individual renting the facility and receiving the contract for the rented facility MUST be in attendance the day of the rental as they are the individual who will be held responsible for the facility. Ashwaubenon businesses renting our facilities for meetings or events will be required to submit a certificate of insurance with the Village of Ashwaubenon listed as an additional insured.

Rental Facilities FACILITY RESERVATIONS Reservations for park shelters and other facility rentals will begin the first Monday in November for the following year. Reservations are made on a first come, first served basis. A 5% sales tax will be added to all rentals. RESIDENT ONLY FACILITIES Cormier Gym, 2280 S. Rental Facilities NOW TAKING RESERVATIONS FOR DATES AFTER JULY 27, 2016 Ashwaubenon Community Center 900 Anderson Dr. The Ashwaubenon Community is available 7 days a week from 6:00 a.m. - 10:00 p.m. Sunday -Thursday and 6:00 a.m. -1:00 a.m. Friday & Saturday. Residents may book up to 3 years in advance while Non-Residents may book up to 3 months in advance. Meeting Room seats up to 70. Rentals are a minimum of 4 hours or 2 hours for business meetings. The Village of Ashwaubenon is proud to present the “new” Ashwaubenon Community Center! THANK YOU for supporting the project as part of the 2014 Community Facilities referendum. The “community center committee”, comprised of staff and community members, has worked hard to help design and give feedback for our new building. Come join us for a grand opening celebration on Thursday, July 21st. A ribbon cutting ceremony will kick off the evening at 6:30 p.m., followed by tours until 9:00 p.m. There will be free light snacks, refreshments, and musical entertainment for all in attendance. During the tours, staff will point out and explain available features in the facility for classes, community group meetings and paid rentals. Feel free to sit down and relax in our lobby or one of our community rooms during the event, listen to some music, and catch up with friends. Rummage sales will be held rain or shine on Friday, April 22 & Saturday, April 23, 2016 from 8 a.m. - 3 p.m. For the low cost of $6.00, your rummage sale will be included on a map with location indicated and a short description of items at your sale. Trail System Connected We are happy to announce that several well-used trails in the southern portion of our Village are now connected, allowing for safe recreation and exercise opportunities for both residents and our Village workforce! The newly completed “Sand Acres Drive Trail” (Grant Street to Main) connects to the Industrial Park Trail, as well as the Main Street Trail @ the corner of Main Street and Commodity. There are several picnic tables, a map-board, bike racks and a drinking fountain at this trailhead for the convenience of area users. A small parking lot already in place will serve as the drop-off point for those wishing to explore new areas of the Village. These great trailhead amenities were made possible by a DNR “Recreational Trail” grant. For further information, call our Department!

Easter egg hunt
Join us for our 16th Annual Easter Egg Hunt. Don’t miss your chance to see the Easter Bunny. Saturday, March 26Th, 2016 Time: Please arrive at 9:15 a.m. Hunt Begins at 9:30 a.m. SHARP Hunt will be divided by age groups Age Groups: 3 years old and under 4-6 years old location 7-10 years old 6 change 201 Location: Pioneer Park 2570 Timber Lane the great ashwaubomay park clean-up project The seventh annual community work day at Ashwaubomay Park is scheduled for Saturday, June 18, 2016. We are seeking community members, park users, service organizations and scouting groups to help improve Ashwaubomay Park for all visitors. Last year volunteers cleared buckthorn and honeysuckle in front of the Chief Ashwaubomay Memorial along the Fox River. Please bring your hand pruners, pole saws, and loppers (no power tools please) to help remove these invasive species and other brush that have taken over the Fox River riverfront. Our work day will begin at 9:00 a.m. and run until 11:30 a.m. when we will have a BBQ hot dog lunch awaiting beneath a picnic shelter, followed by free lake admission! We’ll be meeting by the Ashwaubomay Lake shelter area. Interested in helping… GREAT!!!!! It is recommended that work gloves, long sleeve T-shirts and long pants be worn for safety purposes. The Safe Routes to School Project has been helping to educate children and adults through the Ashwaubenon School District. Tai Chi Tai Chi, often referred to as mediation in motion, is a mindbody practiced that was originated in China as a martial art. The practice of Tai Chi consists of a series of slow graceful movements that are combined with deep breathing. Individuals or organizations interested in receiving more information on how to become a volunteer for this Ashwaubenon home bound meal route should call the Ashwaubenon Recreation Department at (920)492-2331. Pickleball Pickleball 101 The focus of pickleball 101 will be to demonstrate the game and teach the basics. This class is for those who little to no experience playing the game. We will focus on the basic skills of serving, ground strokes, back hand, overhead volleys, lobbing, dinking, scoring and the rules of play. Babysitting can be fun, rewarding and often times a challenging experience. This class is meant to be a guideline for questions you may have concerning the care of a young child. You will be provided with basic information necessary for you to handle most emergencies. Although this class is not meant to certify you in CPR, you will learn basic instructions on providing CPR and simple first aid. After this class you will be saying “I am the best babysitter ever!”. Water Olympics Join your favorite playground leaders at the first special event of the summer, WATER OLYMPICS. Participants will take part in various games that have a water added “twist” to them. Ashwaubenon’s Swimming Lesson PROGRAM The Ashwaubenon Swimming Lesson Program helps swimmers of all ages and varying abilities develop their swimming and water safety skills. It is designed to give students a positive learning experience. If you are unsure what level to enroll in, contact our Aquatic Coordinator and she will help you choose the appropriate class. Parent and Me Aquatics (6 months - 3 years old) Participants must be accompanied by an adult in the water for the entire 30 minute class. Parents are instructed how to safely work with their child in the water including how to properly support and hold their child. The child will be exposed to games that use basic movements, such as kicking, arm strokes and breath control. Activities are based on the developmental abilities of the child. Please note: The class is only offered on Saturday’s at 10:00 a.m. in spring and 10:00, 10:45 and 1:00 in the summer.

Registration for the Summer Swimming Lesson Program will be accepted first by MAIL or ONLINE Unless notified by our Department, you will automatically receive your first choice. If you are mailing in your registration and you would like confirmation of your registration, please provide an email address. Mail-in registration for the Session I and Evening Session IA will be held MAY 2-MAY 6. non-resident mail-in registration will not be processed until May 9. You may register for any class in Session IA or I but only ONE session per person by mail.

THINGS YOU SHOULD KNOW CHANGING ROOM POLICY. Children 5 and older are asked to use appropriate changing rooms. PARENT WATCH POLICY: Parents are welcome to watch, but with your child’s interest in mind, we ask that you keep interaction with your child to a minimum. Our instructors have found that the quality of instruction has often been affected by parents and/or sibling distraction, interruptions and various other concerns during class time. We also feel it is most beneficial for children to have recreational time with their peers. Our instructors always welcome the opportunity to discuss participant’s progress with parents. Please contact your instructor before or after class with any special concerns. REFUND POLICY. If a participant cancels a registration, $5 will be charged for processing with the balance of the activity fee being refunded. Cancellations may occur up to two days before an activity unless there is a registration deadline. NO REFUNDS will be given after an activity has started. POOL TEMPERATURE: The pool is heated at a constant 80 degrees F. LOCKER FACILITIES: The pool offers storage for your belongings while using the pool. There are coin-operated lockers available which require a quarter. ($.25) GOGGLES: For levels 1-3 we do not recommend goggles because children need to learn to be comfortable in the water without any aids. However, with the upper level classes, goggles are recommended as students are expected to spend significant amount of time doing a variety of skills with their faces in the water. Goggles will help to reduce eye irritation. Please note: Mask type goggles with the nose piece attached are strictly prohibited.

JUNIOR LIFEGUARDS This an excellent choice for youth 11-15 years old. Participants responsibilities include morning workouts, leadership scenarios, in-water safety skills, assisting swim instructors during daily swim lessons and helping at theme nights and special events. Participants will have an opportunity to be trained in Community Water Safety, CPR, use of a lifeguard rescue tube, spine board and other equipment. The lake will be open for the weekend of June 4 & 5 and then open for the season on Thursday, June 9. Proper swimming attire must be worn, no street clothes allowed this includes t-shirts and jean shorts. 2. Coast Guard approved (Type 2 and Type 3) life jackets will be allowed at the lake. Water wings, inner tubes, air mattresses, and any other artificial swim aids are not allowed. 3. Food, beverages (water excluded) coolers and smoking are not allowed within the beach area. Patrons are allowed to picnic outside the Lake’s fenced area. Free same-day re-admission w/ stamp. 4. Children 6 years & under MUST be supervised by an adult at all times. 5. Swimmers must be able to perform the front crawl in order to use the platform. 6. Obey lifeguards at all times. 7. The lake will be cleared every hour for a 10-minute break. 8. 2016 DOGGIE DIP As the dog days of summer come to end its time to let our canine friends take the plunge. The day after the “human swimming season” is over we will be turning the lake over to our 4 legged friends for a 3 hour doggie dip. Bring Fido and his/her favorite toy over for a swim in the lake. A portion of the proceeds from this event will benefit the Bay Area Humane Society. Packerland Kennel Club will also be on hand to provide information on grooming, training and much more. At 2:30 p.m. we will raffle off a FREE basket of dog treats and toys. Special thanks to the Packerland Region Kennel Club Inc. for providing this basket. Doggie Dip Rules: 1. Only family friendly dogs are allowed. 2. Owners must provide documentation of their dog’s current rabies vaccination certification (with the expiration date) the day of the swim or they will NOT be allowed inside the lake area. 3. Puppies must be at least 16 weeks old and be vaccinated for rabies. 4. Owners are responsible for their dogs at ALL times, including cleaning up after their dogs. The bench style is a six foot long, steel Du Mor bench and can be ordered in a green or black polyester powder finish. The bench also comes with a 2” X 10” plaque that is set into the bench to create a personalized message commemorating the donation. To ensure optimal growth, trees will be planted by Village Staff at the appropriate time of year (typically May and October as weather permits). Forestry STREET TREES AVAILABLE TO RESIDENTS The Neighborhood Street Tree Planting Program will once again be offered in the fall of 2016. The planting program is a partnership between the Village and its residents to promote the benefits of tree-lined streets. The resident pays for the tree while planting and maintenance will be the Village’s responsibility. A selection of suitable trees will be sent to interested residents with an order form in early fall and planting will be done in late October or early November. Interested residents are asked to call the Village Forester before September 1, 2016 to be included in the program.
Residents asked to help prevent spread of oak wilt To minimize the potential for an oak wilt infection, the Village of Ashwaubenon has adopted an ordinance to PROHIBIT THE PRUNING OR WOUNDING OF OAKS FROM APRIL 1st TO JULY 15th. This policy applies to public as well as private trees. Contact the Village Forester for additional information.

A variety of trees were provided by the Packer’s Green Team “First Down for Trees” project to help increase the species diversity within Ashwaubenon’s urban forest. With the recent discovery of Emerald Ash Borer (EAB) in Brown County, the Village’s goal is to reduce our ash numbers by initiating pre-emptive removal and replacement of existing, healthy ash trees. The Green Bay Packers Green Team and Wisconsin Public Service initiated First Downs for Trees as a joint effort with Brown County communities, the WI-DNR and the US Forest Service to promote the planting of trees. SCA and Green Bay Packaging joined the project by providing additional funding to the program. The Village of Ashwaubenon Parks, Recreation and Forestry Department thanks our generous partners to make this project a HUGE success!!!

Volunteer opportunities offered The Parks, Recreation and Forestry Department currently has several volunteer based programs designed for citizen’s to take an active role in making Ashwaubenon a better place to live.
ADopt a garden
Volunteers plant the gardens beneath the park signs with the design and flowers of their preference. Adoptees are asked to plant, weed and maintain the beds throughout the growing season with Village Staff providing watering and fertilization.
Pick a Park Is your group or organization looking for a way to get involved in and give back to the community? Searching for a service project to participate in National Volunteer Week being celebrated from April 10-17 in 2016. The Village of Ashwaubenon’s Pick A Park program is designed for groups or organizations interested in organizing a single day service project. Any of the Village’s parks are available for this exciting program whether or not they are already adopted through our Adopt A Park program. Street Tree Pruning Program The Village of Ashwaubenon Parks, Recreation and Forestry Department is charged with maintaining over 8000 publicly owned trees that line Village streets and grace our numerous parks. A systematic pruning program is used to provide regular, routine maintenance to ensure these trees remain safe and continue to make Ashwaubenon a great place to live. Using current resources and man-power, it presently takes 10 years to get through the entire community and prune every tree. Each tree is pruned to current industry standards with special consideration for the following: - prune broken or damaged limbs - raise the crown and provide clearance for vehicles (15’ at the curb), pedestrians (10’ over the sidewalk or yard), signs and streetlights
- r emove any large deadwood and crossing branches - lightly thin to allow for light penetration and air circulation The map below shows the proposed project areas for Street Tree pruning for the next couple years. Selected areas follow the Village’s Tree Management Areas that were created based upon ward boundaries as they existed in 1998 when our street tree inventory was taken. Resident patience is appreciated until crews are able to prune the trees on your street. If you feel your trees need attention before their scheduled pruning, please contact the Village Forester for additional information.

Emerald Ash Borer TIME TO TREAT PRIVATE ASH TREES The Village of Ashwaubenon encourages residents who have any species of Ash on their property to immediately consider protective treatments for Emerald Ash Borer. While Ashwaubenon does NOT have a documented case of EAB, Brown County has several established populations on the west side of the Fox River. Please contact an ISA Certified Arborist to discuss treatment options.
VILLAGE IMPLEMENTS GRANT TO KEEP THE ASH IN ASH-WAUBENON Village staff applied for and received a $25,000 WI-DNR Urban Forestry grant in 2015 to chemically treat ash trees in our parks. While EAB has not been found within the Village limits, the nearest documented infestation of EAB is just a few miles north of Ashwaubenon in the City of Green Bay. Staff and the Village Tree Board prioritized a list of park trees to treat with a product called Tre-Age. The treatments were conducted last September by Certified Arborists from Selner Tree and Shrub Care. In total, 247 trees were treated at 17 different parks throughout the Village. Currently, the Village has 1275 publicly maintained ash trees throughout the Village of Ashwaubenon and treatments will provide EAB protection for these trees for a minimum of three years.

Please Don’t Move Firewood!!! Brown County is under State and Federal quarantines that restrict the movement of firewood and other wood products originating within Brown County. Don’t risk starting a new infestation of an invasive insect or disease… Harvest or buy firewood where you’ll burn it! Other things to keep in mind: -D on’t take firewood with you on your camping trip, up to your hunting camp or bring firewood back from your cottage ‘up north’ to your house. - I f you already moved firewood, and you need to dispose of it, burn it quickly and completely. Our Compost site is open year round 24 hours a day to Village Residents only. To access it off of Cormier Road, Collaer Court is on the North side of the street between Holmgren Way and Ashland Ave. All vehicles should have an “A” sticker on the front window just above the VIN number. Construction 2016 USH 41 Construction Update: The USH 41 Reconstruction Project starts up again this spring and will be continuing through the end of 2016. To get up to the minute updates for all of the USH 41 corridor projects, feel free to visit the WDOT’s project website at www.us41wisconsin.gov. Garbage and Recycling Garbage carts and recycle carts must be kept apart for pickup. Put one on each side of the driveway or try and keep at least 3 feet between the carts. Carts should be placed at the curb by 7 a.m. on your garbage day and after pick up all carts must be placed out of sight. **Due to trip and fuel costs, the Village is unable to make return trips for containers not placed out to the street on time the morning of your designated day.
Recycle: May be brought to the Recycling Plant located at 2561 S Broadway. The hours for the public are: Thursday’s Monday - Friday, 7:00 am - 3:00 p.m.. (Dumpsters are located in front of the building on Broadway)

Ashwaubenon residents may register to vote at the Office of the Clerk-Treasurer any time before 5 PM the Friday before Election Day or register at the Ashwaubenon Branch of the Brown County Library, Ashwaubenon High School, or by mail 20 days prior to Election Day. On Election Day, residents may register to vote at their respective polling place. When registering ensure you provide proper proof of residence. As a reminder, when voting on Election Day government issued PHOTO ID is now required!
If you are unable to get to your polling place on Election Day, you can also vote by Absentee Ballot. Requirements to vote absentee include being 18 years of age; citizen of the US; not a felon (or fully pardoned); registered to vote; and by making application in writing. By State Law, absentee voting is restricted to the two weeks before an election and is required to end at 5 PM the Friday before Election Day. Storm Water Utility
W
ith the creation of the Storm Water Utility in 2012, all developed parcels in the Village have received a storm water usage charge (a line item included on the Water & Sewer Utility invoice or a separate Storm Water Utility invoice) based on the amount of impervious surface that parcel has. Impervious surfaces are those that prevent water from infiltrating into the ground, such as rooftops, driveways, parking lots, and sidewalks. The amount of impervious surface was determined from the 2010 Aerial Photos completed for Brown County (available on the Village Website through “Access Ashwaubenon”). The 2014 aerial photos will be used to update the impervious surface calculations in 2016.
Storm Water Utility funds are being used to meet mandates by the Wisconsin Department of Natural Resources to ensure Waters of the State are kept clean. Through the Wisconsin Pollution Discharge and Elimination System (WPDES) permitting process, the Village must continually stay in compliance with the Municipal Separate Storm Sewer System Discharge Permit issued to the Village in 2006 and renewed in 2014. A Utility also includes all tax-exempt parcels in with this effort so that all
generators of storm water runoff are working together on storm water management. Projects being funded by the Storm Water Utility in 2016 include a storm water pond near the S. Ashland Road/Morris Avenue intersection, runoff conveyance measurements in floodplain areas, system maintenance (i.e. existing pond dredging, storm sewer replacement and cleaning) street sweeping, yard waste management, and continued overall system management planning.
A typical residential lot has 3,316 square feet of impervious surface which is the basis for the annual rate of $50 per equivalent runoff unit (ERU). 1 ERU is the same as 1 Usage charge on the Utility invoice. The Village has calculated each parcel’s ERU/Usage. A parcel with 3,316 square feet of impervious surface will see a $12.50 storm water charge on their quarterly water bill. If a parcel has less than the average amount of impervious surface, the Usage charge will be less. Larger parcels will have multiple ERU/Usage charges.

CLASS CANCELLATIONS
Department programs and activities are supported by village property taxes. Non-Residents are required to pay their “fair share” to support activities. Program fee for NonResidents is an additional $15.00.
Please don’t wait until the last minute to sign up. Activities will be canceled if there are insufficient registrations. Notification of cancellations or schedule changes will be made as soon as possible.
PROGRAM PARTICIPANT AGES The age of the child at the start of the program will be used to determine program eligibility.
REFUNDS If a participant cancels a registration $5.00 will be charged for processing, with the balance of the activity fee being refunded. Cancellations may occur up to two days before an activity unless there is a registration deadline. NO REFUNDS will be given after an activity has started. Full refunds will be given when the Department cancels classes or makes schedule changes. Please note: A $5.00 fee will be charged if a participant switches from one class to another.

The Youth Football program is a tackle program open to all 7th and 8th grade Ashwaubenon residents. This program teaches the fundamentals of football, basic tackling, and teamwork. League play is through Great Lakes Conference. More information is available on the youth football program website: www.ashwaubenonlions.com. Monthly meeting is normally held the third Wednesday of the month at the Village Hall. All 2016 Lions football registration will be online this year.

The Ashwaubenon swim club is a year-round program designed for any youth who can swim one (1) pool length front crawl and back crawl. Participants may join at any time. The clubs major goal is to improve skills, endurance and technique in the competitive swim strokes. Practice schedules vary throughout the year. Participants are divided into six groups depending on their age and skill level. All practices are held at the high school pool. www.asc-wi.com. ASHWAUBENON’S SPECIAL CHILDREN’S PROGRAM PRESIDENT: SHERI SORENSON 737-1014
Students with physical and cognitive disabilities are able to participate in the Ashwaubenon Special Children’s Program. The program is for students of varying degrees of abilities and is an 8 week program held at Parkview Middle School. The program is in partnership with the Ashwaubenon School District and the Ashwaubenon Parks, Recreation & Forestry Department. Participants will be involved in theme based activities each week, with an emphasis on community activities and field trips. Teachers and aides can work one on one with participants. This allows students to maintain skills attained during the school year throughout the summer and develop peer and community interactions as well. There are two 4 week sessions during the summer (allowing for both summer school and program participation) Need based scholarships may be available.
