Becak

A 3-wheeled pedal powered bike with a passenger seat. This transportation can still be seen in Kota Tuban especially in tourism spots.

Angkut

Also known as share taxi, that has a fixed or semifixed route. Can be seen mainly during weekdays in the morning to help students travel to school.

Angling

Has some similar characteristics to angkot, however, angling serves more as a semi-public transportation where it can only accept up to 3 passengers for one vehicle. Whereas angkot could accept up to 10 passengers.

Congestion in Tuban usually happens at the 3 main roads and 3 main collector roads. The typical time of congestion is morning and evening.

The town of Tuban is known for its various tourism attractions ranging from the Tomb of Sunan Bonang and Chinese Temples to its countless beaches. At this specific area, many tourism attractions are situated near each other, which are: 1. Tomb of Sunan Bonang 2. Tuban Town Square 3. Tuban Grand Mosque 4. Boom Beach

Therefore, many tourist agency buses, private cars, becak , and angkutcan be seen crowding in the area, coming from Jl. Raya Pantura. As this road is also a main road, many trucks can also be seen passing by the area.

Traffic occurs where Jl. Letda Sucipto and Jl. TubanBabat meet due to these reasons:

1. Centre of public facilities (schools, Gedung Olahraga) 2. Commercial areas 3. Open spaces 4. Jl. Tuban-Babat which brings heavy vehicles (trucks and buses) and Jl. Letda Sucipto which brings light vehicles

Bus stops are provided around Tuban however only metropolitan/regional buses stop here. 3

Jl. Tuban-Babat is a main road for various types of vehicles, however mostly heavy vehicles such as trucks and buses mostly crowd the road since the surrounding area of the road are mostly industries. In addition, private cars can also be seen passing mostly during the early hours and late evening since many residents of Tuban work somewhere else out of town.

On 2019, the Tuban government announced their initiative to develop JalanLingkarSelatanTuban or in English, Ring Road Tuban. Since Tuban is passed by two major roads that connects two major cities of two different province, Surabaya city in East Java Province and Semarang city in Middle Java Province, many heavy vehicles in the form of trucks and buses pass the city. This causes problems such as congestion and noise pollution to the residents of Tuban. This development is initiated to create an alternate route for these heavy vehicles and is hoped to decrease the number of heavy vehicles, mainly trucks, that enters the city of Tuban.

PROPOSED ROUTE OF RING ROAD TUBAN

After discussing regarding the congestion Problem in Tuban with the Regent and DISHUB Tuban, we would like to announce That the development of JalanLingkar SelatanTuban or also known as Ring Road Tuban will start at the end of 2019. This project is estimated to cost Rp 80 billion and the road will stretch for 14,9 km with four lanes. The main reason for this development is to decrease the number of heavy vehicles entering the city from Jl. Tuban-Babat, Jl. Manunggal, and Jl. Raya Pantura, which will therefore decrease both vehicle accidents and congestion.

ADVANTAGES TAKEN INTO CONSIDERATION

Before Angling was introduced, Tuban did not have transportation that could be accessed at any time of day. Becak and Angkut needed to be found and residents would have to walk far before finding them. Whereas Angling could be ordered via whatsapp or phone call which eases residents whenever they needed transport It also operates daily from 6 AM to 12 AM and can be accessed at any point in Tuban town

The non-route public transportation, Angling was launched to complement the needs of public transportation in the Tuban Regency area. The existence this transportation will reach public shuttle in narrow alleys and also residential areas as well as for tourism and for students.

Angling that was launched was a three-wheeled vehicle that resembled the Baja with an engine that was claimed to be environmentally friendly. So that the transportation can carry up to three passengers at once as well as goods.

SUSTAINABLE TRANSPORTATION?

Sustainable Transportation refers to any means of transportation that is ‘green’, has low impact on the environment, and about balancing our current and future needs.

Sustainability in terms of environment means decreasing the impact and damage to the surrounding:

• Climate change

• Air quality

• Noise

• Land Use

• Waste

As development of residential areas keeps on increasing in Tuban, there is a need to provide transport that could reach these residential areas. Angling, short for AngkutanLingkungandan Wisata(Tourism and Surrounding Transport), other than becoming a mode of transportation for residents to travel, will also function as a mean of transportation to tourism attractions in Tuban Regency.

ARE PEOPLE RECEPTIVE OF THE PUBLIC TRANSPORTATION INITIATIVE?

As Angling was a new strategy by the government to better improve the public transportation system in Tuban, controversies rose among residents.

USERS OF EXISTING PUBLICTRANSPORTATION AND VIEWS ON ANGLING

Students

Schools in Tuban do not provide bus transportation for its students. Therefore, students are only able to go to school escorted by their parents, or independently (walking or using angkut). When angling was introduced, one of the target users are students, as angling could enter small gates of residential area, this transportation is much safer and accessible for the use of students in contrast to angkutin which students must cramp in and search for one out of their residential area.

Elders

There are still many elders who do not or could not drive cars or motorcycles in Tuban. Usually, these types of elders rely highly on public transportation mostly in the form of becakand angkut . However, as these two existing transportation is not accessible at any time of day or week, the government initiative of angling also considers the elder’s need for movement in the city.

CONTROVERSY FROM ANGKUT DRIVERS AND OWNERS

Some of the differences between angling and angkutare as follows:

• Angling is government-based where as angkutis private based

• Angling had benefits such as able to access narrow residential roads whereas angkutcould not

• Angling also has a limit of three passengers where residents preferred more than being cramped in an angkut which always carries more than the available seat

• Angling operates until 12 at night whereas angkutcould only operate until 6 in the evening

Due to these reasons, angkutdrivers and owners fear that soon, people would prefer angling rather than angkutand thus they would lose their jobs.

As of now, DISHUB Tuban or Tuban government has not offered a solution such as providing job opportunities as angling drivers to those angkutdrivers that could not continue their jobs due to decreasing customers.

Tourists

As Tuban is a small town with narrow roads, it could not accommodate the many tourists that visits Tuban especially during weekends for ziarahkuburof SunanBonangusing bus troupe. DINAS Tuban has proposed a solution where the bus will park at a provided area and tourists will be transported to their destinations using becak . However, some visitors do not prefer this solution as becak is paddled, it takes a longer time to reach their destination. Thus, the provision of Angling also hopes to replace becakand be used to transport tourists to their destinations faster.

CONCLUSION

In my opinion, my town, Tuban, does care about sustainability in terms of its transportation. The solutions I have mentioned were merely the first step to reach sustainability. Although the development of ring road would not decrease the use of private cars and motorcycles, this initiative was important firstly to decrease the congestion in the town caused mainly by trucks. By doing so, noise pollution in Tuban will decrease and roads will be safer to be used by pedestrians. The provision of angling, although contains controversies, is also a first step to encourage people to use public transportation. If these solutions work, I believe the next step would be to fix the pedestrian walkway so that it is safer and more comfortable for residents to use.
