Associated Recreation Council The Associated Recreation Council (ARC) is dedicated to serving Seattle's recreation community in partnership with Seattle Parks and Recreation with citywide fiscal accountability, advisory council support, and communityfocused leadership. Thirty-eight advisory councils assist in providing programs and services to the community and make recommendations to Seattle Parks and Recreation regarding programs, classes and activities. ARC is a federally recognized, 501(c)3 non-profit organization.

A Message From The

Superintendent

Dear Friend of Seattle Parks and Recreation, Summer is our favorite time of year at Seattle Parks and Recreation. It’s when throngs of Seattle-ites fill our parks with picnics, pick-up ball games, laughing children, long walks, weddings, lazy days at the beach and so much more. This year as spring and summer come around, we at Seattle Parks have our minds on some serious business: continuing to fund the parks, programs and services that Seattle-ites know and love. We have spent the past two years planning for a vibrant future of our park system with the development of the Parks Legacy Plan. This is a guiding document that helps us plan for the future of Seattle’s public parklands and facilities. We have developed this with significant input from residents who use our parks, programs and facilities. We used the document as the basis for a possible park funding measure that may go in front of voters later this year.

We have held a series of public meetings to inform the community about the plan and get feedback from residents. Just about the time this brochure goes to print, the Mayor- and Council-appointed Parks Legacy Plan Citizens’ Advisory Committee will be making its final recommendations on the size and type of funding package. The Mayor and Council will take further public input before determining what will go before voters. If you’d like to learn more about Legacy Plan, or the status of the proposed funding ballot measure, please visit our website at www.seattle.gov/parks/ legacy/committee.htm. Sincerely,

DEMENTIA-FRIENDLY RECREATION Last quarter we began piloting exciting new classes that engage people living with memory loss in our community. This spring, we have even more to choose from, including an Earth Day volunteer opportunity and dementia-friendly talent show! At Seattle Parks and Recreation, we are proud to be part of the movement to transform what it means to live with dementia in our community. Every 68 seconds, someone in this country develops Alzheimer’s Disease. Over 5 million Americans live with the disease, and that number is expected to triple by the year 2050. A diagnosis often leads to fear, isolation, loss of meaning, and loss of identity. But it doesn’t have to be that way.

Throughout 2014, we will be working with community partners to offer a variety of dementia-friendly recreation programs, preparing for a full Dementia-Friendly Recreation launch in 2015. As we get started, the majority of our programs are geared toward those living with Early Stage Memory Loss. Please see the opportunities on the next page, offered in April - June 2014! Lifelong Recreation Advisory Council You Can Make a Difference!

The Lifelong Recreation Advisory Council is a group of citizens dedicated to the enrichment of our community. Its support enables us to offer a variety of programs and services for people age 50+ of all abilities and backgrounds.

Citizen direction and participation is essential to our success. Our advisory councils always are looking for new members. Monthly meetings are held to advise about programs, policies, and financial issues. If you would like to get involved, please contact the facility staff for further information.

Your Advisory Council Most classes, workshops, sports programs, special events and facility rentals are funded through the local advisory councils, rather than from City of Seattle budgets. Revenues generated through program fees offset program costs to make these activities self-sustaining. We rely on participation, donations, and contributions to maintain and upgrade equipment. Advisory council members create scholarship opportunities through grant writing and other fundraising activities.

Pay by credit card. We accept Visa, MasterCard and American Express In order to make your online registration go as smoothly as possible, please set up an account 24 hours before registering at http://www.seattle.gov/parks/ and click on the SPARC section.

Payment Payment is due when you register, unless we have indicated otherwise. If your check is returned for insufficient funds, your registration will be cancelled until you pay the amount due plus a $20 fee. Registration is not complete and a spot in the class cannot be held without payment in full. Fees and Charges ARC - Our Advisory Council provides the programs and activities listed in this brochure under an agreement with Seattle Parks and Recreation. Fees are used to offset the cost of providing the programs. Program charges include a user fee paid to Seattle Parks and Recreation to defray operating costs. Washington State sales tax is also included where applicable. City - Fees and charges are necessary to provide financial support to Seattle Parks and Recreation for the operating costs of programs, facilities and grounds. The revenue generated by these fees constitutes only a portion of funds required for operating and maintaining the Parks system. All fees collected from activities and concessions are used exclusively for the Parks system as these funds are deposited in the Parks and Recreation Fund, not the City General Fund. Swimming pool fees and charges are set by City Council. Confirmations Sorry, we cannot confirm class registration by mail or phone, but we will notify you by phone if your class is postponed or cancelled. Refunds Refunds: It is the policy of Seattle Parks and Recreation and the Associated Recreation Council that: -Anyone who registers for a class, camp, and special event or program that is cancelled for any reason by Parks and Recreation or the Advisory Council will receive a full refund. - Anyone who registers for a day camp, trip, overnight camp, special event, or facility rental, and who requests a refund 14 days or more before its start (or before the second session of a class), may receive a refund, minus a service charge of $5 or 10% of the class fee (whichever is greater). - Anyone who registers for a day camp, trip, overnight camp, special event, or facility rental, and who withdraws from the activity fewer than 14 days before its start (or after the second session of a class), will receive no refund. - A transfer from one class to another is permitted without cost if done on the same business day as the original registration, and is subject to space availability. - No fee is charged for a transfer initiated by Seattle Parks and Recreation staff when done to correct an error in registration or allow for a better recreation opportunity. Please read the entire policy 7.16 for specific information. An extra process is required for child care refunds or transfers. There will be no refunds or make-up classes for lessons missed due to illness or vacations.

Class Cancellations To cover the cost of providing a program, we need a specific number of participants. If too few people sign up for a class, we must cancel it. We’ll notify you (at the latest) one or two days before the class start date. When possible, we will postpone a cancelled class for a week to allow for more enrollments; if the class minimum is not met by then, we will have to cancel it. Scholarships Seattle Parks and Recreation wants to ensure that our activities, classes and sports are available to everyone, regardless of their ability to pay. To apply for a scholarship, please talk to one of our Recreation Specialists. Waiting Lists We will create waiting lists for all filled classes. Please be sure to sign up if you are interested in a class that is full, because class openings often become available. If demand is high, we will try to form another class. Please contact us for space availability. The Mayor’s Office for Senior Citizens’ Coffee Hours bring community elders closer to City officials, providing elders an opportunity to learn more about City programs and services, and officials an opportunity to hear from elders. Refreshments are served. Coffee Hours are held the third Thursday of every month in the Central Building Conference Room located on the 1st floor at 810 – 3rd Ave (between Columbia and Marion St) from 10-11 am.
