RICHARD ‘DICK’ RAMSAY

By Jason Koler n Saturday, June 11 the city of Marathon will celebrate the life of former mayor and 40-year resident Dick Ramsay in the most appropriate setting – the Sheriff’s hangar at the Florida Keys Marathon International Airport. Ramsay passed away unexpectedly last week, leaving behind a community he cherished, a legacy that will endure and a family he loved. He is survived by his wife of 55 years, Thea; their three children, Beth Ramsay-Vickrey, Rick Ramsay and Laura Gratton; three grandchildren Tara, Leia and Joshua and great-granddaughter Lorelei. He also leaves behind his brother Stephen, sister Suzanne, sister-in-law Barbara, son-in-laws Chris Gratton and Brad Vickrey and daughter-in-law Erin. During his three terms on the Marathon City Council, Dick accomplished much: spearheading the Port of Entry status at the Florida Keys Marathon International Airport which opened just over a month ago; creating a local preference ordinance and then amending it to correct fairness issues; pushing for online building permits; creating special wastewater rules for local laundromats; and lowering costs on sewer supplies by creating a co-op of public and private enterprises. “I take this job seriously,” he told the Weekly just prior to leaving office in 2014. He did take it seriously — making sure to answer every phone call and email he received while serving as an elected official. He continued the practice after he fulfilled his political obligations. Dick also said, “You have to serve with a sense of humor. You get a lot more done that way than crying and weeping in the aisles.” An avid pilot, diver, fisherman and family man, Ramsay lived life to the fullest and was able to find humor in many aspects of his life. Dick — known to his flying buddies as “Ditch” Ramsay — was a regular fixture around the airport and earned celebrity status in the aviation community for his unique ability to ditch an airplane

without injury – a feat he accomplished not once, but twice. He owned hangar space on the north side of the runaway that served as his “unofficial” office where politicians, business leaders and friends would solve problems while visiting around a picnic table. Dick was an expert on the many challenges facing the city of Marathon, but perhaps his greatest asset was his ability to prioritize. “The most important thing for Marathon is not to forget that we are a family oriented community and we have to hold on to those family values,” he said. “When my kids were young I could make a phone call and five minutes later, I knew where they were. It takes a city to bring up children.” Dick was born and raised in New York, where he met his wife Thea. Dick was a successful businessman and chairman of the board of two large corporations in New York City before he retired early to move to Marathon in 1976. Unable to sit still, Dick opened a service station known as “Surfside” which was very successful and became a local hangout to meet, talk politics and socialize. A celebration of life will be held Saturday, June 11, from 3:30 to 5 p.m., at the Sheriff’s Hanger at the Florida Keys Marathon airport. In lieu of flowers, the family would prefer memorial contributions be sent to the FKSPCA Marathon Campus in Dick’s honor.

Bartus announces candidacy Wants to prioritize affordable housing Weekly Staff report

M

arathon City Council Member and former Mayor John Bartus officially launched his campaign for election on Thursday. Bartus currently serves on the council, as an appointed member to finish former councilman Chris Bull’s term. He also was appointed to finish former councilwoman Ginger Snead’s term in 2015. In addition, he served from 2000 to 2006 on the “original” city council after Marathon was incorporated. “I love my town and I want to see it be successful,” Bartus said. “I was brought up to believe that you should give back.” Bartus said he will not take campaign contributions and will limit his campaign advertising, primarily utilizing social media. “They say it costs $20,000 to run a campaign for City Council. I think that’s ridiculous. There are a lot of other ways that $20,000 can help out people in our town,” Bartus said, suggesting donations for local charities instead. Bartus said the city needs affordable workforce housing. He said Marathon is losing “de facto” affordable housing — or housing that’s not deed restricted but is being redeveloped into

market rate housing or vacation rentals. “We had an instance down near 23rd street recently where units that were affordable housing were redeveloped into market rate properties,” Bartus said. “I’ve known many people that lived in those apartments in my 32 years in Marathon. We have to find a way to protect and preserve existing affordable housing stock without violat-

ing property rights.” He suggests bring developers, the state and other interested parties to the table to pursue as many angles as possible. He also said it’s too early to say whether the city needs a housing authority. Bartus said he wants to research the feasibility of a pool for Marathon. “I think there’s a way we can do this properly with the Monroe County School Board so it won’t be a huge cost to the taxpayer — make it revenue neutral or operating it as an enterprise fund,” he said. Bartus has experience in Tallahassee and Washington, lobbying for the City of Marathon. He also was past President and Chairman of the Board of Directors of the Greater Marathon Chamber of Commerce, past President of the Rotary Club of Marathon, and past Middle Keys Vice President of United Way of the Florida Keys. Bartus is a musician and the publisher of Marathon & The Middle Florida Keys Magazine. He is married to Marlene. In 2016, voters will decide three seats on the five-seat city council. In addition to the expiration of Bartus’ appointment to Bull’s seat, Councilmen Dan Zieg and Bill Kelly are also up for re-election. All three men — plus local businessman Steve Cook — have filed papers with the elections office.

n April 20, The Florida Keys Marathon International Airport officially opened its new U.S. Customs & Border Protection Facility, making it possible for international flights to clear customs in the Middle Keys. So, how’s it going? The Monroe County Airports department provided the following numbers last week: • Thirty-eight total flights since the facility opened. • Of the 38, 23 were turbine engine (jets or jet prop planes), and 15 were piston engine planes (single engine planes, smaller twin engine planes). • Since opening, there have been arrivals from eight different countries including the Bahamas, Cayman Islands, Belize, Canada, Honduras, Cuba, Mexico and Jamaica. • A apples-to-apples comparison of the two international airports in the Keys reveal that there were 27 international arrivals in Marathon and 65 international arrivals at Key West International Airport during the month of May.

Home Rule Hero The Florida League of Cities recently recognized Marathon Mayor Mark Senmartin with a 2016 Home Rule Hero Award. Senmartin earned the award for his efforts to advance the League’s legislative agenda and help protect the home rule powers of Florida’s cities during the 2016 legislative session. The award was presented on May 24 in the City of Marathon council chamber. Home Rule is the ability for a city to establish its own form of government and enact ordinances, codes, plans and resolutions without prior state approval. The Home Rule Hero Award recipients are local government officials – both elected and nonelected – who consistently responded to the League’s request to reach out to members of the legislature and help give a local perspective to an issue.

Summer sailing will begin with the first two week session beginning June 13 – June 24 in Marathon’s Boot Key Harbor. Five to eight year olds will be scheduled from 9 a.m. to noon and nine to 18 year olds will be scheduled from 1 to 4 p.m. Class size is limited. The cost of each session is $100 per student. Subsequent sessions will be from June 27 – July 9 (no class on Monday, July 4, instead on Saturday, July 9); July 11-22, and July 25 – August 5. COMMERCE CORNER DOLPHIN RESEARCH CENTER Dolphin Research Center is a nonprofit marine mammal education and research facility open daily to the public. In addition to the daily activities, DRC is committed to providing educational programs for schools, groups and individuals, and are a leader in marine mammal research worldwide. They are also the licensed manatee rescue team for the Florida Keys. Jayne and Mandy Rodriguez founded the nonprofit Dolphin Research Center in 1984. However, this location has been the home to dolphins since the late 50s – including to dolphins that starred in the original “Flipper” series. “Our goal is to teach as many people, and learn as much as possible, about the amazing animals that live here,” said CEO and President Rita Irwin. “We believe that you can connect with the dolphins and sea lions here and this life changing experience will inspire you to care more about them, their wild counterparts, and the ocean environment.” When visiting DRC, the guest becomes part of the mission to teach, learn and care about marine mammals and the environment. As a nonprofit, they are funded by memberships and donations, as well as daily visits. With a membership, admission is free for the year. Bring the kids by this summer to see dolphins and sea lions and also to play in the sprayground. DRC is committed to being a good community partner – donating thousands of dollars annually for admissions or programs for other nonprofit organization’s fundraising efforts. ey West Rotary Club prides itself as being a volunteer club raising money for everything under the sun, but the annual casino night is the one time when most of the members can just sit back with a glass of wine and shoot some dice and play some cards. “We work our butts off all year,” said Casino Night organizer and co-chair Jessica Cranney, who will be found with a stack of chips in front of her at the black jack tables this weekend. “This is a stress free event.” Last year’s Mardi Gras themed event raised $17,000 for Rotary scholarships. This year, the money raised will be going toward Take Stock in Children Monroe County scholarships. Cranney, who has been a Take Stock mentor for the past three years, is a big supporter of the nonprofit. “All funds are matched by the state dollar for dollar,” said Take Stock Program Coordinator Chuck Licis. “So everything this raises will be doubled for scholarships for Monroe County students. We are very appreciative of Rotary for doing this.” Professional level casino games like black jack, roulette, Texas Hold Em, and slot machines will be available for guests 18 years and older. The games are for entertainment only and all donations go to Rotary Club of Key West.

Bill Alch, Jessica and Nick Basso have organized a Cornhole Tournament FUNdraiser to benefit the Habitat for Humanity of the Middle Keys on Saturday, June 11 at the Marathon Community Park. Registration begins at 5 p.m. and the play starts at 6 p.m. for two-person teams. In addition to the precision tossing of bean bags, there will also be food, music, a drawing, auction and prize packages. As usual, coolers are welcome at the park. The $20 per player fee will help the local nonprofit create home ownership opportunities by partnering with the community to build and renovate homes.

Puppy Prosthetics Pet orthotics give local ‘good boy’ mobility GABRIEL SANCHEZ

ike most puppies, Moon has an insatiable curiosity about the outside. His favorite hobby in particular is chasing lizards. The fivemonth-old beagle mix gets along with all the other dogs at the dog park, too. “He loves dogs, people, and life in general,” said Diana Bassett, a first grade teacher at Key Largo School and Moon’s foster mom. But Moon is a little different. He has no paws on either of his hind legs. “When he came to us, his paws were bloody nubs,” said Kat Spiegel, rescue coordinator at Marvelous Pet Rescue in the Upper Keys. “We had to clean up his wounds and focus on keeping his legs from developing infections.” The cause of Moon’s physical condition is unknown to this point — Kat said it could have been a birth defect or an injury. After he was rescued, staff had to ask themselves some hard questions about Moon’s quality of life. Three professionals recommended euthanasia as an alternative to a painful life of immobility. But Kat and Diana kept looking for answers while encouraging Moon in his “therapy” to keep him strong. Then they found veterinarian Marta Sanchez of the Animal Health and Rehab Center in Miami. She has 11 years of experience in this specialized work of fitting animals with prosthetics. “He had very strong stumps and the length was adequate enough to make him a good candidate for orthotics,” said Sanchez. “When he came to me, he was two months old. We had to wait on X-rays to confirm he had no protruding bones or fragments. The concern was pain he may have felt when putting weight on the orthotic.” There was a sense of urgency for his new appendage to work. “If he rejected the orthotic, we would have been left with minimal options. The day he put on his slippers he started walking around within moments. There were a lot of tears and excitement,” said Diana. With the slippers working, Moon is “He had very strong now able to run and swim. For now, he stumps and the wears his “Rambo slippers” three times length was adequate a day for two hours until he’s acclimated to the prosthetics. Prospective families need consider medical expenses, have adequate time to care for Moon, and be willing to guide him through physical therapy. “My goal is find him a forever home that’s ready to take on whatever comes with him. He’s fought his way to this point and he deserves a chance,” added Kat. For now Moon seems content to accompany his siblings Virginia and Bailey on daily walks, slippers and all. A big night: $815,000 Scholarships awarded to MHS students On Tuesday, the Marathon community passed almost $1 million in scholarships to the 96 students graduating Marathon High School in 2016. Even more impressive, the vast majority of the money — if not all of it — was raised locally. uring the summer months, the Marathon Community Park comes alive with activities for kids who are out of school. The eight-week Summer Soccer season for ages 4-10 will be run by the City of Marathon Parks and Recreation Department and starts Thursday, June 16 at 6 p.m. All practices and games will be at Community Park in Marathon on Tuesdays and Thursdays from 6 to 7 p.m. throughout the summer. The program will end with an awards ceremony on Aug. 9. Soccer balls and shin guards are provided for each player. The cost is $60, but for those who complete their registration by Monday, June 13 there is a $20 discount. Registration forms are at the Parks and Recreation Office at the Community Park or on the City’s website at ci.marathon.fl.us (type “summer soccer” in the search box). Parents may also email adamsa@ci.marathon.fl.us for information. Another program geared to youngsters will meet every Saturday morning from 10 to 11 a.m. behind the new city hall in Oceanfront Park. The program is a discoverybased learning program for ages 3-5. Parental attendance is mandatory. The first session meets on Saturday, June 11 and the program will run throughout the summer. arge swaths of skinny waters between Islamorada and the Everglades are no longer the stuff of TDC photo essays. The chocolately brown water is closer to the hue of Lake Erie and the faint sulfuric scent is clear evidence of the massive seagrass die off in the Florida Bay that has resulted in localized fish kills, extensive loss of marine life habitat and led to ideal conditions for a massive algae bloom. “The trigger has already been pulled and it will happen,” says Capt. Xavier Figueredo. “We are probably looking at the worst algae blooms that this bay has ever seen because the grass die off this time around is about 40 percent larger than last time.” Figueredo is a founding member of the new 501c4 Florida Bay Forever formed to “call on policymakers to take immediate action toward Everglades restoration.” He joins Islamorada Councilman Mike Forster, Daniel Burkhart, Capt. Steve Friedman, Mark Gregg, Mindy Conn, Figueredo, Capt. Gary Nichols and Capt. Elizabeth Jolin — the group’s executive director and Figuerdo’s wife. The seagrass die off has already affected at least 40,000 acres and as it continues to spread across the Bay, the group is concerned about spider web of adverse affects across the fragile Florida Keys eco-system. “It intersects other bodies of water,” Jolin warns. “The reality is that this is critical to the coral reef. We talk about it as if it is a closed system, but it’s not.” In a report released by the South Florida Natural Resources Center (SFNRC), last summer’s drought “resulted in an acute, catastrophic loss of seagrass.” The findings also allude to the biological and economic impacts of the die-off, reporting “Florida Bay provides the nursery area for a multibillion dollar fishery and tourism-centered economy. When Florida Bay is unhealthy, the impacts are felt across South Florida.” U.S. Congressman Carlos Curbelo and State Representative Holly Raschein recently toured the affected area with Florida Bay Forever agents. Rashcein told the Key Largo Chamber of Commerce that more help is needed at the federal level.

“Florida Bay is a critically important ecosystem in addition to being a vital component of our local economy. That is why it is crucial that we continue to pursue strategies to send more clean water to Florida Bay,” Raschein said. “We should consider all available options to not only increase water quality but to complete projects like the Tamiami Trail that will help send more water south." Curbelo has said that the state needs to purchase acreage south of Lake Okeechobee to build reservoirs of fresh water. he Florida Keys Country Club hosted the first concert of the Florida Keys Guitar Festival on June 4. Classical guitarist Mateo Jampol and jazz guitarist Mike Emerson performed 40-minute sets for the guests. The two musicians collaborating for a final song (it was their first time performing together). “I am over the moon about the response the first show garnered and the local appreciation for classical and jazz guitar. Our community truly has some dedicated music aficionados,” said Jampol, founder of the Key’s first guitar festival. The local response was just as enthusiastic. “It was a wonderful evening, we should have more nights like this,” said Lisa Galjanic of Saturday’s performance. “The show was fantastic. Nice choice of songs. Great venue. The event was coordinated beautifully and I appreciated how well they communicated with the public leading up to tonight,” commented Riet Steinmetz. The next concert will be on Saturday, July 2 at the Nelson Government Culture Center in Key Largo at 8 p.m. The Florida Keys Guitar Festival will conclude in Key West with concerts at smaller venues throughout the island. Tickets are $25 and can be purchased at keystix.com. Guest are encouraged to buy their tickets in advance to ensure a seat.

HELL-ACIOUS Ruminations on a not-so-pleasant afterlife …

he other day, while occupied by a less-than-inspirational activity, I pondered the concept of Hell; more specifically, what my own Hell might be like. Before we get there, however, let’s review the basic definition(s) of Hell and what the place might just be like. According to the world’s religions, Hell can be a place for intense physical suffering involving fire and brimstone or intense freezing cold. It can also be a state of being apart from divine love and being contrary to God’s will. Some religions purport that Hell can be a temporary or transitional stop along the way back to God’s good graces, while others state that damnation is indeed eternal. I liked the version of Hell dramatized in the movie “Little Nicky.” For those who remember the movie, all I have to do is mention Hitler and pineapple in the same sentence. Otherwise, this movie version of Hell was far too amusing to have any bearing on what Hell must really be like. Evenings in Hell would find me setting up and tearing down musical equipment. Wrestle it out of the van. Haul it to the stage. Lift speakers onto stands. Run cables after untangling them. Super Boats coming this month Powerful boats are to race at high speeds during the second annual Marathon Super Boat Grand Prix set for Friday through Sunday, June 24-26 parallel to the Marathon shoreline near the Seven Mile Bridge. I

t’s pure old school. Bill Schult and Kris Roehrig are taking skateboards out of the factory and putting them back into the hands of craftsmen. These two woodworkers-inventors are combining their passion for wood and skateboarding with their new business Bone Island Originals, or Bio. The unique, one-of-a-kind skateboards are sold only in Key West. Schult and Roehrig use native wood harvested and milled in the Keys such as Cuban mahogany, tamarind, maple and woman’s tongue. Instead of layering the deck with only plywood, they use one layer of plywood, a fiberglass cloth, and then a patterned combination of native wood. Lastly, a

marine grade epoxy coats the board, creating a sturdier deck. The construction is the original design of the two men and no two boards are alike. And they look really, really cool. The show-stopper is the long board. At six feet long, Schult and Roehrig had to find the right ratio of width to withhold maximum weight without breaking between the trucks (wheels). They boast that two grown men can ride the long board simultaneously. “It would take a blow torch to get through the boards,” said Schult proudly.

All the boards are customizable when it comes to wood grain and length, but Bio also offering several features such as embedded LED lights for night riding, Bluetooth speakers to sync to a cell phone, and matching design push poles and wall racks. “Basically, we are making affordable transportation that looks good and you can throw in your back pack,“ said Roehrig. Schult and Roehnig are also working on Lexan plexiglass skateboards which will be available in custom colors. Prices for a Bio Board will range from $100 for a simple deck to a trickedout board for $1,000. Bio boards are already hitting the streets of Key West, but look for them in the Zombie bike ride and locals’ parades come next October. “community” drink, the Mind Replacer comes with a couple of straws and is meant to be sucked from the bottom up, said bartender Cheryl. It’s served in a rocks glass and is meant to be shared by two or more people — quickly. (A view of the Atlantic Ocean makes it go down easily.) Made with Chambord, Absolute Citron, and topped with sour mix and a splash of Sprite, Cheryl says she suggests it to customers who are looking for something refreshing. “It’s a fun drink,” she said. Cheryl has been at Jack’s for the past eight months. “The people are really cool here, the view is beautiful, and the food is really good.” She said the shot would go best with more cocktails, but recommends the tuna nachos off the appetizer menu. Moving down from Miami six years ago, she said she needed the laidback attitude of the Keys and loves it here. When she isn’t bartending, she’s testing out other local haunts for food and drinks.
