Historical Preservation Events in Taiwan: On the development of the concept of “Folk Village” from the case of Urkan settlement in Penghu County.

Erkan Settlement is located on the east coast of Xiyu, Penghu. It is a single-surname settlement gradually formed after the Chen family moved here during the Kangxi period. The local constructional materials of basalt and coral stone form a unique landscape with the surrounding environment. The Erkan Settlement is one of the historical preservation events in Taiwan. In the 1980s, tourism was developed as a "folk village". By 1989, under the decision of the Ministry of Culture, it was readjusted to "settlement preservation" as the main policy, and it became the first case of traditional settlement preservation district in 2001. This article takes the Erkan settlement as an example, first to explain its development, and then through the discussion of the differences between “folk villages” and “cultural villages”, to understand the significance represented by the preservation of Erkan settlements.
二崁聚落位於澎湖西嶼東岸，為陳氏家族於康熙年間遷居 此地後逐漸形成的單姓聚落。玄武岩、硓古石的地方構造 材料，與周圍地景形成一良好的聚落景觀。二崁聚落為台 灣歷史保存事件之 一，1980 年代以觀光發展作為「民俗
村」，1989 年在文化部的輔導下，重新調整為以「聚落保
存」為主軸，並於2001年成為台灣第一個傳統聚落保存區。
本文以二崁聚落為例，先就其發展進行說明，其後再藉由 民俗村、文化村差異的討論，了解二崁聚落保存事件所代 表的時代意義。
自1982年公告實施文化資產保存法以來，文資保存工作已
經歷了三十餘年的歷史，保存觀念也從最初點狀的紀念性 遺構、建築體的留存，到歷史老街的線狀保存，再到以聚
落、城鎮甚至城市的面狀保存。台灣的保存思潮可說與時 俱進，且越來越能夠與世界保存潮流進行對話，如此不僅 拉近了與先進國家間的觀念差距，也促成了台灣各地生活 環境的改善與品質的提昇。
二崁聚落位於澎湖西嶼東岸，為陳氏家族於康熙中葉遷居 此地後逐漸形成的單姓血緣聚落。村落居民以農耕為主、 漁業為輔，並以陳氏宗祠及宮廟二興宮為信仰中心，村落 外圍有五營配置，形成聚落邊緣的防護圈。位於二崁村6 號的二崁陳宅（俗稱陳氏古厝），興建於明治 43（1910） 年，1988年四月經內政部公告指定為三級古蹟（現為縣定 古蹟）。二崁民宅多採合院格局，依血緣親疏關係分區依 序配置。玄武岩、硓古石的構造材料，與周圍地景形成一

Modern architecture has undergone changes due to multiple transplants between different contexts? Or the different contexts have made our understanding of modern architecture different? Is the concept and practice of organic architecture in Germany "non-modern"? Or is it another A kind of "modernity"? Or is it connected with the modern architecture we are familiar with in the past, will it become a "more complete modernity" in terms of thinking and spirit?
前言：回來的「新」人 (圖ㄧ)
1933 年納粹上臺，作為歐陸現代建築運動要地的德國 Bauhaus學院，在政治壓迫下宣告關閉，不久後學院核心人
物W. Groupis、Mies、M. Breuer流亡美國。將歐陸現代建築 的理念與實踐在新大陸重新開展。王大閎、陳其寬、張肇 康及若干同代華人建築師，先後在美國學院與事務所接受 上述人物的洗禮，又因為國民政府的遷臺，而陸續抵達戰 後的臺灣，在新的環境與脈絡下開啟現代建築的實踐與實 驗，近年被歸為臺灣戰後最重要的第一代建築師 。陳其 寬除了在貝聿銘的手下起草東海大學的規劃與設 計，1960 年更出任東海建築系的創系系主任，將Bauhaus的教育方式 帶入東海，開啟美式學院教育進入臺灣的窗口。
出身在浙江省吳興縣，年齡稍長於王、陳的華人建築師李 承寬，在十六歲時前往德國留學，在柏林皇家技術學院（現 柏林工業大學）學習建築期間，受業於德國表現主義大師H. Polezig門下，1937年畢業後，任職於留守德國的現代建築 大師Hans Scharoun的事務所，十餘年來深受H. Scharoun與 Hugo Häring發展的德國「有機建築」影響。

李承寬在H. Scharoun門下工作至1953年，接著自立執業， 專注在各種尺度與型態的住宅建築實踐，頗有青出於藍， 更勝於藍之勢，因此得到德國建築史學家J. Joedicke注目， 提及於其1969年出版的史論《Architecture Since 1945: Sources and Directions》 。然而在德國開創一片天地、被 視為德國「有機建築」傳人的李承寬，在華人世界未被知 曉，一直到 1970 末期才因為該書的緣故，輾轉被臺灣學 院聽聞，年近七十的他，在1981年受邀來臺灣東海建築 系教學 ，這也讓1930年代德國最重要的兩個建築學派： Bauhaus與「有機建築」各自的後續力量在臺灣交會。(圖二) 李承寬在德國生活達半個世紀之久，有大量與現代建築史 中重要人事物接觸的第一手經驗，這讓他對現代建築的許 多見解，比史論更貼近真實，也更具獨立的批判性。（例 如在東海教授建築史的課堂上，他明確指出B. Taut，某次 住宅案的設計是失敗的，因為該設計造成該案的售價超過 當時的十萬馬克，而這價位不是原初設定的居住者所能負 擔的。）
李承寬不只是歷史的見證人，也是歷史的參與者。雖然剛 來臺灣不久後，在1982 四月號的《建築師》，刊登十頁的 其思想與作品，然而華人裡唯他獨有的經驗與見解，以及

它們所乘載的李承寬建築思想與實踐，卻無法在1980年代 的臺灣學界順利開展。表面的原因可以歸咎社交風格、口 音和授課方式 等文化差異，加上資訊的落差，使學生們 吸收經驗的成果不如預期。但恐怕對現代建築運動發展的 理解、認知與價值批判的差異，是更深層的原因。
李承寬與台灣戰後第一代建築師們，雖然在同一個大時代 接受現代建築洗禮，卻分別在歐陸與美國兩個不同的「西 方」下養成。這兩個「西方」因為政治、文化的差異，以 及與臺灣之間的國際關係，促使臺灣對現代建築的理解、 認知與價值批判，主體上承接了美國的史觀，這讓李承寬 的建築思想與實踐不易被臺灣眾人理解。
為了理清這樣的先梳理複雜的脈絡，本文先回顧戰後臺灣 與西方之間的接觸，還有比對 1950到1980 年代主要能在 臺灣流通的史論，以了解當時臺灣對西方現代建築歷史的 認知。
ㄧ、現代建築史在臺灣
1953 年王大閎建築師在臺灣開業實踐，同年貝聿銘、陳其

寬、張肇康建築師應邀負責東海大學校園規劃與設計，他 們是為臺灣戰後第一代建築師中，主要經過在美國養成後、 又回到中華民國的實踐者。
然而1953 年的臺灣學術界仍是沙漠一片，成大建築系（當 時為臺灣省立工學院建築系）雖然創辦《今日建築》雙月 刊，但發行到第八期卻因為觸碰到政治議題而停刊；稍後 的1957年，在成大求學的漢寶德先生創辦刊物《百葉窗》、 將閱讀與翻譯的西方現代史論發表；1961 年當漢寶德任教 東海後，隔年則創辦《建築》雙月刊，繼續維持臺灣建築 文字媒體的存在；後來漢寶德赴哈佛留學，歸國後於 1967 出任東海建築系主任，更以1971 年《境與象》雜誌，專注
在建築論述與思潮，成為戰後臺灣學術界，關於現代建築 理論的主要推動者與發言者 。
經由長年的閱讀、翻譯、書寫、加上美國留學及回臺前歐 洲考察的經驗，漢寶德作為臺灣論述現代建築最有影響力 的聲音，也奠定了臺灣向美國銜接的主流史觀。我們在漢 寶德1963年發表『新建築反人文主義之性格』一文，可以 藉由其對現代建築的看法，重現當時主流思潮的觀點：

為了內容豐富起見，我上禮拜來看這個展。在一樓展區江 導拍的影片裡，黃聲遠在游泳，我就停在那邊看了蠻久的， 決定從這裡切入：天地間的勞作，就是在天與地這個大自 然的條件下，透過一定付出的勞動，然後最終在那一瞬間， 找到一定的密碼。他在那裡游泳，我覺得是很關鍵的。
這張照片是我跟田中央結緣的開始。當時我參與《Shopping Design》雜誌，認識黃聲遠，他的建築本來就是我們要報導 的題目，但是，我對他跟同事工作的狀態更感興趣。我跟
田中央相處的結果發現：一個剛入中年的人，跟一群毛頭
小伙子，在田裡四處走闖， 騎著摩托車、夾著藍白拖，然 後動不動到水中游泳，以這個樣子，最終做了很多公共工 程的狀態，我是非常感興趣的。我們攝影師想到一個概念， 在田中央事務所的二樓，有個露台，後面看到的是兩片田： 一片已經採收完，水已經放掉，另外一片在休耕中。把所 有人放進去，拍出這張照片，應該是 2006年。
促使我想這個題目，其實還有另一個原因。我那個時候還 在《數位時代》做總編輯，準備要去學學文創，跟黃威融
一起準備做 《Shopping Design》。我們在做第二集的時候， 剛好碰到日本的無印良品一系列的企業形象的廣告。我被 那個廣告深深打動。這件事，跟我後來碰到田中央一系列 作品的生命時間點，其實是差不多的。它們共同觸及了我 在中年之後自身的一個關懷：活著的意義到底是什麼？從 哪裡來？何處去？我今天提出的這個演講題目，其實也是 我對自身的一個探索。
後來我們以一個後推的方式，慢慢知道為什麼2003年無印 良品要做那個系列廣告。無印良品本來是西武百貨的分支， 因為做得很成功，所以獨立出來。從 1981 年四十幾件產 品，到2003年，大概二十年後，將近五千件的商品。可是， 整個公司卻陷入了一種失準的狀態：什麼是無印的特色？ 內在的中心信仰是什麼？負責這個廣告的原研哉，是無印 的品牌董事會五人小組之一。他們授權原研哉負責設計， 拿到董事會來討論，重新定位無印。
原研哉去了兩趟關鍵的旅行，一趟是到玻利維亞，億萬年 自然形成的鹽原，他被這個非常壯大的景色所震驚，拍下 來這樣的照片。這張照片，他命名為「地平線的起點」。 後來他又去了蒙古，找到另一個地平線，最後做了這支廣 告。我看到這個廣告時，覺得非常震撼。因為這個震撼， 我們就在田中央的專題之前，做了一期無印良品的專號， 就是從這個廣告談起。這個廣告觸動我的，跟我被田中央 吸引的，是同一條脈絡：空間裡面的人和世界的關係。這 是我在 2004年在電腦上從無印良品的官網首頁截圖下來。 你看這張圖，它是那麼地簡單，就只有一個字：Muji。這 個廣告深深震動我，後來想，這感動跟今天要講的起心動 念是一致的。蒙古草原的地平線也說了同樣的主題：我們 微小的人在巨大的自然空間裡面，所得到的直觀精神，就 是無印要表達的概念。無印要做的，就是在這種空曠裡面， 去看我們的生活生活內容，到底是怎樣的。
當時董事會有人提生態、環保路線，也有節省資源、低碳。

原研哉說，這些訊息都可以全部包括在一張畫面裡，不用 言語表達的。他端出一個空無一物的容器，也就是我們在 畫面裡看到的：天與地。他說，視覺表現應該是空無一物 的容器。這樣的概念我稱之為「空」，用虛無的視覺表現 作為提案，讓觀眾感受到：啊！Muji就是這樣簡單啊！很 有生態環保意識、應變性。原研哉在 2002年接受訪談時， 一言以蔽之：「我們要做的，就是回到人在自然中最原始 的狀態，任何多餘的東西，都是累贅，都是精神的負擔， 所以我們要回到自由、極簡。」2003 年之後的無印，就是 走這條路線，而它的企業生命週期，也走上另外一個高峰。
偏見之一：關於現代人
這又回到我接觸田中央的感受，那時候也是我中年人生的 轉捩點。大概從 2004、2005年之後，我是另外一個人， 我開始爬山，喜歡去到懸崖、沒有人的地方。我那時候很 喜歡去看高海拔登山者的傳記，因為那個傳記告訴我，很 多登山者，在高海拔登山殞落之前，他的生命狀態是非 常高亢的。我可以這樣講：如果不在乎醫學的書面定義， 90%活著的現代人其實都已經死了，因為他們身體中絕大 部分的細胞都已經沈睡，而有些——將永遠不再甦醒。為 什麼這麼說呢？我生活在台北，每天不論刮颱風下大雨， 幾乎不用擔心生死。準時地搭捷運、公車或開你的車，到 你的工作場所報到、工作，照你的SOP，從 A做到B做到C，
最後你下班回家，這所有東西，你大概動用生命的 5%、6
% 就可以走完。如果回到一萬年前老祖先的狀態，他的身
體的細胞，每一天大概90%都要醒著的，因為人隨時處在 追逐獵物、被獵物追逐的狀態。在前現代社會，人的生命 狀態非常高昂，他雖然不一定常常吃飽，但是他的存有的 狀態是活著的。而我們現在的生命，照著分工規範好的狀 態在做，每天只要 0.1%的創新，就可以獲得職務的保障。 想想，人活著的意義是什麼？這是那時候我對自身的提問。
那時候碰到田中央，我帶著文創的同事，把腳踏車載到礁 溪，然後從礁溪開始一路騎，走黃聲遠設計的各式各樣的 建築，一個點一個點連起來。(圖一)(圖二)有時候我跟黃 聲遠約在某一個水圳、堤防的旁邊，一起去跳水、玩水、 游泳。我記得第一次在宜蘭的堤防游泳，我潛下去的時候， 一隻吳郭魚就這樣朝我眼睛游過來，那是一種非常新奇的 狀態。 人 --| 建築 --|---- 世界的重新開顯

看那個游泳的影片，突然覺得，透過某個建築，好像世界 在你面前張開了，英文叫 「Revelation」，就是「開顯」。
我們在世界裡其實有三個關鍵，一個是人，活動的身體； 另一個是自然，非人的世界就是自然。當然我們現在，人 是已經馴化的，沒有大顯自然，只有像植物園裡的小顯自 然。這個人跟自然裡面，有一個中介物，這是人對自然的 需要所建構的一個中介物，我們先把它稱為建築：有頂蓋

「這整棟老建築就是一座藝術品，不是只有漂亮或完好局部的道 理。就好比一個風韻猶存的美女，穿著美麗衣裳，看不到的地方卻一 身病，這就不是真正的內外並具的美，所以才會提起筆寫下這份申請 書。」
這是雲林斗六太平老街「永和銀樓」第三代經營者顏辰舫，寫在給 文化部「私有老建築保存再生補助計畫」中的一段話。這段話背後的 心境是：當時的她正在猶豫數年前才自費整修了家中這棟百年建築一 樓店面後，是否該再來一回、整修二樓？
眾所皆知要接受公家機關補助，其層層審核與報告撰寫，皆非一般 人熟悉的事務，其難度常常不下於維修房舍。然而對於非從事建築專 業這一行的人來說，老屋修建的營建工程是非常耗費心力、物力的長 途障礙賽，準歷史建築屋主則得面對更多不熟悉與未知數。 幸而，疼惜這棟老樓陪伴家族走過三代的心強過一切，顏辰舫與家 人還是決定繼續整修二樓，而且「挑戰」申請補助。但也因為這項計 畫有著文資專家參與，「永和銀樓」二樓的再生因此運用了更多適合 古蹟的工法，顏辰舫也藉此系統整理家族與斗六街區小史。如今，店 鋪一樓彷彿一座儲存著斗六老街共同記憶的小金庫。 本期「綠場所」專題還有張玉美與潘宜珣其自家的老屋自己修的故 事。他們的老家分別是：嘉義六腳成豐碾米廠（現為社區講堂）、新 竹新埔潘錦河故居。這兩棟老房與永和銀樓建築樣式各不同，相似點 則皆為屋主自己主動維修，不等政府指定為文化資產才來做。而且在 工程結束後，都樂於開放自家讓人享用空間。例如成豐社區講堂如今 有一側是「春葵書咖啡」，可說它仍在六腳鄉間傳承了糧倉的意義， 只是改為供給精神食糧。
特別值得一提的是，潘錦河家族將再生老家的重任託付年給年輕的 第四代潘宜珣，她為此還去唸了文資保存類的研究所。自修老屋能做 到這樣實屬不易，因此特邀她親筆分享仍在進行的老屋再造心路歷程。
台灣鄉鎮裡還有非常多這一類尚不具文化資產身分的私有老屋，但 仍有潛力價值。雲林科技大學建築與室內設計系副教授蘇明修長期參 與文資保存運動，認為這些老房子若能留下，在地人際網絡也會順道 被保存，對小地方發展非常有幫助的。愛之深責之切的他更直接說， 「沒有老房子的城鎮，是一種罪惡啊。」
不過他也明白，在維護歷史建築方面，小地方政府與屋主資源都相 對不足，中央來的補助資源很重要。他提出一些實踐建言，例如是否 給願意自費整修有價值老屋的人一些賦稅減免？建立一整修歷史建築 的資源平台也很必要。往往整修老屋卡在，根本不知去哪找適合的建 築師與師傅。若有機制謀合建築團隊與屋主，也許是活化更多準歷史 建築的第一步。
