CATECHESIS
Thefundamentaldifferencebetweenreligiousand otherformsofeducationisthatitsaimisnotsimply intellectualassenttoreligioustruthsbutalsoatotal commitmentofoneswholebeingtothepersonof Christ. Itisrecognisedthattheproperplaceforcatechesis isthefamilyhelpedbyotherChristiancommunities, especiallythelocalparish.Buttheimportanceand needforcatecheticalinstructioninCatholicschools cannotbesufficientlyemphasised.Hereyoungpeople arehelpedtogrowtowardmaturityinfaith,
ThisisthebasisofaCatholicschool'seducational work.Educationisnotgivenforthepurposeof gainingpowerbutasanaidtowardafullerunderstandingof,andcommunionwithman,eventsand things.Knowledgeisnottobeconsideredasameans ofmaterialprosperityandsuccess,butasacallto serveandtoberesponsibleforothers.
THECOMMUNITY'SWAY
WhetherornottheCatholiccommunityformsits youngpeopleinthefaithby.meansofaCatholic school,aCatholicschoolinitselfisfarfrombeing divisiveorpresumptions. Thissituationisofgreatconcerntothoseresponsible forCatholiceducation,becausefirstandforemostthe churchoffersitseducationalserviceto"thepooror thosewhoaredeprivedoffamilyhelpandaffection orthosewhoarefarfromthefaith".
NOTONLYTHEWEALTHY
Sinceeducationisanimportantmeansofimproving thesocialandeconomicconditionoftheindividual andofpeoples,iftheCatholicschoolweretoturn itsattentionexclusivelyorpredominantlytothose fromthewealthiersocialclasses,itcouldbecontributingtowardmaintainingtheirprivilegedposition, andcouldtherebycontinuetofavourasocietywhich isunjust.
Itisobviousthatinsuchademandingeducational policyallparticipantsmustbecommittedtoitfreely.
COMMONGOOD
FromtheoutsettheCatholicschooldeclaresits programmeanditsdeterminationtoupholdit.Itis agenuinecommunitybentonimparting,overand above.anacademiceducation,allthehelpitcanto itsmemberstoadoptaChristianwayoflife.
FortheCatholicschoolmutualrespectmeansservicetothepersonofChrist.Co-operationisbetween brothersandsistersinChrist.Apolicyofworking forthecommongoodisundertakenseriouslyasworkingforthebuildingupofthekingdomofGod. Theco-operationrequiredfor thisaimisadutyinconscienceforallthemembers ofthecommunity-teachers,parents,pupils,administrativepersonnel.Eachhashisorherownpartto play.Co-operationofall,giveninthespiritofthe gospel,isbyitsverynatureawitnessnotonlyto Christasthecornerstoneofthecommunity,butalso asthelightwhoshinesfarbeyondit.
'LOVINGSERVICE'
TheCatholicschoolcommunity,therefore,isan irreplaceablesourceofservice,notonlytothepupils anditsothermembers,butalsotosociety. Todayespeciallyoneseesaworldwhichclamours forsolidarity-andyetexperiencestheriseofnew formsofindividualism. SocietycantakenotefromtheCatholicschoolthat itispossibletocreatetruecommunitiesoutofa commoneffortforthecommonrood.InthepluralMcsocietyoftodaytheCatholicschool,moreover, bymaintaininganinstitutionalChristianpresencein theacademicworld,proclaimsbyitsveryexistence theenrichingpowerofthefaithastheanswertothe enormousproblemswhichafflictmankind.
Aboveallitiscalledtorenderahumbleloving servicetothechurchbyensuringthatsheispresent inthescholasticfieldforthebenefitofthehuman family,
RESPONSIBILITY
InthiswaytheCatholicschoolperforms"an authenticapostolate".Towork,therefore,inthis apostolate"meansperformingauniqueandinvaluable workforthechurch".
TherealproblemfacingtheCatholicschoolisto identifyandlaydowntheconditionnecessaryforit tofulfillitsmission.Itistherefore,aproblemrequiringclearandpositivethinking,courage,perseverance andco-operationtotacklethenecessarymeasures withoutbeingoverawedbythesizeofthedifficulties fromwithinandwithout,nor"bypersistentandoutdatedslogans",whichinthelastanalysisaimto abolishCatholicschools.
Togiveintothemwouldbesuicidal.Tofavourin amoreorlessradicalformamerelynoninstitutional presenceofthechurchinthescholasticfield,isa dangerousillusion.
SOMEBELOWSTANDARD
Atgreatcostandsacrificeourforebearswere inspiredbytheteachingofthechurchtoestablish schoolswhichenrichedmankindandrespondedtothe needsoftimeandplace.Whileitrecognisesitsown inadequacies,theCatholicschoolisconsciousofits responsibilitytocontinuethisservice.
Today,asinthepast,somescholasticinstitutions whichbearthenameCatholicdonotappeartocorrespondfullytotheprinciplesofeducationwhichshould betheirdistinguishingfeatureand,therefore,donot fulfillthedutieswhichthechurchandthesocietyhave everyrighttoexpectofthem.
Withoutpretendingtomakeanexhaustiveinquiry intothefactorswhichmayexplainthedifficulties underwhichtheCatholicschoollabours,herearea fewpointsinthehopeofencouragingsomethought asastimulustocourageousreform.
'MOREDIFFICULT'JOB
Oftenwhatisperhapsfundamentallylackingamong Catholicswhoworkinaschoolisaclearrealisation oftheidentityofaCatholicschoolandthecourage tofollowalltheconsequencesofitsuniqueness.
Onemustrecognisethat,moretheneverbefore,a Catholicschool'sjobisinfinitelymoredifficult,more complex,sincethisisatimewhenChristianitydemands tobeclothedinfreshgarments,whenallmannerof changes'havebeenintroducedinthechurchandin secularlife,and,particularly,whenapluralistmentality,dominatesandtheChristiangospelisincreasinglypushedtothesidelines.
Itisbecauseofthisthatloyaltytotheeducational aimsoftheCatholicschooldemandsconstantselfcriticism'andreturntobasicprinciples,tothemotives whichinspirethechurch'sinvolvementineducation,
GIVINGADIRECTION
Theydonotprovideaquickanswertocontemporary problems,buttheygiveadirectionwhichcanbegin tosolvethem.Accounthastobetakenofnewpagogicalinsightsandcollaborationwithothers,irrespectiveofreligiousallegiance,whoworkhonestlyforthe truedevelopmentofmankind-firstandforemost withschoolsofothersChristians-inTheinterests, eveninthisfield,ofChristianunitybutalsowithstate schools. Inadditiontomeetingsofteachersandmutual research,thiscollaborationcanbeextendedtothe pupilsthemselvesandtheirfamilies.
DIFFICULTIES
Inconclusionitisonlyrighttorepeatwhathasbeen saidaboveabouttheconsiderabledifficultiesarising fromlegalandeconomicsystemsoperatingindifferent countrieswhichhindertheactivitiesoftheCatholic school,difficultieswhichpreventthemfromextending theirservicetoallsocialandeconomicclassesand compelthemtogivethefalseimpressionofproviding schoolssimplyfortherich.
AfterreflectingonthedifficultieswhichtheCatholic schoolencounters,wetunanowtothepracticalpossibilitiesopentothosewhoworkin,orareresponsible for,theseschools.
'SERIOUS'QUESTIONS
Thefollowingmoreseriousquestionshavebeen selectedforspecialcomment:organisationandplanning,ensuringthedistinctiveCatholiccharacterofthe school,theinvolvementofreligiousintheschool apostolate,theCatholicschoolinmissioncountries, pastoralcareofteachers,professionalassociations, theeconomicquestion.
CatholiceducationisinspiredbythegeneralprinciplesenunciatedbytheSecondVaticanCouncilconcemingcollaborationbetweenthehierarchyandthose whoworkintheapostolate.
Inconsequenceoftheprincipleofparticipationand co-responsibility,thevariousgroupingswhichconstitutetheeducationalcommunityare,accordingtotheir severalcompetencies,tobeassociatedindecision makingconcerningtheCatholicschoolandinthe applicationofdecisionsoncetaken,
SUBSIDIARITY
Itisfirstandforemostatthestageofplanningand ofputtingintooperationaneducationalprojectthat thisprincipleofthecouncilistobeapplied.
Theassigningofvariousresponsibilitiesisgoverned bytheprincipleofsubsidiarity,and,withreferenceto thisprinciple,ecclesiasticalauthorityrespectsthecompetenceoftheprofessionalsinteachingandeducation. Indeed,"therightanddutyofexercisingtheepostolateiscommontoallthefaithful,clericalandlay, andlaypeoplehavetheirownpropercompetencein thebuildingupofthechurch".
LAYINVOLVEMENT
Thisprinciple,enunciatedbytheSecondVatican Councilisparticularlyapplicabletotheapostolateof theCatholicschoolwhichsocloselyunitesteaching andreligiouseducationtoawell-definedprofessional activity.

Moreover,layinvolvementinCatholicschoolsis aninvitation"toco-operatemorecloselywiththe apostolateofthebishops",bothinthefieldofreligious instrnctionandinmoregeneralreligiouseducation whichtheyendeavourtopromotebyassistingthe pupilstoapersonalintegrationofcultureandfaith andoffaithandliving.
MANDATE
TheCatholicschoolinthissense,therefore,receives fromthebishopsinsomemannerthemandateofan apostolicundertaking.
Theessentialelementofsuchamandateis"union withthosewhomtheHolySpirithasassignedtorule God'schurch"andthislinkisexpressedespeciallyin overallpastoralstrategy.
"lnthewholedioceseoringivenareasofitthe co-ordinationandcloseinterconnectionofallapostolic worksshouldbefosteredunderthedirectionofthe bishop.Inthiswayallundertakingsandorganisation, whethercatechetical,missionary,charitable,social, family,educational,oranyotherprogrammeareserving:apastoralgoalwillbeco-ordinated.
PARENTS
Thisissomethingwhichisobviouslyindispensable fortheCatholicschoolinasmuchasitinvolves"apostolicco-operationonthepartofbothbranchesofthe clergy,aswellasofthereligiousandthelaity".
ThisistheframeworkwhichguaranteesthedistinctiveCatholiccharacteroftheschool.
Whilethebishop'sauthorityistowatchoverthe orthodoxyofreligiousinstructionandtheobservance ofChristianmoralsintheCatholicschools,itisthe taskofthewholeeducativecommunitytoensurethat adistinctiveChristianeducationalenvironmentis maintainedinpractice.
ThisresponsibilityapplieschieflytoChristianparents wileconfidetheirchildrentotheschool.Having chosenitdoesnotrelievethemofapersonaldutyto givetheirchildrenaChristianupbringing.
TEACHERS,ATMOSPHERE
Theyareboundtoco-operateactivelywiththe school-whichmeanssupportingtheeducational effortsoftheschoolandutilisingthestructuresoffered forparentalinvolvement,inordertomakecertain thattheschoolremainsfaithfultoChristianprinciples ofeducation.
Anequallyimportantrolebelongstotheteachers insafeguardinganddevelopingthedistinctivemission oftheCatholicschool,particularlywithregardtothe Christianatmospherewhichshouldcharacteriseits life>andteaching.
Wheredifficultiesandconflictsariseaboutthe authenticChristiancharacteroftheCatholicschool, hierarchicalauthoritycanandmustintervene.
THEAPOSTOLATE
Someproblemsarisefromthefactthatcertain religiousinstitutes,foundedfortheschoolapostolate, havesubsequentlyabandonedschoolworkbecauseof socialorpoliticalchangesandhaveinvolvedthemselvesinotheractivities.
Insomecasestheyhavegivenuptheirschoolsas aresultoftheireffortstoadapttheirlivesandmission totherecommendationsoftheSecondVaticanCouncil andtothespiritoftheiroriginalfoundation.
Itisnecessary,however,toreassesscertainargumentsadoptedagainsttheteachingapostolate.
Somewouldsaytheyhavechosena"moredirect" apostolateforgettingtheexcellenceandtheapostolic valueofeducationalworkintheschool.Otherswould appealtothegreaterimportanceoftheindividualover communityinvolvement,ofpersonaloverinstitutional work.
ABANDONMENT!
Theadvantages,however,ofacommunityapostolateintheeducationalfieldareself-evident. SometimestheabandonmentofCatholicschoolsis justifiedonthegroundsofanapparentfailuretogain perceptibleresultsinpursuingcertainobjectives.If thisweretrue,itwouldsurelybeaninvitationto undertakeafundamentalrevisionofthewholeconduct oftheschool,remindingeveryonewhoventuresinto educationoftheneedforhumilityandhopeandthe
convictionthathisworkcannotbeassessedbythe samerationalisticcriteriawhichapplytootherprofessions.
Itistheresponsibilityofcompetentlocalecclesiasticalauthoritytoevaluatetheadvisabilityandnecessity ofanychangetootherformsofapostolicworkwile. everparticularcircumstancesdictatetheneedfora reassessmentoftheschoolapostolate,keepinginmind theobservationaboveonoverallpastoralstrategy.
INMISSIONLANDS
TheimportanceoftheCatholicschoolapostolate ismuchgreaterwhenitisaquestionoftheforeign missions.Wheretheyoungchurchesstillrelyonthe presenceofforeignmissionaries,theeffectivenessof theCatholicschoolwilllargelydependonitsability toadapttolocalneeds.
Itmustensurethatitisatrueexpressionofthe localandnationalCatholiccommunityandthatit contributestothecommunity'swillingnesstocooperate.IncountrieswheretheChristiancommunity isstillatitsbeginningandincapableofassuming responsibilityforitsownschools,thebishopswillhave toundertakethisresponsibilitythemselvesforthe timebeing,butmustendeavourlittlebylittletofulfill theaimsoutlinedaboveinconnectionwiththeorganisifionoftheCatholicschools.
HUGEFIELD
Bytheirwitnessandtheirbehaviourteachersare ofthefirstimportancetoimpartadistinctivecharacter toCatholicschools.Itis,therefore,indispensableto ensuretheircontinuingformationthroughsomeform ofsuitablepastoralprovision.
Thismustaimtoanimatethemaswitnessesof Christintheclassroomandtackletheproblemsof theirparticularapostolate,especiallyregardinga Christianvisionoftheworldandofeducation,problemsalsoconnectedwiththeartofteachinginaccordancewiththeprinciplesofthegospel.
Ahugefieldisthusopenedupfornationaland internationalorganisationswhichbringtogetherCatholicteachersandeducationalinstitutionsatalllevels.
TEMPORALAFFAIRS
Professionalorganisationswhoseaimistoprotect theinterestsofthosewhoworkintheeducationalfield cannotthemselvesbedivorcedfromthespecificmission oftheCatholicschool.Therightsofthepeoplewho areinvolvedintheschoolmustbesafeguardedin strictjustice.
Hut,nomatterwhatmaterialinterestsmaybeat slakeorwhatsocialandmoralconditionsaffecttheir professionaldevelopment,theprincipleoftheSecond VaticanCouncilhasaspecialapplicationinthis context:
"Thefaithfulshouldlearnhowtodistinguishcarefullybetweenthoserightsanddutieswhicharetheirs asmembersofthechurch,andthosewhichtheyhave asmembersofsociety.Letthemstrivetoharmonise thetwo,rememberingthatineverytemporalaffair theymustbeguidedbyaChristianconscience."
EVANGELISATION
Moreover,"evenswhenpre-occupiedwithtemporal cares,thelaitycanandmustperformvaluablework fortheevangelisationoftheworld".
Therefore,thespecialorganisationssetuptoprotecttherightsofteachers,parentsandpupilsmustnot forgetthespecial-missionoftheCatholicschooltobe ofservice'intheChristianeducationofyouth."The laymanisatthesametimeabelieverandacitizen andshouldbeconstantlyledbyChristianconscience alone."
Inthelightofwhathasbeensaid,theseassociations, whilebeingconcernedfortherightsoftheirmembers, mustalsobealivetotheresponsibilitieswhichare partandparcelofthespecificapostolateofthe Catholicschool.
Catholicteacherswhofreelyacceptpostsinschools, whichhaveadistinctivecharacter,areobligedto respectthatcharacterandgivetheiractivesupportto itunderthedirectionofthoseresponsible.
ECONOMICSCENE
Fromtheeconomicpointofviewthepositionof verymanyCatholicschoolshasimprovedandinsome countriesisperfectlyacceptable.Thisisthecase wheregovernmentshaveappreciatedtheadvantages andthenecessityofapluralityofschoolsystems whichofferalternativestoasinglestatesystem.

Thesesolutionsareanencouragementtothose responsibleforCatholicschoolsincountrieswhere theCatholiccommunitymuststillshoulderavery heavyburdenofcosttomaintainanoftenhighly importantnetworkofCatholicschools.
TheseCatholicsneedtobeassured,astheystrive toregularisethefrequentinjusticesintheirschool situation,thattheyarenotonlyhelpingtoprovide everychildwithaneducationthatrespectshiscompletedevelopment,buttheyarealsodefendingfreedom ofteachingandtherightsofparentstochoosean educationfortheirchildrenwhichconformstotheir legitimaterequirements.
Tocommitoneselftoworkinginaccordancewith theaimsofaCatholicschoolistomakeagreatact offaithinthenecessityandinfluenceofthisapostolate. Onlyonewhohasthisconvictionandaccepts Christ'smessage,whohasaloveforandunderstands today'syoungpeople,whoappreciateswhatpeople's realproblemsanddifficultiesare,willbeledtocontributewithcourageandevenaudacitytotheprogress ofthisapostolateinbuildingupaCatholicschool, whichputsitstheoryintopractice,whichrenewsitself accordingtoitsidealsandtopresentneeds.
ThevalidityoftheeducationalresultsofaCatholic school,however,cannotbemeasuredbyimmediate efficiency.
InthefieldofChristianeducation,notonlyisthe freedomfactorofteacherandpupilrelationshipwith eachothertobeconsidered,butalsothefactorof grace.Freedomandgracecometofruitioninthe spiritualorderwhichdefiesanymerelytemporal assessment.
Whengraceinfuseshumanliberty,itmakesfreedomfullyfreeandraisesittoitshighestperfection inthefreedomoftheSpirit.ItiswhentheCatholic schooladdsitsweight,consciouslyandovertly,tothe liberatingpowerofgrace,FlatitbecomestheChristian leavenintheworld.
InthecertaintythattheSpirit'isatworkinevery person,theCatholicschooloffersitselftoall,nonChristiansincluded,withallitsdistinctiveaimsand means,acknowledging,preservingandpromotingthe spiritualandmoralqualities,thesocialandcultural values,whichcharacterisedifferentcivilisations.
Suchanoutlookoverridesanyquestionofthedisproportionbetweenresourcesavailable'andthenumberofchildrenreacheddirectlybytheCatholicschool; nothingcanstopitfromcontinuingtorenderitsservice.Theonlyconditionitwouldmake,asisitsright, foritscontinuedexistencewouldberemainingfaithfultotheeducationalaimsoftheCatholicschool, Loyaltytotheseaimsis,moreover,thebasicmotive whichmustinspireanyneededreorganisationofthe Catholicschoolinstitution.
IfallwhoareresponsiblefortheCatholicschool wouldneverlosesightoftheirmissionandtheapos-
vaticvalueoftheirteaching,theschoolwouldenjoy betterconditionsinwhichtofunctioninthepresent andwouldfaithfullyhandonitsmissiontofuture generations.
Theythemselves,moreover,wouldmostsurelybe filledwithadeepconviction,joyandspiritofsacrifice intheknowledgethattheyareofferinginnumerable youngpeopletheopportunityofgrowinginfaith,of acceptingandlivingitspreciousprinciplesoftroth, charityandhope.
TheSacredCongregationforCatholicEducation, tofosterthefullrealisationoftheaimsoftheCatholic school,extendsoncemoreitswannestandheartfelt encouragementtoallwhoworkintheseschools.There canbenodoubtwhateveroftheimportanceofthe apostolateofteachinginthetotalsavingmissionof thechurch.
Thechurchherselfinparticularlookswithconfidenceandtrusttoreligiousinstituteswhichhave receivedaspecialcharismoftheHolySpiritandhave beenmostactiveintheeducationoftheyoung.
Maytheybefaithfultotheinspirationoftheir foundersandgivetheirwholeheartedsupporttothe apostolicworkofeducationinCatholicschoolsand notallowthemselvestobedivertedfromthisby attractiveinvitationstoundertakeotheroftenseeminglymoreeffective,apostolates.
Alittlemorethantenyearsaftertheendofthe SecondVaticanCounciltheSacredCongregationfor CatholicEducationrepeatsthefinalexhortationof theDeclarationonChristianEducationtothepriests, religiousandlaypeoplewhofulfilltheirmissionin theCatholicschool.
Itreads:"Theyareurgedtoperseveregenerously intheirchosenduty,continuingtoinstillintotheir pupilsthespiritofChrist;letthemendeavourtoexcel intheartofteachingandintheadvancementof knowledge.Thustheywillnotonlyfostertheinternal renewalofthechurch,butwillsafeguardandintensify herbeneficialpresenceinthemodemworld,andabove all,intheworldoftheintellect."
Thisdocumentinnowaywishestominimisethe valueofthewitnessandworkofthemanyCatholics whoteachinStateschoolsthroughouttheworld.
In'describingthetaskconfidedtotheCatholic schoolitisintendedtoencourageeveryefforttopromotethecauseofCatholiceducation,sinceinthe pluralisticworldinwhichwelive,theCatholicschool isinauniquepositiontooffer,morethaneverbefore, amostvaluableandnecessaryservice.
Withtheprinciplesofthegospelasitsabidingpoint ofreference,itoffersitscollaborationtothosewho arebuildinganewworld-onewhichisfreedfrom ahedonisticmentalityandfromtheefficiencysyndrome ofmodemconsumersociety.
Weappealtoeachepiscopalconferencetoconsider andtodeveloptheseprincipleswhichshouldinspire theCatholicschoolandtotranslatethemintoconcrete programmeswhichwillmeettherealneedsofthe educationalsystemsoperatingintheircountries.
Realisingthattheproblemsarebothdelicateand highlycomplex,theSacredCongregationforCatholic Educationalsoaddressesitselftothewholepeopleof God.Intheeconomyofsalvationwepoorhumans mustconfrontproblems,suffertheirconsequencesand workmightandmaintosolvethem.
