MORNINGBREAK
TheMassbeganat10 o'clockinthemorning,and abreakwastakenat11.30 aftertheordinationceremony,toallowthenewly ordainedpriest,FatherDan Delaney,tobreakfastwith hisfamilyandfriends.
TheMassresumedat 1.30withtheOffertoryprocession,formedbyrepresentativesofeveryparishin thediocese.
Thereweregiftsinkind forthediocesancharities, applesfromPi'town,glass (Waterford)fromFerrybank,abagofcoalfrom Castlecomerand-thebig successoftheprocessiontwolargeloudlybleating lambsfromKilmoganny.
Thenewlyrestoredcathedral,withitsfineGothic archesandnewlyopened sanctuary,hasthebest acousticalsysteminIreland.
Itneededitfor,atthe endofMass,jestbefore thefinalblessing,thechairmenandassistantsfromall eightofthestudygroups fromthePastoralConference,presentedtheirreports toBishopBirchandlaid themonthealtar.

Thepresentdocumentdevelopstheideaofthis Declaration,limitingitselftoadeeperreflectionon theCatholicschool.
TheSacredCongregationforCatholicEducation isawareoftheseriousproblemswhichareanintegral partofChristianeducationinapluralisticsociety. Itregardsasaprimeduty,therefore,thefocusing ofanyattentiononthenatureanddistinctivecharacteristicsofschoolwhichwouldpresentitselfas Catholic.

CATHOLICSCHOOLS-CONTD.
TheChurchupholdstheprincipleofpluralityof schoolsystemsinordertosafeguardherobjectivesin thefaceofculturalpluralism.Inotherwords,she encouragestheco-existenpeand,ifpossible,the co-operationofdiverseeducationalinstitutionswhich willallowyoungpeOPletobeformedbyvaluejudgmentsbasedon'aspecificviewoftheworldand tobetrainedtotakenactivepartintheconstruction ofacommunitythroughwhichthebuildingofsociety itselfispromoted.
Thus,whilepoliciesandopportunitiesdifferfrom placetoplace,theCatholicschoolhasitsplacein anynationalschoolsystem.
RIGHTTOCHOOSE
ByofferingsuchanalternativetheChurchwishes torespondtotheobviousneedforco-operationina societycharacterisedbyculturalpluralism.
MEANSAVAILABLE
Tocurryouthersavingmission,theChurchesuses, aBoveall,themeanswhichJesusChristhasgivenher. Shealsousesothermeanswhichatdifferenttimes andindifferentcultureshaveprovedeffectivein achievingandpromotingthedevelopmentofthehuman person.
TheChurchadaptsthesemeanstothechangingconditionsandemergingneedsofmankind.In herencounterwithdifferingculturesandwithman's progressiveachievements,theChurchproclaimsthe faithandreveals"toallagesthetranscendentgoal whichalonegiveslifeitsfullmeaning".
Sheestablishesherownschoolsbecausesheconsidersthemasaprivilegedmeansofpromotingthe formationofthewholeman,sincetheschoolisa centreinwhichaspecificconceptoftheworld,of man,andofhistoryisdevelopedandconveyed.
CONTRIBUTION
TheCatholicschoolformspartofthesavingmission oftheChurch,especiallyforeducationinthefaith. Rememberingthat"thesimultaneousdevelopmentof man'spsychologicalandmoralconsciousnessis demandedbyChristalmostasapre-conditionforthe receptionofthebefittingdivinegiftsoftruthand grace",theChurchfulfillsherobligationtofosterin herchildrenafullawarenessoftheirrebirthtoa newlife.
ItispreciselyintheGospelofChrist,takingroot inthemindsandlivesofthefaithful,thattheCatholic schoolfindsitsdefinitionasitcommtotermswith theculturalconditionsofthetune.
CULTURALPLURALISM
Inthecourseofthecenturies"whileconstantly holdingtothefullnessofdivinetruth"theChurch hasprogressivelyusedthesourcesandthemeansof cultureinordertodeepenherunderstandingof revelationandpromoteconstructivedialoguewith theworld.
Movedbythefaiththroughwhichshefirmly believesherselftobeledbytheSpiritoftheLord, theChurchseekstodiscernintheevents,needsand hopesofourerathemostinsistentdemandswhich shemustanswerifsheistocarryoutGod'splan. Onesuchdemandisapressingneedtoensurethe presenceofaChristianmentalityinthesocietyof thepresentday,marked,amongotherthings,by culturalpluralism.
MATERIALISM
ForitisChristianthoughtwhichconstitutesasound criterionofjudgmentinthemidstofconflictingconceptsandbehaviour:"ReferencetoJesusChrist teachesmantodiscernthevalueswhichennoble fromthosewhichdegradehim." Culturalpluralism,therefore,leadstoChurchto reaffirmhermissionofeducationtoinsurestrong characterformation. Herchildren,then.willbe capablebothofresistingthedebilitatinginfluenceof relativismandoflivinguptothedemandsmadeon thembytheirBaptism.
ItalsostimulateshertofostertrulyChristianliving andapostoliccommunities,equippedtomaketheir ownpositivecontribution,inaspiritofco-operation, tothebuildingupofthesecularsociety. ForthisreasontheChurchispromptedtomobilise hereducationalresourcesinthefaceofthematerialism,pragmatismandtechnocracyofcontemporary society.

Moreover,inthiswayshehelpstopromotethat freedomofconscienceandtheparentalrighttochoose theschoolbestsuitedtoparents'educationalpurposes. Finally,theChurchisabsolutelyconvincedthat theeducationalaimsoftheCatholicschoolinthe worldoftodayperformanessentialanduniqueservice fortheChurchitself.Itis,infact,throughtheschool thatsheparticipatesthetotalformationofman.
TheabsenceoftheCatholicschoolwouldbea greatlossforcivilisationandforthenaturaland supernaturaldestinyofman.
PROBLEMS
Inthelightofhermissionofsalvation,theChurch considersthattheCatholicschoolprovidesaprivileged environmentforthecompleteformationofhermembers.andthatitalsoprovidesahighlyimportant servicetomankind.
Nevertheless,sheisawareofthemanyproblems thatexistandobjectionsthataremadeagainstCatholic schoolssometimesregardingtheveryvalidityoftheir existenceandtheirfunctions.
Theissueisreallypartofamuchwiderproblem whichfacesallinstitutionsmsuchinasocietyasthe present,characterisedbyrapidandprofoundchange.
'CENTRAL'OBJECTIONS
InthedebateaboutCatholicschoolstherearesome easily'identifiablecentralobjectionanddifficulties. Theseneedtobehomeinmindifdiscussionisto berelevanttotheactualsituationanditteachersare tomakeaseriousattempttoadapttheirworktothe needsofthecontemporaryworld.
Inthefirstplace,manypeople,bothinsideand outsidetheChurch,motivatedbyamistakensense ofthelayroleinsecularsociety,attackCatholic schoolsasinstitutions.
Theydonotadmitthat,apartfromtheindividual witnessofhermembers,theChurchalsomayoffer witnessbymeansofherinstitutions,forexample, thosededicatedtothesearchfortruthortoworks ofcharity.
OthersclaimthatCatholicschoolsmakeuseofa humaninstitutionforreligiousandconfessionalpurposes.
Christianeducationcansometimesrunintothe dangerofaso-calledproselytism,ofimpartingaonesidedoutlook.ThiscanhappenonlywhenChristian educatorsmisunderstandthenatureandmethodsof Christianeducation.
Completeeducationnecessarilyincludesareligious dimension.Religionisaneffectivecontributionto thedevelopmentofotheraspectsofapersonalityin themeasureinwhichitisintegratedintogeneral education.
'NEAR-SIGHTEDNESS'
Accordingtoothers,Catholicschoolshaveoutlived theirtime;-asinstitutionstheywereanecessary substituteinthepastbuthavenoplaceatatime whencivilauthorityassumesresponsibilityforeducation.
Infact,astheStateincreasinglytakescontrolof educationandestablishesitsownso-calledneutral andmonolithicsystem,thesurvivalofthosenatural communities,basedonasharedconceptoflifeis threatened.
Facedwiththissituation,theCatholicschooloffers analternativewhichisinconformitywiththewishes ofthemembersofthecommunityoftheChurch.
Insomecountries,Catholicschoolshavebeen obligedtorestricttheireducationalactivitieso wealthiersocialclasses,thusgivinganimpressionof socialandeconomicdiscriminationineducation.But thisoccursonlywheretheStatehasnotweighedthe advantagesofanalternativepresenceintheirpluralisticsociety.
Fromsuchnear-sightednessconsiderabledifficulties havearisenforCatholicschools.
RESULTS
Alliedtothesepoints,objectionsareraisedconcerningtheeducationalresultsoftheCatholicschool. Theyaresometimesaccusedofnotknowinghowto formconvinced,articulateChristiansreadytotake theirplaceinsocialandpoliticallife.
Every.educationalenterprise,however,involvesthe riskoffailureandonemustnotbetoodiscouraged byapparentorevenrealfailures,sincethemarevery manyformativeinfluencesonyoungpeopleandresults oftenhavetobecalculatedonalong-termbasis. Beforeconcludingthesecommentsontheobjections raisedagainstCatholicschools,onemustremember thecontextinwhichcontemporaryworkinthefield ofeducationisundertaken,andespeciallyinthe Church.
STAFFANDFINANCE
Theschoolprobleminourrapidlychangingsociety isseriousforeveryone.TheSecondVaticanConned hasencouragedamoreopenmindedapproachwhich hassometimesbeenmisrepresentedintheoryand practice. Therearedifficultiesintheprovisionofadequate staffandfinance. Insuchasituationshouldthe Churchperhapsgiveupherapostolicmissionin Catholicschools,assomepeoplewouldlikeherto do,anddirectherenergytoamoredirectworkof evangelisationinsectorsconsideredtobeofhigher priorityormoresuitedtoherspiritualmission,or shouldshemakeStateschoolsthesoleobjectofher pastoralactivity?
Suchasolutionwouldnotonlybecontrarytothe directivesoftheVaticanCouncil,butwouldalsobe opposedtotheChurch'smissionandtowhath expectedofherbyChristianpeople.Whatfollows emphasisesthisfact.
COMMONDIFFICULTIES
TounderstandtherealnatureoftheCatholicschool onecannotdivorceitfromwidermodernproblems concerningschoolsingeneral. Apartfromtheideasadvancedbythepromoters ofde-schooling-atheorywhichnowseemsofminor significance-contemporarysocietytendstoplace greaterimportancethaneveronthespecificfunction oftheschool:itssocialsignificance(parentalparticipation,increaseddemocratisation,equalityofopportunity);itstendencytoco-ordinateandeventually includetheeducationalworkofotherinstitutions;the extensionofthestatutorydurationofattendanceat school.
GENERALPURPOSE
Tounderstandfullythespecificmissionofthe Catholicschoolitisessentialtokeepinmindthe basicconceptofwhataschoolis;thatwhichdoes notreproducethecharacteristicfeaturesofaschool cannotbeaCatholicschool.
Acloseexaminationofthevariousdefinitionsof schoolandofneweducationaltrendsateverylevel, leadsonetoformulatetheconceptofschoolasa placeofintegralformationbymeansofsystematic andcriticalassimilationofculture.
Aschoolis,therefore,aprivilegedplaceinwhich. througha.livingencounterwithaculturalinheritance. integralformationoccurs.
RELATINGTOLIFE
Thisvitalapproachtakesplaceintheschoolin theformofpersonalcontactsandcommitmentswhich considerabsolutevaluesinalife-contextandseekto insertthemintoalife-framework. Indeed,cultureisonlyeducationalwhenyoung peoplecanrelatetheirstudytoreal-lifesituations withwhichtheyarefamiliar.Theschoolmuststimulatethepupiltoexercisehisintelligencethroughthe dynamicsofunderstandingtoattainclarityand inventiveness.
Itmusthelphimspelloutthemeaningofhis experiencesandtheirtruths. Anyschoolwhich neglectsthisdutyandwhichoffersmerelypre-cast conclusionshindersthepersonaldevelopmentofits pupils.
FROMWITHIN
Fromthisitisclearthattheschoolhastoreview itsentireprogrammeofformation,bothitscontent andthemethodsused,inthelightofthatvisionof therealityfromwhichitdrawsitsinspirationandon whichitdepends.
Eitherimplicitreferencetoadeterminedattitude tolife(Weltanschauung)isunavoidableineducation becauseitcomesintoeverydecisionthatismade. Itis,therefore,essential,iffornootherreasonthan foraunityinteaching,thateachmemberoftheschool communityAlbeitwithdifferingdegreesofawareness adoptsacommonvision,acommonoutlookonlife, basedonadherencetoascaleofvaluesinwhichhe believes. Thisiswhatgivesteachersandadultsauthorityto educate.Itmustneverbeforgottenthatthepurpose ofinstructionetschooliseducation,thatis,the developmentofmanfromwithin,freeinghimfrom thatconditioningwhichwouldpreventhimfrom becominga

Preciselybecausetheschoolendeavourstoanswer theneedsofasocietycharacterisedbydepersonalisationandamassproductionmentalitywhichsoeasily resultfromscientificandtechnologicaldevelopments, itmustdevelopintoanauthenticallyformational school,reducingsuchriskstoaminimum. Itmustdeveloppersonswhoareresponsibleand inner-directed,capableofchoosingfreelyinconformitywiththeirconscience.
Thisissimplyanotherwayofsayingthattheschool isaninstitutionwhereyoungpeoplegraduallyteam toopenthemselvesuptolifeasitis,andtocreate inthemselvesadefiniteattitudetolifeasitis,and tocreateinthemselvesadefiniteattitudetolifeas itshouldbe.
