Adeputationfromthe ParentsandFriendsFederationofVictoriaaskedthe Premier,theHon.H.E. Bolte,M.L.A.,"totakeimmediateactiontoliftthefinancialblockadewhichwas steadilystranglingthemajorityofthenon-GovernmentschoolsinVictoria."
Aconferenceoverthe weekendformedtheAustralianParents'Councilforthe AdvancementofEducation, itspurposebeingtoco-ordinatetheactivitiesofState organisationswhichare seekingjusticefortheindependentschools.
Thedeputationfromthe ParentsandFriends'FederationmetthePremieron Wednesday,October24.It consistedofMr.J.B. Schweigert(president),Mrs. L.A.O'BrienandMr.K. Maine(vice-presidents),Mr. C.F.Gartland(secretary) andMr.P.I.Pryke(treasurer).
NEEDLESSOUTLAY
IftheGovernment'spresentpolicyweretocontinue theStatewouldbeinvolved inaheavyandneedlessoutlaytoaccommodatethose childrenwhocouldnotfind placesinthenon-Governmentschools,Mr.Boltewas told.Forexample,in1963, theVictorianGovernmentalmostcertainlywouldhaveto spendinexcessoff250,000, inthemetropolitanarea alone,merelytoaccommodateandteachthePreparatoryGradepupilswhocould notbetakenattheCatholic schools.Asthiswasacumulativeproblem,itwould continuetoincreaserapidly
andbecomemoredificultto solveeachyear. ThePremierwasasked how,asTreasurer,hecould possiblyjustifythisneedless wastewhenagranttothese schools-eitherdirectlyor indirectlythroughtheparents-wouldenaThethemto cope?Itwasnolongera questionofwhethertheState wouldhavetospendthis money,butofhowtospend itmostwiselyandadvantageously.
RESULT
Theonlyresultofcontinuingthisblockadecouldbe theovercrowdingofthe Stateschoolsinthecritical areas,therudeawakening andrenewedfrustrationof theStateschoolparentsconcerned,andafeelingofincreasinghostilityinthe Catholicsectionofthecommunity,thedeputationemphasised.
ThePremierindicatedthat hewasseriouslyconcerned aboutthisproblemandits overalleffectontheState andagreedthatthemost economicalapproachforthe Statewouldbetoensurethat thenon-Governmentschools couldcontinuetomeetsatisfactorilythefuturedemands madeuponthem. TheAustralianParents CouncilfortheAdvancementofEducationisthe
conceptionofameetingheld atGottlburnatthetimeof theclosingofCatholic schoolstherefourmonths ago.

RepresentedattheMelbourneconferencewerethe ParentsandFriends'FederationsofVictoriaandWest AustraliaandtheAssociationforEducationalFreedom(NewSouthWalesand theAustralianCapitalTerritory.)
Thetwentydelegateswere allmen.Thechairmanwas Mr.A.Taylor,ofWagga Wagga. Inastatementissuedon Monday,Mr.C.F.Gartland Victoria,)whoistreasurer ofthenewly-formedFederal body,saiditsaimwasnot toreplaceStatebodies,becauseatthemomenteducationwasaStateconcern. buttoco-ordinatetheactivitiesoftheseparategroups andtogivethemaFederal voice.Theorganisationwas opentoallsectionsrepresentingindependentschools.

ROME:Fiftyyears agotherenewalof Catholicworshipwas initsinfancy.CongregationalparticipationintheMass alreadyhadtheencouragementofPope St.PiusXandthe firsthaltingstepsin liturgicalchange wereunderway.
In1912nobishop,priest orlaymancouldhaveimaginedthatin1962theentire bodyofCatholicbishops wouldmeetinageneral counciltodiscuss,among otherthings,thethorough restorationofworshiptoits propervigourandunderstandingintheChurch.And thestrikingnewsfromthe SecondVaticanCouncilwas thattheliturgywasfirston theagendafortheconsiderationanddecisionofthe bishops.
Thisunexpectedannouncementthatliturgywasthe firstmatterforstudybythe Councilhasmanyexplanations.Theliturgyisinfact thepublicprayerlifeofthe Church,theexpressionof Christianfaithandpiety. Butthesubjectalsotakes thisplacebecauseofthe tremendousgrowthinthe pastfiftyyears.
PopePiusXIIcalledthis development,genera11y knownastheliturgical movement,"asignofthe workingoftheHolySpirit intheChurch."Onthesurfaceitincludesallthegrowingresponse,hymnsand commonrecitationof prayersbythepeopleat Mass,thesacramentsand otherservicesofworship. Onlyafewyearsagothe dialogueorspokenMass seemedanovelty.Todayit isonlylogicalthatallthe congregationofbishopsand otherspresentshouldrecite theGloria,Sanctus,Lord's Prayer,etc.,inunionwith thecelebrantasthedaily sessionsoftheCouncilbegin withMass.Afewyearsago, atleastinmostplaces,Mass celebratedwiththepriest facingthepeoplewasconsideredaninnovationora historicalrestoration.Like thespokenorcongregationallyrecitedMass,Massfacingthepeopleisneitherinnovationnormererestoration.
Inbothcasesthepurpose isasimpleone-hinvolve thecongregation,allthe congregation,intheChur-h's Publicworship.IfthepatternoftheMassesatthe Councilisfollowed,the peopleatlargewillappreciatethestatementsinthe missal-thatMassis"offeredtoGodinthenameof ChristandoftheChurch," andthatthenatureofMass demandsthat"allwhoare presentshouldparticipate, each.one.taking.his.own properpart."
EversinceHisHoliness PopeJohnXXIIIsaidin July,1960,thatthebasic principlesoftheliturgical reformwouldbeconsidered bytheCouncil,therehas beengreatexpectation,first, ofchangesintheliturgy's formsandprayers,butalso ofrealencouragementfor greatereducationalandinstructionaleffortsbypriests andteacherssothatthe Catholicpeoplewillknow theirpartanddotheirpart inthepublicworshipof God.
Atthesametime,evenif theCouncildidnottreatthe subjectorevenifitoffers littlemorethanexhortation, thepatternofliturgicalde-

cateclearlythatpriests mustinstructthepeoplein themeaningofwhatthey do,priestsandpeopletogether.
Inanotherexample,fresh inthemindsofthebishops becausethenewversionwas authorisedbyPopeJohn onlylastJanuary,priests havebeendirectedtoexplainthevariousbleszings orconsecrationsofchurches, altars,cemeteriesandthe likeinakindofpastoral preparation.
Ifthebishopsmerelyacceleratethisplanofliturgicalrenewaltheywillhave accomplishedmuch.They canhardlygetdowntodetailsofprayertextsatMass, thegreatervarietyin EpistlesandGospelsat Massthathasbeensooften suggested,etc.Buttheycan openthedoorstosuchdesirableprogress,tostimulate thefaithandpietyofallthe membersoftheChurch.
Allthishasaspecial meaninginviewofthe Pope'sdesirethattheInner renewalofChurchlife shouldbeafirststepin makingtheChurchbetter understoodandadmiredby thoseseparatedfromit.OrthodoxandProtestantobserversattheCouncilare verymuchinthemindsof all,anditisclearthatnothingcanmaketheChurl' morecomprehensibleandin factmoreattractivethana renewedandvitallifeof Catholicworship.
Theliturgyistheactof religionandtheworkof worship.TherecentPopes havetriedtopurifyitsforms andtoclarifyitsstructures, togivearoletoallthe "prayingpeopleofGod." NowtheApostolicCollege, BishopsoftheHolyCatholic Church,takeupthetaskin theirsolemnassemblies.

TheCouncilPressOffice saidinabulletinthatthe liturgywasscheduledas thefirsttopicbecausethe workoftheCouncilis directedprimarilytowards thetaskofaninternalrenewaloftheChurch Theprojectonthesacred liturgyconsistedofaprefaceandeightchapters.
THEFIRSTCHAPTER outlinedthegeneralprinciplesforrenewalandpromotionoftheliturgy.It explainedthenatureand importanceoftheliturgy inthelifeoftheChurch andthendealtwithliturgicalformationandwith participationofthefaithfulintheliturgy,outlining therulesandgeneralprincipleswhichmustberespectedforrenewaland reform.Itendswithparagraphsconcerningliturgicallifeinthedioceseand intheparishandwith waysofpromotingpastoral action.
CHAPTERTWOdeals iththemysteryofthe Eucharist,theHolyMass andwithsacramentalconcelebration.

Afterthelistswereread, showingthat42nationsare representedbythe160 electedFathers,Cardinal Larraona,presidentofthe CommissiononSacredLiturgy,spoke.Hemadea numberofdeclarationson thesubjectoftheliturgy andthenyieldedtoFather Ferd,inand°Antonelli O.F.M.,secretaryofthe commission,whoreadthe projectproposedforthe firstdiscussion.
Inexplainingwhythe Counciltookuptheliturgy first,theCollfrilPress Officesaid:"Theworkof Redemption,pre-anrounc. edbyGodintheSacred Scriptureandfulfilledby Christ,iscontinuedinthe Churchchieflythroughthe liturgy,throughtheSacrificeoftheCrossperpetuallyrenewedonthealtar, throughthesacraments andthroughdailytribute ofpublicprayer."
ThePressOffice'sbulletinsaidthatliturgycould bedefinedas"worship renderedtoGodbythe Church.Itisnotonlyan externalandsensiblepart ofthedivineworshiporan instructive ceremonial; neithercanitbeconsideredasasimplecollectionofthelawsandpreceptsthroughwhichthe ecclesiasticalhierarchy governstheactsofworship.Thoughnotcombiningwithinitselfthewhole activityoftheChurch,liturgyisthefontfrom whichgraceflowsandis theterminustowhich Thesessionbeganwithsoulsaredirected."

ThefirstCatholicconsecrationofaBishopinSwedensincetheReformation tookplaceinStockholmon September21.AstheProCathedralofStockholmwas toosmalltoaccommodate allwhoattendedtheceremony,theconsecration,with thepermissionofthemagistrate,tookplaceinthe "BlueHall'oftheStockholmTownHall.
BishopTaylormadehis firstpublicappearanceinthe DioceseofStockholmwhen hecelebratedPontificalMass ofGothenburgontheoccasionoftheCentenaryofthe establishmentoftheparish inthatcity.Upto1862 publicworshipinSweden wasrestrictedtotheLutheranStateChurch.
WiththeApostolicDelegate,asCo-consecrator,was BishopFultonJ.Sheen,NationalDirectorofthePropagationoftheFaithinthe UnitedStates.
