Thefirstgeneralcongregationwassupposedtoelect the160bishopswhowill directtheworkoftheten CommissionsoftheCouncil. Theimportanceofthemakeupofthesecommissions couldnotbeover-emphasised.MonsignorFelice,the secretary-generalofthe Council,distributedtoall delegatesalistofthemembersandconsultantsofthe preparatorycommissions.
Forbishopswhohavecome fromfarandwideandwho havehadalmostnoopportunitytogettoknowother bishops,itwouldbealltoo easytonominatetodirect thecommissionsthosewho haddonethepreparatory workineachoftheten subjectstobediscussed.
Butcertainbishopssawin thisadangerofreinforcing thecentralbureaucracyof theChurch,ofmakingthe Councilamererubbet stampfordecisionsreached beforehand.
Thedaybeforethefirst generalcongregationwas oneoffeverishmeetings.
TheArchbishopofLille, CardinalLeinart,deanof
theFrenchhierarchy,known forhissupportoftheworkerpriests,oftheMissionof FranceofPontignyandfor hiscondemnationofthetortureinflictedduringthe Algerianwar,tooktheinitiative.Hecalledmostof theFrenchdelegatestoa meetingheldattheFrench Embassy.TheBasqueand Catalanbishops,whoseoutlook,aswasshownatthe timeoftheSpanishstrikes, isclosertothatofthe Frenchbishopsthantothat oftherestoftheSpanish hierarchy,werealsoatthis meeting.
Consultations
Atthesametime,the BishopofMalines,Cardinal Suenens,summonedtheBelgianhierarchytoameeting intheBelgianseminary, andtheGermanbishopsmet asdidtheDutch. Theresultoftheseconsultationswasseenthenext morning.Assoonasproceedingsbegan,Cardinal Lineartspokeagainstthe proposedimmediatevote andCardinalFringsof Colognemovedaformal noticeofpostponement,supportedbyCardinalKoenig, ArchbishopofVienna,CardinalAlfink,Archbishopof Utrecht,andCardinalDoepfner,ArchbishopofMunich, representingtheFrench, GermanAustrianandDutch hierarchies.

Anindicationoftheofficialattitudeheretowards thepublicationofsuchpetitionswasthatthefollowing

TheonlyEnglishbishop whohasinvitedtheopinion ofhispeopleaboutthe CouncilisBishopThomasL. Parker,ofNorthampton.In August,heaskedforviews onthepossibleadditionof St.Joseph'snameinthe Mass.TheBishopsaidthis questionwillbeonthe agendaoftheCouncil.The laityandclergyoftheNorthamptondiocesehaduntil theendofSeptembertolet himknow.
TheApostolicDelegatein London,ArchbishopGerald O'Hara,toldapublicmeetinginLondonlastMaythat ahighlightoftheCouncil mightbethecanonisationof the40MartyrsofEngland andWales,whosecausewas resumedattheVaticanin 1960. Hisstatementarousedtremendousexcitementatthe packedannualmeetingof theGuildofOurLadyof Ransom,whichseeksthereconversionofEngland.
In1960,theHolySeedecidedattherequestofthe EnglishBishopstostudythe canonisationcauseofforty oftheoutstandingbeatified martyrsoftheReformation inthiscountry.Theforty priests,Religiousandlay menandwomencoverthe wholepersecutionperiodfrom1535,inthereignof KingHenryVIII,to1679, nearly150yearslaterunder KingCharlesII.
Britainhasproducedno canonisedsaintfor400 years.TheonlytwoBritish saintstobecanonisedsince theReformationareSt. JohnFisherandSt.Thomas More,bothofwhomwere martyredin1535andwere canonisedtogetherin1935.

Inasermontheprevious December,theCardinalsaid itwouldbeamistaketo focusallattentionaboutthe forthcomingCouncilonthe questionofChristianunity. Wereyouevercaughtinthemiddleofa busystreetwithcarswhizzingbyinboth directions?,Foramoment,youcouldgo neitherrightnorleft,buthadtostandthere helplessbuthopeful.
SomanymodernCatholicyouthgiveyoutheimpressionofbeingcaughtbetweenmodernityandtheir religion.Thisseemsespeciallytrueinregardtodating andpre-marriagepractices.
Theemphasistodayseemstobeontherecreational aspectsofsex.Foracoupleenadatethethemeseems tobethateachhasarighttqenjoywhattheotheris willingtogive.
Certainconventionsshouldbeobserved-thecosiness ofanautomobileusuallytakescareoftheprivacyrule -andcertainprocedureshavetobefollowed-thegirl hastobewonandtheboydoesthewinning-amovie andasnackhelpouthere.Buttheideathatthere mightbesomethingwrongwitha"little"neckingor pettingonadateisridiculed.
"STOP-WATCHMENTALITY"
ButtheChurchsays,sometimeslike"thevoiceofone cryinginthedesert,"thatneckingandpettingare expressionsoflovereservedtothemarriedandthat whensinglepeopledeliberatelyindulgeinthem,they arecommittingaserioussin.
TheCatholicyouthofthedayseemstofindhimself caughtinthemiddle.Ifhedoesnotfollowtheaccepted courtshippatterns,theridiculeofthegangorinher, casethelackofinvitationscanmakeforalonely. existence,ThismightbewhysomanytrytocompromiseandbealittlemodernandalittleCatholic.
Take,forinstance,whathasbeenaptlydescribedas the"stop-watchmentality"-"Howfarcanyougo, Father,beforeitbecomesasin?"Ifsomeonecould inventasimpletimingorcomputingdevicethatcould mixinsuchdiverseelementsastimeofnight,timeof week,season,age,blood-pressure,presenceofalcohol, food,romanticmusic,fullmoonondancingwaters,etc., andturnitoutinhisandherversions,wemightcome upwithasimpleanswertothatquestionandinthe processmakeamillionortwodollars.
YOUTH'SDILEMMA
Onecanalmostimaginethescientificallyoriented Catholiccoupleofasucceedinggenerationgoingout onadateloadeddownwithcomputingequipmentto cluetheminonthedegreeofphysicalexpressionof affectionallowedwhileflyingovercloudseven. Rathermorefamiliarwas theBachGminorsonatafor unaccompaniedviolinthough thesearemoreoftencalled suites.Ricciplayedwith greatinsightandintegrity,
fullyrealisingBach'sgreatness. Aftertheintervalcame Prokotiev'sSonataNo2in Dmajorwhichwasnew,I fancy,tomostofus;this workwasfullofvigourwith abeautifulslowmovement, fullofpoetry.Bothinthis andintheBeethoven,the pianistRaymondLambert, wasaveryablepartnerto Ricci.
ThelastworkwasPaganini'sVariationsonthetheme, 'Nelcorpiunonmisento,' composedtobaffleallother fiddlersthanhimself.Two ofthevariationscallforbowingwiththerighthandand, ofcourse,fingeringwiththe left,whilethelefthandalso accompaniestherighthand bypluckingthestrings. TheCommoneaIt Governmentwillbeasked tomakeanannualallocationequivalenttoasmall percentageofthenational incometohelpcombat worldhunger.
ThePresidentoftheAustralianNationalCommittee oftheFreedomfromHunger Campaignsaidthislastweek followingaconferenceof campaignchairmeninSydney.
Theconferencedecided thatthepresident,Mr.Hobbin,shouldseekameeting withthePrimeMinister,Mr. Menzies,todiscusstheproposal.
"OurcommitteeappreciatesthattheCommonwealth Governmenthasalready donemuchtoassistthe driveagainsthunger,but theimmensityoftheproblemcallsforanaccelerated effort,"saidMr.Hobbin.
"Hungerhasblightedthe worldforcenturies,andcan only"Seeliminatedbya concentratedattacklasting manyyears.Theproposed CommonwealthGovernment allocationwouldbeavery wiseinvestmentinAustra-
lia'slong-termeconomicand militarysecurity.Hungry andimpoverishedpeople makepoorcustomersforour tradeandcouldimperilour wholewayoflife."
TheFreedomfromHunger conferenceconcernedan earlierdecisiontoholda nationaldoorknockdriveat theendofMaynextyear. BecauseofdifferentState laws,thedrivewillnotbe carriedoutonthesameerryineveryState.
TheconferencealsodecidedtourgeallStateeducationalauthorities,includingadulteducationdepartments,toincludethestudy offoodandpopulationproblemsintheirsyllabuses.
Mr.Hobbinsaidthatthis decisionfollowedrecommendationsmadeattwe FreedomfromHungercampaignconferenceswhichho attendedearlierthismonth inKualaLumpurandRome.
