ROME.-ARussian-bornpriestwhodisappearedearlierthis monthinHelsinki,Finland,hadlongconsideredhimselfamarked manintheeyesoftheSoviets,acolleaguesaidinRome.
Accordingtothissource,FatherIvanKornievskyhad forsometimeexpectedwhatpresumablyhappenedto himinHelsinki-hiskidnappingandhisprobablesecret transportbacktoRed-ruledRussia.
ThiswasdisclosedinRomebyanotherRussianpriest whoknewFatherKornievskyintimatelyduringhis yearsofstudyinRome.
"Heknewhewasbeing watched,"saidthepriest, whoaskedthathisnamenot bemadepublilc,"because myparentsareinRussia."

Thedelegatesstressedalsothat"thebuildingof Europeisincompatiblewithacertainconceptionof statesovereigntyconsideredasanabsolute."
Statingthatsuchaconceptisinoppositionto Christiandoctrine,theyaddedthatinthenameof thecommoninterestofEurope"itisimportantfor thenationalstatestoagreetolimitsontheir sovereignty,bothcontractualandinstitutional."
Thedelegateshammeredatthethemethatwhile thenationsofEuropemustaideachother,they mustalsorealisetheirobligationtopeoplesliving outsideofEurope.
THEEUROPEANCOMMUNITYcannotbea Europeclosedinuponitself,consideredasan endinitself.Itisameans,astageindevelopment,bothforEuropeansconsideredaspersons andfortheworldcommunitytowardswhichone mustwork.
EUROPEmustavoidclaimingsacredegotism.It isgovernedbythelawsofexchangeandby invitationstogenerosity.Itmustopenoutonto theworldandopenitselftotheworld.
AEUROPEANCOMMUNITYisaEuropewhich undertakestoreducetheinequalitiesofdevelopmentbetweenthedifferentEuropeannationsand thedifferentregionsofthesenationsbya plannedemploymentofitsspaceandeconomy.
ThedelegatescitedtheimportanceofaninformedEuropeanpublicopinion.Theypointed outthattheformationofsuchapublicopinionis theresponsibilityparticularlyofteachersandthose engagedinmassmediacommunications.
"Teachersandjournalistsbearresponsibilities whichtheyhavenorighttoshirk,"thedelegates emphasised.
Inthisconnection,thepresidentoftheFrench SocialWeek,AlainBarrere,saidinaspeechthat theprimaryroleofdelegatestothesocialweeks istoteach,andnottobecomeembroiledinheated controveriesonthepoliticalconstructionofEurope.
Itwasannouncedthatthe1963FrenchSocial WeekwillbeheldinCaen,France.Itwillstudy problemscausedbydemocratisationincontemporarysocieties.
THESTATEOFPOLITICSINPERU
ByFATHERVINCENTT.MALLON,M.M.,inPeru.LIMA:TheexileofformerPresidentManuelPrado,whoshowedspecialfriendshipfor theChurchduringhisterminoffice,hasagainfocusedattentiononPeru'spoliticalcrisis.
PresidentPradowasforcedoutofofficeonJuly18 bythemiltaryjuntanowrulingthisSouthAmerican nation.HewasheldonboardaPeruvianwarshipuntil histermexpiredonJuly28.Thenexxtdayhewas releasedandleftforEurope.
Duringhisterm,whichstartedin1956,hehelpedto makegovernmentlandsavailableforthebuildingof Church-runschools,hospitalsandothercharitableinstitutions.Hegaveeveryfacilitytoencourageforeign missionariesto'workinPeru.Hefosteredandsecured legislationtogivethevotetoReligiousforthefirsttime inthecountry'shistoryandtoallowforeign-born prieststobecomebishops.
ForeigndiplomatsstationedinLimaaregivingArchbishopCarboni,ApostolicNunciotoPeru,creditfor preventingreprisalsagainsttheformerPresident. Newspapershavecarriedphotographsandstorieson thevisitstothejuntabytheNuncioduringPrado's imprisonment,andinformedsourcesindicatethatthe Nuncioconvincedthemilitarygovernmentthatitwould beeasiertosecurerecognitionbyforeignpowersifit didnotactharshly.
Prado,althoughhefavouredtheChurch,waselected in1956onlywiththehelpofA.P.R.A.(American PopularRevolutionaryAlliance),foundedin1924by theradicalleader,VictorHayadelaTorre.Overthe yearsA.P.R.A.hadswungfromapositiononthefar lefttomiddle-of-the-roadpolicies,buthasremaineda secularistpartywhichnotonlyignorestheChurchbut wantstoseeitlessinfluentialinPeruvianlife,particularlyintheeducational,socialwelfareandhealthfields.
A.P.R.A.isamajorfactorinthenation'scurrent politicalcrisis,whichgrewoutofitsJune10presidentialelectionsinwhichnocandidatewonenough votes-athirdofthetotal-tobeelected.Thepresence ofsevencandidatesmadeitalmost-e;tainthatnoone couldwin.
ARMYWORKEDTOVOIDELECTIONS
Haya,however,lookedlikethestrongestpossibility inthecampaignbeforetheelection.Buthewasbitterly opposedbytheArmy,notsomuchonideological groundsasbecausemanyofficershadbeenkilledinan A.P.R.A.uprising30yearsago.Thusevenbeforethe elections,theoppositionbeganclaimingfraudbecause itwasafraidHayswouldwinandwantedtolaythe groundworkforafuturevoidingoftheelection.
Publicly,theChurchstayedoutofthecampaign, althoughthesmallandpoorlyorganisedChristian Democraticpartydiditsbesttorepresentitselfasthe voiceofthecountry'sCatholics.Itwononlyfiveper centofthevote.
FewupperclassCatholicsbackedA.P.R.A.,although theparty'srankandfilelookonthemselvesasCatholics forthemostparty.Theyappeartobenomoreorless Catholicthantherankandfileofotherparties. Peruvianpolitics,however,isbuiltbytradition mainlyonthebasisofpersonalitiesratherthanwellorganisedparties.Theonlyorganisedpartyinthe countryisA.P.R.A.
MostCatholicsoftheupperclass,whichhaslong ruledPeru,linedupbehindeitherformerPresident ManuelOdriaorFernandoBelaunde,founderofthe newmoderateleftistPopularActionparty.
CatholicsbackingOdriarememberedthathehad favouredtheChurchduringhisadministrationand werealsoabitafraidoftheleftistswhowererunning
forCongressonBelaunde'sticket.Congressionalelectionswereheldinconjunctionwiththepresidential balloting.
Belaunde,however,wonsomeCatholicsupportby promisingtointroduceneededsocial'reforms.
TheJune10votingwasorderly,butcriesoffraud grewlouderafterA.P.R.A.won14.000morevotesthan anyotherpartyeventhoughitfellshortofthethirdof ballotsnecessarytoelectHaya.Accordingtolaw,the newlyelectedCongress,whichcontainedmanyA.P.R.A. members,shouldhaveelectedapresidentafterthe failureofthepopularvoting.
ButtheArmythenwarnedPresidentPradothatit wouldneveracceptHayaaspresident.AfterHaya madeapublicstatementthatbecausehehadbeen vetoedbytheArmyhewouldstepdowntomaintain peace,itbecameclearthattheArmywasopposingnot onlyHaya,butallA.P.R.A.membersofthenewCongress.High-rankingofficerstriedtopersuadePradoto voidthewholeelection.
Prado,however,insistedthat-theelectionswere essentiallyhonestandvalid
SoonJuly18,theArmystagedacoupandplaced themilitaryjuntainpowerundertheleadershipof GeneralRicardoPerezGodoy.
PERSONALPLEABYCARDINAL
ItdidsodespiteseveralpleastoupholdtheconstitutionmadebyCardinalLandazuriRicketts,O.F.M.,the ArchbishopofLima.TheCardinal'slastpleawasmade duringapersonalvisittomilitaryleadersat2a.m.on themorningofthecoup.
Thecountrywasshockedbythecoup,whichwas madewithverylittleviolence.YetPeruvianshave accepteditstoically. Thosewhoopposedithave accepteditasanaccomplishedfactandadoptedthe attitudethatthereisnousecryingoverspiltmilk.
TheactivityofCardinalLandazuriduringthecrisis isacluetothementalityofmanyleadingPeruvians, althoughtheCardinalcarefullyavoidedallpolitical interference.Onseveraloccasionsbeforetherevolution occurred,theCardinalhadpleadedthattheimpassebe solvedbyconstitutionalmeans.
However,onJuly27,heannouncedthathewould givethejuntahisco-operationsothatthecountry mightberuledpeacefullyduringitstimeincontrol. Althoughclearlyopposingthecoupinprinciple,he accepteditasarealitythatmustbedealtwithprudently.
Thearmedforceshavebeenthetraditionalsupporters oftheChurchinthiscountry,eventhoughmanyofthe higherofficialsareknownMasons.Thepositionofthe Church,then,inregardtothenewgovernmentisnot expectedtochangeradically.However,theArmyis alsothetraditionalsupporterofthecapitalisticclass, andsomechurchmenfeelthattheperiodofthejunta's rulewillbeasetbacktothecampaigntoachieve agrarianreform,revisedtaxprogrammes,lowerinterest rates,improvedhousingandotherneededsocialreforms.Thesechurchmenbelievethatifsuchreforms arenotattained,thedangerofcommunismwillbe increasedandthethreattotheChurchwillbecome moredangerous.
Thejunta,however,isthoroughlyanti-communist andobserversherethinkitissincereinitspromiseto grantfreeelectionswithinayear.

THEradicalchange in,socialconditions,duetothe advanceofscience andtheraisingof materialstandards, hasgivenrisetonew problemsonvarious levels.
Thereis,too,anurgent needtoupholdthereligious andethicalgritrAllicsof private,fondlyandpublic life,whichmanyare=soddedenoughtodespiseas relicsofmediaeval=or ignoreinpractice.
Inthismatteranecumenicalcouncilcanpowerfullycontributetoamoral revivalamongthepeople.
Thatwaswhy,20yearsago, CardinalRuffini,Archbishop ofPalermo,urgedPiusXII tosummonanecumenical council,pointingoutthatit wouldhaveasmanypressingproblemstodealwithas theCouncilofTrent.
TheCouncilofTrent.as iswellknown,wasareformingcouncil:andthe futureCouncil,too,willaim atreformandtherenewal ofChristianlife,asPope JohnXXIIIhasoftenrepeated.OnApril6,1959,he expressedthehopethatit wouldrenewthepowerof theapostolateandproveto theworldthattheGospel hasstrengthtoreform elevatemankind.
TheCouncilofTrentis astrikingandaltogether amazingexampleofacomprehensivereformofthe kind.TheretheFathersof theCouncildidnotsimply restoremediaevalCatholicism,butdevisedlawsand pastoralpracticessuitableto thechangedconditionsand needsofthetime.Theydid notshrinkfromradicalmeasures.Abusesthathadcrept 'inwerefirmlyrejected,new formsofadministrationand pastoralcareadopted,and theChurchwasgivena structureenablingittorenewitselfandwithstand unimpairedallthestormsto come.
TheCouncilofTrentwas confrontedbyachanged world;and,likewise,the Councilabouttotakeplace facesquitenewconditions, whichrequirecorresponding changesinthelawofthe Church.

AsiaandAfricawerestrangerstoscientificprogress, technology,andculturaladvance.Nonetheless,the colonialperiodwaspreparingthegreatupheavalof ourtime.
Thecolouredraceshave wokenup.Theyhaveappropriatedtheresultsof Europeanscienceandtechnology,butunfortunately haveoftenadoptedthe rationalism,materialismand communisticsociologyofthe NineteenthCentury,along withthenationalisticspirit prevailingwidelyinEurope. Thisneednothaveled menawayfromGod:forit isGod,inHisalmighty powerandwisdom,Who createdthenaturalorder andlawsmanhasmadesubservienttohisneeds.God HimselfhadinsertedHis planandordinancesinto creationintheformof naturallaws;andHecontinuouslysustainsthisorder.
Mandoesnotmakethe naturalorder,butonlydiscoversitsoastouseitfor hispurposes.Allhecan everdoistofollowgropinglythestepsofdivinewisdomandassenttoGod's preordainedlaws.Onlyin theserviceoftheCreator canhefulfilthebiblical injunctiontoruletheearth. Ourownscientificandtechnologicalagecould,onthese lines,haveledtoanatural knowledgeofGodofincreasingrangeanddepth. Insteadofthis,thewealth ofdiscoveries,suchas atomicpower,andscientific achievementsliketheorbitingofsatellites,haveserved tointoxicatemenandinduceakindofblindessto God.IndiscoveringGod's lawsofnatureandapplyingthem,theyactasifthey themselveshadmadethese lawsandhadnousefor God;theyaremisledabout theirownnature,themeaningoflife,andloseallcertainty.Thepowertheyhave wonhasbecomeamenace toalllifeonearth.
Therenewaloffaithhas totakeaccountofthisproblemofmodernmanandthe scientificage.Itwillbethe triumphoffaithtoshow manthemeaningofthislife. Astronglyrootedfaithis neededtoteachmodernman tocometotermswithhimselfandhisneighbour.to maketheforcesofnature serveandnotoverwhelm, mankind.

Mentodayarenoworse thanthoseofpreviousgenerations,buttheyareexposedtogreaterdangers. Nodoubt,inearliertimestheRenaissance,forexample-therewasadecline inChristianmoralconduct andgrosscorruptionin publiclife;butthiswasconfinedtoasmallcircleand didnotaffectthepeopleat large.
Today,however,immoral principlesandpracticesare broughttotheattentionof allthroughradio,cinema, television,newspapers,and nooneisimmune.These mediaofmassinfluence raisenewpastoralproblems, fortheycanbeputtogood use,and,infact,oftenare. ThereisapictureofDurer's "Knight,DeathandDevil," whichshowsamanpassing triumphantlythroughallthe dangersofthisworld.But todaythedestructivepowers ofdarknesshavesomany featuresandshapes,they lurkinsomanypointsof
vantage,thatithasbecome inordinatelydifficultfor anyone,howeverprepared, toavoidcontaminationand defilement.
Thesenseofpurityand uprightnessinbothprivate andpubliclifeneedstobe stirredupanew.Oncethe risinggenerationacknowledgespurityofmoralsin thespiritoffaithasapositivevalue,,thesignsof decadenceweseearoundus, thefruitofaphilosophy basedsolelyonthepassions, willdisappearmorequickly thanwemightnowimagine.
TheCouncilwillinitiatea newspringtimeofChristian livingwithitssourceinthe teachingsoffaith,andrekindleamongmenthelove ofChrist.TheSpiritofGod isstillmightyenoughtoday torenewthefaceofthe earth.
Thosewhospeakabout thereformofmoralsmust neverforgetthatitcanonly comefromthespiritofthe Gospel,fromfaithinthe Redeemercrucifiedand risen.Intakingaccountof thechangesaroundus,we mustneverassimilateourselvestotheworldinits estrangementfromGod. Celebrationsinhonourof thecanonisationbeganon April1inTokyo,wherethe InternuncioApostolic,ArchbishopDominicEnrici,celebratedPontificalHighMass intheprincipalchurchof thecity,whichisinthe chargeoftheFranciscan Fathers,andBishopLawrenceNagae,ofUrawa, preachedtoavastcrowdof thefaithful.Thecelebrations drewtoaclosewithatriduumfromJune8to10at Nagasaki,wherethemartyrsdied.Sixhundred Mexicanpilgrimsattended thistriduum,sinceoneof themartyrswasaFranciscanBrotherofMexican origin.
