(b)anydenialoftheright toshareintheshapingof society,forthisisaduty boundupwithman'sresponsibilitytowardshis neighbour;

(c)anyattemptatobstructingmenininvestigating andspreadingthetruth."

THEsecondplenary assemblyinEvanstonin1954dealtwiththe "responsiblesocietyinrelationtothemodernplanned Stateandtotheproblems,of theunderdevelopedcountries,"andconcludedthat "theresponsiblesocietyis notjustanalternativesocial orpoliticalsystem,buta criterionbywhichallexistingsocialsystemsarctobe assessed,and,atthesame time,aguidedirectingusin thedecisionswehaveto takefromtimetotime. Christiansarecalledtolive responsibly,thatis,accordingtothedemandsofGod's redemptiveactioninChrist, inwhateverkindofsocial order,eventhemostunfavourable."

AnumberofProtestant theologianswantedathoroughstudyofthescriptural andtheologicalbasesofthe conceptsof"responsiblesociety,"justiceandethical freedom.Thisraisedthe burningquestionofthe natureoftheauthorityof Scriptureineverysphereof life, andtherewasaclear divisiononexegeticalprinciplesbetweenthedifferent Confessionsandtheological schools.Thequestionsofthe Church'snatureandunity remainunsolvedproblems inthebackgkroundofthe discussionswithintheecumenicalmovement.

TheItalianbishops'pastoralletter(of1960,referred

tointheprecedinginstalment)initsmainenunciationsisofgreatimportance forthewholeChristian world.Theproblemittreats ofwillnecessarilybeenvisagedbytheCouncilinits effortstorevitaliseChristian life.Inthesetimesthereare currentanynumberofgrave errorsmenacingtheChristianlife.Theyareallthe moredangerousinthatthey arenotjustphilosophies, butbetraythepresenceofa definitefeelingabouthuman lifeandsettledwayof living.Nodoubt, thesecurrentmisconceptionswillbe counteredbytheCouncil byaclearexpositionofthe greatChristianprinciplesof God'ssovereigntyoverthe wholecreation, oftheIncarnation, theauthorityof theChurch, andtheChristianideaofman.

Admittedly,atthepresent preliminarystage,thisis onlyasupposition,asisalso thedesirethathasbeenexpressedthattheCouncil should,inasolemnpronouncement.bringhomethe Christianviewoftheworld andhumanlifetoburdened andanguishedhumanity.

Inultimateanalysis,all theerrorsofthethepresent runcountertotheChristian doctrineontheChurch.The Italianpastorallettershows howatheism,deism,erroneousviewsofman,disregardoftheIncarnation andofRevelation,allresult inopposition,bothintheory andptacticetotheChurch inhernatureandmission, Errorandignoranceabout "themysteryoftheChurch, herrights,herrelationsboth internalandexternal"are thecausesofthesecularisationofthoughtandpractice whichleadstosuchtragic results.

TheItalianpastoralurges athoroughstudyofecclesiologyonthelinesofthe encyclicalsMysticiCorporis andMediatorDei."Thiswill carryusbeyondtheexternal andlegalaspectofthe Churchtoanunderstanding ofthegreatmysteryofher indispensableroleofmediatorbetweenGodandthe soulsofmen, andofthe sublimenatureofherspiriilia'missioninhumanhistory.Itwillshowupthe enormityoftheerrorof thosewhothinktheyare workingforthekingdomof God,whilecuttingthemselvesofffromcommunity withtheChurchandthe hierarchywhichguides her."

Itisfarfromtheintentionofthebishops'pastoral todiminishtheroleofthe laityintheChurch-"atall timeslaypeoplewerethe Church'sstrengthandpride, andwereaccordedthelofty functionsofatruepriesthoodofallbelievers.Itisa fundamentalerrorto.promotethe"theologyofthe laity"byminimisingthe distinctionbetweenthetwo kindsofpriesthood.The lackofco-operationofthe laityintheChurch'sapostolateisnotbeascribedtothe existenceofahierarchical priesthoodofdivineorigin whichrestrainslayaction.

Onthecontrary,the Church'shierarchicalstructureisthestrongestincentiveforthelaitytotake partintheapostolate.This hasbeenconvincinglydemonstratedbyrecentPopes.

Afurtherproofisgiven bywhatweseeinProtestant parishes.Iftheaboveallegationweretrue,thelaity intheseparishesoughtto evinceuntoldactivity,for theypossessnosortof divinelyappointedhierarchytorestrainthem.But whatisactuallythecase? Dr.HendrikKraemer,professoratLeiden,Holland, andaformerdirectorofthe EcumenicalInstitutein Bossey,nearGeneva,gives hisviewin"ATheologyof theLaity."

i/WEhadhoped,"he VT writes,"thatthe Reformers,ingettingrid ofthehierarchy,hadtherebyabolishedtheinferior statusofthelaity.Butit turnedoutotherwise,and wehaveonlybeensubjected toanotherformofclericalism.Wehavealwayshad, andstillhave,"pastorchurches,"whereeverything isregulatedbychurchmen, andtheordinarymembers remainpassive.Wehave solvedthequestionof rightsinourownway,but weareembarrassedbythe actualstateofaffairs;and, indeed,itistheCatholics whoaredevelopingthe theologyofthelaityat present."Kraemermakesno

Anarticleon"thepriesthoodofallbelievers"in L'OsservatoreRomano,of April14,1960,discussesthe subjectintheologicaldetail, andclarifiesthepastoral letterinthismatter.Itreviewsthesubjectinthe lightofScripturalexegesis, patristicteaching,liturgy anddogma,aswellasofthe doctrinalpronouncementsof thePopes,andrightlyinsists ontheparamountimportanceofthedoctrineofthe priesthoodofallbelievers forthesanctificationofthe people,theirparticipation intheEucharist,andthe Church'sapostolate. Thepastoralletterwarns prieststoavoid,intheir dealingswiththelaity,all undueemphasisontheir authority,andadmonishes themtoworkwiththelaity inaspiritofloveandrespect,tobeprudentin moderatingrashsuggestions, togiveeveryattentionto allreasonableproposals,to furnishreligiousandethical incentives,andappealconstantlytopersonalinitiative andresponsibility.Finally, thebishopswarntheir clergy"nottointerferein specialisedfieldswherethey havenorighttogivedirectives,sincedecisionsthere mustbelefttothefree choiceoftheindividual."

Besidesupholdingthe Christianideaofmanand renewingthelifeofthe Church, willtheCouncil pursuethedoctrineonthe Churchleftuncompletedby theFirstVaticanCouncil, and, inthatcontext, deal withthepriesthoodofthe laity?

FatherHubertJedin,the greatestauthorityonconciliaropinion:"Theprinlowingopinion:"TheprincipalfunctionofGeneral Councilshasalwaysbeento ensuretheteachingofthe Faiththroughdefining Catholicdoctrineagainst contemporaryerrors.There havebeenCouncilsthat, havenotissuedanydisciplinarydecrees,butnone

Wemayassumewith someprobability,thatthe doctrineontheChurch,left unfinishedbytheFirstVaticanCouncil,willbetaken upagainandcompletedby thesecond.Forsomedecadesnow,ithasbeensaid, rightlyenough,that.this TwentiethCenturywillbe called"thecenturyofthe Church,"FortheChurch hascometooccupytheattentionofmenfarmore thaneverbefore;and,in addition,itisincreasingly thesubjectoftheological works. Researchinbiblicaltheology,patristicstudies,the historyoftheology,haveall thrownfreshlightonthe Church'snatureandstructure.Theologicalcontroversyhasmadeitclearthat thedoctrineontheChurch isthecrucialpointdividing theChristianconfessions.As aresult,wayshavebeen soughttoovercomethe divisionsinChristendom, andtoreachsomesortof unityoftheChurches.

INthecaseofProtestants,Anglicans andpartofOrthodoxChristendom,thislongingfor unityhasfoundorganised expressionintheWorld CouncilofChurches.Itis realisedthatthisCouncilis farfrombeingtheunion aimedatoreverwillbe,but thatitsfunctionistoseek unremittinglyforwaysto achievethis.PopeJohnalludedtothisearneststrivingafterunityinhisfirst encyclicalAdPetriCathedrum,andproceededtoexpound,fromScriptureand Tradition,thedoctrineof

theChurchaswilledby Christ. Beforethan,PiusXIIhad signalisedthecentralimportanceofthedoctrineonthe Churchinthetheological contextofthiscentury, and publishedtotheworldhis encyclicalMysticiCorporis, whichmightwellformthe basisofacomprehensive ecclesiology.

Inthisconnection,special attentionmustbegivento thequestionoftheapostolic successionofbishops.Itis onecloselyboundupwith theproblemsoftheChurch's structure,herteachingauthority,traditionandthe validityofbishops'and priests'orders,and,inrecentyears,ithasbeenin theforefrontofthetheologicalworksevenofnonCatholics.

Theresultsofrecent studiesonthetheologyof St.IgnatiusofAntioch,St. IrenaeusofLyonsandTertullianarerelevanthere.In addition,thefindingsofresearchintotheNewTestamentandpatristicteaching ontheChurchwillhaveto beassessed.Newlightwill thusbethrownbyecclesiologyontheplaceofthelaity intheChurchanditsresponsibilityforthekingdom ofGod,apointonwhich recentPopeshavegivenexplicitguidance.

TheFirstVaticanCouncil hadtosafeguardthetruths offaithfromcurrenterrors; andtodayChristianitysees itselfmenacedevenmore radically.Therehasnever beenaCouncilwhichhas nothadtomeetsomeattack orrejectsomecurrenterror. ThehistoryofpastCouncils makesitlikelythattheone abouttobeheldwillmeet thedenialoftheChristian viewofmanbyatheistic ideologyandsociologywith acleardefinitionofthe Church'steaching.
