HisGracetheArchbishop inaspeechattheopening ofa£5,500school-churchat ThornlielastSunday,spoke onthesubjectofequality ineducationandtheresult oftheclosureofschoolsincidentinGoulburn.

Inspiteofterribleweather,parishionersandvisitors filledthenewlyerectedtwo classroomsatThornliebuilt onasitepurchasedunder favourableconditionsfrom theGeneralAgencyCompany,whoaredeveloping thearea.

FatherErnestRogers, parishpriestofThornlie, Kenwick,welcomedHis Graceandtheofficialparty.

TheyincludedRev.P.Nolan O.S.M.,Mr.J.McPherson. (chairman),Mr.N.McNeill M.H.R.,Mr.F.Lavery M.L.C.Mr.D.DayM.L.A., Mr.A.A.Mills,chairmanof theGosnellsShireCouncil.

InhiswelcomeFather RogersthankedHisGrace forcomingandallthosewho hadassistedintheproject. Hesaidthateventhough theclassrooniswereready, therehadbeennosuccess asyetinobtainingNunsto teachintheschool.Father Rogerssaidthathewashopefulinthenearfutureof remedyingthis.

HisGracepraisedFather Rogersfortheleadershiphe wasgivinginthisnewarea andmentionedthathewasto bless,alsoanewlyacquired housefortheparishpriest, adjacenttotheschoolchurchblockliecongratulatedtheO'Sullivanfamily ontheirgenerosityinthe landdealandthebuilders, BianchiniandSons,whohad putthebuildingupata costof£5,500.

HisGracesaidthathe tookthisopportunityof thankingtheEducationDepartmentforthepermission thathadbeenreadilygrantedtousetheStateschool forSundayMassuptillthe presenttime.

Incommentingonthe schoolclosureissueatGoulburn,HisGracesaidthat hewaspleasedbytheleadingarticleinthe"WestAustralian,"whichchangedthe paper'sattitudeexpressed previouslyontheschoolaid issue.

Inreferringtothegreat numberoflettersinthedaily papersHisGracesaid, "Amongstthestatements

thatweremadeinthecourse ofthatcontroversywasone thatitwasamatterbetween theChurchandState.Now nothingcouldbefarther fromthetruththanthat.It wasnotamatterbetween theChurchandtheState, ratherwasitamatterbetweentheparentsofthe childrenwhowerepaying theirtaxesandtheState thatwascollectingthetaxesfortheeducationofall' thechildren.

"TheparentswereexercisingGodgivenrightsendorsedbytheUnitedNationsCharterofHuman LibertiestowhichAustraliawasasignatory, claimingtherighttogive theirchildrenthetypeof educationthattheywantto givetheirchildrenwithout beingpenalisedfordoingso."

"Inanycase,"saidHis Grace,"itisveryevident thatthepublicconscience hasbeenstirredtothevery depthsanditisveryevidenttoothatmoreandmore peoplearenowawareof bothsidesofthedispute.If galluppollsareanyindicationlandtheyundoubtedly are)particularlywhenyou havenotmerelyonegallup pollbuttwoandeventhree itisevidentthatthemajorityofAustralians,withtheir spiritofsportsmansnipand theircharacteristicregard forfairtreatment,arein sympathywiththecauseof theindependentschools."

HisGracesaidthatthe CatholicChurchwasnot aloneinthismatterofindependentschools.Hemen-

timedthatArchbishopMoline,AnglicanArchbishopof Perthwasinterestedinthis matter,mainlyonthesecondaryeducationlevelbut neverthelessconsidersthe questionofprimaryeducationtobeavitalone.

HisGracesaidthatthe Goulburnincidenthighlightedthechaosthatwouldbe causedifparentstookthe Stateatitswordandsent theirchildrefttoState schools."Howoftenhave webeentoldthattheState providesfortheeducation ofallandyetwhentheparentsofthechildrendecided toclosedowntheirschools, theyweretoldthattheywere mischiefmakersandacting inaprovocativemanner.

HisGraceestimatedthat withthe28,000childrenwho arehousedinCatholic schoolsinthisState,the outlaytotheStateGovernmentforbuildingalone wouldbeintheregionof £3,500,000.Addtothatthe costofteachersmaintenance etc.,andtheamountmore thandoubles.

ECONOMY

"Woulditnotbebetter, andmoreeconomical,"said HisGrace,"togivetheparentssomemeasureofjusticenow,tobeincreased graduallyuntilthefullmeasureofjusticeisgiven.

HisGracesaidthatthe majorityofAustraliansirrespectiveoftheircreed wereinfavourofgranting justiceinthismatter."We arelivinginademocratic country,andsurelyitisnot toomuchtoexpectourgov-

ernments,(whetheritbe StateorCommonweaithl,to implementthewishesofthe majorityofourAustralian people,"hesaid.

HisGraceconcludedhis speech,"Ihopethattheday isnotfardistantwhen somethingwillbedone,and indeedIamconfidentthat itwillbedoneandthatthe justicethatwehavebeen deniedsolongandsoshamefully,willeventuallybe metedout."

THEHOLYFATHERhasstatedrecentlythatone ofthegravestproblemsfacingtheChurchinthe presentdayistheshortageofpriests.Tothis couldbeaddedtheshortageofvocationsingeneral.

Lastweek,aschoolwasreadytobeused,butthere werenonunstofillthepositionsofteachers.Allthe OrdersintheArchdiocesehadbeenapproached.No matterhowmuchtheirgoodwillinthematter,they simplydidnothavetheSisterstosparetostaffanew school.

Thereisonlyoneanswertothissituationandthat ismorevocations.Sourcesofvocationsoutsideof Australia,mainlyfromIreland,aredryingup.The reasonissimplybecausewearenolongerconsidered asamissionarycountryandshouldbeabletostandon ourownfeet.Theyoungmenandwomenwhoare givingthemselvestoGodinthepriesthoodoras membersofReligiousOrdersaregoingtoplaceswhere theFaithisnotwellestablished.

ItisreasonabletosupposethatbynowAustralia couldsupplyitsownneedsforPriests,Brothersand Nuns.Yetthereisatremendousshortage.Anewtype ofperson,the"laymissioner,"hasbeencreatedto assistinthegreatamountofworkwhichhastobe done.YettheycannottotallyreplacethePriest,the BrotherortheNun.

Itiscertainthatthesourceofvocationsinside Australiahasnotdrieduptowhatitusedtobe.The troubleisthatthesourcehasnotexpandedwiththe increaseddemandinourchangingworld.

Thesituationmustbefacedthatfamilylifein Australiahassteppedintotheareaofchange.The raisingofstandardsofliving,accompaniedbyafast secularisationoftheatmosphereinwhichwelive,the acceptanceofthefactofapluralisticsocietyandthe emergenceoftheeverydayCatholicasaneveryday citizenandnotamemberofaclosedsocietyhaveall contributedinsomewaytothesupplynotkeepingup withthedemand.

"Theprincipleisadmitted,"herepliedguardedly. "Thegovernmentwillnotoppose,butthedetailshave notbeenstudiedyet."

"Thegovernmentwilldoubtlessadmitforeigntechnicians,"Isaid."Inthefieldofreligion,thatmeans foreignmissionaries,whowillbeneededuntilenough Laopriestsandbishopsareready.Doesthegovernment intendtorestricttheentryofmissionaries?"

"Wewilladmitaccordingtotheneeds,"hesaid,"and wewillacceptaidfromeverybody,providedthatitis unconditional."

Outsidetherelativelyfewmattersthatthenew cabinethadhadtimetodecide,hecouldspeakonlyfor hisownparty,ofcourse.Butthatpartyispowerful nowinthegovernmentandstillhasitsownarmy.

Twodaysafterthisinterview,PrinceSouphanouvong, as"acting-premier,"addressedanumberofpublic officialsandinvitedquestions.Anarmycolonelstated "oneofmyworries"byaskingbluntly:"Willthiscoalitionbeabletochecktheestablishmentofacommunist regime?"

ThePrincetriedtoevadethequestion,callingit "veryvague"andsaying"itisuselesstospeakatlength onthisproblem." Theagreementreachedamongthepro-communists, neutralistsandanti-communistsprovidedthatalldecisionsoftheMinistriesofDefence,InteriorandForeign Affairsmusthavetheapprovalofallthreeparties.It stipulatedalsothat"alldecisionsofthegovernment" shouldbeunanimous.

AccordingtothenewMinisterofInformation, PhoumiVongvichit,thismeansthat,apartfromthe threechiefministries,governmentdecisionsmustbe unanimous"onlyonimportantmatters."

Thedayafterhetoldmethis,hecalledaThess conferenceanddeclaredthatthenewgovernment "protested"againstthelandingofAmericantroopsin Thailand.ThenewPremierhadleftforEuropeonly threehoursearlier.

Afewdayslater,theanti-communistDeputyPremier,PhoumiNosavan,announcedthattheMinister ofInformationhadnotsubmittedhisdeclarationfor governmentapprovalandhadspokenonlyforhimself.

Apparently,then,eitherthedeclarationwasthefirst violationoftheruleofunanimityoritwasnot"an importantmatter."

PhoumiVongvichit,tallforaLaotian,suave,looking youngerthanhis50or52years,hasbeenchiefnegotiatorforthepro-communistsideinLaosandGeneva. Iaskedhimifheissecretary-generaloftheNeoLao HakSakparty.Hesaidthatheisn't.

"Iamamemberofthecentralcommittee,"hesaid. "IhavebeenabsentinGenevaandIamnotsurewho issecretary-generalnow."

WhenheleftforthereopenedGenevaconference,he wentbywayofHanoiandPeking.

ThechiefofthedelegationsenttoGenevabythenew LaotiangovernmentisQuinimPholsena,47-year-old MinisterofForeignAffairs,Hebelongstotheneutralist groupbutissaidtoleanleftwards.

Icalledonhimonemorningtoseeifhecouldhave inquiriesmadeaboutthemissingpriests.Speaking French,likehiscolleagues,heapologisedforhisinabilitytodiscussthematter.Hiscarwasatthedoor totakehimtotheairport.

"IleaveforGenevaat10o'clock,"heexplained.

"BywayofBangkok?"Iasked,wonderingifIcould reachhimtherewithawrittenquery.

"No,"hesaid,"byHanoiandPeking."

BISHOPFULTONJ.SHEEN DISCUSSES StudentsAre JudgingColleges

*ANEWSPIRITISSTIRRINGAMONG COLLEGEANDUNIVERSITYSTUDENTSIN TILEUNITEDSTATES-ANDONETHAT GIVESMUCHHOPEFORTHEFUTURE THECHANGEDATTITUDEMANIFESTSITSELFIN TWOWAYSStudentsarebeginningtobewiserthantheir professors; Studentshavedevelopedasenseofsolidarity andresponsibleonenesswiththerestofthe world.

Wedonotsay'thatstudentsaresmarterthantheir professors,orthattheyknowmorefacts,butonlythat theyare,insomeinstances,"wiser."Knowledgerefers tofacts;wisdomtovalues.ThestudentsofoneEastern collegerecentlypublisheda70-pagesurveyontheir collegeprofessors-theworthoftheirteaching,the workexactedfromthestudents,thesuperficialityof certaincourses,andtheseriousnessanddedicationof someexemplaryleaders.

Whatishappeningisthis-thestudentsarebeginning tomakeadistinctionbetweenthe"intellectuals"and the"intelligentsia."Fromvariouscampuses,arather goodstandardofcomparisonhasbeenestablished:

THEINTELLIGENTSIAareeducatedbeyondtheir intelligence;theyhavemorefactsthantheycandigest, andmoretheoriesthantheycanreconcile.

THEINTELLIGENTSIAarealwaysoutofcontact withthelmasses,andthecommonpeople;theintellectualshaveneverlosttheirmembershipinthehuman race.Iftheintelligentsiaareinterestedinthemasses, it'islikethemanwhogoes"slumming"isinterestedin poorandthewrecksofhumanity.Henevergoesamong themtoreleivetheirpoverty.Theintellectualshave compassion.Intheircoursesinsocialwork,theysee notproblems,butpersons;notcases,buthumanneed.

THEINTELLIGENTSIAdenythereisanysuchthing asTruthorGoodness,butonlysubjectivefeelingsabout them,allofwhichareequal.

WHENitcomestotherelationofAmericaandthe restoftheworld,theintelligentsiataketwopositions:

AONE-SIDEDPOINTOFVIEW

Onemustneverstronglyopposeanyattemptbythe Sovietstotakeanysmallareaoftheworld,e.g. NorthernKorea,NorthernVietnam,China,etc., because"whygetintotroubleandrisklivesfora fewacresofmountains?Letthebeartakeyourlittle finger.Ifyoudo,hewillneverbotherwithyour hand,muchlessyourlife."

Theone-thirdoftheearthwhichtheSovietsnow imperialisemustbeleftalone.Thisisa"closedzone" andwemustnotmeddleintheaffairsof"other nations."Buttherestoftheworldisthe"openzone" bothfortheSovietsandthefree-zone.

Asonestudentssaidafterhearingaprofessorenunciatesuchprinciples:"Ifhewereplayingbasketball,he wouldallowtheotherteamtoshootitsourbasket,but wewouldnotbeallowedtoshootintheirs."

Itcouldverywellbethatinthefuturethereshould beotherstandardisingagentiesthanthosecreatedout oftheuniversitiesthemselves.Theseriousstudentsare nolongeracceptingpoorprofessors.Rightlyso!Apoor footballcoachcannotsurvivethreebadseasons,butan un-Americanoranti-moraloranindifferentprofessor candragonuntilhegetshispension.Thestudentsare beginningtobescepticalabouttheirscepticalprofessors.

MOVEMENTAWAYFROMTHEPEOPLE

Andtheyareprovingtheirworthtomakeajudgment bytheirgrowingsenseofresponsibilitytothepoorof theworld.Astheintelligentsiamoveawayfromthe masses,excepttostirthemupforrevolutionaryends, thestudentsaremovingtowardstheunderprivileged peoplesoftheworldtoshareourreliefandtheirgrief. Theseyear,thousandsofstudentshaveofferedthemselvestothehungryandignorantoftheworld.Here wespeaknotofthosewhoarepaidfordoingso,but thosewhoarenot.Thisissomethingnewinour academiclife.TheyarefollowingthePaulineinjunction:"Bearyouoneanother'sburdensthatyoumay fulfilthelawofChrist."Theyhavetheirownproblems,fortheacquiringofbreadforthemselvesduring lifeisarealeconomicproblem.Buttheyseethisas inseparablefromaidforneighbour.Breadforoneself isaneconomicproblem:breadforone'sneighbourisa moralproblem.

JustasthereisawarningtotheChurchwhenthe laitybecomemorespiritualthantheclergy,sothereis awarningtothecollegesanduniversitieswhenthe studentsbecomemorehumane,'andmorededicatedto truth,moralityandneighbourlinessthantheprofessors. Thetaughtare,insomeinstances,inadvanceofthe teachers.SimoneWeiloncewrote:"Ifthegiftisrightly given,andrightlyreceived,thepassingofamorselof breadfromonemantoanotherissomethinglikeareal communion."Whataparadoxitwouldbeifthe studentsremadeoureducationnotbyrebellionand revolt,butbyserviceandcharitytothehungryworld! Studentsarebeginningtobediyidedintotwoclasses-thosewhoshout"Peace"wheninspiredbyCommunist leaders,andthosewho"makepeace"bybeingintellectualenoughtoleavetheircountrytogivebreadfor ahungryneighbour.Ofsuchithasbeensaid:"Blessed arethepeacemakers."

Inthepoliticalmanoeuveringnowreachingaclimax intheDominicanRepublic,thereisevidenceofa considerabledegreeofanti-Catholicismamongsome groups..ButtheChurchisnotbeingfoughtopenly. Insteadthereareslyattacksinwhichtheassailantstry tohidetheiridentity.

Despiteincidents,noparty,noteventhecommunists, isfoolishenoughtolaunchanall-outfrontalattackat

presentagainsttheChurchinacountrywithsolargea CatholicmajorityandsuchastrongCatholictradition. SomegrOupsmayunderhandedlyharasstheChurch. But,atleastuntiltheywinpower,theyarecarefulnot toinjurethereligioussentimentsofthepeople.

Somegroupsthatarenotregardedasfavourableto theChurchevenseektoturnthepeople'sreligious feelingstotheiradvantage.Theyhavetheirheadquartersblessed,arrangeforMassesfordeadparty members,wearreligiousmedalsandoftenreferintheir propagandatoChristtheKingandOurLadyofAltagracia,thenation'spatoness.

FishinginthetroubledwatersoftheDominican Republicare14politicalpartiesinadditiontonumerous moreorlesspoliticalmovementsandgroupsandlabour andstudentorganisationsofvarioustendencies.

Themostimportantpartiesare:

TheCivicUnion,aleftofcentrepartyheadedby ViriatoFiallo.Thispartyopposestheprovisionalgov- ernment,theCouncilofState,althoughitisrepresented init;

TheDominicanRevolutionaryparty,amoderate leftistgroupheadedbyJuanBloch,whichisprobably thenation'sbestorganisedparty;

TheJune14Movement,headedbyadmirersofCuba's MarxistPremierFidelCastro:

TheCatholic-orientedSocialChristianRevolutionary party(P.R.S.C).

TheDominicanPopularMovement-thenameused bytheoutlawedCommunistparty,headedbyMaximo LopezMolina-mustworkclandestinelyanditisthereforeverydifficulttoestimateitsstrength.

Theotherninepartiesarerelativelymuchsmaller andweakerthanthefourmainoneslistedabove.They rangefromtheextremeright-wingNationalistpartyandtheconservativebutweakChristianDemocratic partytotwosocialistpartiesontheleft.

TheSocialChristiansaregainingstrengthandhave achancetowinpower.Thepresidentandfounderof theP.R.S.C.,AlfonsoMorenoMartin,toldme:"Weneed anewroad,farremovedfrombothcapitalismand communism,andsowehavecometosocialChristianity, whichismakingparticularprogressamongtheyoung workerswhoareourstrongestforce."

SocialChristianity,hesaid,"isnotareligiouscreed, butapoliticaldoctrine.Consequently,theP.R.S.C.is notaconfessionalparty.Itupholdsnormalrelations withspiritualauthorities,butcallsforcompleteseparationofChurchandState.

"WithapoliticalphilosophybasedonChristiandoctrine,ourprogrammedemandsabsoluterespectofthe rightsofthehumanperson,astrengtheningofthe family,freedomofteachingandofworship,achange intheeconomicandsocialstructures,essentialagriculturalreform,encouragementofeconomicdevelopment andajustdistributionofwealth."

IntheChristiantradeunionsIfoundasimilarspirit, thesameeagernessforreformandsocialjustice.

`Wecannottakeanytimeofffromwork,"Jesus Caminero,secretary-generaloftheIndependentConfederationofChristianTradeUnions(C.A.S.C.)told me."Wealreadyhave(inearlyApril)about17,000 affiliatedworkersandthemovementhasyettoreachits highestpoint.Wearegoingtoestablishafederationfor sugarworkers,thenation'slargestoccupationalgroup. Textileworkersalreadyhavetheirownfederationand wehaveprogressedamongtheminers,marble-cutters andworkersinthenickelindustry.Tentradeunions arereadytobecomeaffiliatedwiththeC.A.S.C."

Thereistradeunionfreedom,headded.Henoted, however,thatunionsmeetwithacertain"indifference" onthepartofthepressinregardtopublishingnews abouttheiractivities.

"WearepartoftheLatinAmericanConfederationof ChristianTradeUnions(C.L.A.S.C.)andoftheInternationalFederationofChristianTradeUnions,"hesaid.

TheDominicanFederationofChistianAgricultural Leaguesistheunionforfarmworkers.Itssecretary, PriscoMorales,spoketomeofthesadplightof Dominicanfarmers ''Webelievethatagriculturalreformshouldnotconsistonly'oflandredistribution.Thelandshouldfulfil itssocialfunction,whichistostrengthenthecommon welfare.Therefore,agriculturalreformmustinclude thetechnicalmeansofcultivationandtransportation whicharesonecessaryforagriculturaldevelopment." Non-Catholictradeunionorganisationsarealso activeintheDominicanRepublic.Theprincipalones aretheUnitedFrontforIndependentTradeUnions, whichisstillpowerfuldespiteadeclineduetocommunistinfiltrationandinternalconflicts.Theseconflicts haveledtotheformationoftheFreeUnitedFrontof IndependentTradeUnionsandthesmallCentralTrade UnionofDominicanWorkers.

TheforegoingsurveyofthepoliticalandsocialsituationintheDominicanRepublicshowsthatCatholic forcesareonthealert.Theyaremeetingwithmany difficultiesandlackmoney,butarecomoosedoforganisationswithlargememberships.Theyaredetermined nottoletthefuturegetawayfromthem.

AsFideshasdeclared:"Nowisthetimetostrive together.Wewillneverhaveamoreopportunetime thanthepresent.DominicanCatholics,yourhourhas struck."

HisconceptofCanawasthatitwasabreedingpro- gramme.Theboastingofparentsoflargefamilieshas oftenbeenthesourceofresentmentandfeelingsofguilt intheheartsofcouplesnotblessedbyGodtoasimilar extent.

Now,however,thependulumseemstobeswinging totheotherextreme.Thepresenttrend,atleastin someCatholiccircles,issubtly(andsometimesnotso subtly)todowngradethelargefamily.Parentswho areacceptingchildrenastheycomearenowbeing madetofeelguilty.

Thenewapproachisthattheywouldn'tbehavingso manynewbabiesiftheyhadanysenseofresponsibility tothechildrenalreadyborn.Apparentlyresponibility hereincludesguaranteeingeachchildacollegeeducationpaidforinfullbytheparents.Arecentadvertisementhasaboysayingtohisfather:"Dad,Ineed L12,000formyeducation."MultiplyL12,000by"x" numberofchildrenandobviouslyyouneedtobea millionairetoeducatealargefamilyproperly.

CONTRADICTION

*AFINANCIALcolumnistrecentlywrotethata manintheUnitedStateswithasecurejobhas neverhasitsogoodfinanciallyashehastoday.She gavethereasonsasfaraspurchasingpower,taxes,low interestratesandthelike.

Thisisthecontradictionthatinatimewhenmore familiesarebetterofffinanciallythanatanyothertime inhistory,moretalkisheardabouttheneedfor"responsible"parenthood,sothatpresentchildrenmight bebettereducated.

Sinceeveryoneseemstobecomposingvariationson Parkinson'slaw,howaboutthisone?"Thevirtueof hopeexistsininverseproportiontotheamountof materialgoodspossessed."

ThemanwhoknowshimselflovedoftheFather,that hislifeisinthehandsofamostcompassionate,watchfulandpowerfulFather,nolongerfearsanythingat all.Heknowsthatallthatshallhappentohimwillbe forthebest.

Menareruledbyevents.Theygoinfearofthem beforetheyhappenandareovercomealreadybya futurethatdoesnotexist.God'schildren,onthecontrary,ruleevents.Theyawaitthemintranquility, sincetheyseethemasheraldsandinstrumentsofthe Father'sgoodwill.Notmerelyaretheyfreefromfear ofthefuture,theyruntomeetitwithalltheloving confidenceofchildrenwhogotomeettheirFather.

Ifamarriedcouplesharesinthecreativeloveofthe FirstPersonthroughinitiatingandperfectinglife,they alsohavetherighttotapthewisdom,thestrengthand theloveofGodtomoreperfectlyfulfiltheirrole.The Christiancoupleshouldbecharacterisedbyafaithin thegoodnessofGodandHe,asSt.Petersays,hasa careforthem.

CardinalMontini,the ArchbishopofMilan,pointedoutthatthecoming SecondVaticanCouncil wouldbethefirstinhistory thathadneithertosurmount internaldiscordnortosolve problemsofdoctrinedisputedwithintheChurch.On thecontrary,theChurch wastotakecognisanceof whatwasdemandedbyher growinglife,ofherevangelisingmissionandofher ownspiritualneeds.

Beforethediscussionon theprimacyandinfallibility adecreewasissued,inthe thirdsessiononApril24, 1870,"ontheCatholic Faith,"inwhichtheerrors ofthetime-agnosticism,

What,then,isthereason foraCouncil?

AllCouncilshaveatwofoldaspect,onedoctrinal, thedisciplinary;andoneor theotherofthesepredominatesaccordingtotheexigenciesofthetime.Itwould seemthat,inthecoming Council,questionsconcerningthepracticalapplication ofChristianitywillbeforemost,andthattheywillbe consideredinthelightof determinedtheologicalprinciples.

Inhisfirstencyclical,Ad PetriCathedram,PopeJohn enumeratedthechiefobjects oftheCouncilasthedevelopmentoftheCatholic faith,themoralrenovation ofChristianlife,andthe adjustmentofecclesiastical disciplinetotheneedsand methodsofthepresent.Consequently,agoodpartofits workwillbetofindthe rightanswerstothoseproblemswhichhavearisen throughthechangesinthe worldsincethetimeofthe VaticanCouncil.

TheEmperorConstantine wasthefirstrulertotake theChurchunderhisprotection,sobeginninganew era'inChtistianhistory.It wasthestartofthegolden age,inwhichallmembers oftheState-wereChristians, andChurchandStategrew upalongsidetoforma "CivitasChristiana."Ideally atleast,emperorandkings strovetobringaboutSt. Augustine'sCityofGod.

TheunionofChurchand Stateunderwentitsfirst shockwiththeriseof nation-statesinEuropein

the16thcentury,and itendedwiththesecularisationoftheState inthe18th.Todaythe Constantinianrelation betweenChurchand Stateisexceptional, eveninChristian countries.Thereare fewgovernmentsthat activelysupportthe Churchandworkin harmonywithher.

Thechangearosepartly throughthesecularisation ofmoderncultureand partlythroughastronger senseoftheChurch'sautonomy.Insteadoftheformer closeharmony,weseea friendlyattitude,indeed,on thepartofmanygovernments,aneutralonewith others,andoverthostilityon thepartofquiteafew.In communistcountries,ChristianityandChurchare lookedonassurvivalsofa bygoneage,andthemselves abouttodisappear.

(2)THERIGHTOF SUPREMACYOFA WORLD-WIDECHRISTIANCULTUREIS BEINGCALLEDIN QUESTION

Atthetimeofthe(First) VaticanCouncil,andeven tilltheoutbreakoftheFirst WorldWar,thedominant EuropeanandAmericanculturewasstillbasedonChristianprinciples.Itsethical foundationswerenotsimply anechooftheGospelsand themoralteachingofthe Church,butweretheoutcometooofthecontactof Christianitywiththesocial, political,economicandculturalelementsofEuropean andAmericanhistory.The peoplesofAsiaandAfrica heldinadmirationtheadvancedcivilisationofthe WestandEurope'sspiritual culturewithitsethical roots.Thisworld-wideregardfor"Christianculture" createdafavourableprospectfortheworkofthe missions.

Thesituationisnowdramaticallyaltered.Thetwo warshavedestroyedthe prestigeofWesternculture intheeyesofthecoloured races.Atthesametime,a largepartofthetraditionallyChristianwhitepeoples havefallenundercommunistdomination;andtheir governmentsworktoreplaceChristianitybyMarxism.Weseehow,notsofar away,anattemptisbeing madetoreplacetheChristianmeaningofChristmas byananti-Christianideology.Eveninmanydemocraticcountriesofthefree worldasecularisedculture prevails,indifferentorinimicaltoChristianity.The resultisthat,theretoo,the Churchisconsciousofbeing intheminority,andthat itsinfluenceonpubliclife iswaning.

(3)THECOLONIAL EPOCHISOVER.

Thecolonialperiodbegan withthediscoveryofAmericainthe15thcentury, andlasted450years,tillthe endoftheSecondWorld War.Itsawaworld-wide expansionofEuropean power,industryandculture. Missionarieshadnoother aimthanpreachingthe Gospel,buttheywerehelpedinthisbytheenormous prestigeoftheChristian countrieswiththecoloured peoples.Onthisacocunt, theybecame,whetherthey wantedtoornot,ameans forcommunicatingtheir ownnativeculture.Butit wasnofaultoftheirsthat theirworkofevangelisation becamelinkedwiththeexpansionofEuropeanspheres ofinfluence.UptotheFirst WorldWar,thefavourable propectsofthemissionsin inAsiaandAfricawere

practicallyunlimited.The superiorityoftheChristian cultureandofthecivilisationofEuropeandAmerica wasunquestioned;andthe ineffectivepagannaturereligionswerenolonger consideredseriousrivalsof Christianity.

Todaynearlyallthecolonialregimeshavedisappeared.Inspiteofmuch injustice,theyhadfavoured, inonewayoranother,the spreadofWesternChristian cultureandtheworkofthe missions.Theyhavebeen replacedbynationalisti,l, governments,oftensuspiciousandunfriendly,even directlyhostile,toChriStianity.Furthermore,the world-wide,technological civilisationofthepresent dayiswhollysecular.Fifty, yearsago,mankindingeneralstilllived,insomedegree,undertheinfluenceof aculturewhoserootswere Christian;butnowthe majorityissubjecteitherto thecommunistideologyor totheinfluenceofrevived non-Christiannatural-religions.Buddhism,Hinduism andMohammedismhave awakenedtonewlifeand self-awarenessandseekto developamodernculture cqrrespondingtotheirown religiousoutlook.Alliedto theirrevivalisanardent nationalism,whichsees Christianityasahostilereligion. IfweintheWestwantto helpthepeopleofAsiaand Africatosolvetheirown problemswehavetoapply ourselvestounderstanding theirspiritualandreligious traditions. Fiftyyearsago,itlooked

ButGod'sWordremains unfettered.Thegreatmistakeoftheenemiesof Christianityistojudgethe Churchbypoliticaland sociologicalstandards.No doubt,thehistoryofthe Churchasavisiblesociety isaffectedbypoliticaland socialfactors,butasfoundedbyChristandledbythe HolySpiritithasitsown properpawsofdevelopment andisnottobeexplained solelybynaturalcauses.

Atthemonthlymeeting oftheCatholicTeachers' GuildheldonJuly27,at TrinityCollege,members weretreatedtoamostinterestingpaper,readbyMr. B.Scarpeentitled,"The GoldenAgeofSpain."

Thetopicwasdividedintotwosections,"TheGolden AgeofPolitics"and"The GoldenAgeofCulture."Mr. Scarfeexplainedthatthese couldnotbetreatedsimultaneouslyastheerasdid notcoincide.

FirstcametheAgeof Politics.Thisbeganwith themarriageofFerdinandof AragonandIsabellaofCastileandtheiraccessionto theSpanishthroneandit endedwiththedeathof PhillipII.Duringthisperiodofnearly146years,the reconquestofSpainfrom theMoorswascompleted: SpainopeneduptheNew Worldandsetaboutenlargingherempire.Withthe wealthacquiredfromthe conqueringoftheAztecsby CortesandtheIncasby Pizarroandfromhernewly foundedcolonies,Spain quicklybecameagreatpower.However,theconstant emigrationofthepeasant andartisanclassestothe Americasandthedrainon thecountry'smanpowerto maintainanarmytoguard theevergrowingempirepavedthewayforthedeclineof Spainandwiththedeathof PhillipIIthegreatempire rapidlydisintegrated.

Youthtodayhasapotentialforsacrifice-hasitbeen tapped?Whenwelookat Nazism,FascismandCommunism,weseethateach partyhasappealtoyouth. Indifferentpartsofthe worldweseethemany communist-inspiredriots conductedbystudents.You see,theyappealtoyouthandwhatisthenatureof theirappeal?Itissimply this-itisanappealtoyouth onthebasisofdedication, consecrationandsacrificeto arace,aStateoraparty.

"Itwouldalmostseem," saysBishopFultonSheen, "asifdictatorshadsnatched theCrucifixfromourhands, torntheimageofChrist fromit,andthenheldit aloftandsaidtoyouth: 'Takeupyour',roesdaily andfollowtheDictator.'"

InChinaalonethecommunistshaveorganised seventymillionoftheyoung peopleofthatgreatnation underthebannerofthe hammerandsickle.The pointIamtryingtomakeis thatifwearetogather togetherouryoungpeople underthebannerofthe Cross,thentheCrossmust notbeobscuredfromtheir view,therecanbenodeparturefromthewordsof Christ:"Ifanyonewillcome afterMe,lethimdenyhimself,takeuphiscrossdaily andfollowMe."

TheIsraeliworks,a RicercarbySeteranda QuartetbyTal,wereof greatinterest.Ifanynation nowadaysiscapableofproducingmusicofabiding worth,thatnationismost likelytobeIsrael.Shehas agreatwealthofmusical talentandamusicallife,in proportiontohernumbers, greaterthanalmostany othernation.Inadoubting anddoubtfulworld,theIsraelis,beleagueredonall sides,haveaunityofpurposeintheirstrugglefor nationhood.TheRicercar haditsmomentswhenit seemedabouttospeakfor Israel,butitsvoicedied awayinmodernuncertainty. ToweringovertherestVL., eacheveningwerethe heavenlytwins,universally acknowledgedtobethe greatestworksintheliteratureoftheclarinet,the ClarinetQuintetsofMozart andBrahms.Rarelyheard hereinpublicperformance, itwasanimmenseprivilege tohearthemalmostsideby side.TheMozartisthemore concertanteofthetwowith theclarinetrathermore prominent;intheBrahms work,theclarinetismore integratedwiththestrings.
