Lastweek,aschoolwasreadytobeused,butthere werenonunstofillthepositionsofteachers.Allthe OrdersintheArchdiocesehadbeenapproached.No matterhowmuchtheirgoodwillinthematter,they simplydidnothavetheSisterstosparetostaffanew school.
Thereisonlyoneanswertothissituationandthat ismorevocations.Sourcesofvocationsoutsideof Australia,mainlyfromIreland,aredryingup.The reasonissimplybecausewearenolongerconsidered asamissionarycountryandshouldbeabletostandon ourownfeet.Theyoungmenandwomenwhoare givingthemselvestoGodinthepriesthoodoras membersofReligiousOrdersaregoingtoplaceswhere theFaithisnotwellestablished.
ItisreasonabletosupposethatbynowAustralia couldsupplyitsownneedsforPriests,Brothersand Nuns.Yetthereisatremendousshortage.Anewtype ofperson,the"laymissioner,"hasbeencreatedto assistinthegreatamountofworkwhichhastobe done.YettheycannottotallyreplacethePriest,the BrotherortheNun.
Itiscertainthatthesourceofvocationsinside Australiahasnotdrieduptowhatitusedtobe.The troubleisthatthesourcehasnotexpandedwiththe increaseddemandinourchangingworld.
Thesituationmustbefacedthatfamilylifein Australiahassteppedintotheareaofchange.The raisingofstandardsofliving,accompaniedbyafast secularisationoftheatmosphereinwhichwelive,the acceptanceofthefactofapluralisticsocietyandthe emergenceoftheeverydayCatholicasaneveryday citizenandnotamemberofaclosedsocietyhaveall contributedinsomewaytothesupplynotkeepingup withthedemand.

THEINTELLIGENTSIAarealwaysoutofcontact withthelmasses,andthecommonpeople;theintellectualshaveneverlosttheirmembershipinthehuman race.Iftheintelligentsiaareinterestedinthemasses, it'islikethemanwhogoes"slumming"isinterestedin poorandthewrecksofhumanity.Henevergoesamong themtoreleivetheirpoverty.Theintellectualshave compassion.Intheircoursesinsocialwork,theysee notproblems,butpersons;notcases,buthumanneed.
THEINTELLIGENTSIAdenythereisanysuchthing asTruthorGoodness,butonlysubjectivefeelingsabout them,allofwhichareequal.
WHENitcomestotherelationofAmericaandthe restoftheworld,theintelligentsiataketwopositions:
AONE-SIDEDPOINTOFVIEW
Onemustneverstronglyopposeanyattemptbythe Sovietstotakeanysmallareaoftheworld,e.g. NorthernKorea,NorthernVietnam,China,etc., because"whygetintotroubleandrisklivesfora fewacresofmountains?Letthebeartakeyourlittle finger.Ifyoudo,hewillneverbotherwithyour hand,muchlessyourlife."
Theone-thirdoftheearthwhichtheSovietsnow imperialisemustbeleftalone.Thisisa"closedzone" andwemustnotmeddleintheaffairsof"other nations."Buttherestoftheworldisthe"openzone" bothfortheSovietsandthefree-zone.
Asonestudentssaidafterhearingaprofessorenunciatesuchprinciples:"Ifhewereplayingbasketball,he wouldallowtheotherteamtoshootitsourbasket,but wewouldnotbeallowedtoshootintheirs."

MOVEMENTAWAYFROMTHEPEOPLE
Andtheyareprovingtheirworthtomakeajudgment bytheirgrowingsenseofresponsibilitytothepoorof theworld.Astheintelligentsiamoveawayfromthe masses,excepttostirthemupforrevolutionaryends, thestudentsaremovingtowardstheunderprivileged peoplesoftheworldtoshareourreliefandtheirgrief. Theseyear,thousandsofstudentshaveofferedthemselvestothehungryandignorantoftheworld.Here wespeaknotofthosewhoarepaidfordoingso,but thosewhoarenot.Thisissomethingnewinour academiclife.TheyarefollowingthePaulineinjunction:"Bearyouoneanother'sburdensthatyoumay fulfilthelawofChrist."Theyhavetheirownproblems,fortheacquiringofbreadforthemselvesduring lifeisarealeconomicproblem.Buttheyseethisas inseparablefromaidforneighbour.Breadforoneself isaneconomicproblem:breadforone'sneighbourisa moralproblem.

Onlythetwoonpapalprimacyandinfallibilitycould bediscussedandofficially decideddogmatically.The restwereleft,becausethe outbreakoftheFrancoPrussianwarandtheseige ofRomebythePicdmontese armyforcedtheprorogation oftheCouncil.
Beforethediscussionon theprimacyandinfallibility adecreewasissued,inthe thirdsessiononApril24, 1870,"ontheCatholic Faith,"inwhichtheerrors ofthetime-agnosticism,
Butifwelookclosely,we canseethereisasingle basicidearunningthrough allthatthePopehassaidon themostvariousoccasions. Itishisfavouriteidea,to whichhealwaysreturns, andwhichhedesignatesas theactualprogrammeofthe Council.The"leitmotive" (dominantmotive)ofallthe discussionsoftheCouncilis tobethemanifestationof theone,holy,catholicand apostolicChurchinher UnityandCatholicity.
Thetwogreatencyclicals ofJohnXXIII,AdPetri Cathedram(June29,1959) andPrincepsPastorum (November28,1959)clarify boththeunityandthe catholicityoftheChurch, andthetwodocumentslay downinadvancethebasic programmeoftheCouncil, Greatasarethepossibilitiesofasuccessfuloutcome,wemustnotignore

What,then,isthereason foraCouncil?
AllCouncilshaveatwofoldaspect,onedoctrinal, thedisciplinary;andoneor theotherofthesepredominatesaccordingtotheexigenciesofthetime.Itwould seemthat,inthecoming Council,questionsconcerningthepracticalapplication ofChristianitywillbeforemost,andthattheywillbe consideredinthelightof determinedtheologicalprinciples.
Inhisfirstencyclical,Ad PetriCathedram,PopeJohn enumeratedthechiefobjects oftheCouncilasthedevelopmentoftheCatholic faith,themoralrenovation ofChristianlife,andthe adjustmentofecclesiastical disciplinetotheneedsand methodsofthepresent.Consequently,agoodpartofits workwillbetofindthe rightanswerstothoseproblemswhichhavearisen throughthechangesinthe worldsincethetimeofthe VaticanCouncil.

TheEmperorConstantine wasthefirstrulertotake theChurchunderhisprotection,sobeginninganew era'inChtistianhistory.It wasthestartofthegolden age,inwhichallmembers oftheState-wereChristians, andChurchandStategrew upalongsidetoforma "CivitasChristiana."Ideally atleast,emperorandkings strovetobringaboutSt. Augustine'sCityofGod.
TheunionofChurchand Stateunderwentitsfirst shockwiththeriseof nation-statesinEuropein
the16thcentury,and itendedwiththesecularisationoftheState inthe18th.Todaythe Constantinianrelation betweenChurchand Stateisexceptional, eveninChristian countries.Thereare fewgovernmentsthat activelysupportthe Churchandworkin harmonywithher.
Thechangearosepartly throughthesecularisation ofmoderncultureand partlythroughastronger senseoftheChurch'sautonomy.Insteadoftheformer closeharmony,weseea friendlyattitude,indeed,on thepartofmanygovernments,aneutralonewith others,andoverthostilityon thepartofquiteafew.In communistcountries,ChristianityandChurchare lookedonassurvivalsofa bygoneage,andthemselves abouttodisappear.
(2)THERIGHTOF SUPREMACYOFA WORLD-WIDECHRISTIANCULTUREIS BEINGCALLEDIN QUESTION
Atthetimeofthe(First) VaticanCouncil,andeven tilltheoutbreakoftheFirst WorldWar,thedominant EuropeanandAmericanculturewasstillbasedonChristianprinciples.Itsethical foundationswerenotsimply anechooftheGospelsand themoralteachingofthe Church,butweretheoutcometooofthecontactof Christianitywiththesocial, political,economicandculturalelementsofEuropean andAmericanhistory.The peoplesofAsiaandAfrica heldinadmirationtheadvancedcivilisationofthe WestandEurope'sspiritual culturewithitsethical roots.Thisworld-wideregardfor"Christianculture" createdafavourableprospectfortheworkofthe missions.
Thesituationisnowdramaticallyaltered.Thetwo warshavedestroyedthe prestigeofWesternculture intheeyesofthecoloured races.Atthesametime,a largepartofthetraditionallyChristianwhitepeoples havefallenundercommunistdomination;andtheir governmentsworktoreplaceChristianitybyMarxism.Weseehow,notsofar away,anattemptisbeing madetoreplacetheChristianmeaningofChristmas byananti-Christianideology.Eveninmanydemocraticcountriesofthefree worldasecularisedculture prevails,indifferentorinimicaltoChristianity.The resultisthat,theretoo,the Churchisconsciousofbeing intheminority,andthat itsinfluenceonpubliclife iswaning.
(3)THECOLONIAL EPOCHISOVER.
Thecolonialperiodbegan withthediscoveryofAmericainthe15thcentury, andlasted450years,tillthe endoftheSecondWorld War.Itsawaworld-wide expansionofEuropean power,industryandculture. Missionarieshadnoother aimthanpreachingthe Gospel,buttheywerehelpedinthisbytheenormous prestigeoftheChristian countrieswiththecoloured peoples.Onthisacocunt, theybecame,whetherthey wantedtoornot,ameans forcommunicatingtheir ownnativeculture.Butit wasnofaultoftheirsthat theirworkofevangelisation becamelinkedwiththeexpansionofEuropeanspheres ofinfluence.UptotheFirst WorldWar,thefavourable propectsofthemissionsin inAsiaandAfricawere
practicallyunlimited.The superiorityoftheChristian cultureandofthecivilisationofEuropeandAmerica wasunquestioned;andthe ineffectivepagannaturereligionswerenolonger consideredseriousrivalsof Christianity.
Todaynearlyallthecolonialregimeshavedisappeared.Inspiteofmuch injustice,theyhadfavoured, inonewayoranother,the spreadofWesternChristian cultureandtheworkofthe missions.Theyhavebeen replacedbynationalisti,l, governments,oftensuspiciousandunfriendly,even directlyhostile,toChriStianity.Furthermore,the world-wide,technological civilisationofthepresent dayiswhollysecular.Fifty, yearsago,mankindingeneralstilllived,insomedegree,undertheinfluenceof aculturewhoserootswere Christian;butnowthe majorityissubjecteitherto thecommunistideologyor totheinfluenceofrevived non-Christiannatural-religions.Buddhism,Hinduism andMohammedismhave awakenedtonewlifeand self-awarenessandseekto developamodernculture cqrrespondingtotheirown religiousoutlook.Alliedto theirrevivalisanardent nationalism,whichsees Christianityasahostilereligion. IfweintheWestwantto helpthepeopleofAsiaand Africatosolvetheirown problemswehavetoapply ourselvestounderstanding theirspiritualandreligious traditions. Fiftyyearsago,itlooked

ButGod'sWordremains unfettered.Thegreatmistakeoftheenemiesof Christianityistojudgethe Churchbypoliticaland sociologicalstandards.No doubt,thehistoryofthe Churchasavisiblesociety isaffectedbypoliticaland socialfactors,butasfoundedbyChristandledbythe HolySpiritithasitsown properpawsofdevelopment andisnottobeexplained solelybynaturalcauses.

Thetopicwasdividedintotwosections,"TheGolden AgeofPolitics"and"The GoldenAgeofCulture."Mr. Scarfeexplainedthatthese couldnotbetreatedsimultaneouslyastheerasdid notcoincide.
FirstcametheAgeof Politics.Thisbeganwith themarriageofFerdinandof AragonandIsabellaofCastileandtheiraccessionto theSpanishthroneandit endedwiththedeathof PhillipII.Duringthisperiodofnearly146years,the reconquestofSpainfrom theMoorswascompleted: SpainopeneduptheNew Worldandsetaboutenlargingherempire.Withthe wealthacquiredfromthe conqueringoftheAztecsby CortesandtheIncasby Pizarroandfromhernewly foundedcolonies,Spain quicklybecameagreatpower.However,theconstant emigrationofthepeasant andartisanclassestothe Americasandthedrainon thecountry'smanpowerto maintainanarmytoguard theevergrowingempirepavedthewayforthedeclineof Spainandwiththedeathof PhillipIIthegreatempire rapidlydisintegrated.
