Thisweek'smovebyamajorityofCatholic parentsinaGoulburnmeetingiscertainly precedentbreaking.Itcanbetermedadrasticstep.Knowingthehardfightthatindependentschools,particularlyourown,have hodforthelast90yearstokeepupwiththe demandsofeducation,itisastepthatcan beunderstood.
Asoftenasthequestionofequalityin educationisdiscussed,therewillalwaysbe thesuggestionmadethattheschoolsbeclosedasapracticaldemonstrationagainstthe presentunfairsystem.Thishasbeensuggestedasaremedywhereconferenceand requestshavebeenofno,apparentavail.
Well,nowithasbeendone.Thedecision bythepeoplemostaffectedbyinequalityin education,theparents,tocloseeightschools overaperiodofsixweeks,isacourageous one.Therewillbe,astheythemselvesrealise,muchcriticismoverthedecision.Yet weknowthatsuchodecisionwouldnotbe enteredintowithoutgraveconsideration.A movetoincuraschoolinfurtherfinancial liabilitywasthesparkwhichcausedthemeeting.Itisalsounderstoodthatarrangements aremadeforpublicexaminationstudents nottobeaffected.
Thereportingoftheeventhosmade notionalheadlinesandwillalmostcertainly makeinternationalnews.Incountrieswhich alreadyadmitthejusticeofparents'claims thatchildrenshouldbeeducatedintheschool oftheparent'schoicetherewillbewonder thatsuchastepisnecessaryinademocracy.

Itisthefirstbuilding erectedtothehonourand bearingthenameofArchbishopDuhig,whohasdone somuchtofurtherthecivic, educationalandspiritual welfareofQueensland.
Itisappropriatethatthe firstbuildingdedicatedto theArchbishopshout('beat St.Columbans. HisGrace,inhisconcern fortheeducationofCatholicboys,especiallyinthe northernsuburbs,selected thesiteandsecuredthe financenecessarytoestablishtheschool. Sinceitsfoundationin 1928,HisGracehasencouragedtheprogressofthe schoolineverypossibleway.
SinceWorldWarII,he haspurchasedfortheChristianBrothersthehistoric homeof"Whytecliffe"and thelandseparatingitfront themainschoolblocks.
TheArchbishop'sinterest insciencealsomakesitmost appropriatethatthisscience hallshouldberaisedinhis honour.
Ithasbeenduringthe Archbishop'sgovernmentof theArchdiocesethatmost Catholicsecondaryschools withinhisSeehavepro-

Thelatestwasthe(First)VaticanCouncil,which openedinRomeonDecember8,1869,andclosed somewhatearlyonJuly18,1870,becauseofthesiege oftheEternalCitybyPiedmontesetroops.
Therewereeightcouncilsinthefirstthousand yearsoftheChurch;sevenintheearlyandcentral MiddleAges,andthreecouncilsinthelateMiddle Ages.
Onlytwocouncilshavebeenheldinmoderntimes, theCouncilofTrent,whichmetinthreeperiods1545-47,1551-52and1562-63-andthe(First) VaticanCouncil.

HencethesurprisewhenPopeJohn,onJanuary25, 1959,announcedanewGeneralCouncil.Betweenthe lasttwoCouncils,ofTrent(1545-1563)andofthe Vatican(1869-1870),therewasanintervalofmore thanthreehundredyears.Yetbarelyninetyyears aftertheVatican,anewcouncilhasbeenannounced.
Closelyconnectedwiththedoubtsaboutthevalueof aGeneralCouncilaftertheVaticanisthequestionof therelationofthePopetoacouncil.
THEPOPEANDTHECOUNCIL
*ANECUMENICALorGeneralCouncilisa solemnassembly,calledbythePope,ofthe bishopsoftheCatholicworld,toconsideranddecide, underthepresidencyofthePope,mattersconcerning thewholeofChristendom.AnEcumenicalCouncilis alwaysauniversalcouncil;thetermshavethesame meaning.Tobe"ecumenical"inthefullsense,a councilmustbeuniversalastoitssummoning,its executionanditspower.Inthetraditionalterminology, acouncilisecumenicalanduniversalonlyifitis juridicallyrepresentative,theauthpritativeorgan,of thewholeChurch.Itcannotberepresentativeofthat apartfromthePope,withoutwhomtheChurchwould beavisiblebodywithnovisiblehead,anacephalic (headless)Church.

wecannotacceptthis;Christwilledavisibleunityofall whobelieveinHim. ThustheparticipationofthePopeisindispensable foracounciltobeecumenical;and,atthesametime, itisoftensufficientinordertocompletewhatmaybe lackinginecumenicity,forpapalparticipationisa guaranteeoftheuniversalvalidityofconciliardecisions. Thatiswhymanycouncilscanonlybeconsidered ecumenicalastoapartoftheirdecisions,sincepapal co-operationandsanctionwaslackingtotherest.
WHENDOESACOUNCILBECOME ECUMENICAL?
*ACOUNCILisecumenicalatthemomentofits summons,ifallthebishopsoftheCatholicworld havebeenofficiallyinvited.Foritalsotobeecumenical fromthebeginingofitssessions,theinvitationsmust havereachedtheirdestinationsandbeenansweredfrom everypartoftheChurch.Itis,inpractice,unavoidable forsomeofthebisopstobepreventedfromattending. Clearly,then,theecumenicalcharacteroftheCouncil cannotdependontheactualparticipationofall,or nearlyall,thebishops.Norisitnecessaryforthe majorityofthebishopstobepresent.
Further,itcannotberequiredthateverycountryor nationshouldbeactuallyrepresentedbyitsownbishop. Asaproofthatamajorityofbishopsisnotnecessary, wecaninstancetheCouncilofTrent,whichopenedon December13,1545withfourcardinals,fourarchbishops (ofAix,Palermo,Upsala,Armagh-fromfourdifferent nations),and21bishops,three-quartersofthemItalian, twoSpaniards,oneEnglishmanandaGerman.In addition,therewereAugustinianHermits,Carmelites andServites.TheCatholicdiocesanbishopsatthesame timenumberedmorethanfivehundred,notincluding English,ScandinavianandGermanbishopswhohad goneovertotheReformation;sothenumberpresentat theopeningwasindeedmodest.
Nonetheless,theCouncilofTrentisheldecumenical fromitsbeginningonDecember13,1545.Itmakesno differencethattheGermanbishops,thoughinvited, werealmostwhollyabsent.Theyhavebeenseverely blamedforthisonthegroundthattheyfailedtosee theimportanceoftheCouncilandweremoreconcerned fortheirtemporalauthorityandpossessionsthanfor theirspiritualdutytoattendtheCouncil.Butinjustice weoughttoconsiderthedifficultiesoftheirposition.In thetensionprevailingjustbeforetheSchmalkaldicwar, theirabsencefromhomemightwellhaveinduced,the neighbouringProtestantrulerstoseizetheirbishoprics, whichwouldthenhavebeenlosttotheCatholicFaith.
Howmanymustbepresentasaminimumfora Counciltobeecumenical?Nosimpleandconclusive answerisgiveneitherbytheologiansorCanonLaw. Wecan,however,formulatesomegeneralrules.
Afterallthebishopsandthoseentitledhavebeen invited,votingmembersfromvariouscountriesmust assemble,underthedirectionoftheproperauthority, insuchanumberthatitcanbetrulysaid,havingregard totheconditionsofthetime,thattheentireChurchis represented.
IncaseofdoubtwhetheraCouncilbeecumenical,it belongstotheChurch'steachingauthoritytodecidethe questionasoneofdogmaticfact(factumdoginaticum). Anauthoritativedecisionofthekindcannotmake ecumenicalwhatwasnotalreadysuch,butitcan infalliblysettlethatacouncilwasreallyecumenical.
Further,itcangiveecumenicalvaliditytoacouncil whichwasnotecumenicalatthetimeofitsmeeting.
Forinstance,theEasternbishopswerealoneinvitedto thefirstCouncilofConstantinople(381);andthesecond (553)was,atfirst,onlyanEasternone.Butboth receivedecumenicalstatusthroughsubsequentratificationbythePopeandagreementoftheWestern Church.
AtallthreeperiodsoftheCouncilofTrent,Protestantsofallkindswereofficiallyinvited.The Schmalkaldersrefusedtotakepart,andsotheProtestantswereentirelyunrepresentedinthefirstperiod (1545-1547).Inthecourseofthesecondperiod(15511552),therewerepresentProtestantemissariesfrom Brandenburg,WurtemburgandSaxony,attheendof 1551andonJanuary9,1552.These,however,not contentwithdemandingthatalldogmaticdecisions shoutbepostponedtillthearrivaloftheirowntheologians,whichwasgranted,requiredalsothatthe Catholicbishopsshouldbereleasedfromtheiroathof fidelitytothePope.andthattheCouncilshouldassert itssuperioritytothePope.Thesedemandswereunacceptable.beingatvariancewiththeChurch'straditionalconceptionofecumenicalcouncils. Thetensionwhichresultedthreatenedacessationof theproceedings.Therebellionoftheprincesagainst CharlesVcompelledtheCounciltobesuspendedon April28,1552.ButtheabsenceoftheProtestants,who hadbeengrantedlettersofsafe-conductandguaranteedfullfreedomofspeech,couldnotpreventthe Councilbeingecumenical.

Thepicturethatemerges isoneofaruthlesscareerist, thenatural(orperhapsun-
natural)productofthesystemofrevolutionaryCommunism;amanwithout Moralscruplesofanykind, whomayormaynothave beenresponsibleforthe deathofLenin,butwho certainlyknewthatthe brandywhichMolotovgave himinMarch,1953,was poisoned,becauseitcame fromhisowncabinet.

Perhapsthemostcaltous killingofthisconsciousless cynicwasthatofhiswife Nadiezhdain1932,butit wascompletelyincharacter withtherestofhislife.

TheFridayperformance waspenetratedbyaspiritof reverencewhichinsomeof thechoralesreachedtrue piety.Thiswasparticularly trueof"0SacredHead, Surrounded"attheendof TheScourgingepisode. Someofthedramatic chorusesweremagnificent, reachingtheirgreatest powerwith"LooseHim!" Theprecisionandcontrolof thishugechoirwasasremarkableasever.
Theonlyfault,derivingin partfromthetextand musicwasintheopening choruswhereasecondchoir makesmonosyllabicinterjectionsintheother'svocal line.Therewassolittledifferenceinthetonalquality ofthetwochoirsthatthe earcouldnotdetectthe questionandanswer.The majorchoirdidnotflicker intheirstricttempo,but justleftagap,ratherlike amissingpicketinawhite picketfence,fortheother choirtofill.Tobejust,the librettoatthispointis
