CENSUSEXPERTSSHOWPRACTICALWAY: COULDHELPHERE

LONDON:Agroup ofexpertsisbuilding upadetailedcensus oftheCatholicsof EnglandandWales togiveparishpriests andbishopsafuller understandingofthe Church'sneeds.

Thecensuswillprovide theecclesiasticalauthorities withavairatefiguresfor planningparishorganisationsandschools.

Itisbeingcarriedoutby theNewmanDemographic Survey,anoutgrowthofan organisationofCatholicuniversityteachers,students andprofessorsknownasthe NewmanAssociation.The censushasecclesiasticalapproval.

TheNewmanDemographic Surveyreportsthatitsteam oftenstatisticiansandsociologistsisalreadycompleting filesforfourparishesinthe Londonareaandinsome otherprovincialparishes. Allparishsurveysarebegunattheinvitationoflocal priests.Furtherparishcensuseshavealreadybeenarranged.

Theteamchargeseach parishbetween£A90and X.A270,accordingtosize.It visitseveryhouseinsidethe parishbounds,whether Catholicornot,totraceany Catholics,lapsedorotherwise.Theyvisithotels, boardinghouses,hospitals andanyotherinstitutionsto makesurethesurveyisaccurate.Eachparishcensus, withthehelpoflocalvolunteers,takesfromthreeto fiveweeks, EveryCatholicencounteredisgivenacardtofillin. Entriesincludename,address,ageandanswersto23 otherquestions.Thesecover marriage,children,timeof residenceintheparish,occupation(thoughnotthe nameoftheemployer)and education.Parishionersare alsoaskedwhatCatholic theybelongto,

whatCatholicnewspapers ormagazinestheyreadand, ifconverts,whentheywere receivedintotheChurch.

A.E.Spencer,directorof thesurvey,workedoutthe standardisedtechniqueafter fiveyearsofexperimenting. Desaidsomequestionsthat wereoftenignoredinearlier testshadbeenomittedorrephrased.Onenowomittedis whetherthepersonquestionedbelongstoatrade union.

Catholicchildrengeta specialfive-questioncard askingthenameoftheir schoolandwhetherthey havebeenconfirmed.

Greatstressisplacedon theconfidentialnatureof thecensus.FatherDaniel Woolgar,O.P.,adoctorof sociology,visitstheparish concernedbeforehandtorecruitvolunteersandbrief them.Theymerelyhand overthecards,explaintheir purpose,andreceivethem backinasealedenvelope. Whenthecensusiscompleted,theexpertsmeetto collatetheresults.

Thelocalparishpriest doesnotusethecensusto checkuponindividualsbut toascertainhowvarious sectionsofhisparishioners arereacting.Somepeople maybegoingtoanother churchoutsidetheirown parishforsomereason.Certaingroupsmaybeincreasinglyshunningcertainlay societies.

Thecensushasproved particularlyusefulwherea newparishhasbeenstarted oranewschool,churchor parishcampaignisplanned.

Mr.Spencersaidthecenesushelpstheparishclergy toknowtheirpeoplebetter andtocatertothespecial needsofeachgroupinthe parish,suchasnewlyweds, newcomers,theretired,childreninnon-Catholicschools, theunconfirmedandteenagers.

Themanwhohasarighttoboastaboutanything,does nothavetoboast.

Wherepowerisunreal,boastingIsusedtogivethe impressionofpower.Theemptywagonalwaysmakes themostnoise.Apersonmayboastofthecollegehe attended,bywhichheseekstohavethecollegereflect onhisknowledge,ratherthanallowinghisknowledge toreflectonthecollege.Also,hebeli67esthatby tellingapersonwherehewenttoschool,onewilldraw conclusionsfromthecollege,ratherthanfromhis knowledge,orwantofit.

Therearepeoplewhoboastaboutbeingself-made men,andofpossessingwealth.Suchboastersalways provethattheybecamerichverymuchtotheirown surprise.Theyusuallystartconversationsbytelling howtheystartedasapoorboy,withoutacent.The onlytimethey-evenbegintoappreciatepovertyiswhen theybegintoberich.Theboastingself-mademan alwaysconfuses"having"somethingwith'being" something.

AnIrishmissionaryBishop,speakingontheroleof laymenintheChurch,attributedthe"spectacularsuccess"oftheChurch'seffortinSouthernNigeriainpart tolayteachers HeisBishopJosephB.Whelan,C.S.Sp.,ofOwerriin Nigeria,andhesaidlaymenwerebroughtintomissionaryworkinSouthernNigeriain1905asonepartof atwo-partapproachtothespreadoftheFaith,The otherpartwastosendthepriestsintothebushcountry.

TheHolyGhostmissionarysaidthatin1905,after20 yearsofhardwork,theCatholicpopulationstoodat only2,500.Twentyyearslater,underthenewplanof missionaryendeavour,itstoodat45,000.Todayit standsatoneandahalfmillion.

"Thisexampleshowsusthelayapostolateflowing fromthepriestlyapostolate,"BishopWhelansaid."We seeitasanextensionoftheapostolateofthebishopand hispriests."

Hepointedoutthatwhenlayteachersbegantheir workinSouthernNigeriatherewereonly12priests andfournunsinaterritorylargerthanIreland,witha populationofninemillions.

Thesehavebeenexamplesofpride.Prideisan undueestimationandaninordinateesteemofone'sown excellence.Externalsaremadesubstitutesforthe internal.Theegoisashellencasingtherealself,and themoreentrenchedwebecomeinourpride,theharder becomesthisshell.Prideisatitspeakwhenmancuts himselfofffromanyrelationtoGod,andthusmakes himselfgod.Heelevateshisrelativecharacterintoan absolute,verymuchlikeacarboncopycallingitself theoriginal.Thependulumofaclockisfreetoswing aslongasitisattachedtothemechanism,butonceit becomesdetacheditisnolongerfreetoswing.Manis freewhenhehaspointofsuspensiontoGod.Whenhe alienateshimselfinafalseindependence,heeventually growstiredofhisfalsefreedom.Thenhelooksaround for'someonetowhomhecangiveuphisfreedom,which beginstoborehim.Thecureistobefoundinthe revival,ofthatforgottenvirtueofhumility.Humility isavirtuebywhichwerecogniseourselvesaswe reallyare,notaswewouldliketobeintheeyesofthe public;notasourpressnoticessayweare,butasweare inthesightofGodwhenweexamineourconscience.

Theteachers'success"givesusanoutstanding exampleofthelayapostolate,"BishopWhelanasserted. Buthewarnedagainstanyimpressionthatlaymen arecalledinmerelytomakeupforalackofpriests. "Thisisnotso,"hesaid."Thenumberofourschools inSouthernNigeriaandthenumberofourteachershas continuedtogrowinproportiontothenumbersofour priests."

IthoughtthatIwouldatleastfindapolicemanon dutyinfrontoftheresidenceofamemberofthe government.Buttherewasnone.Thestreetdoorwas openandthenarrowstairwayledmeupstairs.There, insteadofalockeddoor,wasaswingingonethat anyonecouldopen.Icalledandayounggirlappeared. "IwanttoseetheMonsignor,"Isaid.

Shedidnotevenaskmyname."Waitinthisroom whileItellFather,"shesaid,andleftmealoneina typical,old-fashioned,middle-classDominicansittingroom,plainandwelcoming.

SoonMonsignorPerezSanchezappeared.Tall, robustandagile,hedoesnotshowhis71years.He wasborninSantoDomingoonJuly22.1891.

Inakindlyway,likeapersonaccustomedtobeing gracioustoallvisitors,heaskedmetositdowninthe bestrocking-chairintheroom.Icouldnotsayno.He satnearmeinanother,lesscomfortablechair.

WespokeoftheDominicanpeople."Inmylonglife inthepriesthood,Ineverreceivedaninsult,"hetold me.

StoodUpToDictatorTrujillo

Heloveshiscountryandhispeople,andislovedby theminreturn.Atpresent,duetotheagitatedpolitical climate,hehastofacesomeattacks.Butheattaches noimportancetothem.

"Yes,ashorttimeago,somestudentswhomItried toappeasebecame'abittroublesome,'"hesaid.

Itoldhimthatasmallstudents'paper,Fragua.had publishedaneditorialentitled"PerezSanchezSpoke,whichcontainsanattackagainsthim.Hesaidhedid notknowaboutit.

Thedayaftertheinterview,MonsignorPerezSanchez wasagainthevictimofanattackinSanCristobal.,a nearbytownwherehehadbeenparishpriestand honorarymayor.Hewaspreventedfromdeliveringa speechtherebyrioterswhohadsetfiretothebranch oftheAgriculturalBanktoprotestagainstitsclosing. Alsobehindtheriotswastherumourthatanestateof theTrujillofamilywasgoingtoberentedtoanindividualinsteadofbeingdividedamongthefarmers,and anotherrumourthatthetownwouldbereducedfroma districtcapitaltoasimplemunicipalcommune.

TheMonsignortoldmeinregardtocurrent Dominicanproblems:"Thegreatdangeristhepresent, changingsituation.Wemusthaveelectionsandaconstitutionalgovernment.TheCouncilofStatedoesn't countwiththepoliticalparties,althoughitseekstheir support.Furthermore,itsworkisimpededbythe campaigncarriedoutbypartisansoftheoldregimeand bythebeginningsofanactivecommunistopposition.

"Nevertheless,wefeelwecancountonthesupport ofthepeoplewhoseethecouncilastheironlymeans ofsalvation."

Thereismuchworktobedone,theMonsignorwent on.

"Aprovisionalagriculturalreformplanistobe startedtodistributelandstofarmingfamilies.These familiesalsowillreceiveeconomicandtechnicalaidso theycanestablishnewvillagesandruraltowncouncils.

"Ifwesucceedinmaintainingasubstantialplanof action,thepeoplewillrecogniseoureffortandwill supportus,"hesaid. Hethenspoketomeaboutthenewelectorallaw

Thetwoboys,KazumichiIdeguchi,ofMiyazaki, andKazuoOtaki,ofTokyo,madethetripinless than24hoursbyair.Inthe16thcenturyittook theircountrymenovertwoyearstomakethe journey.

Itisnotunprecedentedforapriesttobeinthe governmentoftheDominicanRepublic.Archbishop FernandoArturodeMerinoofSantaDomingo(18331906)wasprovisionalpresidentfromJuly23,1880,to September1,1882,priortobeingappointedarchbishop. HeheadedtheSeefrom1885'tothetimeofhisdeath.

AnotherpriesttoldmeofMonsignorPerezSanchez: "Heiscompletelyapriest."HeaddedthattheMonsignorisamemberofthecouncilsothatthepeople mayseeinhimaguaranteeoftheirinterests.The Monsignorjoinedthecouncilwiththepermissionofhis ecclesiasticalsuperiors.

Apolitician,AlfonsoMoreno.Martin,presidentofthe ChristianSocialRevolutionaryParty,spoketomeas follows:"MonsignorPerezSanchezrepresentsonly himselfinthecouncil,nottheChurch.Heisa monsignorasothermembersofthecouncilarelawyers ordoctors."

Heisintheuniqueposition,however,ofretaining thetrustofthepeopleasapriestandofsupportingashisfellowcabinetmembersacknowledge-atransientgovernmentwhoseaimistopreparethewayfora democraticandrepresentativeregime.

FrankFoulkes,acknowledgedmemberofthecorn-

munistparty,refusedthe demandoftheunion'sexecutivecouncilthatheresign aspresidentoftheunion. Thejudgespecifiedthat HaxellandFoulkesdeliberatelydeceivedtheunion membership.Extraballot paperswereprintedand fraudulentlyfilledin,hesaid inhisverdict,addingthat forgedenvelopespurporting tocomefrombranchsecretarieswerepostedafterthe electiondeadlinesothat unionlocalssupporting Byrnecouldbedisqualified.

Thejudgeruledthat Byrnewasinfactelected, andshouldtakeoverimmediatelyfromthedeposed Haxell.Theunsuccessfful candidatesandtheunion wereorderedtopaythe costsofthe33-dayHigh Courtsuit,estimatedat about£112,500.

TheTradesUnionCongressatitsannualmeeting lastSeptemberatPortsmouthvotedten-to-oneto expeltheelectricalworkers' union.Foulkeshimselfhad takenthefloor,andina speechattemptingtostave offtheexpulsionaction,had singledoutthe"Catholic Herald"asoneofthe "enemies"oftheElectrical TradesUnionwhichwas tryingtodestroyit."Over thepastfouryears,"hesaid, "therehasbeenaunited effortbyone-particular groupcontainingelements fromCatholicAction,Tories, ex-communistsandother dissidentswiththeobjectof creatingthepreciseposition inwhichwefindourselves today."

ByrneaddressedthecongressafterFoulkes.Hesaid thecommunistsintheelectricalunionhadformeda campaigncommitteefollowingthecourtaction'inan effort"todestroythegeneralsecretary."

ActualcommunistmembershipintheElectrical TradesUnionisestimated atunder2,000-wellunder onepercentofthetotal. ButByrnetoldtheTrades UnionCongressthatbecause oflethargyamongthegeneralmembership,controlof theunionthenappeareddestinedtoremainincommunisthands.

Aftertheexpulsionvote, theelectricalworkers'delegateswereaskedtoleave thehall.Foulkesandhis partyleftbyonedoorand Byrnebyanother.

INCELLADIVARGI,asmallItalian villageofabout350soulsintheplainsof LombardyinNorthernItaly,theparish priest,FatherAdamoAccosareturnedfrom WorldWarIItofindhischurchinruins.

Withoutmoneytobuildagain,Massand otherserviceswereheldattheedgeofthe ruinedchurch,rainorshine.In1952,Father Accosadecidedtobuildashrinefromrubble andtherelicsofwar.Materialwasasked fromeveryplacethathadfelttheravages ofwar-itcamefrommanyplaces,including thedevastatedAnglicanCoventryCathedral, aPolishsynagoguewhichhadbeenrazed andaShintoshrineinJapan.

Eventheadornmentsofthenewchurch weretoremindpeopleofthecrueltyofwar. Thealtarwasconstructedfromfragments fromHiroshimaandotherdevastatedcities. Thebaptismalfontisaconvertedbreechblockofa305mm.gun.

Voluntarylabourhasbeenusedinerecting thebuildingasmaterialspouredinfromover sixtywar-strickennations.TheItalian MinistryoftheInteriordonatedfundsto buildthebarewalls.

Oneofthemostunusualsightsinthe churchistheCrucifix(pictured).Thelegs areapairofJapaneserifles,thekneestwo Italianhandgrenades,thebreechclotha pieceofBritishparachutesilktakenfroma burnt-outwreck,theribsareknivesanda pistol,theoutstretchedarmstwosabres,the faceoutlinedbyabulletbeltfromAbyssinia surmountedbyabarbedwirecrownof thornsfromaGermanconcentrationcamp, thehaloisatortureringfromtheCongo, onceusedonslaves.

FatherAccosasaidtopuzzledparishioners thatitisnotknivesandgunsbutafigureof Christmadefrominstrumentsofwar.They shouldremindusofwhatHesufferedand whatmankindsuffersthroughwar,andso forceustoactbetter,tobelieveinHimand tobesurethatwedonotwantwaragain.

Askedaboutit,thePresidentsaid:"Thisisonlypart oftheMovementofFeminineSolidarity,whichis mainlyasocialmovement, initiatedbymysister-inlaw,Leadersarebeing trained, 1romeducated womenwhohavevolunteered.They,inturn,will trainothersforsocialserviceand,ifneedbe,touse firearms,Butthewomen willnotformpartofany garrisons.Theyarenot regulartroopsbutparamilitary."

'IhesituationinLaos,the north-westernneighbourof Vietnam,isobviouslyu causeofconcerntoNgoBinh Diem.Hepointedoutthe differencibetweenLaosand countrieslikeItalyand France,wherethecommitnis'partyislegalandmight evenhaveamemberinthe government.

"InLaos,thecommunist PathetLaohasanarmy," hesaid."SupposethecommunistpartyinFranceor Italyhaditsownarmy!

ManyoftheVietCOng (NorthVietnamcommunist)guerrillasarebelieved tohavecomedownthrough LaosandacrosstheLaotian borderintoSouthernVietnam.IfLaospassesunder fullcommunistorneutralist-cum-communistrule,the VietCongwillhaveeven easieraccesstotheSouth Vietnamborder,thePresidentfeels.

"UnderaneutralistgovernmentinLaos,theterritorycouldnotbecontrolled. WeknowthattheInternationalControlCommissionhasnever-Succeededin supervisingtheChinese frontierinNorthVietnam." Endingtheinterview,he madeasimplerequest-for prayers.

*THEYWEREBEINGBOARDEDINAHOME FORCHILDRENOFBROKEN-UPFAMILIES. ASMALLMINORITYOFTHEMWERE THEREBECAUSEOFACATASTROPHIC ILLNESSORAMAJOREMERGENCYIN THEIROWNHOME.

These'childrenhadtheusualproblemsofchildren anywhere,butbasicallytheywereallright.The parentsandotherrelativesstillhadcontactwiththem, sawthemfrequently,correspondedwiththem,andsent themgifts.Thesechildrenwouldhavepreferredbeing withtheirown,naturally.buttheyweren'tunhappy wheretheywere.

Mostoftheboarders,however,camefromfamilies whichhadbeendisruptedbydivorce,desertion,alcoholism,mentalillness,crime,andthelike.Thesewere theinsecureones.Theysoughtaffectionwherethey couldfindit-fromthemaintenanceman,thedelivery man,thecasualvisitor.

TheyviedfortheattentionoftheSistersandthe staff,ortheyweresowithdrawnthattheyturnedaway fromorrejectedoutrightoverturesoffriendliness.

SOMEONETOLOVE

THEYneededlove;but,equallyimportant althoughlessobviously,theyneededsomeoneto love-someonewhowouldwillinglyandgraciously receivewhattheyhadtooffer.

ThiswasdemonstratedoneChristmastide.Manyof themweregoing"home"fortheholidays.Intheweeks anddaysbefore,withtheencouragementoftheSisters, theyhadmadethings,workedupspiritualbouquets, andspenttheirmoneyonpresentsthattheyweregoing togive.Theyhadalreadyreceivedmanygiftsthemselvesfromserviceorganisationsinthecommunityand theywantedtoshowthoseoffalso.Mostofall,however,theywantedtobeabletogivetosomeone.

TheysortoffloatedoutoftheplaceonChristmas Eveloadeddownwiththeirgailywrappedpresentsand glowingwithanticipationofthesurprisestheyhadin storefortheirmothersorfathers.Manyofthem returnedafewdayslaterinadifferentframeofmind. Theyweresullenandquiet,orresentfulandaggressive. Therewerebed-wetting,learning,anddisciplinary problems.

THEREASON

*THECHANGEamongsomanywasstartling enoughtobearinvestigation.TheSisterssoon foundwhathadhappenedwhentheydidarrive"home." Theyhadtheirgiftstogivetomother,butshecouldn't bebothered.Shehadanewloveinherlife,andshe wasn'tparticularlyinterestedinthemortheirgifts.

Ortheyhadsomethingspecialfordaddy,buthehad anewChristmasbottlewhichhewaswatchinggodown withtender,lovingcare.Hisattitudetowardshisson was-Getawayfromme,boy,youbotherme!

Thesadnessofchildrenwhowantedtogivetosomeone,butwhocouldfindnoonewillingtoaccept!They returnedfromtheir"home"withoneresolutionwritten acrosstheirforeheads-neveragainwouldtheyallow themselvestobeashumiliatedastheyhadbeenthat ChristmasEve.

Fromnowon,theywouldbeextremelywaryof showingtheirfeelingsandtheirheartsingiftsto anyone.Iftheirparentsdidnotwanttoreceivefrom them,whoelsecouldtheyhopein?

Sometimesthebiggestgiftofloveaparentcanshow toachildisawillingnesstobelovedbyhim.Ifa parent'sroleistostandintheplaceofGodtoanswer achild'sneedofbeingloved,itisalsohisdignityto receiveinGod'snamethechild'sfumblingattemptsto love. --

Asthemembersofthe papalcourt'movedoutinto theopen,thepredominant coloursofwhiteandblack gavewaytothepurples, magentaandgoldofthe bishops,caeonsandcardinals.

Amongthemostnoticeablefeatureswasthevery largeredandgoldstriped umbrellawhichistheancientsymbolofabasilica andwhichwascarriedbeforethecanonsofSt. Peter's.

Almostanhourafterthe procesSionbegan,thePope wasborneintoview.His thronewasonawideplatformcarriedby16menin scarletcourtdress.Wearing agoldandwhitecope,and bareheaded,thePopewas bentinprayerbeforethe Hostinagoldenmonstrance.

AbovethePopeandmonstranceswayedtheelaborate canopy,carriedbyeight prelates.Onallsides,hewas escortedbythehighestofficialsofhiscourt,andbefore himwalkedpriestsswinging smokingcensers.

Slowlytheprocession circledthesquare.Asthe PopepassedtheItaliangovernment'sdelegation,ina specialbox-justoutsidethe limitsofthesquare-ina tributetothesovereigntyof VaticanCity-Italianmilitarytrumpeterssoundeda fanfareofhonourwhich brieflydrownedoutth6 chantingofthechoirs.

Bythetimetheprocessionhadreturnedtothe stepsofthebasilica,analtar hadbeenerected.ThePope, surroundedbythemediaevalandRenaissancesplendourofhiscourt,gave

Dr.Kielt,whosucceeds VeryRev.TimothyConnolly,thefourthSuperior GeneraloftheSociety,beganhisstudiesforthe Dublindiocesanpriesthood atHolyCrossCollege,ClonRife.Hecompletedhis Philosophycoursetherein 1931andwassentthefollowingyeartotheNational DiocesanSeminary,St.Patrick'sCollege,Maynooth,for hiscourseinTheology. However,histhoughtswere turningtotheforeignmissionsandafteronlyayear inMaynoothheenteredSt. Columban'sSeminary,DalganPark,Ireland.
