LONDON:Baroness Summerskill,womandoctorwhoservedasa Ministerinthepost-war LabourGovernment,told theHouseofLordsthat oralcontraceptivesmay have"themostserious long-termeffects."

TheBaroness,whoasDr. EdithSummerskillwasParliamentarySecretaryforthe MinistryofFoodfrom1945 to1951andMinisterof NationalInsurancein195051,spokeoutinadebatein theHouseofLordsonthe problemsoftherapidpopulationgrowthinAsia.

LordCasey,formerAustralianMinisterforExternal Affairs,hadopenedthedebatebydeclaringthat "familyplanning"isthe onlysolutiontotherapid increaseinsuchplacesas India.

LadySummerskillsaida womanwhohadhada numberofchildrenmight consumecontraceptivepills regardlessoftheconsequences,justasshemight resorttoanabortionistat theriskofhe:.

"Themarketin%oforal

TheDukeofDevonshire, Commonwealth UnderSecretary,toldtheHouse theEconomicCommission forAsiaandtheFarEastis planninganAsiaticpopulationconference. Hesaidhedoesnotthink scientificresearchinrelationtocontraceptioncould beundertakeninisolation fromthecausesofinfertility.Muchinformation aboutcontraceptionwas comingasaby-productof researchintoinfertilityand certainfieldsofcancer,he said.

Avisiting"worldauthority"onoralcontraceptives wasquotedassayingthattherewasnoreasontodoubt theirsafety.

Anewsitemin"TheRecord"statedthat"The Lancet,"BritishMedicalJournal,hadcontaineda warningthattheuseoforalcontraceptivesmaybe dangeroustohealth.

Thisweek,awomandoctor,notalwaysexactlyinline withtheChurch'smoralviews,.unthematterofbirth control,hasemphasisedinadebateintheHouseof Lordsthatthereisdangerintheuseofanovulatory oralcontraceptives.

Shepointsoutthemedicaldanger.Wehereemphasisethatthedangerisalsointhemoralorder.Itisthis dangerthatshouldconcernallmoralpeople.

Theuseofthesepillsasoralcontraceptives.taken toavoidthenaturalconsequencesofthemarriageact, iscondemnedbytheChurch.Shehassolemnlystated thatdirectvoluntarysterilisation,eitherpermanentor temporary,isneverpermissible.Oralcontraceptives bringaboutthissterilityandifusedforthepurposeof avoidingpregnancy.thentheiruseisagainstale NaturalLawandtheFifthCommandment.

ThisattitudeoftheChurchcertainlyclasheswiththe "modern"feelingthateverymeanscanbeusedto procurethat"happy"stateofhusbandandwife-or evenofsinglepeople-byremovingthe"worry"that theybeartheconsequenceoftheiractions-whichacts areperformedbyrightinthecaseofhusbandandwife andarestolenbythesingleperson.Thatthereare restrictionsimposedbyamorallawhascometomean anodiousthing.

BaronessSummerskill,whoadmitsherselftobenot opposedtobirthcontrol,hitsthenailontheheadwhen shestatesthattheconsumptionofthepillwouldnotbe limitedtoawomansufferingfromaspecificdisease. Shesaidthatallthepowerfulmediaofadvertisingand propagandawouldbedirectedtothehealthy,with promiseofenjoymentwithoutfearofconsequences.

Thetroublewithstatementslikethatmadebythe "worldauthority"isthatwhenreportedtheyallay thesuspicionwhichsomepeoplemighthaveastothe moralityoftheactionwhichheclaimsisquitesafe. Others,ofatleastequal"worldauthority"saytheyare notsafe.

Itwasreportedthatthemedicalmaninquestion washeadoftheBritishFamilyPlanningAssociation's councilfortheinvestigationoffertilitycontrol.He, therefore,couldbepushinghisfavouritehobby-horse.

Thechargelaidbythedoctorthatprotestsmadeby opponentsoftheuseoforalcontraceptiveswereillconsideredandprobablybiasedcaneasilybereversed. Thedoctordoesnotseemtobeconsideringthemorals ofthecaseatall.Hisbiasseemstobeagainstsuch stricturesbeingplacedonman'sliberty.

Astobeingill-considered,theChurchhaslong learnedthewisdomofweighingalltheprosandcons ofherdecisions.Sheismindfulofthefactofman's natureanditsdignity.Shealsorealisesthatsomeof herpronouncementscanappeartobehardandunrelenting.Yet,sheisalsomindfulthatmenandwomen arecapableofrisingabovepurelymaterialorphysical reasonswhenadecisionhastobemadeontheright andwrongofanymatter.Goddidnotcreatemankind thewayHedidwithoutreason.Christdidnotinstitute theSacraments.particularlythatofMarriage,for nothing.WhiletheChurchhasdueandhighregardfor membersofthemedicalprofession,sheinsiststhat they,likeher,lookatmancompletely,notjustasa physicalentity.

Accordingtowellinformedsources,communists killedabout1,900personsinSouthVietnamin 1960and4,000in1961.About10percentofthe victimswerecivilians.ThenumberofVietCong (communists)killedisbelievedtobemuchhigher. WoundedandmissingSouthVietnamesenumbered about3,200in1960and7,800in1961.

ForseveralyearsPresidentNgoDinhDiem's governmentherehasbeenfilingitemisedcomplaintswiththeinternationalcommission,showing theNorthVietnamgovernmentviolatingthe GenevaAgreementsof1954bypromotingsubversiveactivitiesinthesouth.OnlyinJuneof1961 didthecommissiondecidebyamajorityvotethat itwascompetenttoinvestigatethesecharges.

TheSilentQuest

Oneofthereallygreatneedsofourowndayis silence.Modernlifeseemstothriveonafondnessfor noise,andbynoiseismeantnotonlythestaccato barbarismofjazz,butalsoandprincipally,theexcessivedesireforthatwhichdistracts--loveofamusements,constantgoingsandcomings,excitementsand thrills,antimovementforthemeresakeofmovement.

Whatisthereasonforthisfondnessfornoise?It isnotduetoanyinherentloveofthatwhichisloud, forpeoplegenerallypreferthatwhichissoftand refined.Rather,thereasonistobefoundinthegreat desireonthepartofhumanbeingstodotheimpossible, namely,toescapefromthemselves.Theydonotlike tobewiththemselvesbecausetheirconsciencereproves andcarriesonanunbearablerepartee.Theydonotlike tobequiet,becausethefootstepsoftheHoundof Heavenwhichcanbeheardinsilence,cannotbeheard inthedinofexcitement;theydonotliketobesilent, becauseGod'svoiceislikeawhisperanditcannotbe heardinthetumultofthecitystreets.

HungerForThePresenceOfGod

Thesearesomeofthereasonswhythemodernworld lovesnoise,andtheyareallresolvabletothis-noise drownsGod'svoiceandstupefiesconscience.Dullindeed arethesedistractions,butliketheclayusedbysavages todullthepainofhunger,theystifleinthesoulthe hungerforthepresenceofGod,Theresultisthatvery fewpeopleeverknowthemselves.Infact,theyknow everyoneelsebetterthantheyknowthemselves.

ManyCatholicshavebeenvictimsofthecommunists'attacks,'althoughtheRedsprefertoavoid makingafrontalassaultonreligion.ThecommunistskilledFatherJosephMinh,aVietnamese, in1960andaFrenchpriest,FatherTheojonnet, lastwinter.TheytriedtokillBishopAntoine NguyenVanThienofVinhLongandseveral priestsbyfiringonthem.Theyfiredonagroupof VietnameseSisters,killingone.Theyareforcibly preventingpriestsfromattendingtosomeoutlying missions.

InMarch,1960,theyraidedtheCatholicleprosariumofBensan.TheyheldtheSistersofCharity andthelepers'chaplainatgunpointwhilethey pillagedtheinstitutionofmedicalsuppliesdonated forthelepers.

WecannottraveltothequietoftheOrientalskies, butweneednot:forsilenceisnotdependentupona place,butuponastateofmind.Itisnotbasedon whereweare,butwhatwearethinkingabout.Itis beingaloneasfarastheworldisconcerned,even thoughoneisintheverymidstofit-anactivityby whicheveryfacultyoftheheartandmindandsoulis bentinward,awaitingthevoiceofGod.

Thefirstleprosariumwas openedin1930onChannel Island,asmall(onemilein diameter)pieceoflandoff thetipofthelongpeninsulathatseparatestheeast andmiddlearmsofDarwin's tripartiteharbour.

NOONECANBEQUITE SUREHOW LEPROSY WASIMPORTED,INTO AUSTRALIA.

Itwasoncethotightthat thediseasecamewiththe Macassarswhovisitedthe northcoasteveryyearin theirprowstofishfortrepang.

Butmedicalopinionnow holdsitmorelikelythat leprosywasintroducedwith theChinesecoolies,7,000of whomwereengagedinrailwayconstructionworkin the70'sand80's.

Whateverthecause;by 1930thediseasewasincreasingatanalarmingrateand theGovernmentsetaside ChannelIslandfortheisolationandtreatmentofnativecases.

DuringWorldWarII, however,whenDarwinwas beingplasteredwithbombs fromJapaneseplanesthe staffandthenativeson ChannelIslandquicklyevacuatedtheirdangerousposition. Naturallyenough,theunfortunatenativesdrifedback totheirvarioustribalareas, carryingthediseasewith them.

Awareofthepossibleconsequences,theGovernment actedquickly.TheSisters ofOurLadyoftheSacred

Heartavereaskedtoopenthe leprosariumagainandsince thentherehasbeenno "lookingback,"thanks largelytothesplendidcooperationbetweenChurch andState.

Between1943and1955, thenumberofpatientsincreasedfrom62tomore than200.

Thisdidnotbyanymeans representallthelepersin theTerritory,norevenall thecasesthathadbeendiscovered,becausethepractice was,andstillis,nottoadmitnon-infectivecasesif suitablearrangementscould bemadefortheirroutine treatmentbyatrainednurse atamissionstationorelsewhere.

MedicalcheckssoonturnedupcasesineveryMission andNativeAffairsSettlementinthe areaandatmostcattlestationsaswell.

Strangely,nocaseswere reportedsouthofthe19th parallel.Itseemedasif alinehadbeendrawnacross thecontinent,throughTennantCreek.Northofitlay gravedangerofinfection (in1955,morethan300 caseshadbeendetected among8,000natives).South ofthelinewasimmunity,

Writingaboutavisitto theEastArmleprosarium someyearsago,Father(now Bishop),Coplstoldaboutone oneofthefewwhitemen tohavebeentreatedthere.

Thepatient,whosechristiannamewasLawrence, wasborninBrisbanenearly 80yearsagoandcameto theNorthernTerritoryas aboy.Foryearsheworkedoncattlestationsand knewallthelonelinessand hardshipsoftheoutback.He waswelladvancedinyeari whenthefirstsignsofleprosyappearedandhewas admittedtotheleprosarium.

BishopCopasvisitedLawrenceafewdaysbeforehis deathandspokeaboutheaenandofthenecessityof

totheFaithbytheexample oftheSisters.

ThecongregationatSundayMassisdrawnfrom tribesspeakingdifferent languagesbutallhavea goodknowledgeofEnglish, sothesermonispreached inthatlanguage. About50percentofthe peoplereceiveHolyCommunioneverySunday.At ChristmasandEasterpracticallyeveryoneapproaches thealtarrails. IfEastArmistodaya shiningexampleofthebest modernhospitalisation andthemostlovingspiritualministrations,both ChurchandStatecantake partofthecredit.

TheGovernmentsupplied themoneytobuild,equip andmaintaintheSettlement.Thenunshavegiven theirlivesandtheChurch authoritieshaveprovidedkhe -beautifulchapel.

Barcelonapolicehadtriedearliertosearchthe quartersofCatholicAction,butquittheattemptwhen ArchbishopGregorioModrego,BishopofBarcelona, intervened.

Thestrikes,whichoriginatedamongrailwayworkers andminersintheBasqueprovincesandAsturias, spreadtoeightotherprovinces.GeneralissimoFranciscoFranco,inapublicspeechonMay27,blamedboth theCatholicworkers'organisations.whichhesaidwere "madeparasitical"throughinfiltration,andalso"the excessesofsomeseparatistBasquepriestsortheclericalisticerrorsofsomeotherhot-headedpriests."

THESUSPENSIONOFCIVICRIGHTS

Oneoutcomeofthestrikeswasthegovernment's suspensionofcivilrightsintheprovincesinvolved. ButtheY.C.W.andtheWorkersBrotherhoodsreiteratedtheirearliercomplaintthat'thousandsofworking familiesarenotnowreceivingadequatewages,"and thattheworkersdonothaverealrepresentation'in firms,tradeunionsorincivicinstitutions.whichprohibitsthepracticaldefenceoftheirlegitimateinterests."

IntheoriginalmanifestoofMay8,whichthegovernmentdeclaredillegal,thenationalcommissionsofthe twoCatholicworkers'groupsdeclaredthattheycould not"remainindifferentbeforeasituationwhichso immediatelyaffectsthelivesoftheworkersandofthe wholenation,iftheyaretoremainfaithfultothe missionwhichhasbeenconfidedtothembythe ecclesiasticalHierarchy,thatofChristianisingthe worldofwork,andofcollaboratinginthebringing aboutoflivingconditionswhichfosterthenormal exerciseofChristianlife."

Incallingforajustwagewhichwouldpermitthe workerto"liveinhumandignity,andaccordingtothe standardsofpresent-daysociety,"themanifestodeclared:"Onlyanobviouslyimpossiblesituation,fully demonstrated,andforwhichthefirminquestionisin nowayresponsible,orverygravereasonsforthe commongood,canjustifyapermanentlowwage:but then,thecommongoodandsocialjusticerequirethat allwagesandincomesbesubmittedtothesesame restrictivemeasuressothatthesacrificesaresharedby allmembersofthenationalcommunity."

Thesamemanifestocalledrealparticipationofthe workersinindustrytotheextentofprofit-sharing."an urgentandimmediatenecessity.'Italsoupheldthe rightofworkerstoorganiserealtradeunionsandto strike.

Meanwhile,thePrimateofSpain,EnriqueCardinal PlayDeniel,ArchbishopofToledo,hasconfirmedthat thejointdeclarationissuedbytheYoungChristian WorkersandtheCatholicActionWorkersBrotherhodds hadhispersonalapproval.The.Cardinalisheadofthe Bishops'committeewhichoverseestheactivitiesofboth organisations.

Theleadersclaimthere wastoomuchsimilaritybetweenthe'meetingsconcernedandhencethelack ofinterest.However,itwas pointedouttothesemembersthatiftheyattempted togetsomethingnewfrom eachmeeting,theywould findthemnotnearlyasunattractive.
