THERECENTsharpriseintheflowofrefugeesswarmingintoHongKongfromRedChina makesitobviousthattheproblemisaninternationalone,AuxiliaryBishopEdwardE. SwanstromofNewYorkdeclaredduringavisittothatBritishterritory.

TheexecutivedirectorofCatholicReliefServicesNationalCatholicWelfareConferencesuggestedthata solutionmightlieinthecreationbytheUnitedNations ofarefugeeorganisationtocareforthisspecificproblemjustaswasdoneforEuropeanrefugeesafterthe lastwar.

TheBishopsaidthatfinancialaidfromvarious countriestoprovidemoreresettlementdwellingsfor therefugees-nowstreamingintotheBritishcolonyat anestimatedrateof2,000aday-is"possiblythemost practicalmeasureatthemomenttorelievetheseriousnessoftheproblem."

ThereisawidespreadsuspicioninHongKongthat theincreaseintherefugeeflowisbeingaided,ifnot forced,bytheChinesecommunistregimeitself.Recently,newrefugeesapprehendedbylocalauthorities inthecolonyhavebeenfedandthenreturnedtothe mainland.Theexactnumberreturnedhasnotbeen revealed.Between30and40truckloads,however,are seenreturningtheirhumancargotoRedChinadaily. BishopSwanstrom,duringatwo-dayvisitenroute toaregionalC.R.S.-N.C.W.C.meetinginVietnam,had achancetovisittheFanlingsectionofthecolony,where asteadystreamofrefugeeshasbeenarrivingfromthe themainland.

TasmanianFund's ExcellentRecovery

Hobart:TotalinvestmentsintheSchools ProvidentFundoftheArchdioceseofHobart amountedto£775,872whenthebookswere auditedattheendofMarch.

Thiswasannouncedlast weekbyMr.M.G.Coghlan, whowasrecentlyappointed managerofthefundbythe Archbishop,MostRev.G. Young,D.D.

Thecreditsqueezehad affectedthefundconsiderably,Mr.Coghlanstated. Withdrawalsfromthefund, duemainlytomaturing loans,hadcurtailedthe schoolbuildingprogramme throughoutTasmania.

However,thefundhad nowcompletelyrecovered fromtheeffectsofthe economicslump.

Followingheavyrepaymentsofmaturingloans madewhenthefundwas firstlaunched,theSchools ProvidentFundwasnowin apositiontoembarkona newandvastprogrammeof schoolbuilding,Mr.CoghIanstated.

SECURITY

Totalrepaymentssince thefundwasestablishedin 1958amountedto£256,811. Muchofthishadbeenreinvestedinthefund.

Toallowfortheserepaymentsandtocater forproblemsarisingfrom thenation'sstringencies during1961,cashand interest-bearingsecurities werebuiltuptomorethan £140,000lastyear.

Thelastfewmonthsof 1961andthefirstquarter ofthisyearhadshowna markedexcessofdeposits overwithdrawals.

Announcingtheextensionlastweek.Mr.Freeth, theMinisterfortheInterior,saidtheneedforthe Government'saidforprivateschoolshadarisen becauseofCanberra'srapidrateofdevelopment.

Thereactionwasusuallytwofold.Thezealous,pious, dedicatedcommuniststronglydefendedthispolicy.All thatisbeingdone,accordingtohim,istopurgeall importsfromerror.Butwhy,Iwouldask,ifyouhave suchaneducatedandculturednation,don'tyouletthe 'peopledothepurging?Theanswertothiswasalways thatweAmericansarethemastersofdeceit,cleverand dangerous.TheSovietgovernmentisonlyguarding itspeopleagainstthisdeception.

Thelesspiousorzealouscommunistswerecriticalof alwaysbeingshownjustonesideofeveryquestion- theofficialcommunistside.Theyadmittedthatthe newsiscolouredandsaidtheybelievednothingof whattheyreadinthepaperorheardinbroadcasts.

Towaituntil1962forthe firstperformanceofaHaydn symphonyisnotquiteso shatteringlyshamefulasit mightappear,fortheD MinorSymphony(No.80) wasonlydiscoveredinthe thirties.Alithesame,await ofaquarterofacenturyt3 hearitisasadcommentary onourmusicaltaste.Havingpaidourdebttothe ' genialJoseph,herewarded uswithaperfectgem;in 'la'contrasttotheothercomposersoftheevening,who usedvastorchestralresources-toachievevery ;little,Haydn,stoletheshow withatinyorchestraof strings,oneflute,twooboes, twobassoonsandtwohorns. Thegreatestapplauseof theeveningcamefora groupofthreeItalianopeRaticariassungbyCamilla Williams,whoselovelypersonalitywasmatchedbyher singing.Herthirdaria, "Fors'elui,"Violett4aria fromActIof"LaTraviata," waspal-ticularlyheartwarmingandhadasuperborchestralbacking. "BrazilianImpressions,"a richlyorchestratedtravel brochurebyRespighi,nor RichardStrauss'stonepoem "DeathandTransfiguration" hasanygreatmusicalqualitiessavemusicalcolour.The performanceoftheStrauss, however,wasverygoodindeedandahappyaugury fortheforthcomingseason.

Thereisanoldsongwhich claimsthatthebestthings inlifearefree,adictum whichistruerthanourcommercialagewouldallow. Inaprogrammewhich rangedfromGeminianito MargaretSutherland,the twolongestworkswerethe mostoutstanding-aConcertinaforPianoand StringsbyGibbsanda SerenadeforStringsbyDag Wiren.Theformerwasa lightweightromanticconcerto,playedbrilliantlyby VernonWilliamsatthe piano;thelatterhadalittle moretoitandtheperformancewaspositivelyscintillating.

ADJUDICATOR'S OBSERVATIONS

AsoneoftheadjudicatorsoftheDramaFestival, thereareoneortwothingsthatstruckmerather forcibly.

AstheFestivalproceeded, Icouldnothelpbeingpossessedbythegratifying convictionthatthiswasno humdrumpresentationof poor-qualityplays.The schoolstookthisfestival seriouslyand,afterall,this istheonlyattitudetoadopt inapproachingtheartof acting.Theresultwassome gooddrama,whichremindedmeofaremarkbyJohn Fernald,Directorofthe 11751AcademyofDramatic Art,whenhewasaajudieatingafestivalinBritain. Hesaid,"Theatreisgood fun,soletushavesome goodfun;butforgoodness sake,letushavesomegood theatre."TherecentFestivalwas"goodtheatre."

Whenitisrealisedthat about17vohundredactors andonehundredbackstage workerscombinedinthis achievementof"gOod theatre,"Icouldnotescape theconviction,againwith gratification,that,herewe haveavaluablecontribution inthefieldofculturalenterprise.Inotherwords,here isanimportantanddesir-

ableelementinthiscountry's"NationalTheatre."

Thesignificanceofall thismustbeconsidered againsttheproblemof futurefestivals.Wheredo wegofromhere?Inwhat waycantheFestivalbe improved? Itisobvious,ofcourse, thattheFestivalrequiresa properlyequippedstagefor thepresentationofdrama. ThefacilitiesattheAssemblyHall(apparentlythe bestthatPerthcanoffer) areprimitiveandentirely inadequate.Asanadjudicator,Iwaswellawareof thisproblemandofthedepressingfactthattheproducers,actorsandtechnicianscouldnotdothemselvesfulljustice.Their hardwork,theirenthusiasm andtheirartistictalentdeservesomethingbetterthan this.Icannotavoidthedepressingthoughtthatfuture festivalscanneverbeexpectedtoattainhigher standardsiftheyareobliged topresenttheirplaysin suchimpossibleconditions.

Towaituntil1962forthe firstperformanceofaHaydn symphonyisnotquiteso shatteringlyshamefulasit mightappear,fortheD MinorSymphony(No.80) wasonlydiscoveredinthe thirties.Alithesame,await ofaquarterofacenturyto hearitisasadcommentary onourmusicaltaste.Havingpaidourdebttothe genialJoseph,herewarded uswithaperfectgem;in contrasttotheothercomposersoftheevening,who usedvastorchestralresourcestoachievevery {little,Haydn,stoletheshow withatinyorchestraof strings,oneflute,twooboes, twobassoonsandtwohorns. Apartfromaratherlanguid slowmovement,theorchestraplayeditwell.

Thegreatestapplauseof theeveningcamefora groupofthreeItalianoperaticariassungbyCamilla Williams,whoselovelypersonalitywasmatchedbyher singing.Herthirdaria, "Fors'elui,"Violetta4saria fromActIof"LaTraviata," waspal'ticularlyheartwarmingandhadasuperborchestralbacking. Thelatterhalfofthe eveningwas,tosomeextent, ananti-climax.Neither

"BrazilianImpressions,"a richlyorchestratedtravel brochurebyRespighi,nor RichardStrauss'stonepoem "DeathandTransfiguration" hasanygreatmusicalqualitiessavemusicalcolour.The performanceoftheStrauss, however,wasverygoodindeedandahappyaugury fortheforthcomingseason.

Thereisanoldsongwhich claimsthatthebestthings inlifearefree,adictum whichistruerthanourcommercialagewouldallow. Overtheyears,Ihaveheardagreatdealofmusic,yet,to thebestofmyrecollection, theonlypieceswhichIhad heardbeforewere"Dargason,"fromtheSt.Paul's SuitebyHoist,andtheencore,Bach'sAiron-theG String. Inaprogrammewhich rangedfromGeminianito MargaretSutherland,the twolongestworkswerethe mostoutstanding-aConcertinaforPianoand StringsbyGibbsanda SerenadeforStringsbyDag Wiren.Theformerwasa lightweightromanticconcerto,playedbrilliantlyby VernonWilliamsatthe piano;thelatterhadalittle moretoitandtheperformancewaspositivelyscintillating.

ADJUDICATOR'S OBSERVATIONS

AsoneoftheadjudicatorsoftheDramaFestival, thereareoneortwothingsthatstruckmerather forcibly.

AstheFestivalproceeded, Icouldnothelpbeingpossessedbythegratifying convictionthatthiswasno humdrumpresentationof poor-qualityplays.The schoolstookthisfestival seriouslyand,afterall,this istheonlyattitudetoadopt inapproachingtheartof acting.Theresultwassome gooddrama,whichremindedmeofaremarkbyJohn Fernald,Directororthe rtzliAcademyofDramatic Art,whenhewasadjudicatingafestivalinBritain. Hesaid,"Theatreisgood fun,soletushavesome goodfun;butforgoodness sake,letushavesomegood theatre:"TherecentFestivalwas"goodtheatre."

When'itisrealisedthat about"r\-ohundredactors andonehundredbackstage workerscombinedinthis achievementof"gOod theatre,"Icouldnotescape theconviction,againwith gratification,that,herewe haveavaluablecontribution inthefieldofculturalenterprise.Inotherwords,here isanimportantanddesir-

ableelementinthiscountry's"NationalTheatre." Thesignificanceofall thismustbeconsidered againsttheproblemof futurefestivals.Wheredo wegofromhere?Inwhat waycantheFestivalbe improved? Itisobvious,ofcourse, thattheFestivalrequiresa properlyequippedstagefor thepresentationofdrama. ThefacilitiesattheAssemblyHall(apparentlythe bestthatPerthcanoffer) areprimitiveandentirely inadequate.Asanadjudicator,Iwaswellawareof thisproblemandofthedepressingfactthattheproducers,actorsandtechnicianscouldnotdothemselvesfulljustice.Their hardwork,theirenthusiasm andtheirartistictalentdeservesomethingbetterthan this.Icannotavoidthedepressingthoughtthatfuture festivalscanneverbeexpectedtoattainhigher standardsiftheyareobliged topresenttheirplaysin suchimpossibleconditions. Thesecondproblemthat relatestotheimprovement offuturestandardsliesin thetechniqueofstageproduction.Thereis,ofcourse, nothingnewaboutthisobservation. Alittlemore knowledgeofthepitfallsof productionwouldhaveimprovedeventhebestofthe plays.Whycannotthisinstructionbeprovided?There isnothinguniqueaboutthis. Itisbeingprovidedin schoolsallovertheworld. Itwouldnoteveninvolve theexpenditureoflarge sumsofmoney.Afterall, mostofourschoolsprovide tennisandfootballcoaches thatarehighlyqualified! Stageproductionisafascinatingstudy,anditdoes seemtomethatthereexists intheparticipatingschools boththeenthusiasmandthe demandformoreknowledge inthetechniqueofstage productionandpresentation.
