DANGEROUSTACTICS
Itisquiteapparentthathelessonsofhistory,even inthelastcoupleofyearsarenotbeingheededby PresidentSukarnoofIndonesia.Heseemstobeofthe opinionthatheofallheadsofstatewhohaveled popularrevolutionarymovementscanplayaroundwith thecommunistpartyandgetawaywithit.
ThepopularPresident(inhisowncountry)isignoringthepresentpredicamentofFidelCastro,whois seeinghisrevolutionnowdominatedbyCubancommunists,unashamedlytakingordersfromMoscow.
TheIndonesianleaderseemstoholdtheopinionthat hecanusetheIndonesianCommunistPartyintheir guiseofnationalists,attainwhathewantsandthendiscardthem.Itwouldthefirsttimeeverifhedid achieveit,anditwouldbenicetoseeifitcouldbe done.But
AddedtothisthereisgoingtobeafurtherdependenceonarmssupplyfromtheSovietUnion. Fromanentanglementsuchas'this,itwouldtakea morewilyandstrongermattthanDr.Sukarnoto emergestillincontrolofhiscountry.Hemightremain forawhilf,asisFidelCastro,forhisfigureheadvalue, butthecontrolwouldbetakenfromhishands.
Ournearneighbour'scolossalconcernovertheprestigebattlewiththeDutchGovernmentistakingallhis resources.Hewouldbedoingmuchbetter,aswould allofus,inrelievingtheeconomicdistressthatis knowntoexistsowidelyinhiscountry.Whenheis abletosoorderhisownhouse,hewouldhaveastronger arguingpointthathecoulddosomethingforthepeople ofWestNewGuinea.
Ifhecoulddothis,itseemsfairlycertainthatthe DutchGovernmentwouldgladlyhandthecountryto himonaplate,withthepossibleconsentoftheWest NewGuineapeoplethemselves.
ThePresident'sideaofunifyingthenationalist,religiousandcommunistelementsinhiscountrycanonly bedescribedasapipedream.Whereasthecuringof hispeopleofwhathecallsaphobiaaboutcommunists iscertainlypossiblethroughintensivepropaganda,itis mostlamentable.Forwheneveranyonelosestheirfea; ofanenemy,theybegintotrusthimasbeingashonest asthemselves.Theonlythingthatcommunistsare honestabout,intheirhomelandandinthecountries theyaredestroying,fromwithin,istheiraimofworld domination.
Onelastthoughtisthatcommunismthriveson poverty,andwhilethePresidentiskeepingthegreater majorityofhispeoplepoorinthepursuitofhisaims atunifyingwhatheclaimstobehisbycostlymilitary might,theeseedsofdissensionarekeptalivebythelack ofsufficientremedytointernaltrouble.
Guideddemocracy,whichasobservershavepointed out,hasachievedquitealot,atthemomentistottering towardsbeingverymuchmisguided.
SEMINARYSUNDAY
Withahumanpenchantfororganisationandhaving thingssetdownforacertaintimeeachyear.itisins evitablethatsomethingmustberepeatedwhenwriting onaparticularsubject.
Oneofthemostimportantoftheseannual,eventsis thisSunday'sconcentrationonourSeminary.The placewherestudentsaretrainedforthepriesthoodand wheretheirvocationistestedunderpatientandsearchingeyesforthosecharacteristicswhichcanbecorrected orimprovedorthose'whichwouldeventuallydecide thatnovocationwaspresent.
TheworkofaSeminaryinadioceseissobasicthat everyBishopisinstructedbyCanonLawtoseetoit thatthereiswithinhiscapabilityaplacesetasidefor thetrainingofstudentsforthepriesthood.
TheFathersoftheCouncilofTrentrealisedthe importanceofeachdioceserelyingonitsownresources andthusinstructedalltheBishopsoftheChurch.In manycasesitisphysicallyimpossibletohavea Seminaryineachdiocese,soBishopshavegottogether andestablishedRegionalSeminaries.
ThisisthecaseofourownSeminaryofSt.Charles atGuildford.Priorto1942,studentsforthepriesthood weresenttoRome,NewSouthWalesandVictoriato receivetheirtraining.When,in1940,HisGrace,with theBishopofGeraldton,Dr.J.O'Collins,decidedto foundtheirownSeminary,itwasanadventurousmove. Notonlywasthequestionwouldtherebeenoughvocationstobeconsidered,buthowwouldiitbesupported wasanequallypressingquestion.
InGod'sinscrutableways,thenumbershavecometo St.Charles,fromPerth,GeraldtonandBunbury.At lastasteadystreamofyoungmenarecomingfromSt. CharlesafterfinishingtheircourseatmajorSeminaries. Already32priestshavebeenordainedinPerth,GeraldtonandBunburywhobegantheirstudiesinSt.Charles.
Theotherproblem,ofmaintainingtheSeminary,has alsobeenresolvedtotheextentthatitwasrecently enlargedtoprovidebetterteachingfacilities.The samemethodhasbeenreliedupontoensureitscontinuedsupport-contributionsfromthefaithful.
EachSeminarySunday,priestswillmentionthe supportoftheSeminaryasbeingofmajorimportance totheProvinceofPerth.
Equallyimportantwillbethecallforprayerthat Godmaygrantanever-increasingnumberofvocations andthatthosewhoselectandtheteachtheyoungmen mightbeguidedbytheHolySpiritintheirwork.
Twenty-Nine-YearConcordatStill WaitsForFulfilment
TheBishopsmadetheirrequestinastatementissued atthecloseoftheirspringconference.
....Thepointedoutthat'thepromulgationofanew Austrianschoollawisnotpossibleuntilthequestion oftheconcordatissettled."
Austria'sCatholicschools,'someofthemontheverge ofbankruptcy,arestrugglingalongwithoutanyfinancialaidfromthegovernment,despitethefactthatthe concordatcallsforsuchassistance.Ifhelpiswithheld muchlonger,Catholiceducationauthoritieshavesaid thatmanyofAustria's380Churchschoolswillhave toclosedown.
LastNovember,AustrianChancellorAlfonsGorbach reportedonhisreturnfromavisittotheVaticanthat negotiationsregardingtheconcordathadbeenprogressing.Buthesaidthequestionofgovernmentsubsidies forCatholicschoolsremainedtobedealtwith.
Austria's1933concordatwiththeHolySeehasbeen oneofthecountry'sthorniestpoliticalissuessincethe endofWorldWarII.SincethattimetheAustrian governmenthasrefusedtoimplementthetreaty.The refusalhasbeenduemainlytooppositionbytheSocialistparty,whichhasruledthenationincoalitionwith theCatholic-orientedPeople'spartyduringthepostwarperiod.
INEFFORTTOOBTAINMONEY
In1960,anagreementwassignedbyAustriaandthe HolySeesettlingtwoquestionsarisingfromthe country'sfailuretoenforce'theconcordat.Anets; DioceseofEisenstadtreplacedtheApostolicAdministrationofBurgenlandandclaimsfortherestoration ofChurchpropertiesconfiscatedbytheNazisduring theiroccupationofAustriawerealsosettled.
TheApostolicAdministrationofBurgenland,in easternAustria,wassetupafterthedissolutionofthe Austro-HungarianEmpireattheendofWorldWarI. 14wasmade'upofpartsoftheGyoerandSzombathely dioceseswhichbecamepartoftheAustrianRepublic ratherthaffofHungary.Apostolicadministrationsare sometimesestablishedinsteadofdioceseswheninternationalboundarychangesareinvolved.

INTROSPECTION
NEVERBEFOREHASTHEREBEENSOMUCH PROBING,ANALYSING,SEARCHINGANDINTROSPECTINGOFTHEHUMANMINDASINTHE PRESENTDAY.
Andyetwearealllikechildrenatthedentist.We protesttheprobingtheminuteitbeginstohurt.As longastheanalysisstaysonthesurfaceofthesouland doesnottouchself-complacency,weallowthesearch togoon.Likechildrenattheseashore,wedigalittle holeandboastthatwe"arediggingtoChina,"butin ourheartofheartsweknowthatourboastingreally nevertouchesthedepths.
Themodernmanisafraidofdeeperexperiencesand isreluctanttobeontermsofcloseintimacywith himself.Fromthemessageofthespirituallifeheturns awayasifittouchednosecretspringsinhisheart.But inreality,itisafearofeverbeingbroughtfacetoface withtherealself,whichmakesoneshrinkfromthe truth.Anyreligionisacceptablewhichallowsmanto continuethewayheis.Butareligionwhichbrings himfacetofacewithHeaven'sstandardmakesthesoul feartheprobing.
Andyetinthedepthsofthehearttherearespiritual aspirations,whicharehardtoquench.Pascaloften seemedtohearGodsayingtohim:"Thoucouldstnot seekMehadInotalreadyfoundthee."Thecryofthe depthsismorethanhumanbreathing;itisaDivine inspiration.Thegreatobstacletothecommunication betweenGodandthesoulisnotignorance;itissinand evil.BecauseGodisLove,Heisevercomingdownto thedepthsoflife,sorrow,sinanddegradationinorder tobringthatsoultoHimselfbyallthepowerofHis love.
Dr.SamuelJohnsonsaidthathecouldnotread withoutprofoundemotionalineinagreatmediaeval hymn:"Tantuslabornonsitcassus-LetnotallThy laboursgofornaught."Somehoworother,hewanted hisaspirationsofthesoultobecaughtupbytheDivine. sothatLove'slabourwouldnotbelost. WhytrytoescapefromGod?TheDivineansweris "menlovedarknessratherthanlight."Theadded tragedyofsinisthatafterwedowrongwemaynotlet Godhelpustowhatisrightandgood.Wesmashthe bowsothatHecannotplayonourviolin.WekeepHim atarm'slengthbecausewerefusetobeloved.Weare drowningandwillnotclutchatHishelpingHand becauseinourpridewesaythatwemust"workthis thingoutforourselves."Thetruthofthematteris, notthatGodishardtofind,butratherthatmanis afraidofbeingfound.
IneachheartthereisasecretgardenwhichGod madeuniquelyforHimself.Thatgardenislockedlike asafety-depositvault-ithastwokeys.Godhasone keyand,therefore,thesoulcannotletinanyoneelse butGod.Thehumanhearthastheotherkeyand, therefore,notevenGodcangetinwithoutman's consent.WhenthetwokeysofGod'sLoveandhuman liberty,ofDivineVocationandhumanresponsemeet, then!Paradisereturnstoahumanheart.
ThesettlementoftheChurch'spropertyclaimshad todowiththeso-calledReligiousFund,afoundation organisedinthe18thcenturybyEmperorJosephII. Itconsistedmainlyoftheformerholdingsofmonasteriesandconventswhichhddbendissolvedbythe Emperorinanefforttoobtainmoneyfortheestablishmentofnewparishesandthesupportofthediocesan clergy.
Althoughincomefromthefundwasadministeredby thegovernment,itwasalwaysusedforChurchpurposesuntiltheNazisconfiscateditwhentheyoccupied Austriain1938.Underthe1960Austria-HolySee agreement,90percentofthefund'sholdingsbecame thepropertyoftheState.Theremaining10percentincludingallformerReligiousFundbuildingsusedby theChurchandabout12,500acresoflandedproperties -wasdeededtotheChurch.
Forrenouncingitsclaimto90percentofthefund's properties,theChurchreceivesanannualpaymentof abouttwomillionpounds.
THEMARRIAGEQUESTION
BesidesthequestionofCatholicschools,theproblem ofmarriagelawsremainstobesettled.Thelatterisa particularlydifficultmattersinceapartofthePeople's partyhasjoinedtheSocialistsinoppositiontothe treaty'sprovisionsconcerningthem.Theconcordat providesthatCatholicscannotgetadivorcenor,as oftenhappensatpresent,contractanothermarriage recognisedbytheState.
TheSocialistpartyforatimeopposedtheconcordat onthegroundsthatitwasillegal.Theyarguedthatit wasnotbindingbecauseithadbeenenteredintounder the"illegal"regimeofChancellorEngelbertDollfuss. ThePeople'spartyheldthetreatywasvalidbecause itwassignedbytwointernationallyrecognised sovereignties.
In1958,afterlongnegotiations,thetwoparties agreedtoacceptthetreaty'svalidity.Thegovernment, however,informedtheHolySeethattheconcordat couldnotbeenforcedbecausesomeofitsprovisions wereincompatiblewithAustrianlawsandsuggested thenegotiationofanewconcordat.
TheHolySeerepliedbycriticisingtheAustrianattitudeofadmittingtheconcordat'svalidity,'butfailing toenforceit,asincompatiblewithlogicandhonest dealing.AVaticannoteindicatedthattheHolySee waswillingtonegotiatemodificationsofthetreaty, butonlyafterAustriahadproveditsgoodfaithby implementingit.

Themeetingwasattended byDivisionalChairmen fromallpartsofAustralia exceptSouthAustraliaand theAustralianCapitalTel-
anationwidedoorknock drivewhichwillbeconductedbyscoresofthousands ofvoluntaryworkers. Heexplainedthatthe Februarystartingdatehad beenchosentoavoidclashingwiththeCommonwealth GamesinPerthattheend ofthisyear,andtoallow fortheSouthAustralian andCapitalTerritorycommitteestobeorganised. This-asourprofessors arewonttopointout-isa veryimportantpartofour training,forCatholicsand non-Catholicsalikeexpect apriesttobeaculturedand learnedman,expertinthe sacredsciencesandlikewiseproficientinsecular branchesoflearning.He shouldthereforebeastudentthroughallthedaysof hislife.Toaccomplishthis hemusthaveformedhabits ofstudy,wellbeforeordination,thatwillservehim faithfully.Hencetheinsistenceofourprofessorsthat weapplyourselvesdiligentlytoourphilosophical studies.

In1948theVincentian Fatherstookontheresponsibilityoftrainingthestudents.TheVeryRev.Father Wilkinson,C.M.,wasappointedRector;whichpositionheheldformanyyears, untilhisappointmentas ProvincialfortheVincentiansinAustraliain1958. Thesameyearsawtheappointmentofthethirdand presentRector,theVery Rev.Dr.A.J.Commins, C.M.TheVincentianFathers overthe.past14yearshave gainedtherespectandadmirationofallthosewho havehadcontactwiththem.
Twomainbuildingextensionshavebeencarriedout sincethefoundation.The firstwastheacquisition,in 1944,ofanadjacentpropertyandbuildingtose:va asaPhilosophyHouse.This waslatertransformedintoa conventforthenunsonthe staff,whenanewbuilding wasconstructedforthe Philosophersin1954.
TheSistersofSt.Johnof Godhandedovertheirdomestictasksin1952tothe UrsulineSistersofthe SacredHeart.Bothorders ofSistershavegivengreat servicetotheneedsoftha Seminary.
TheeffortsofallwerereWardedin1949whenthree studentswereraisedtothe priesthood.Sincethen,34 past-studentshavebeenordained.Althoughsomeof theseareservinginother partsofAustralia,themajorityareworkingthroughout WesternAustralia.
