Hegaveavividwordpictureofthehorrorsofthe fireanddescribedthecompletedestructionofthe church,which,hesaid,was oneofthebestcaredfor churchesinAustralia.He

Heannouncedthatitscost was£2,930,amostreason. ablefigureforsuchafine buildinginbrickandtile.

Commendingthisobservance,theFederalGovernment,lastyear.referredtoitas"anannualeventwhich illuminates,withapowerfulbeam,thecontinuingdaily needofprayersandfriendlyhelpforthenewcomersto Australia'sshores."In1952theHolySee,withthe issuingoftheApostolicConstitutiononMigration, "ExsulFamilia,"calledfortheuniversalcelebration of"MigrationDay"asunitingCatholicseverywhere inthoughtandprayersforthevastneeds,spiritual, moralandsocial,ofallmigrantpeoples.

Inreferencetothisyear's commemoration,marking thetenthyearof"Exsul Familia,"theHolySeeproposed,forconsideration,the subjectofIntegration.Certainly,"Integration"isa vitalaspectofthephenomenonofmigrationandone which,inactuality,is neithereffortlesslyattemptednorpainlesslyattained. Itis,inreality,aprocess whichembodies,inthe countryofreception,awillingness,onthepartofits people,toreceiveothers and,onthepartofthese others,adesiretobeaccepted.

Itisnotalevellingprocess,demandinganimmediateandslavishconformity toprevailingnationalpatterns. Itisaprocessoftheharmoniousmergingofdiverse elements.

Obviously,itisadifficult process;oneloadedwith problemsandwithpossibilitiesofharmfulresults.

Nonetheless,itisanimperativeprocessandinevitable;yet,aprocesswhich cannotbehastened,much lesscompelled.

INAUSTRALIA

HereinAustralia,sucha processhasbeengoingon apaceduringthecurrent yearsofpost-warfull-scale immigration.

Whenitisrealisedthat, inthisperiodoflittleover adecade.Australiahaswelcomedadditionalcitizensto thenumberofalmostone andthree-quartermillions andthattheyareoneof everyfiveoftheAustralian workforce,itgivescause, surely,forwonderandfor thankfulnessthattheresettlementofsomanypeople hascomeaboutwithrelativeeaseandwithadisplay oftoleranceandunderstandingthatdoescredittoall Australians,newandold alike.

Thisprocessasksofthe newcomerandhisgradual absorptionoftheidealsand waysofanadoptedcountry, and,ofAustralians,acorrespondingadjustmentto thepresenceoffreshideas andforeigncustoms. Itdoesseemreasonable andcorrecttostatethat, withlittleexception,Australia'simmigrantshave proceeded-andareproceeding-alongthewayof integrationwithaminimum ofstress;thatthey-aswill otherswhofollow-arrive atthecomfortingstageof sensingthat,atlast,they belong,thattheyarepartof thecountryandthecommunity.

ANAPPEAL

Thesereflectionsonwhat hasbeenaccomplishedmay allowofasenseofpridein achievement;theydonot permitofcomplacency, muchlessgiveexcusefor anyslackeningofeffortin thewidefieldofmigration work.

Thousandsofrefugees,old andnew,stillneedmuch help;whilstAustralia,for itsworthydevelopment, possiblyforitssurvival, mustobtainarapidpopulationgrowth.

Today'sObservance,therefore,isanAPPEALforcon_ tinuingandgeneroushelp formanyneedymembersof thehumanfamily;aswell, itisaCALLforrenewed andgreaterendeavoursto makeofAustralia,rapidly, apowerful,apeaceful NationofGod-fearing people.

CATHOLICS ESPECIALLY

Inallthatconcernsthe needsofthehumanfamily, hereandeverywhere,Catholicsespeciallyshouldbe promptandgenerouswith theirhelp.Inreadyand liberalassistance,they showforth,asactualand alive,themarksofthe ChurchUniversal-"One" and"Catholic."

Permeatingallsuchactivityandmotivatingitshould bethespiritofChristian Charitywiththeattendant graciousnessandwarmth whichevidencesagenuine sympathyandprovidesthus, toallwhoarehelped,immeasurablecomfortandencouragement.

Migrationwork,touching asitdoesthewholehuman society,individualandcollective,is,inthefinalanalysis,anenterprise,inextricablyjoinedwiththeextentionofChrist'sKingdomOD earth.Itacquires,inpractice,muchofwhatisinferredinOurLord'swords: "ThhietheywereandThou gayestthemtome. ChurchConstruction

THEDutchgovernmenthasmadepublic plansforhelpingtosolvethecountry's churchconstructionproblems.TheMinister ofConstructionandHousing,JohannesVan Aartsen,hasannouncedthata25percent subsidyforchurchconstructioncostswill commenceonMarchI.

Thisisalong-rangeplantocoveraperiodofabout eightyears,butneverthelessacourageousandsensible planwhichputstheneedforchurchbuildingonapar withotherpublicneedsandservices.

Theplan,notrestrictedtoanyonedenomination, couldwellbestudiedtotheadvantageofthenationby othergovernments,particularlyourown,wherethere isaconstantmovetototallyseparateChurchandState tothedetrimentofboth.

TheDutchMinistersaidthatby1970thecountry willneed170newCatholicchurches,160forthe NetherlandsReformedChurch,and149forotherreligiousdenominations.Catholicsourceshaveestimated thatitwillcostmorethan£15,000,000tobuild170 newCatholicchurches.

NoComplicationsForeseen

Mr.VanAartseninannouncingthesubsidiessaid theywillgoonlyforchurchbuildings,notforresidencesforclergy.Parliamentmustapprovethenew programmebeforeitgoesintoforce,buttheMinister hasindicated,however,thatheforesawnomajor opposition.

TheCabinetMinistetr'sprogrammehasitsorigins inareportmadein1957byaspecialadvisorycommissionthegovernmenthadnamedtostudythequestionofStateaidtochurchconstruction.Thecommissiongaveapositivereportandrecommendedthat thegovernmentpayone-quarterofthecostofbuilding newplacesofworship.

QueenJuliana,inopeninganewsessionofParliamentinSeptember,1960.statedthatthegovernment wouldsoonmakepublicaplanforaidforchurch construction.Agovernment-sponsoredbilltoprovide 25percentgrantswasintroducedinParliamentin Februaryof1961.

Useofpublicfundstohelpfinancechurch-building iswidespreadontheprovincialandlocallevels,but thisisthenationalgovernment'sfirstsuchaidin moderntimes.Foroveracentury,however,thenation haspaidsalariesofclergymenofalldenominations.It hasaideddenominationalschoolsformorethanseventy ears.Alldenominationalelementaryandsecondary schoolsnowhaveallconstructionandmaintenancecosts andteachers'salariespaidbytheState.

Atotalof430Catholicparishchurches,costingabout £41imillion,havebeenbuiltintheNetherlandssince thelastwar.Specialannualcollectionsforchurch constructionhaveraisedover£3.800,000inthepast fouryears.ButwiththeCatholicpopulationnow nearlyfivemillion-apluralityforthefirsttimesince theReformation-Churchauthoritiesview170new churchesby1970asaminimumneed.

ARCHBISHOP BERAN"IN GOODHEALTH"

THECzechoslovakcommunistgovernmenthas toldanIrishdiplomat-lawyerthatArchbishop JosefBevanisingoodhealthatamonasteryin Slovakia,receivesmail,isabletoofferMass privately,andisbusywritinghismemoirs.

SeanMacBride,formerIrishForeignMinister, returnedtoLondonfromPraguewiththisinformationafterweek-longtalkswithCzechoslovak officials.HewasassuredthatthematterofallowinganindependentobserverfromtheWesttosee theArchbishopwouldbesympatheticallyconsidered.ButMr.MacBride,whorepresented Amnesty,anon-religiousmovementforfreeing politicalprisoners,wasrefusedpermissiontomake theinterviewhimself.

MacBridesaidthatseniorCzechoslovakofficials expressedapparentlysinceresurpriseoverhis quest.Theytoldhimthatnoonehadmadesuch anattemptpreviouslyregardingtheArchbishop, whowastakenfromPraguetoasecretplaceof confinementin1951.

Duetotheimpartialnatureofhismission,Mr. MacBridedidnottrytocontactotherbishopsor membersoftheclergy.Hewasinformedthat ArchbishopBeranwasreceivingallmailfromthe Vaticanfreelywithothercommunications.

Thegovernmentspokesmanadmittedthatthe prelatewasunabletodischargehisdiocesanduties. TheysaidhewasremovedfromPraguebecausehe refusedtotakeanoathofloyaltytotheregime.

PriestsAreSupposedly"Criminal"

Communistofficialssaidthatlessthantwenty priestswerenowingaol,allofthesefor CRIMINALratherthanPOLITICALoffences.Mr. MacBridefoundthechurchesofPragueopenand Massescrowded.

MeanwhiletheEnglishCatholic"Universe,"has quotedanexiledCzechJesuitpriestassayingthat thePapalcongratulationssenttoArchbishopBeran forhisgoldenjubileelastyearwerereturned marked"NotKnown."Butthenewspapersaw thepossibilitythattheBerancaseisbeingreconsideredowingtoanti-StalinistchangesinEastern Europe.

The"Universe"storysaidtwootherbishopsare atthesamemonasterywithArchbishopBeran,but threeotherswerefreedinalarge-scaleamnestyof politicalprisonerstwoyearsago.Jesuitsources werequotedasreportingFatherFrancisSilhan. S.J..formerJesuitprovincial,asmissing.

SomeoftheolderJesuitclergyinCzechoslovakia werereportednowin"concentrationmonasteries" inreasonablecomfortwithprivateMassandoverseasmailprivileges.

Someoftheyoungerones,itwassaid,had returnedtotheirparentalhomesandregisteredfor workaslaymen,andafewhadjoinedthesecular clergywhotooktheloyaltyoath.Allreligious ordersinCzechoslovakiahavebeendisruptedand theirmonasteriesconfiscated.

-Ourchancesofsurvivalinthevariousunitsor nationsoftheWestIndieswillbebrighterifweclose ourrankstoslaythedragonofpovertyanddirewant," TheBishopssaidinajointstatementwhichconcluded theirbiennialconference.

TheWestIndiesFederationoftenBritishisland colonieswasagreeduponin1956andaconstitutionwas approvedbytheBritishParliamentthefollowingyear. In1961Britainofferedthefederationfullindependence withintheBritishCommonwealthbyMay31,1962. However,Jamaicawithdrewinapopularreferendum lastSeptember,andwasfollowedbyTrinidad.The remainingeightterritoriesofBarbados,thefourWindwardIslandsandthreeLeewardIslandsaretryingto forman"EasternCaribbeanFederation"whichwould requireBritishapproval.

WEHAVETOJUDGETOAGREAT EXTENTBYAPPEARANCES-that iswhyourjudgmentsofothersaresooften wrong.Appearancesmaydeceive,because menarenotalwaysintheirrightplaces.

Therearemany"misfits"-inthelawyer'soffice,at thebar,inthepulpitandinthehospital.Somemen aretoobigfortheirlittleplaces,andmanearetoolittle fortheirbigplaces.Somearejudgedimportantbecause theyarerich,andothersarejudgedinferiorbecause theyarepoor.

Aproposofmisfits,itisinterestingtorecallthestory ofJudas.Theword"place"isusedtwiceconcerning him.Hehada"place"amongtheApostles,butafter hisdeath,itwassaidthathewentto"hisownplace." Therateofimmigrationis setbytheAustraliangovernmentat1percentofthe totalpopulation,withan officialtargetof120,000per year. Withafalling-offinimmigrationfromBritainand Ireland,thegovernment turneditseyestowards whatarecalled"Southern Europeans,"mainlyItalians, tokeepuptherate. Recentunemploymenthas, however,causedacut-back inimmigration.

Oneofthemostimportantpointstobediscussedat thecouncilmeetingbybranchpresidentsandthe executivewillbearegularCatholicdance,whichhas beentalkedaboutsinceitstoppedlastyear.Several newbranchesarestartingY.C.W.groups,andseveral countrygroupsareshowingrenewedinterestandvisits tothesearebeingplanned.

Threenewsleaders,Ross King,RobertStanleyand VincentMeagher,werewelcomedtotheleaders'group. TheGospeldiscussionwas about"TheWidowof Naim,"andwhyChristtook suchpityonher.Sympathy withpeople'ssufferings (compassion)andadispositiontothinkkindlyof others(charity)were thoughttocontainthemeaningofthetext.Becausethe familyissoimportant,the homewasjudgedthelogical placetobegintopractise theGospel'slessons.

FatherPowerquoteda passagefromarecent Y.C.W.circularanddealt inparticularwiththefact thatsomeofthebestleaders

uptoLesmurdietohelp establishaleaders'group there.Goodluck,Lesmurdie. Thisdepletiondidnotpreventtheremainingleaders conductingaveryinterestingmeetitng.Itwasthefirst inthe"NeedsofOurNeighbour"campaign. TheGospelgaveaninsightintotheheroicfaith thattheApostleshadinOur Lord.Christsentthemout topreachHisGospel.They weretotakenothingand weretorelyonthecharity oftheirflockfortheirlivelihood.Hedid,however,give themaninstrumenttodo theirwork.Hegavethem theimmensepowerofHis HolyName. Agroupresolutionfrom thisGospelwasthateach Wednesdaymorningthere wouldbeaY.C.W.weekday Masssaidtowhichleaders ofboys'andgirls'groups attend.Theyhope,too,that eventuallygeneralmembers willcomealso.

Whileperusingtheenquiriesforthenextfew weeks,oneoftheleaders,a universitystudent,brought upaninterestingitemgivingadistantcontactasan example.Manybrilliant studentsatschoolandatthe universityhavenofriends. Coulditbetheyaretoo busy?Isit,thatbeingso brilliant,theyregardothers asinferior?Ifnot,then whatisit?Thesequestions andothersshouldbeansweredduringthiscornpaignontheNeedsofOur Neighbour.Friendshipisa need.
