Lastyear,thepeopleoftheArchdioceseofPerthcontributed morethaneverbeforetothePontificalMissionAidSocieties.In spiteofrisingpricesonmanyessentialcommodities,theresponse totheappealsmadebythedirectorandhisassistanthave amountedtoarecord£22,573/19/9.
Themissionreportofthedirector,Very Rev.Mgr.M.McKeon,isgivenbelowand theextensivelistoftheresponsetothe appealsinparishesandschoolsisgivenon Page5.
Inhis"LifeofSt.Francis Xavier,"theauthor,Father, Broderick,saysthatnoman orwomancanbetheCatholicortheChristianthatGod meanthimtobeunlessthe vastshadowofthepagan worldisinthehackofhis consciousnessandtheneeds ofthosepearpagansthe substanceofhisprayers.
"ThyKingdomCome" comeseasilytothelips,he writes,butifthereisnot alsoagonyintheheart,the terriblesighofthesoulof God,itmeansnothing.
"Whenwetakealookat theMissionReturnsforthe ArchdioceseofPerthforthe year1961,wemustadmit thewords"ThyKingdom Come"havearealmeaning forourCatholicpeople.

SevenChinesepriestswereconsecratedbishopsinRedChina's capitalatPekingonJanuary21attheconclusionofthesecond thecommunist-controlled"PatoioticCatholicAssociation,"accordingtotheChinesecommunistnewsagency.
Allwereallegedlyconsecratedin:incceremonyin NantangChurchbyArchbishopIgnatiusP'iofMukden.liewassaidtohave beenassistedbysixbishops -threeofwhomhadbeen lawfullyconsecratedand threeunlawfully.
Thesevenmennewly consecratedinoppositionto theauthorityoftheHoly Seearereportedlyforthe threearchdiocesesofKaifeng,TaiyunandFoochow, andthethreediocesesof Chenting;Shiuchowand Fenyang,andforWaiyeung, apartoftheHongKong diocesethatisinsidemainlandChina.

TheannualconferenceofTeachersatCatholicSchools washeldatAquinasCollegeandOurLady'sCollege, Victoria-sq.,fromTuesday,January23toJanuary26.The conferencewasorganisedbytheAssociationofTeaching OrdersofSistersandmoreparticularlybyasubcommitteefromSacredHeartConvent,Highgate.
SpeakersattheconferenceincludedDr.D.Mossenson andMr.G.Kelly(SocialStudies),Mr.J.Campbell(Art), MissB.Silk(Guidance),Dr.V.Summers(Modern Languages),Mr.H.HornerandMr.'N.Pirrett(Arithmetic andCuisenaireMethod),Mr.J.Haire,Mrs.Urquhart andMr.R.Grace(EnglishTeaching).Religioustopics wereintroducedbyMonsignorBourke,FatherCrotty andSisterRita.
Inadditionanexhibitionofartandofteachingaids wasassembledandprovedveryinstructive,togetherwith anexhibitionofbooksandartmaterialsfromvarious firms.

Thenumberofunlawfully consecratedbishopsinChina isnowbelievedtobemore thanforty.
ThenewillicitconsecrationsincommunistChina -thefirsttheChineseReds haverevealedtotheoutside worldsincethatofseveral bishopsintheecclesiastical provinceofNankingin November,1959-bringautomaticexcommunication bothtothemenconsecrated andtotheconsecrating bishops.TheSacredCongregationoftheHolyOffice statedexplicitlyinadecree issued1951thatallbishops takingpartinaconsecration withouttheexpresspermissionoftheHolySeefall underexcommunicationautomatically.
Thefirstsuchunlawful consecrationstookplacein WuhanonApril13,1958, whentwopriestswere raisedtotheepiscopateby BishopJosephLiTao-nan ofPtichi.TheNewChina NewsAgency,officialcommunistorgan,stressedat thetimethattheHolySee's refusaltoapprovetheconsecrationandtheexplicit penaltyofexcommunicationwereknowntoallconcerned.Itboastedthatthe consecrationswere"thefirst everperformedbyChinese bishopsindependentlysince CatholicismcametoChina morethan300yearsago."
ArchbishopP'iofMukden reportedlyservedasconsecratorinonepreviousconsecrationceremonyinJune, 1958,andtwoin1959.Now 65,theArchbishopwasarrestedbythecommunistsin Octoberof1951.Foratime itwasbelievedthathehad diedingaol.Butwhilehe
becameill,hesurvived,and wasletoutofprisonafter servingthreeyears.
"Impeded"
Twoofthearchdioceses andtwoofthediocesesnow givenillegallyconsecrated bishopshavelegitimateOr-dinaries-bishopswhomthe Redshavebarredfromtheir rightfuladministrations.
TheBishopofFenyangis BishopSimonLciChang- hsia,46,whowasconsecratedin1949. TheAnnuarioPontificio, officialstatisticalyearbook oftheHolySee,listshimas "impeded"inhisduties. TheArchdioceseofTaiyuan hasasitslegalheadArchbishopRomenicCopozi, O.F.M.,whowasimprisonedandthenexpelledfrom China.Henowresidesina Franciscanmonasteryin Rome.
Foochow,anotherarchdioceseforwhomanew bishophasbeenconsecrated, isheadedbyArchbishop TheodoreLabrador,0.P., whowasexpelledadecade agoandisnowstayingina DominicanprioryinMadrid. ThelegitimateBishopof ShiuchowisBishopMichele Arduino,S.D.B.HewasimprisonedbytheRedsprior tobeingexpelledandnow livesinTurin,Italy,siteof theSalesianmotherhouse.
Fides,missionnewsserviceoftheSacredCongregationforthePropagation oftheFaith,saidofthe "patriotic"churchinChina thatitisonlya"skeletal organisationwith"avery feeblenumberofpriests."
Itsaidthattheillegally consecratedbishops,"after monthsandinmanycases yearsofmoraltorturewith mindsdestroyedbyindoctrinationandprobablywith theirfreewillalienated,acquiescedtobecomechiefs ofthe'patriotic'church." BACKGROUNDTOCUBANEXPULSION

Unlesstheyovercometheirdifferencesregarding PremierFidelCastro'sCuba,thewholeOrganisation ofAmericanStatescanbeseriouslyweakened.In contrast,communismmightgrowstrongerinthe Americas.
Thereisnoquestionnowastothetruenatureofthe Havanaregime.FidelCastrohasdefiantlystated:"I amaMarxist-Leninistandwillalwaysbeonetillthe endofmydays."
Thequestionishowthevariousgovernmentsare dealingwiththisthornyproblem.
Theconflictingviewsareduenotse_muchtothe leftistorrightistinclinationsofthegovernmentsconcerned,butmainlytothedifferingpoliticalpressures -whichresultfromtheir,peoples'variedsocialand economicconditions,theirdegreeofdiscontentandthe impactonthemofRedpropaganda.
Castroagentshavesucceededincreatingtwoexplosiveimagesamongmanyoftheunderprivilegedand intellectualsofLatinAmerica.OneisthattheCuban revolutionistherevolutionofthedowntrodden.The otheristhat"Yankeeimperialism"andlocal"oligarchies"aretheirworstenemies.
TheForeignMinisters'ConferenceinPuntadelEste beganonJanuary22.Itmust,inspiteofsuchagitation. agreeonaworkingproposalthatwilltopewithfurther communistpenetrationandatthesametimeconvince thepeoplesthattheirconditionswillbeimproved.
PresidentAlbertoLlerasCarmargo,ofColombia,for manyyearsgeneralsecretaryoftheOrganisationof AmericanStates,recentlysaidthattheO.A.S."must meetthechallengeposedSoitbytheseriousdeteriorationofinter-Americanrelations."
"Untilnow,"headded,"therewasavacuum,because theonly,powerwehave-thepowerjuridicallyvested intheO.A.S.-wasparalysed.Longagowe,the Americanpeoples,renouncedrecoursetounilateral punitiveaction."
ThustheForeignMinisters'Conferencetakesupthe obligationthatbindstheirgovernmentstodefendthe hemisphericinterestswhicharenowthreatened,to preservepeaceandtosecurethefreedomofpresent andfuturegenerationsintheAmericas.
PoliticalJargonConvenientEscape
IfCubaistheacidtest,therearealsotwostumbling blocksintheroadtobetakenatPuntadelEste.In diplomaticjargon,theyarecalledtheprinciplesofnoninterventionandofself-determination.Thisiswhat dividestheAmericanhousehold.
Theconferencehasbeencalledaccordingtothe charteroftheO.A.S.andtheprovisionsofthe Treats ofMutualAssistancesignedatRiodeJaneiroin1947.
Ithasaconsultativestatusonly,butfromitsfindings willcomecertainobligationswhicharecompulsory forthememberStates.
Theprogrammeoutlinedfortheconferencewas:
40ToexaminethechargesmadeagainsttheCuban regimeof(a)violationofhumanrights,(b)joining theaggressivedesignsofforeignpowersoutsidethe hemisphere,and(c)engaginginsubversiveactivitiesagainstotherAmericanStates.

FidelCastroandhisadvisersareostensiblyworried abouttheoutcomeofthePuntadelEstemeeting.They havesentemissariestoundecidedgovernmentsin.an efforttoforestalladverseresolutions.Theyhavealso triedtopreventapeacefulsolutionofthepresent Dominicancrisis.
ThepresenceatPunadelEsteofarepresentative Dominicangovernmentwhichisnotradicalnorcow munistwouldbeatrumpcardagainstCastro.The Havanaregimehasalsohastenedthepaceofitsagitationamongextremistsinothercountries,boththeundecidedandtheadverse.
NobodyWillingToSpeakDirectly
Noteventhemostleftistgovernments,northosein themostprecarioussituations,areformalalliesof Castro.Butseveralregimesaretryingtoavoidthe bumpyroadduringthisdecisivehour,anxiousnotto upsettheirbasketsofsocialandeconomiceggs.
Thesenationsinvoketheprinciplesof"non-intervention"and"self-determination."Theyinclude Argentina,Bolivia,Ecuador,MexicoandUruguay. Brazilgoesfurtherandproposesabenevolent"coexistence"withRedCuba,inspiteofthemounting documentationbeinggatheredbythePeaceCommission onthemanysignsofcommunistdictatorshipthere.
Thecountriesinfavourofcollectiveactionagainst CastrobasetheirstandsonthecharteroftheO.A.S. andthedutiesimposedbytheRiodeJaneirotreaty.
TheRiodeJaneirotreatyisdesignedtomaintaina systemofcollectivesecurityfortheWesternHemisphere. ThereisabundantevidencethattheHavanaregime hasviolatedtheO.A.S.charterbypursuingaMarxiaLeninistpolicyinbothdomesticandforeignaffairs.
ThirteenLatinAmericannationsandtheUnitedStates havebrokenrelationswithCubabecauseofsuchviolations,includingtheoperationsofCastro'sguerrillasin theirterritories.
Peruwasthefirsttodenouncesuchviolationsandto requestaformalinvestigatiOnbytheO.A.S.Colombia thenaskedtheO.A.S.tocallaForeignMinisters'ConferencetotakeuptheCubanproblem.Bothbrought the"paralysed"organisationintoaction.TheUnited Americanrepublicshavebackedthismove.
Thewholeissueisheavilyinfluencedbythesocial andeconomicproblemsafflictingthemassesinLatin America.ItisnotonlytheO.A.S.politicalinfluence whichisatstake.PresidentKennedy'sAlliancefor Progresswillalsogainorloseaccordingtotheoutcome atPuntadelEste.

CATHOLICschoolsinEgyptfacesevere restrictivemeasuresthisyear,including possibleexpropriationbythegovernment.
InCairoitisreportedthattheEgyptianMinistryof Educationwillcarryoutadecisionto"Arabise"all foreignschoolsinthecountrybynextSeptember.This meansthattheymustbesoldtoEgyptiancitizensor cededtotheState,accordingtotheprovisionsofa privateeducationlaw.
Thegovernment-controllednewspaperAlGumhurriya,reportingthismove,claimsthattheforeignschools areusingdiplomaticimmunity"tocoverup propagandaforimperialism."ThreeFrenchschools weretakenoverbythegovernmentafterinvestigators weresaidtohavefoundbookscontainingI"frank propagandaforIsrael."

Evolutionismemphasisedtime;atomicpowerstresses space.Thefirstisconcernedwithmaterialbeginnings; thesecondwith-extensionanddistance.Buttimeand spacearenotthestageortheenvironmentinwhich historyunfolds;theyaretheairthatisbreathed,not thelifethatislived.Themeaningofhistoryisnotin theremotepastofprimaevalscumnorinthedistant futureofplanetaryhousekeeping;itisinthe.middleof bothinthatmysteridus,invasionoftheEternalinto time,andtheImmenseintospaceintheNormandybeachheadofBethlehem.Long'beforetheatomwas split,timewassplit;fissionedsosharplythatitcut historyintotwo-B.C.andA.D.Nothingthatwillever happenagainwillhavesomuchimportance.What happenstemporarilyandspatiallysinceisareaction fororagainstthatevent.

BeliefAndBraveryOfMartyrs
Takejustoneaspectofspiritualprogress,namelythe increaseoffaithandfortitudeinsouls.Therehave beenmoremartyrsintheMysticalBodyofChristor theChurch,inthelast44yearsthantherewereinthe first300yearsofChristianhistory.Millionshaveborne witnessbydeathtoHimWhoshatteredtimeinBethlehem.CommunismandNazismhavenotproventhe Godlessnessoftheworld,butitsGodliness.Theblood oftheOldTestamentshedbytheJewsforloveofGod didmuchtooverthrowNazism.Sothemillionsof ChristianswhohavesufferedunderCommunismwill bringtheendofCommunism.Thehopeoftheworld isinthesaintsandmartyrs;thesechangethefaceof historymorequicklyandsurelythanplannersand politicians.

Theprivateeducationlawwhosecompleteenforcementisnowbeingrequiredwaspassedin1958..It demandsthat85percentoftheteachingstaffinevery EgyptianschoolbeArabs.Italso-providesthatthe owners,directorsandvice-directorsbeArabs.Mission schoolswereorderedtocomplywiththeserequirements instages,yearbyyear,withthefinaldeadlinesetfor September,1962.
SchoolsforChristiansonlyarenotallowedinEgypt. EveryChristianschoolmustacceptMoslemaswellas Christianpupils.FortheseMoslempupilstheremust beMoslemreligiousinstructionsbyagovernmentapprovedteacher.ManyMoslemparentswanttheir childrentobeeducatedintheChristianschoolsand manyofEgypt'sleadersaregraduatesoftheseschools.
ToChristianpupilsaswellastoMoslems,history, civicsandtheArabiclanguagemustbetaughtbyArab teachersonly,alsogovernment-approved.Government-assignedtextbooksforallpupilsareMoslemin tone,quotingtheKoranandexaltingIslam.Theygive anunfavourableaccountofChristiandevelopment. SOMEBODYoncedescribedawife'stypical questionasthatwhichgivesthehusband achoiceoftwowronganswers.Bethatasit may,theyounghusbandwithabackground ofmalethinkingisinclinedtotakeaquestion atitsfacevalueandansweraccordingly.The moreexperiencedmanseesawife'squeryto beasmuchaseekingforreassuranceasa lookingforinformation.
THISDIFFERENCEinapproachescanbeillustratedin manyways.Forexample,aguestatdinneratEveryman'shouseaskedthequestion:"Wheredidyouget thismeat?"Thehusbandanswered:"Atthecorner butchershop."Thewifeasked:"Why,what'swrong withit?"Shemayormaynohavehadprevious misgivingsaboutthedinner,butthesuddenquestion createdsomedoubtinhermind.Sheneededreassurance.

Thenewlawwasproposedandsupported throughoutbytheCo-ordinatingCouncilofNational OrganisationsforMotion Pictures,Thiscouncilwas formedontheinitiativeof theChristianFamilyMovement,aCatholicorganisation.

God,byHimself,couldhavemadehercomplete.but HechoseEverymantodoHisworkforHim.Thisis thedignityofahusband-thathelovesintheplace ofGod.Itishewhoiscalledtoanswerherbigand littleneedsofbeingloved.Todothisadequatelyhe needstheloveofGodinIsisownlifethathemight betterloveherinhers.

Billalsoemphasisedthe importanceofalwaysgettingsomeotherpersonto helpuswhenwearehelpingothers.Inthiswaytwice asmanypeopleareactively involved,andifY.C.W. leadersandgeneralmembersrealisetheimportance ofhelpingotherswiththe charitythatChristdisplayed andmakeasincereeffortin theirsmallpartofthecampaign,theobviousresult willbeasnowballingof thousandsofpeople,not onlyY.C.W.'sbuttheir parents,friends,workmates, orthepeopletheyvisitwith achangeofattitudetothe needsofothers.Ifdone properly,thigcampaign shouldbeanhistorical eventintheworkofthelay apostolateandtheCatholic Churchtoconverttheworld.

TheDivineWordnews servicereportsthatthecommunistregimeinCzechoslovakiahasarrested,torturedandimprisoned17 Religious.
