CONGOLESEtroopshavemurdered11missionarypriestsandsevenAfricanSistersin theworstoutbreakofviolenceagainstthe Catholicmissionssincethestrife-tornnation becameindependentayearandohalfago.

Thepriestsandnunswerethebodiesofall18murkilledalongwithalargederedpriestsandnunshad numberofAfricansinthebeanrecovered.Another cityofKongoloinse7es-missionarywastakenaway, sionistKatangaprovince,theysaid.andhasnotbeen accordingtlreportsreach-heardfromsince.ThemisingLeopoldville. sionaricsweresaidtohave toldArchbishopVanSteene thatthetroopsinvolved werethoseofthecentral government.

ReportsoftheKongolo massacrewereconflicting. Somesaidthepriestsand nunswerekilledbycentral governmenttroops.Others Theysaidthesoldiers saidtheassassinswerebeatthepriestsandnuns soldiersloyaltoAntoinebeforetheykilledthem Gizenga,thepro-communistwithautomaticweapons. leaderofOrientalprovince andoustedvice-premierof thecentralgovernment,who wasplacedunderhousearrestbycentralgovernment soldiersinStanleyville,the capitalofOrientalprovince.

Noneofthereportsidentifiedthevictims.Theonly missionarypriestsinKongolo,however,were15 BelgianpriestsoftheCongregationoftheHolyGhost. TherewasalsooneHoly GhostBrother,alsoaBelgian.KongoloistheSee cityofBishopGustave Bouve,C.S.Sp.,anativeof Belgium.

InLeopoldville,theCongo captial,PremierCyrille Adoulaofthecentralgovernmentsaidhehadreports thattroopsledbyColonel JosephPakassa;Gizenga's cousin,wereresponsiblefor theslaughter.

AbroadcastovertheBelgianradioindicatedthe troopsloyaltoGizengawere responsible.

Aweekafterthemassacre,areportfromKarnitugainKivuprovincesaid thattwopeoplewereinjuredwhenamobattacked agroupgoingtochurchand threwrocksatthechurch doors.

Therewere34Sistersin TheKongolokillingsocthecitybelonginlitothecurredafteralullinthe congregationsoftheDough-anti-missionaryviolence tersoftheCrossandofthethattookplaceearlyin1961. SistersoftheHolyand ImmaculateHeartofMary.

Accordingtodispatches themassacrewasreported toArchbishopLouisVan Stecne,W.F.,ofBukavu,by missionarieswhohad escapedfromKongoloto Bukava,225milesaway.

Reportsstatedthatthe murderstookplaceonJanuary1.OnthatdatePresidentMoiscTshombeof KatangasaidthatKatangesetroopshadevacuated Kongoloandthatcentral governmenttroopshadinvadedthearea,killinghundredsofpersonsandburningvillagesastheyadvancedonthecity.

TheGuardianinitsreportpointedoutthattheAnglicanWorld,asuccessful"glossy"magazine,isfloating abignewloantopayoffdebtsandbranchoutinmore colour.Itsstablecompanion,ChurchIllustrated,has acertifiedsaleof141,734copiesamonth.

RegardingtheCatholicpress,thesurveyfoundthat theUniverse,themainCatholicweekly,averages 287,854copiesaweekcomparedtotheChurchTimes, principalAnglicanweekly,whichaverages64,500.

TheGuardiansaidthatinScotland,thePresbyterian monthly,LifeandWork,isselling-over200,000copies andproducingahandsomeprofit.TheMethodist Recordersellssome80,000copiesweekly.TheSalvationArmy'sWarCryclaims300,000weeklyaspartof aworldsaleoftwomillion.

NoIntentionOfDestroying

TheArchbishopmetwithLiverpoolreportswhenhe waspresentedwithafirstcopyofthe28-pageCatholic Pictorial,newLiverpoolpaperincorporatingtheCathedralRecord,officialorganofthearchdiocese.

AskediftheCatholicweeklymight"destroythe nationalCatholicpress,"ArchbishopHeenanreplied: "Nothingisfurtherfromourthoughts.Wearenot anxioustodestroyanything,onlytocreateandto build."

Nomatterhowserioustheconsequences,onething isclear.Achoicehastobemade.

ThechoicehasbeenforcedontheChristianDemocrats.WhiletheyhavebeenItaly'slargestpartyfor thepast15years,theyhavenotheldanabsolute majorityinparliamentandthereforehavehadtorely onrightistorleftistsupporttostayinpower.

Thepresentgovernment,headedbyPremierAmintoreFanfanicametopowerbyformingaacoalition governmentwiththesupportoftheSocialDemocrats headedbyGuiseppeSaragat,togetherwiththeLiberals andRepublicans.

Fanfani'sChristianDemocratshold272seatsinthe ChamberofDeputiesoutof596,27shortofanabsolute majority.ButwiththehelpoftheSaragatSocial Democratsandtheothertwosmallerparties,theFanfanigovernmenthasbeenabletoremaininpowerfor the'past17,months.

LastAugust,however,thepicturechangedradically. Saragatdeclaredthatitwastimeforan"openingto theleft"andproposedanalliancewiththeSocialist partywhichforsometimehadbeenacloseallyofthe ItalianCommunistparty.

BreakOverHungarianUprising

Theextremeleftsocialists,headedbyPietroNenni, untilafewyearsagoformedasocialist-communist front,workingtogetherintradeunions,municipaladministrationsandsharingthesameviewonpolicy mattersinforeignaffairs.

In1956thetwopartiesbrokeoverthehandlingof theill-fatedHungarianuprising.SincethenSaragat hasconsideredtheextremesocialistssufficiently matureanddetachedtoshareintheactualgoverningof Italy.Thisviewhasbeenalsosharedbythemoderate leftistRepublicansandtheleft-wingoftheChristian Democraticparty.

ManyChristianDemocrats,however,donotshare thisopinion.MinisterofJusticeGuidoGonellahassaid thatiftheopeningtoleftweretobepermitted,it wouldresultinaschismwithintheChristianDemocraticparty.EvenmoreopposedisInteriorMinister MarioScelba.

Amajorquestionis:Whatistheattitudeofthe Churchtotheopeningtotheleft?

InthefinalstatementofthemeetingsheldinNovember,1961,theItalianEpiscopalConferenceexhorted Catholicstoremainunitedandtorecallthedirectives ofthehierarchyagainstanykindofcollaborationwith Marxists.

Inspiteofthis,FanfaniandotherChristianDemocratsinsistontheopeningtotheleft,butonlyinfavour ofaChristianDemocraticgovernmentwhichwouldget theexternalsupportofthesocialistsbecauseofits progressivesocialprogramme.Itisarguedthatan alliancebetweentheChristianDemocratsandsocialists wouldwidenthebreakbetweenthesocialistsandcommunists.

Anotherquestionis:Whatisthepricesocialistsask forallyingthemselveswithChristianDemocrats?

AttheirrecentnationalcounciltheNennisocialists specifiedthatitwouldbenecessarycompletelyto laicisetheschools,nationalisethecountry'sresources anddropthepro-Westernforeignpolicy.Itwould seem,however,thattheseconditions,whichareunacceptabletotheChristianDemocrats,wereadvanced onlyfortacticalreasons.

AsecondalternativeWouldbeforChristianDemocratstoalignthemselveswiththeneo-fascistsand monarchists.However,thisalliancehasprovedunworkableinthepastandledtothecollapseofthe governmentofFernandoTambroniinApril,1960.

AthirdalternativeisthattheChristianDemocratic congresswillrejectbothalliances.Thispossibilityis complicatedbythefactthatthepresidentialelections aretocomeupinApril.

Iftherejectionisvotedon,thenPresidentGiovanni GronchiwillhavetoasktheFanfanigovernmentto carryon-theaffairsofstateinthequalityofacaretakergovernmentuntilthepresidentialelectionsare held.AccordingtoItalianlaw,thelastsixmonthsof thepresident'stermofofficeiscalledthe"white" periodandnodecreedissolvingagovernmentcanbe issuedduringthattime.

IntheeventthattheFanfanicabinetbecomesacaretakergovernment,thenewpresidentwilldissolveboth theparliamentandsenateimmediatelyafterhiselectionandinstitutenewgeneralelections.

Despitearichnationalmoralbackground,seriousmindedcitizensareconcernedlest,likeprodigalsons, theywastetheirspiritualinheritancethroughadecline.. inmoralresponsibility.Suchadecayisduetotwo causes:Firstforgetfulnessthatmanmustoneday renderanaccounthisstewardshipbeforetheEternal Judge;second,selfishness-0-amancaresmoreforthose thingstowhichheisboundorganically,ashecares moreforhisheadthanhishat;ashebecomesegotistic, andseparatedfromallorganicbondsandsocial-functionssuchasChurch,hiscountry,andhisfamily,his senseofresponsibilitydeclines.

THECONSEQUENCESAREMANY:

Aspersonssurrenderasenseofresponsibilityto toGod,totheState,tofamilyhndtheirvocationin life,theydissolveintoatoms;atomsexistonlyfor themselves.Tosayweliveinthe"atomicage"may beamoreunfortunatecharacterisationthanweknow; forifwearenothingbut"atomic"individuals,thenwe arereadyeithertobe"split"or"fissioned"mentally,or else"collectivised"intoasocialisticdictatorship.The latterisnothingbuttheforcibleorganisationofthe chaoscreatedbyaconflictofindividualegotisms.

OnceGodandthemorallawandconscienceare exiled,thenthereisnostandardoutsideofthecrisis itself,bywhichthecrisisbejudged;nostandardof timebywhichtosetourwatches,noscoreofmusic,by whichtodistinguishourharmoniesanddiscords.

ThenSCIENCEisleftwithoutaworldofvalues, purposes,choices,ideals.Thescientisthimselfwhois alwaysamindoutsidethefactshestudies,isleftwithoutanEXPLANATIONforallhisdescriptions,heis alsowithoutTRUTHwhichheisalwaysseekinginhis experimentsandwhichheknowsexistsandendures, evenifthehumanraceshouldgodowntoextinction.

ThenEDUCATIONtrainsonlyhalfaman,developinghisintellect,butnothiswill;hismindbutnot hischaracter;itgiveshimknowledgeoffacts,butgives himnopurposeordestiny.

Finally,whenDivineTruthisdenied,thereisno finaldeterminantoftruthexceptpower,whichhas alreadyenslavedone-thirdoftheworld.

Atraining'programme forfarmertinEastPakistan tosupplementanirrigation andfloodcontrolproject designedtoprotectthree millionacresoffarmland whicharefloodedannually bytheRiverGanges.

Aschoolofnutritionfor thetrainingofpersonnel fromallpartsofSouth-East Asia.Locationoftheschool willbeclosetoAustralia, possiblyinPapua-New GuineaorinFiji.

Mr.Hobbinsaidthatthe totalcosttoAustraliaof theseandotherfieldprojectswhichwerebeingconsideredbytheAustralian

NationalCommitteewould beinthevicinityofE.1 million. However,expenditure wouldbespreadovera numberofyears,headded. Butthecampaignasksfor morethanmoney.

Inadditiontofinancial aid,theAustraliancontributionwouldinvolvethe sendingofAustralianexpertsandequipmenttothe countriesconcernedandthe trainingofpersonnelfrom thoseareasinAustralia.

Katanga,NewSourceofConflict

ThemajortroublespotnowswitchedtoKatanga, whereintermittentfightingbetweenKatangatroops andU.N.forceswastakingplace.Missionaryworkwas impeded,especiallyintheElisabethvillearchdiocese.

OnNovember20,theBishopsoftheCongogathered inLeopoldvillefortheirfirstplenarymeetingsince independence;onlythebishopsofKatangawereunable tocome.Inthecourseoftheirsession-whichadjourned onDecember2-thebishopsdraftedadeclarationoutliningthedemandsforsocialjustice.Theyalsospoke outontheeducationalneedsanddutiesofthenation.

ThefightinginKatanga,meanwhile,wasgrowing worse.Anumberofschools,hospitals,socialcentres andchurcheswerehitbyshells.TwoSisterswere woundedandonepriest,anItalianmissionaryofthe PaulineCongregation,waskilled.Missionworkoften cametoahaltasthemissionariescametotheaidof thesickandwounded.

ButitwasalsoinDecemberthatthefirstSisters wereabletoreturntotheSankuruarea.

TheyearjustendedsawtheChurchabletocarry outitsspiritualandcharitableactivitieswithrelative calmintwo-thirdsoftheCongo.Butthefaltering' economycalledforever-increasingaidtothehungry andshelterless,andtheChurch,whilenotlackingin humanresources,washardputtofindmaterialaid.

Evenso,theChurchwaseducating,atthecloseofthe 1960-61schoolyear,1,334,230primarystudentsand 46,063insecondaryschools.Thefigureforthecurrent yearwasbelievedtobeevenhigher.

Atthecloseof1961theChurchintheCongowas governedthroughsixarchdioceses,28diocesesand sevenapostolicprefectures.Twenty-fouroftheSees hadCongolesevicars-general.

Anglicanswerethefirst Europeanmissionariesto reachtheareainthelate 19thcenturyandconverted manyyoungermembersof therulingclass,especially inBuganda,thecountry's mosthighlydevelopedprovince.Theyoungconverts carriedoutarevolution, ejectedtheoldpaganchiefs andestablishedthepolitical dominanceofProtestantism inBuganda.

InNovember,theheadof theCatholicHierarchyin Ugandaappealedtothe country'sCatholicstoplay anactiveroleinshaping theirnation'sfuture.But ArchbishopJosephKiwanuka,W.F.,ofRubaganoted inapastoralletteronthe politicalsituationthatthe riseofCatholicstoinfluentialpositionshasbrought attacksonCatholics.The Archbishop'sletterpaid specialattentiontothesituationinBuganda.

Hecitedpropagandacampaignsintheprovinceto convincepeoplethattheintroductionofdemocracyand oppositionpartiesisdisloyal totheKabaka.Hesaidthat inthisconnectionsomeof Buganda'speoplehave soughttoimputedisloyalty totheDemocraticpartyand havesingledoutitsCatholic membersfor_attack.The reason,.hestated,istheir fearthatCatholicswillfind aplaceinthecountry's rulingbody.

LastMarch,religiousantagonismagainbecameevidentwhentheDemocratic partywoncontrolofUganda'slegislatureinthecountry'sfirstnation-wideelection,itsfirststeptowards Independence.

TheDemocratswontheir victory,however,despite thefactthattheypolled 200,000fewervotesthanthe U.P.C.,thepartyrepresentingProtestantinterests. Thisoccurredbecausethe Democratswon20ofthe21 seatsallocatedtoBuganda province,wherethevoting wasexceptionallylight,and lostsomeseatsbylarge majoritiesinotherpartsof thecountry.

Relativelyfewpeople votedinBugandabecause theKabakaMutesaIIhad calledforan.electionboycott.Hedidsooutoffear thathewouldlosemuchof hispowerinaunifiedand independentUganda.

Thefirstfiveshellsfellon thecompoundoftheschool oftheSistersofCharity.It wasjustatthemoment whenrecreationcametoan endandthechildrenwere ontheirwaybacktoclass.

Monsignor,whoisDiocesanDirectorofthePropagationoftheFaithinthe ArchdioceseofLosAngeles andpastorofaparishof 5,000,isnowwindingup themajorportionofhis Africantrip.InGwelohe stayedwiththe11American missionhelperswhoare runningaT.B.sanatorium forAfricans.Thisisthe largestsinglegroupofhis organisationinanydiocese inAfrica.Otherlaymission helpersarcworkinginnine Africancountries,between theSudanandtheSouth AfricanRepublic,asnurses, teachers.secretariesaleit avarietyofotherprofessions.Theorganisationsent 120helpersoverseassinceit wasestablisedin1955.They usuallyworkunderathreeyearcontractwithaMission Bishop.
