Itwasfoundthatsome girlshavetoturntopopularsongstofindanattitude tosexandmarriagefor wantofsomebettersource ofinformationandguidance. Manyladslookonmarriage asaconvenientmeansof enjoyingsexualrelations withagoodpossibilityof avoidinghavinganychildren.
Thesefactswerereported byY.C.W.membersattheir Stateconferencesforboys andgirls'sectionsheldat PointWalterlastSaturday andSunday. Beforetheirconference, membershadconducteda surveyamongtheyoung peopletheymixwithat workandleisure.Delegatescamewithfactsfrom theBunburydiocese,from themetropolitanareaand fromYork.
Fromthefindingsofthe boys'conferenceitwasclear thatthepresentdayattitudeofyoungladstodivorcestronglyinfluenced theirapproachtomarried life. Mostdelegatessaid thattheyoungpeoplethey knewconsideredthatdivorcewasnotwrongbecauseitwasallowedbythe lawoftheland.Theyconsideredit,aconvenientway ofgettingoutoftrouble.
TheY.C.W.girlsfound thatthereisagrowingpressureofopinionforcing youngpeopletogosteady; withmanyitbeginsas earlyas13yearsofage. Forcedmarriageswereseen asoneofthemaineffects ofthisparticularsocial trend.
HisLordshipBishopRaffertyspoketoboththe conferencesinacombined sessionafterthefactsof thesituationhadbeencompiled.
"Mariage,inthesedays," hesaid,"particularlyChristianMarriage,isasubject onwhichyoucannotbe toohighlyeducatedbecause outsideoftheChurchmarriagehaslargelybecome
de-Christianised. Most people,I.suppose,liketo haveachurchweddingbecauseofthesurroundings andtheatmosphere. But atthatpointunfortunately, formostpeople,religion ceases.Youperhapswould knownothingorverylittle
giventothembytheir DivineMasterand,asyou know,theyworkedwonders.

Fr.Duffyarrivedin Perthin1947.HesubsequentlyservedatBelmont, Leederville,Yorkandon thestaffofthisnewspaper.
Laterhewasattachedto theBunburydioceseand mostrecentlytotheSeeof Wollongong,N.S.W.May herestinpeace. Wordhasbeenreceived bytheMaristBrothersof thedeathinMelbourneon November8ofRev.Br. Patricius,whotaughtinthis Stateforeightyears. Brother'sdeathatSt. Vincent'shospital,Melbourne,onNovember8,followedunexpectedlyonan operation.

Thisisadeplorablestateofaffairs,particularlyas othermeansofimpartingknowledgeonthesubjectof sexcanneveradequatelyreplacethehomeandparental approach.Itbecomesanothersubjectforotherpeople tohandleasaneducativeprogramme.
Thebattleofthewrongemphasisonsexhasreached suchalarmingproportionsinourpresentcivilisation infilms,magazines,papers,advertisingandmanyother agenciesofinformationthatthecheckingofthisby correctknowledgeisofparamountimportance.
Thattheyouthoftodayarenotonlyinterestedbut activeinsearchingforthemeanstoachievetheproper result-awell-adjustedmanandwomen-bespeaks highlyoftheirspiritualandcivicattentiveness.

"anotherChrist."Thatisthesupremetributethat mightbegiventoanyone,andonewhichanypriest wouldbethefirsttodisclaimforhimself.Itis,however,noidlephrase,becauseinamosttruesense, ChristhassharedHisdivinepowerwithmen.
Thisrealisationonthepartofpriestshouldbethe highestincentivetomakehimconformhislifetothat oftheOneofWhomheistherepresentative,butthe factremainsthatChristwillstilloperateeventhrough thosewhomaybepersonallyunworthyoftheaugust privilegethathasbeengiventothem.
TheefficacyofthesacramentallifeoftheChurch
doesnotdependintrinsicallyuponthesanctityofthe ministerrepresentingChrist,butitiscertainlytrue thatextrinsicallyaworthyministerwillbebetterable toserveChristthanonewhoislessworthy.
THEMAN OFGOD
BYthesametoken,apriestwhoisobliviousofhis divinerolecanbetheworstenemyoftheworkofChrist. Thestudywaspublished herebytheInter-American SecretariatforCatholic Action.Itisdesignedfor useasabasisfordiscussion attheInter-AmericanCatholicActionWeektobeheld inMexicoCityfromNovember26toDecember4.
Thenewstudyforecasts thatlargemassesofpeople willbelosttotheChurch inLatinAmericaifsweepingreformsarenotmadei,i agriculture,health,housing educationandotherfields.
Itpointsoutthatthe problemstobesolvedare especiallyurgentinviewof thehugepopulationincrease expectedinLatinAmerica. Withinthenext15years, itpredicts,theareawill havetosupport100million newpeopleandfindjobs for38millionnewworkers.
Thestudyindicatesth,.t theplightofagriculture andfarmworkersisthe area'snumberoneproblem andonewhich"strikesmost directlyattheCatholic conscience."
MorethanhalfofLatin Americansliveinrural areas,itnotes,yetfoodproductionistoolowtofeed allofthearea'speople.
Bycontrast,theU.S., whereonlyalittlemorethan 10percentofthepeople liveonfarms,consistently producesagriculturalsurpluses. ThefoodproductionprobleminLatinAmericais gettingworseinsteadofbetter,thestudypointsout.
Inthepastdecade,itsays, thepopulationhasrisenby 45percent,whilefoodproductionhasgoneupbyonly 32percent.Inaddition, Muchoftheincreasedproductionisincropssuchas coffeeandsugar,alargepalt ofwhichareexported.
Thus,thestudydeclares, throughoutthewholearea "thereisnotasinglecountrythatdoesnotsufferthe consequencesofhunger."
Themajorfactorinthe farmproblem,thestudy says,istheunjustdistributionoflandincountries withbasicallyagricultural economics, Ownershipis concentratedinafewhands andthelandthatisleftover isdividedintofarmstoo smalltobeprofitablyoperated.
Becauseofconcentrated ownershiptherearemany farmerswhoownnoland atallandhavelittlebelie ofeverowningany.The consequenceiswidespread ruralpoverty.
Thestudyestimatesthat ofLatinAmerica's30millionfarmworkers,about 24millionare"agricultural proletarians"withoutland. Theselandlessfarmersand theirfamiliestotalcloseto 100millionpersonsandcorn-
prisemorethanhalfofthe area'speople. Thestudynotesthatin Brazil,thearea'slargestnation,62,000persons-less thanonetenthofoneper centofthepopulationcontrol60percentofth arableland. Ofthis60 percent,onlyfourpercent isinproduction.InColombiaonlyfiveofeach 1,000farmworkersownland. InGuatemalaandVenezuelaabouttwopercentof thepeopleownmorethan 70percentoftheland.
EducationProblem
Otherruralproblemsare causedbytheisolationof manyfarmswhichareseparatedbyvastdistances inareaswherethereareno adequatetransportationand communicationfacilities.It isthereforeextremelydifficult,thestudysays,toprovidemanyfarmworkers witheducation,medicalaid, policeprotectionandother necessities.
Underhalfofthechildren inruralLatinAmerica,it notes,haveaccesstoanelementaryschool.
Medicalcareispoor.In Colombia,forexample,two thirdsofthenation'sdoctors practiseinthecities,leavingonlyonethirdtocare forthe88percentofthe populationwholiveinrural districts.
Inaddition,thestudy characterisesthelivingconditionsin80percentofthe area'sruralhomesas"inhuman."
Theirplightonthefarms hasdrivenmanyrural peoplefromthecountryto LatinAmerica'sgrowing cities,wheretheirliving
conditionsarenotmuch better.
Thestudyestimatesthat 45percentofthehousing inlargeurbancentresis inadequate.
Itagaincalls"inhuman" theconditionsthatprevail inthelargeslumsthathave grownupontheoutskitts ofmajorcitiessuchas BuenosAiresandSantiago Itnotesthatinthepast decadeamillionpeoplehave movedtotheformercity fromruralareasandthat 40,000ruralpeoplemoveto thelattercityannually.
Theslumareas,itsays, arewithoutstreetsandsuch necessitiesaslight,wale: andsewers. Yetdespite suchconditions,itcontinues, "therapidprocessofurbanisationgoesonunderthe worstconditions,particularlyfromthestandpointof morality."

Thenumberofchildren andyouthsofschoolage (5-19)inLatinAmericais increasingevenfasterthan thepopulationasawhole. Butwellunderhalfof thoseinthisagegroupare inschools.Thepercentage variesfromalowof15.5in Nicaraguatoahighof56.9 inArgentina. Moreover, only10percentofprimary schoolstudentsinLatin Americagointosecondary schoolandonlytwopercent ofthosewhoenterfirst gradearegraduatedfrom secondaryschool.
Althoughthearea'sneed fortechniciansandprofessionalpersonnelisgreat,relativelyfewarebeing trainedbyLatinAmerican collegesanduniversities.In theU.S.,withabout180 millionpeople,approximatelythreemillionstudentsenrolledincollegesanduniversities.LatinAmerica, whichhassome200million people,hasatotalcollege anduniversityenrollmentof onlyabout350,000. One country,Argentina,withapproximately150,000students attheuniversitylevel,accountsfornearlyhalfthe total.

Thethemeofthegirls' conferencewas"Preparation forLife"andconsideration wasgivenastohowgirls, Catholicsandnon-Catholics werehelpedinfacingupto worklife,homelife,and companykeeping.
Delegatesfoundthrougha surveyconductedamongst theiracquaintancesatwork andleisurethatmostgirls didnotreceiveadequatesex instructionfromtheirparents.ItwasdecidedtopromotetheexistingCanaconferencesthroughtheY.C.W. andsuggestedthatgirl leadersshouldspeakat thesegatheringstoinform parentsofthedifficulties theirdaughtershavein seekingguidanceinthe home. Othersuggestions includedtheinvestigationof promotingspecialnightsfor parentsonaparishbasisto helpwiththismatterandthe possibilityofapproaching otherchurchorganisations fortheirco-operation.

ParentsAndFriendsFederation
AttheNovembercouncil oftheParents'andFriends' Federationthesecretary, IvanKeough,wasabletoreportasteadygrowthin thenumberofFederated SchoolParent'sAssociations andanincreasedawareness oftheirfinancialresponsibilitytothesupportof theFederation.Thetotal numberofaffiliatedAssociationswasnow91ofwhich 77werefinancial. Thepositionisgoodand providesenoughfinancefor theworkwhichtheFederationdoesforthe250CatholicschoolsofWestern Australia.Thereisnothing lefthowevertofinance visitsofCouncilmembers tootherStatestoestablish liaisonwithParentsand Friends'Federationsin thoseStateswhere,inpracticallyeveryinstance,our organisedmovementforaid toschoolsisspreading.
TheFederationisthereforeplanningadrivefor increasedaffiliationsinthe newyeartofurtherthewish expressedbyHisGracethe ArchbishopattheFederation'sannualgeneralmeetingthatallschoolsinthe Archdioceseshouldhave theirParents'Associations federatedintooneState body.
Theinitiativeshownby theBunburydioceseinestablishingitsownregional diocesancouncilwaswelcomed. Unfortunatelyits activepresident,Mr.Dan James,hadtowithdraw temporarilybecause of transferofdomicilebutthe secretaryMr.FredTaylor ofColliewasgoingactively aheadwiththeorganisation. AmeetingatKatanningis planned.
NewaccessionsfromKellerberrininthecountryand fromSt.Joseph'sVictoria-
sq.werewelcomed.Averbal reportoftheLeederville Association'sactivitiesshowedaveryprogressivespirit andanoutstandinglygood financialpositioninthe workwhichwasbeingdone fortheLeedervilleschools andtheorderswhichconductedthemintheprovision ofamenitiesfortheBrothers andSisters.
OnemostpopularandusefulactivityoftheFederationwastheorganisationof voluntaryworkersinsurance throughtheStateGovernmentInsuranceOffice.No lessthan43schoolsor parishesnowtakeadvantage oftheumbrellacoverprovidedforvoluntaryworkersroundtheschoolsand churches.Theannualpremiumof£3peraffiliate makesthisverycheapinsuranceagainstaccident liabilitieswhichmight comprehendinvalidisation andotherbenefitsonthe samescaleasworkerscompensation.Moreoveronce theaffiliationsexceed50 thepremiumwillbereducibleto£2/10perannum.
TheFederationproposes shortlytocirculariseaffiliateswithdetailsofPhysicalEducationfacilities availabletoschools.
TheannualgeneralmeetingoftheFederationisbeingplannedforthesecond SundayinMarch,(March 12th,1981). Associations willshortlybeadvisedof thiswithaviewtotabling anyresolutionstheywish tohavediscussedatadate earlyenoughtoadviseall affiliatesofthem.

ButthisextraordinarycharitywouldbemostnaturallysuggestedatperiodswhentheChurchwas threatenedwithpersecution,andwhenChristians,who frompositionandcircumstancesmightlookforwardto martyrdom,would,touseahomelyphrase,cleartheir heartsandhousesforaction,byremovingfromboth whatevercouldattachthemselvestotheearthand becomethespoilsoftheimpioussoldier,insteadof havingbeen,madetheinheritanceofthepoor.
Norwouldthegreatprinciplesbeforgotten,of makingthelightofgoodworkstoshinebeforemen, whilethehandwhichfilledthelamp,pouredinitsoil insecret,whichonlyHeWhoseethinsecretcan penetrate.
Theplateandjewelsofanoblefamilypublicly valued,soldand,intheirprice,distributedtothepoor, musthavebeenabrightexampleofcharity,which consoledtheChurch,animatedthegenerous,shamed theavaricious,touchedtheheartofthecatechumen, anddrewblessingsandprayersfromthelipsofthe poor.
Andyettheindividualrighthandthatgavethem remainedcloselyshroudedfromthescrutinyorconsciousnessoftheleft;andthehumilityandmodestyof thenoblegiverremainedconcealedinHisbosom,into whichtheseearthlytreasureswerelaidup,tobe returnedwithboundlessandeternalusury.
Andsuchwasthecaseintheinstancebeforeus.When allwasprepared,Dionysiusthepriest,whoatthesame timewasthephysiciantowhomthecareofthesick wascommitted,andwhohadsucceededPolycarpinthe titleofSt.Pastor,madehisappearanceand,seatedina chairatoneendofthecourt,thusaddressedthe assembly:
