About160menandwomen thenenteredtheparishhall tohearourgeneralchairman,Dr.G.M.Hansberry, readthefinalreport.He calledforacontinuedgenerouseffortduringthe comingthreeyears.The amountpledgedbytheparishionerswasarecordone fortheWest,andrevealed themagnificentresponseto thesacrificialappealmade toeveryoneinSt.Mary's Parish.
Dr. Hansberrythen thankedMr.JimKeyswho wasresponsibleforthe splendidorganisationwhich puttingthewheelsofplannedactioninmotion broughtaboutthewonderfulresult. Thedesigncallsfora "wigwam"risingtoa "crownofthorns"-a seriesofstruts,eachsurmountedbyacrossand paintedblackinsharpsilhouetteagainstthesky. Thetopofthecrownwill be340feetabovethe groundlevelonahilltop overlookingthebusyport city.
Thedesignistheworkof FrederickGibberd,42,a EritishProtestantarchitect, whoalsodesignedLondon Airport.Itwaspickedfrom 298entriessubmittedfold ArchbishopHeenan'scorn-' petitionlaxarchitectsin manypartsoftheworld.
Selectionoftheplanwas madeinLondonbyajury composedofArrchbishop Heenan,SirBasilSpence, presidentoftheRoyalInstituteofArchitects,and DavidStokes,amemberof theinstitute.Toensure impartiality,thearchitects' nameswerenotrevealed duringthejudging.
Forhiswinnink,designMr. Gibberdreceivesapriceof £6,300inadditiontohis fee.Thesecondprizeof £3,780goestoC.H.R. Bailey,ofKualaLumpur, Malaya,andthethird01 22,500toArthurBailey,of London.
TheGibberdplancallsfor aroundbuildingwith16 greatconcreteribsspreaa outaroundit.Acentral towerofstainedglasswill castsparklinglightsonthe sanctuarybeneath.The "crownofthorns"willtop thetoweritself..Vertical panelsofstainedglasswill beinstalledatthebaseof thecathedralbetweenthe16 slenderconcreteribs.The roofabovethem,forminga sliced-offcone,willbeof copper.
Acongregationofover 3,000peoplewillbeableto beseatedinanamphitheatre extendingthree-quartersof thewayaroundthecentral altar,Itissodesignedthat noonewillbemorethan70 feetfromthestepsofthe sanctuary.
Tenchapelswillbeset alongthewallsofthecircularchurch.Somewillseem likeextensionsofthegeneralinterior.Otherswillbe secludedandsimple.The mainentrancewillbe throughacorridorextending outfromthechurchtoan invertedpyramidcontainingacarillonandsurmountingelectrically-operated bronzedoors.
Thecathedralwillbe builtabovethemammoth cryptconstructedaquarter ofacenturyagowhenthe thenArchbishopenvisaged erectingaclassicchurch thatwouldhavebeenthe secondlargestintheworld.
Therewillbeagiant undergroundgaragefrom whichchurchgoerswillenterthecathedralbyescalators.
Amajorproblemofthe competitionwashowtointegratethedesignforthe newcathedralwiththe existingcrypt.Mr.Gibberd'sdesign-whichhas alreadybeencomparedto theconcrete-ribbedcathedralofOscarNiemeyernow beingbuiltinthenewBraziliancapitalofBrasiliausesthecryptasaplatform forthecircularchurch. Unityisprovidedbyextensionofanexistingterrace abovethecryptwheresome 10,000personswillbeable toattendopen-airservices beforeitsownaltarand pulpit.

Evidencewassubmitted bytheCatholicInternational UnionforSocialServices, PaxRomana,theInternationalCatholicChildBureau,theWorldFederation ofYoungCatholicWomen andGirls,theInternational ConferenceofCatholic Charities,theWorldUnion ofCatholicWomen'sOrganisationsandtheSt.Joan's InternationalSocialand PoliticalAlliance.
AtleastadozenCatholic priestsweredelegates. Inoneofthefinalsessions dealingwithjuveniledelinquency,itwasagreedthat theproblemislargelyoneof educationthroughtheschool andthefamily.TheItalian andChileandelegationssupportedbythoseOfBelgium,Switzerland,VenezuelaandJapan-presenteda resolutionstatingthat"such educationisessentiallythe responsibilityofthefamily." ButwiththeRussianand UnitedStatesdelegatesjoin-
ingforcesagainstit,the amendmentwasdefeated.
Delegatesapprovedaresolutionthatofficial,semiofficialagencies,andcivic andsocialgroupsdealing withgroupdelinquency,includinggangactivities, shouldtrytodirectthe energiesofyouthintoconstructivechannels.Theresolutionaddedthatyouth centresandhostelsshouldbe morewidelyemployed,togetherwithculturalactivities,sportsandfacilities suchasthoseforfamily vacations.
AtaspecialMassfor CatholicdelegatesinWestminsterCathedral,nearto thecongressheadquarters, FatherllltudEvans,O.P., editorofthemagazine "Blackfriars"andleading delegatefortheCatholicInternationalUnionforSocial Service,preached.Heemphasisedtherightofthe Church'svoicetobeheard ininvestigationsintocrime prevention,whichareultimatelyconcernedwith humanpersonsandnotwith merecategoriesofmenand women.
The,Church'sexpectations ofhumanbehaviourare bothhigherandlowerthan thoseofgovernmentsorsocialscientists,headded. Theyarehigherbecaugeshe believesthanman'sredemptionispossibleandis achievedthroughChrist. Theyarelowerbecauseshe believesthatsinisafact andunaidedhumannature weak,FatherEvanssaid.

TheGovernor-General alsoannouncedthatschools ofgradesoneandtwogradeoneconsistingofthe top-flightschoolsofthe country,andincluding manyCatholicinstitutionswillalsobenationalised.But hesaidthatgradeoneAnd gradetwoschoolswillhave theprivilegeofremaining privateschoolswithoutState aid,iftheyconformtothe educationcode.
Inthesamespeech,the Governor-Generalannouncedthatthegovernment planstotakeovercontrol ofCeylon'smajornewspapers.Withoutmentioning thattheCeylonesePress cameoutoverwhelmingly againsttheGreatCeylon Freedompartyanditsleftistcoalitionpriortothe elections,theGovernorGeneralalsosaidthata commissionwouldbesetup toinvestigatethefunction, ingofthePressduringthe electioncampaign.
Thespeechalsostatedthat Ceylonwouldmaintaina policyofneutralismandcoexistenceinforeignaffairs.

Morethan60percentof themwillgobacktoCatholicschoolswhich,aftera longstruggle,nowreceive substantialgovernmentfinancialhelp.Andthose whoreturntopublicschools willbeabletoenrollinreligionclasses.
Thissituationisavast improvementoverconditionshereonlytwoyears agowhenBelgiumwasin themidstofaschoolwar betweenCatholicsandsecularists.
Theschoolissuehasalwaysbeenamajoronein thiscountry.
Itwasoneofthecauses oftherevolutionwhichled toBelgianindependencein 1830. AtthattimeBelgium'sCatholicmajority foughttoseparatetheirnationfromtheprodominantlyProtestantNetherlandstowhichithadbeenjoined bytheTreatyofViennain 1815-becauseofthemonopolyofeducationtheDutch kinghadgiventostate schools.
ThusBelgianCatholicsinsistedthatthenewcountry'sconstitutioncontain guaranteesagainstsucha monopolyandreligiouseducationflourished.
By1879,however,anticlericalshadbecomestrong enoughtowincontrolof thegovernment.TheLiberalpartycametopower andbannedreligiousinstructionfromstateschools. Andstateschools,although officiallyneutralinmatters ofreligion,begantoshow anti-Catholictendencies.
Catholicreactionwas promptandsuccessful.In oneyearmorethan2,000 Catholicprimaryschools wereopened.Moreover,the Liberalparty'sschoolpolicyledtoitsdefeatinthe 1884elections,adefeat fromwhichitneverfully
untiltheendofWorldWar ItheCatholicpartygovernedBelgium.

Althoughnogovernment fundsweregrantedforthe buildingandequippingof Catholicschools,thegovernmentpaidthesalariesof Catholicprimaryschool teachers.Teachingpriests andnuns,however,received onlyhalftheamountpaid tolayteachers. Betweenthetwoworld warsBelgianCatholics heldenoughseatsinParlimenttokeepthedeclining LiberalpartyandthegrowingSocialistpartyfrom passinglawsseriouslyrestrictingCatholiceducational rights.
FollowngWorldWarII stateaidwasgrantedfor thefirsttimetoCatholic secondaryschools.Itwas givenfollowingthe1950 electionsinwhichtheCatholic-orientedSocialChristianpartywonanabsolute Parliamentarymajorityand setupaone-partygovernment.
BeforeWorldWarII, thequestionofgovernment subsidiesforCatholicsecondaryschoolshadnot arisen,sincetheywereattendedalmostexclusively bystudentsfromfamilies abletopaytheirexpenses.
Afterthewar,however, childrenfrompoorerfamiliesbeganattendingsecondaryschools.Subsidies thenbecamenecessaryto enablleCatholicsecondary schoolstocompetewiththe tuition-freepublichigh schools.
Theschoolquestionwas notanissueinthe1954el-
Catholicsprotestedvigorouslyagainsttheannouncement.Closetoamillion Catholicstudentstookpart inaone-daystrikeand hugeprotestdemonstrations werestagedinBelgian cities.Amarchofprotest tothecapitalwasorganised inMarch,1955,inwhich 100,000personsfromall partsofthecountrytook partdespitegovernment effortstohalttherally.A numberofpersonswereinjuredwhenthegovernment orderedmountedpoliceto breakuptheBrusselsdemonstration.
TheBelgianBishopsspoke outagainstthegovernment'sschoolpolicy,saying it"undeniablysinsagainst thecitizen'sfreedomofconscience"becauseitwas"directedagainstCatholiceducationandtowardnon-religiouseducation."
Laterin1955,however, thegovernmentpasseda schoollawwhichcutsubsidies-toCatholicschools, gavelayteachersinCatholicschoolslowersalaries anddiscriminatedagainst thanpublicschoolteachers Catholiceducationinother ways.
TheBelgianBishopsina jointpastorallettercondemnedthelawas"anattempttomakeneutral schoolsdominateinour countryinanefforttoeliminategradually,butsurely,theinfluenceofthe Catholicreligionamongour people."

MeanwhileCatholicParents'Associationswereset upthroughoutthecountry todefendChurch.schools andeffortsweremadeto raisefundsforthem.By theendof1957closeto £3,370,000hapbeencollectedby100,000volunteer workers.Butthiswasnot nearlyenoughtomeetthe Catholicschoolsannualdeficitof£5,445,000. Twoweeksbeforethe June,1958,elections,200,000Catholicsstagedanothermassdemonstrationin Brusselstoprotestagainst thegovernment'sschool policy.
Theelectionsresultedin gainsfortheSocialChristiansandlosesforboth LiberalsandSocialists.Attributingtheirlossesto theirstandsontheschool issue,theLiberalsandSocialistssignedathree-party pactwiththeSocialChristianstoendtheschoolcontroversyandtakeitoutof politics.
InMay,1959,Parliament almostunanimouslypassed aschoollawbasedonthe pact.SubsidiestoCatholic schoolsweredoubledand madeequaltothosegranted bythecentralgovernment toprpvincialandlocalgovernmentschools.
Thelawalsorecognised the"rightofparentsto choosethetypeofeducationtheywanttheirchildrentoreceive"andprovidedfortuition-freeeducationinallsubsidised schools.
Thelawalsorequiresall schoolstoofferatwo-hour aweekcourseineitherreligion ornon-religious ethicswhensuchacourse isdemandedbyasufficientnumberofparents.

THEfirstannualreportoftheCatholicEnquiry Centrehasbeenissuedandtherecanbeno doubtthattheventurehasprovedaremarkablesuccess.
Thenumberofnon-Catholicswhohavereplied totheadvertisementshasbeengivenat5,157,of whom2,539havefollowedorarefollowingits six-monthcourseofweeklylessons.
Some45,000Catholicshavecontributedtowards theschemeinvaryingamountsfrom2/-to£1,000. Ofthisfigure,2,412haveenrolledassponsorsand havebuiltupgroupsofassociateswhowillkeep theworkgoingbytheirprayersandsmallregular donations.
Asponsororganisesagroupoffriends,usually twelveinnumber,whoprayforconversionsand contribute2/-permonthtotheCatholicEnquiry Centre,Box63.Maroubra,NewSouthWales.
Theadvertisingcampaignforthecentrehashad 106advertisementsspreadover36newspapersin sixStatesatacostof£1,196.Theseadvertisements havetoldthousandsofnon-Catholic'sthatthe CatholicEnquiryCentreoffersthemitspostal courseofreligiousinstructionfreeandinconfidence andwithoutobligation.
ThedirectorofthecentreinAustralia,Rev.T.A. White,hasastaffofsixwhoassistwithpostingthe lessons,filingcorrespondence,arrangingliaisonwith newspapers,printers,stationers,officesupplies,etc. Thesesixmembersofthepermanentstaffare assistedbyateamofvoluntaryworkers,whogive generouslyoftheirtimeandtalentssothatothers maysharethegiftofFaith.Itisthroughthis generosityandalsothegenerosityofthegreat numberofsponsorsscatteredthroughoutAustralia thatthegreatworkisbeingmadepossible.The figuresaloneofthesponsorsandassociatesnumber 29,412.Thesepraydailyfortheconversionof peopleenquiringofthecentreandalsohelpwith theircontributions.
Thereisacertainamountofsadnessmixedwith thejoyofthesuccessofthefirstyear,inthatthe EpiscopalChairman,theMostReverendA.J. TynandiedwhileonhiswaytoRome.
HisLordshiphadlabouredandplannedunceasinglyforfiveyearstogiveAustraliaanorganised centrewhichwouldadvertisetheFaithinthe secularPressandofferapostalcourseofreligious instructionfreeandinconfidencetonon-Catholics anywhere.
HisLordship'slastpublicstatementwaswritten aweekbeforehediedandcouldwellserveasan inspirationtoall:

Hereferredtothesamefearslater:"Itistruethat theSonofGodpromisedthatHewouldbewithHis Churchtilltheendoftime,butHedidnotpromisethat thisChurchwouldbeinFrance,orSpain,andtherest. WiththesesentimentsVincenturgedprayer,fasting andpenanceonbehalfoftheChurch,togetherwitha courageousdefenceadvocacyoftheinterestsofJesus Christ*athome,andendless,labourtomakefreshconquestsandhaveherempireextendedinotherlands.
Egypt,IndochinaAndJapan
Nhiswritingsarefoundsomeofhisinterestsin Iforeignmissionswhichwerenotinhischarge.He dealtwiththePapalNuncioinParisregardingthe missionoftheDiscalcedCarmelitestoCairoin1651. Withsomeothers,hepetitionedPopeInnocentXto namesVicarsApostolic,whowouldtrainanative clergy,forTonkinandCochinChina(nowVietnam), whereFatherAlexanderRhodes,S.J.,whowasthenin Paris,hadbaptised100,000persons.Vincentwasable tosuggestthenamesofvolunteers.
Again,in1654,hewritestotheSecretaryoftheCongregationofPropaganda:"Ihavestriventoassistthis go6dPrelate,asfarasIwasableandaccordingtohis wishes."ThiswasconcerningaFranciscan,Anthony FrancisofSt.Felix,ArchbishopofMyra,Missionary ApostolicandAdministratoroftheKingdomsofJapan andChina,whohadjustdiedinParis,after20yearsfaithfulactivityabroad.Whatpreciseassistancehe gaveisnotstated.
Thatmissionterritorywasundertheprotectionof Portugal,sotherewouldnothavebeenanyquestion ofsendingpriestsfromFrance.ButVincentwas interestedallthesame.AtthesametimeVincentwasawaitingdirectionsfromtheCongregationofPropa- gandatosendhismissionariestoDenmark;the directionsdidnotcome,buthehadhismenready.
SinceitsdiscovereybyJacquesCartierin1534, FrancehadinmindtheChristianisingoftheso-called Indiansof"NewFrance."astheycalledCanada.The FranciscanRecollectswenttothebanksoftheSt. Lawrencein1615,andinvitedthehelpoftheJesuits, tenyearslater.Itwasaverydifficultmissionamong theIroquoisandHurontribes,bringinggloriousmartyr- doms.

Vincenthadbeenaskedtosendmissionariesto CanadawithoneoftheCompanies,andheappliedto Propagandaforthenecessarymissionarypowersfor them.Thesefacultieshadnotarrivedwhentheirfleet setsail,andhewouldnotallowhismentogowithout theRomanauthority.Itwas1933beforetheVincentianstookupworkinCanada.

Besidestheseratherexternalinterestsinforeign countries,theonepaganmissionSt.Vincenttookup wasinthelargeislandofMadagascar,calledSt.Lawrence,offtheeastcoastofAfrica.Itwasonthetrading routefromEuropetotheEastIndies,andwhenthe FrenchEastIndiaCompanysecuredrightsthereand decidedtoputacolonyonit,thePapalNuncio,on behalfofPopeInnocentX,askedVincentforsome priestsforthecolonistsandthenatives.
Itwasanundertakingfullofdifficulties,which wouldhavediscouragedalessercharity.Thefirsttwo missionariesweredeadfromoverworkwithintwo years;thenexttwodiedwithinthreeyears;ofthenext three,onediedinafewmonths;thereweresixdead intenyears;threemorewereshipwreck&inharbour; sixotherswerewreckednearTableBayinSouth Africa,andbroughtbackbytheDutchtoParis.Another waspoisonedandtwoweremassacredwithinthefirst 12years.
Inthefaceoftheselosses,greatpertinacitywas requiredonVincent'spartandgreatcourageand generosityonthepartofhispriestsandlaybrothers. Sendinghisfirstapostlesin1648,hewrotetheleader, FatherNacquart,whohecalls"ourmostpreciousvictim,"thathewouldneedtheFaithofAbraham,the CharityofSt.Paul,andtheothervirtuesofSt.Francis Xavier."Goforth,Sir,andasyourmissionisfrom God,throughthosewhorepresentHimonearth,cast yournetswithconfidence Ishallprayforyou everyday andseeyouagainineternity There isnothingonearthIshouldlikebetterthantobeyour companion."
Inaccordancewithhisviewsonforeignmissions,he hadsomefewnativesbroughtbackbytheTrading Company,whomheinstructedinPariswiththehope thattheymightbecomepriestsfortheirownpeople. Itwaspremature,buttheyreturnedascatechists.He continedtosendhisFrenchconfrereswhilehecould, inspiteofthelossofsomanyintheprimeoflife.
TheEastCompanywithdrewin1674andthemission closeddown,tobereopenedin1896bytheVincentians. NowtherearenineVicariates,twoofthemruledby VincentianBishops,withagoodshareofnativeclergy andagenerallyflourishingCatholiccommunity.

DURINGhislifetimeasSuperior-General,thatis, within35years,Vincentenrolled425priestsand 200LaybrothersinhisCongregation.Allowingfor deathsanddesertersandtheaged,hewouldhavehad perhaps400alltoldathisdispositionatanyonetime. TheseheusedingreatparttofortifytheChurchin countrieswheresheneededrepairingandrebuilding, orwherehewascalledtogiveahandbyhisspecial worksoftheparishmissionsandtheseminaries.
Earlyin1642hewasinvitedtoopenahouseinRome, thecentreofChristianityitself,forwhichtheDuchess ofAiguilloncameforwardoncemorewiththemoney. HereretreatsweregiventothecandidatesforOrdination,andthemissionarieswentouttotheshepherds oftheRomanCampagnaandtheneighbouringtowns. Threeyearslater,CardinalDurazzo,Archbishopof
Genoa,askedforateamofpriestsforparishmissions, inwhichworkheactivelysharedhimself.Thepriests alsotookupretreatsandconferencesfortheclergy. Sevenoutofeightofthemdiedthefollowingyear fromattendingtheplague-stricken,astheotherVincentiansweredoinginRome,wheretheplaguebroke outinPropagandaCollegein1656.Afterthissevere checkinGenoa,reinforcementsweresentandthe Companymultiplieditslabours.
Turinnextinvitedafoundationofmissionariesin 1654,wheremissionsandretreatsfortheclergywere thechiefoccupation.
St.VincenthadnocalltoEngland,becauseparish lifehardlyexistedinhistimeandmissionswouldhave beenimpossible;besidesthecandidatesforthepriest- hoodcouldonlybecaredforintheseminariesatDouay, Paris,RomeandinSpain.
ButhewasaskedbysomeoftheIrishBishops,and directedbytheCongregationofPropaganda,tosend missionariestoIrelandandtoScotland.Hehad20 IrishpriestsinhisCommunitywithfamilynamessuch asWalsh,Duggan,Dooley,BarryandHenry.Fiveof these,withthreeFrenchmen,hesenttogivemissions intheDiocesesofCashelandLimerickin1646,where thepeoplehadbeenharassedbytheBritishpersecutions sinceElizabeth'stime.Theirsuccesswasphenomenal: theywerewerehuntedandpursued;oneofthem, namedThadyLee,wasmartyred;therestfinishedtheir workandwentoffelsewhere.
Oneofthese,FatherDuggan,withaFatherWhite, wassenttoScotlandin1650;theformerlaboured"with unbelievableresults"chieflyinconvertingtheHebrides Islands,thelatterwasintheHighlands,wherehewas joinedbyFatherLumsden,aScottishVincentian.Both didextensivemissionarywork,Father.Whitefor30 yearsandFatherLumsdenfortenyears,allinthe northernprovices,inspiteofimprisonment,anddeath hangingovertheirheadsfromCromwellandthe BritishPenalLaws.
Poland,anearneighbour,hadforitsQueenaFrenchwoman,LouisedeGonzaga.Sherepeatedlyrequested somemissionariesasshehadseentheirworkinFrance. Vincentsenthertwo-oneofthemFatherLambert,his "righthand,"in1651.Theyranintotheplague,and servedtheinfestedcityofWarsaw,whereFather Lambertdiedofit.Othersfollowed,andtheparishof HolyCrossinWarsaw,inspiteofallthevicissitudesof time,isstillinchargeofthemissionariesinPoland.
THESEweresomeofthewaysinwhichSt.Vincent dePaulshowedhimselfeminentlyaChurchman,trying topreserveandimproveher,andatthesametime strivngtoextendherruleintonewcountries.Itisthe normallifeoftheChurch,butitisusuallymarkedby aspearheadofsomegreatSaints.Vincentwasoneof thosewhogavethisleadintheChurchinhisday.

Writersofthe17th,18th and19thcenturieshaveattestedtothisphenomenon. AmongthemisCanonJohn Said,rectorofthegrotto church,whowrotein1861 thathemeasuredthechurch andfounditsdiameterand heighttobethesameasregisteredinthearchives162 yearsbefore.
Anotherbeliefisthatthe stoneatthegrottohaspropertiesofcuringpoisonous bites.Thisprobablygoes backtothestorythatwhen St.Paulwasbittenbya venomoussnakehecured himself.
In1617theGrottocame undertheprotectionofthe KnightsofMalta,whoenricheditschurchhandsomely.Amongtherelicspreservedinthechurchisthe forearmofSt.Paul.The armboneisencasedina goldenreliquaryshapedlike ahandandarm.

igP THEYARECALLEDthe"Queen'sTeens." Alreadytheyhavegivenmorethan2,000 hoursofassistancetopatients,doctorsand nursesatSt.Joseph'sHospitalinPaterson,NewJersey.
The"Queen'sTeens"are60teenagersfromlocal parochialandpublicschoolswhohavegivenfreelyof theirsummervacation.t(4thehospital.Inreturn,they havebeengivenaninsightintotheworkingsofa hospitalthatfewpeopleeverget.Mostofthe60are girlswhowanttobenurses.
Patients,doctorsandvisitorsrecognisethembytheir yellowpinafores(theeightboysinthegroupwear yellowties).Theycometothehospitaltwotothree timesaweek,andtheyremaineachtimeforhalfaday. Bysummer'send,theirvolunteertimewillrunwell over3,000hours.
Thevolunteersaretrainedinbasicdutiesandhospital routine.Theyaregiventheopportunitytoobserve doctor-nurseteamsinactionandareintroducedtothe laboratories,operatingrooms,clinicsandpurchasing departments.
