TheVicariateofAitape isthefurthermostpartof AustraliaandNewGuinea anditspeopleareamong themostprimitiveinthe world.Insomeareascanibalismisstillpractisedand onlytwoyearsagotwentyeightnativeswerekilled andeatenintheMayRiver area,andtwoGovernment Patrolofficerswereambushedandkilledinthe Telafominarea.

TheMissionalsohasunderitscaretwomaternity hospitals,averagingsome 300birthsayear.Then comesaleprosaritunwith 530patientsandwhichwill increaseinthenexteighteenmonthsto800-1000. ThisisoneoftheMission's majorworks,andisrunin conjunctionwiththeNew GuineaAdministration.In factwithouttheverygenerousfinancialassistanceof theAdministrationvery littlecouldbedoneatall. Anewleprosariumisnow underconstructionandit willbeequaltoanylarge townhospitalinAustralia, andthetotalexpenseisbeingmetbytheAdministration.ItisstaffedatpresentbyoneoftheFranciscanFathers,aqualified physicianandsurgeonand bytwoFranciscanBrothers bothqualifiedmalenurses. Buturgentlyrequiredisa smallcommunityofnursingsistersamongwhom wouldbe aphysiotherapist.
"MissionandGovernmentworkofnecessityis slowwork."HisLordship said,"Primitivepeoplecannotbebroughtintothe spaceageovernight,and thisistparticuAarlytrue inthefieldofeducation. Thereisnodoubtthatthe peopleofNewGuineaare goodmaterialforeducationbutitwilltaketime, muchmoremoneyand many,manymorequalifiedpersonnel.Tosupply theseistheresponsibility ofAustraliaanditisalso toherbestinterests.Australiaisalreadydoinga mightyjobandsaveforthe Communistblocherworkis appreciatedbytheUnited Nations.Buttoassistinthe foregoing,whynotbring NewGuineaundertheAustralia-Colomboplan?This wouldbebothmostbeneficialtoNewGuineaand toAustralia."

OnWednesday,Aug.10, approximately100girlsattendedthefirstnightofthe "GirlofToday"talks.The firstspeaker,Mrs.Thelma Child,spoketothegirlson 'GirlintheHome'.Mrs. .Childshowedthegirlshow theycanshowloveandrespecttotheirparents,who haveenduredbothjoyand sorrow,hardshipandsacrifice,inprovidingthemwith decenthomesandagood education. Obedienceis stilltobeexpectedofthe daughters,eventhoughthey mayhaveleftschooland commencedtoworkand parents'wishesmustberespected,especiallywithregardtosocialactivitiesand keepinglatehours.
Followingthis,adiscussionwasheldbringingout themajorpointsofthe talk.Also,twoquestions oncompany-keepingwere discussedandthegirlswere invitedtoplaceanyquestionsonthissubjectina 'Question-Box',andthey wouldbeansweredinthe nextweek'ssession.

Catholicsociologymightwellagreewithsucha criticism,butitwouldbemoreconvincingifitcame fromsomequarterotherthanfromagroupofcompanies withatotalcapitalandreservesofmorethan£34 million.Becauseitisjustsuchenormousconcentrationsofeconomicpowerwhichhavecreatedtheproblem ofthepennilessaged.Nofamilymanonornearthe basicwageinourproletariansociety,howevermodestly hemaylive,canhopetosaveenoughagainstthetime whenhecannolongerearn.Thecombinationofthe workerdeniedhisfairshareinthefruitsofhisproduction,combinedwiththescientificextensionoflife expectation,presentsadilemmawhichcanonlybe solved(inthelongrun)bytherestorationofproductive propertyand(intheshortterm)bygovernmental action.
Itisalsonotalittleironicaltoreflectthatthequestion hasabroadmoralbasis.Asthepracticeofcontraceptionbecomesmoregeneralitmakesforanimbalance ofpopulation,increasingtheagecompositionsothat theproportionofelderlypeopletendsprogressivelyto outruntheproportionofproductiveworkerswhomust supportthem.Addtothistheappallinglackofnatural affectionandthenarrowconceptofthecontinuityof familylifebeyondonegeneration,andyouhavethe positionweareintoday.Itisnobody'sbusiness,apart fromprivatecharity,tocarefortheaged;sothe governmentmuststepin.Anditsonlyreluctantcharge istohandoutadolewhichisincrediblyinsufficientfor peopleatanagewhentheyareleastabletofendfor themselves.
WHENopeningnewpremisesinMelbournefor theY.C.W.Co-operativeHousingSocietyrecently,ArchbishopSimondspraisedco-operative effortassteeringacoursebetweenthemonopolieswho exploittheneedsofyoungpeopleandthetypeof socialismwhichdepressestheirpersonalinitiative.His Gracetheretouchedthenubofsocialdislocationinour democraticsocieties.Whatweratherpompouslycall the"principleofsubsidiarity"isthesamethingto whichthepoliticalpartiespaylipserviceunderthe titleof"decentralisation."Inprincipleitisobviously rational.Why,then,isitnotthemeasureofeconomic andpoliticalliving?
Nosatisfactoryanswercanbegiventothatdilemma whichignoresthehistoricalcontextofthequestion. TheMiddleAgeswerecharacterisedbyalargenumber ofmenbeingindependentproprietorseitherinlandor inhomecrafts.LongbeforetheReformationthatorder ofsocietybegantobreakdown,duetoanumberof causes,somepremeditatedandothershistoricalaccidents.Butdominatingallthecauseswasthespiritof greedWhichanenfeebledChristianpracticecouldnot restrain.Avariceexpresseditselfpracticallyinthe abandonmentofthetraditionalattitudetowardsusury. TheReformation,notablyinEngland,pavedtheway fortheconcentrationofarablelandinthehandsofthe fewandbackedthenewreligionwithvestedinterests.
Next,theIndustrialRevolutionplacedscientfiicinventivenessinthehandsofthenewrichenablingthem toseekprogressivelynewtechniquesfortheamassing ofwealth.Soitisthat,comparativelyyouthfulasthe processofmassproductionis,tomanyitseemsirreplaceable,eventhoughhumanrightsandpersonality arebeingobliteratedthroughitsrecklessextension.It issignificantthatnohistoricalattempthasbeenmade toturnscientificinventiontotheassistanceofthesmall craftsmanorfarmer(withthepossibleexceptionofthe rotaryhoe).Yetthenewsourcesofpower-electricity andatomicenergy-couldwellsetafootarevolution alongtheselines.
Againstallthissocialismisanatural,ifnotinevitable reaction.Butitrebelsonlyagainsttheconcentration ofeconomicpowerinthehandsofprivateindividuals. maimoratirositiaicsiousworststoutorlcatiovroairstikos
S0longasthearmamentsraceiscontinuedand intensified,sorealisthefearofglobalwar.
Nothingissodepressingtothecommonmanas thefailureofthenationstoreachcommonagreement todisarm.Disarmamenthasbeendiscussedfruitlessly everyyearsincetheendofthewarandyetnotthe slightestprogresshasbeenmade.TheSovietin1957 refused(asitisnowdoing)totakeanyfurtherpart intheworkofUnitedNationsDisarmamentCommittees becausetheCommunistStateswereinapermanent minority.Next,acommissionofthe82memberStates oftheU.N.wassetup.Asthitwastooclumsy,a 10-nationdisarmamentcommittee-fivefromeachside -wassetupin1959.Thisbrokedownshortlyafter thefailureoftheSummitConference.
ThisisaquestiononwhichtheChurchhasaclear andfirmattitude.Iturgesthedevelopmentofa "societyofStates"whichwillhavethepowertoimpose sanctionsonaggressornations.Thenthereshouldbe commonagreementtodisarm,renunciationoftheuse ofnuclearweaponsandaneffectivearmscontrolto whichallnationswouldsubmit.Well,however,imperfectitmaybe,theUnitedNationsmeetsthefirst requirement.Butthereportsofthedisarmamentconferencemakesorryreading.Itistoofaciletoplacethe entireblameforitsfailureontheSoviet.Actually, thereareseveralconsiderationswhichmakeitappear that,ifonlyforselfishreasonsandforthesakeofpublic opinion,theRussiansmaybesincere.
DisarmamentwouldhelpKhrushchevtoovertakethe Americanstandardofliving-whichishispetobsession. Itwouldalsomakemoneyavailableforspaceresearch onwhichtheSovietisleaningsoheavilyforoffence anddefence.Moreover,itwouldpreventChina's becomingtoopowerfultoosoon-perhapsasimportant astheSovietitselfintheCommunisthegemony.Between theCommunistanddemocraticblocstheradicallineof divisionisthis:Russiabelievesdisarmamentmustcome first;theWest,thateffectivecontrolsmusthaveprecedence.Clearlysomecompromisecanandmustbe workedoutifonlytheaircouldbeclearedofsuspicion onbothsides.
Ithasnoanswerfortheequallyterribleevilofproletarianism.Itproposesmerelytotransferconcentrated wealthfromthecapitalisttothecommissar.Itenvisages "thepeople"owningeverything.Butitsconceptofthe Stateasthecollectivityisapieceofnonsenseasmodern democracypittedagainsttotalitariansmsofvarious kindsshows.Evenifitweresoundasapolitical notion,ithasnorelevanceinthefieldofeconomics. Forwhereeveryoneownseverything,nobodyowns anything.
Whyarationalsocialordercannotevenbeinauguratedislargelyduetothelossoftheappetitefor libertyandthefantasticdifficultyevenofasserting itunderthecuriousfinancialsystemthatoperates. Furthermore,therearesofewandsoweakinstitutions tostandbetweentheindividual(orbetterthatfundamentalgroupingofindividualswecallthefamily)and theState.Ifahouseistobebuiltitcallsforaprivate buildingcontractor(whomustgo,hatinhand,toa bank)orforaStatehousingscheme.Itisincredibly difficulttoconvincepeoplethatbybandingtogetherin aspiritofcharity,workandself-sacrifice,theycould dothejobthemselves.
Thisappallingladsof"togetherness"isdue,partlyto alackofcharity,commonsenseandinitiative,but mainlytoalackoftradition.Eventheruggedindividualismwhichmarkedthepioneersofthiscountry wouldnotmeetmodernneeds.True,theirspiritof independence,hardworkandsimplelivingarethe necessaryspiritualcontext,buttheabilitytoliveand workasagroup,willingandabletoemploymodern techniques,isvirtuallyunknown.Thisiswherethe CatholicFaithcanandmustsupplythedearth.Ifthe doctrineoftheMysticalBodyofChristwerewidely knownandbelievedamongChristians,itspractical consequenceswouldbelittleshortofrevolutionary.

Amongthe12delegates fromtheAmericas,three psychiatristsfromtheU.S. presentedpapersthatdemonstratedthemarkedprogress ofthesciencewithinthe frameworkoftheCatholic Church.
TheywereDrs.JohnR. CavanaghofWashington D.C.,C.JosephKurthof Wichita,Kan.,andPhilip RondofColumbus,Ohio. Theyparticipatedinthe ninthinternationalcongress oftheFederationofCatholic Physicians.
Theassemblyopenedona starklysimplenotesetby Dr.FriedrichDessauerof Frankfurt,Germany,who said:"Man'sdeathsentence ispronouncedatbirthand allourendeavoursatdelay onlyservetopostponethe execution."
Fromtherethecongress proceededforfivedayswith thepresentationof36papers onsubjectsrangingfrom "theproblemsofbirthcontrol"to"thepsychologyand ethicsofmodernsports."
Dr.Cavanagh,thesole laymaninthetheologydepartmentoftheCatholicUniversityofAmerica,addressed theassemblyonthe"'ethical andphilosophicalreflections onthelatestprogressinpsychiatry."
Touchingonacurrentmoral-medicalquestion-theuse of"enovid,"whichhasbeen employedextensivelyinPuertoRicoforcontraception--
Dr.Cavanaghsaid:"Since themedicalprofessioncannot,evenyet,offeraguaranteeagainstseriouslongrangecomplicationsofthis 'medication,'howcanwe justifytheuseofuninformed humansubjectsinanexperimenttowhichcertaindoctorsinthiscountryontheir owntestimonywouldnotallowtheirownwivesand
daughterstosubmit'!"
Themainthesisofhispaper,however,wasthemoral andphysicaldangerofthe useofhypnosis,whichhe summedupbysaying:
"Thelongkrgumentasto whetheranindividualcanbe persuadedtoperformcriminalorimmoralactsunder (hypnotic)influenceseems likelytobesettled.Ifthe performedactissuggested 'subspecieboni'(underthe appearanceofgood),the subjectisquitelikelytoatcepsitifheissufficiently deepinhistrance."
Speakingon"thepsychiatricandpsychologicalselectionofcandidatesforthe sisterhood,"Dr.Kurthbased hisdicussionontheScripturaldefinitionofavocation: "YouhavenotchosenMe, butIhavechosenYou"(John 15-16).
Hesaid:"Bearinginmind thatOurLordpersonallyselectscandidatesforthesisterhood,rejectionofapotentialvocationisamostseriousmatter. Bythesame standard,topermitastudent whoiseithermentallyill orpotentiallysotostudy forthesisterhoodisequally asseriousand-perhapsa betterword-isatragedy."
Tosupporthisargument hequotedPopePiusalt, whosaidofsuchindividuals that"thereshouldbenohumanconsiderationorfalse mercy"concerningtheirdismissalorrejectionfromreligiouslife.
Dr.Kurthreportedona programwhichsince1950he hasdirectedwiththeapprovalofBishopMarkCarroll ofWichitafortheSistersof St.Joseph'sconventthere. Hesaidthatof100nuns screenedin10years,onlyone wasfoundtohavehadany mentalproblems.Nonehad
HongKong,-BishopJamesE.Walsh, M.M.,looks"wellandcheerful,"hisbrother reportedaftervisitinghiminhisjailinShanghai.
WilliamC.Walsh,aretiredUnitedStatesjudge, telephonedhiswifeinHongKongandtoldherthathe hadbeenallowedtovisitBishopWalshtwiceduring hisfirstweekinShanghai.Mrs.Walshstayedata hotelinthisBritishcolonyduringJudgeWalsh'svisit tohisimprisonedbrother.

Historicallyitislogicalthattheserelicsshould havefoundtheirwaytoRome,theSeeofChrist's vicaronearth.
Firstamongthetreasuryoftheserelicsisthe ChurchoftheHolyCrossinJerusalem,oneof Rome'ssevenpatriarchalbasilicas.BuiltbySt. Helena,motheroftheEmperorConstantine,to housetherelicsofthePassionthatshebrought backfromJerusalem,thechurchhasfor15centuriesbeenashrineofChrist'ssuffering.
OnGoodFridayandotherfeastsofthePassion, suchastheExaltationoftheCrossonSeptember 14,therelicsguardedinthechurchareexposed forveneration.
Mostimportantoftheseisalargefragmentofthe TrueCross.Cynicshaveestimatedthatifallthe claimedpiecesoftheTrueCrosswerereassembled therewouldbeenoughtobuildabattleship.
However,scholarlystudyofalltheexistingbits ofwoodbelievedtobepartoftheoriginalCross hasshownthatonlyaboutone-fiftiethoftheestimatedsizeoftheTrueCrossisaccountedfor.
Sothesuppositionthatthefragmentconserved intheChurchoftheHolyCrossisgenuinewould seemjustified,particularlybecauseitshistoryis fairlywelldocumentedsincethefourthcentury.
