Therecentupwardsweepinthecostoflivingiscausinggraveconcernamongparents whohavewatchedthepurchasingpowerof ChildEndowmentdwindlethroughoutthe past12yearsandwhoexperiencetheeverincreasingstruggleofbalancingthefamily budgetduringthisperiod.

Theseparentsaredeterminedtofightforjusticefor themselvesandtheirchildreninthe1960-61Federal Budgetduetobeintroduced toParliamentinthenear future.

Theireffortshaveledto theformationoftheChild EndowmentCampaignCommitteecomprisedofrepresentativesofTradeUnions andotherinterestedbodies.

Childendowmentpaymentshavenotincreased since1948exceptforhe grantingof5/-tothefirst childin1950.

Duringthisperiodthe costoflivingmeasuredby the"C"seriesindexhas risenbyover95percent.

ChildEndowmentcalculatedonafamilyoffour childrenhasfallenfrom 25.2percentofthebasic wagein1948to12.6per centofthebasicwagetoday-adropof50percent.

Incoldhardfactsthe families'livingstandardhas progressivelydeclinedover thepast12yearsuntiltoday membersofmediumand largefamiliesaretheunderprivilegedofsocietyand suffergreaterinjusticethan anyothersectionofthecommunity.

Thattheinterestsand well-beingofthefamily shouldbeoverlookedduring thisperiodofunprecedented prosperityisagravesocial anomalycallingforimmediaterectification.

TheCommitteeisseeking theimplementationofthe graduatedChildEndowment proposalspromotedbytTle AustralianCouncilofTrade Unionsin1955,whichisas follows: 5/-forthefirstchild,£1 forthesecond, thirdand fourthchildrenincreasingby 2/6foreachsubsequent childtothetenth.£2for theeleventhandsubsequent children.

Thisschemeisgradedto givethegreatestbenefit wheremostneededinaccordancewiththeprinciplefirst enunciatedbythelateJohn Curtin, ontheoccasionof theintroductionofChild Endowmentin1941,namely,

"Thatmembersofthefamily groupareentitledtothe samestandardoflivingas thatofsimilarworkerswho havenotthesamefamily responsibilities."

As46percentofthetotal costofChildEndowmentis expendedinrespectofthe firstchild, theproposed schemewouldonlycostan additional£40millionpounds -anamountwellwithin reachoffinancialresources availabletotheGovernment.

Fromoutofthisbackgroundofthinkingcomesa shortnewbookanalysing withalltheauthor'slucidity andcharmfourkindsof love:theloveofaffection, theloveoffriends,Eros,and charity.WithinEros,he distinguishesasVenus,the "carnaloranimallysexual element"fromEros,which superaddsthe"uniquely humanvariation."

Eachkindoflovehasits characteristicrewards,and (withtheexceptionof charity)itscharacteristic dangers.Forinstance,affectionwhichcanexistbetween apparently incompatibie pairsofpersons,canbepossessive,dominating,apie,e ofdisguisedself-gratification.Friendshipcanviolate charitybysettingupan 'innerring,"agroupof superiors,fromwhichoutsidersareexcluded,and madetofeeltheirinferiority.Erosispotentially oestructivc:"Whowouldnot killthethingheloves."
