ArchibshopPerezSerantes acknowledgedthegovernment'ssolicitudeinattemptingtosolvetheproblemsof theimpoverished.Buthe warnedthatsocialinjustice cannotberightedorhappinessgainedbydenyingGod.
Indecryingcommunism withintheCastrorevolutionaryregime,theArchbishopdisplayedthesame couragethatenabledhimto savethelifeoftheregime's leaderin1953.Atthattime FidelCastrowasthehunted leaderofarevolutionary coupthathadfizzled.Troops oftheCubandictatorFulgenciaBatistawereinpursuit,andMr.Castrohimself saidhefearedhewouldbe shotoncapture,without trial.
ArchbishopPerezSerantes,then69yearsofage, wentunarmedintothe mountainstopersuadeMr. Castrotosurrender.The Archbishophadobtaineda promisefromthearmycommandantthatMr.Castro wouldhaveaciviliantrial. Castrowasgaoledandeven-

KHRUSHCHEV'SOATHPROVEDCYNICISM
Mr.KhrushchevlostmorethanhistemperinParis. HelostprestigewiththeworldPressandhelostthe initiativeinthepropagandawar.Allthemonthshe hadspentsocarefullybuildingupthehallucinationof "peacefulco-existence"heshatteredinaninstant.It dissipatedlikethebaddreamitwas.Khrushchev showedhimselfinhistruecolours-asahypocritical, coarseandignorantboor.
OneinnocentEnglishjournalistwrotewithanairof dismaythathehadheardKhrushchevlikenedtoHitler. HethenmadehastetodisclaimthatKhrushchevisthe "evilgenius"Hitler.wasorthat"theSovietleaderhas yetlaunchedonaworldrampage."Itisnowonder thattheKremlinhasgotawaywithsomuchoverthe pasttwodecadeswhenmenwhoareinpossessionof thefactsareunabletoseethenoseontheirface.
Inthematterofevilgeniuses,Hitlerisverysmall beernexttoKhrushchev.Howsoonitisforgottenthat heshotdowntheworkersofEastGermanyand Hungaryinthestreets.Andasfornothavinglaunched onaworldrampage,aretheNaziconquestscomparablewiththeSoviet'senslavementofPoland,Hungary, Czechoslovakia,EastGermany,Rumania,Albaniaand theBalticStates?TheRussianbearholdsinhis inexorablegripabout490,000,000oftheworld'spopulation.
Fortunately,journalistsgenerallyarenotsogullible astheoneIhavequoted.Thebestbarometerofworld opinionwasthebooingKhrushchevwasaccordedby twothousandnewsmenwhenhetriedfeeblytoexplain whyhehadsmasheduptheSummitConference.
Therehavebeenmanyguessesastowhatcaused Khrushchevsosuddenlytochangehistactics.Inmy opinion,themostplausibleisthathisangeroverthe spy-planewasgenuine.Ifancythat,priortothe captureofCaptainPowers,Khrushchevthoughtthatif hecouldnotmovetheAlliesdiplomaticallyhiswayat theSummitConference,hewouldbeinastrongposition toattemptthreateningthem.Afterall,hehasbeen boastingfreelyformonthsabouttheSoviet'stechnical militarysuperiority.
WiththecaptureoftheAmericanplane,however,he realisedwithastartthathisdefenceswereonlytoo vulnerable.Withallhisvauntedsuperiority,hecould notpreventaerialreconnaissancedeepinsideSoviet territory.Andthat"observation"hadbeengoingon forfouryears.Hecouldonlyguessatwhatinformation theAmericanshadbeenabletocollect.Eventhen,itis moreprobablethattheU2wascapturedthroughsome mechanicaldefectofitsownratherthanthroughthe ingenuityoftheRussians.Itisalmostcertainthatit wasnotbroughtdownbyaSovietrocket.
ThesecondguessaboutKhrushchevisthathewilfullysabotagedtheconferencebecauseherealisedhe couldnotaltertheAlliedresolutionregardingBerlin andtheunificationofGermany.Nordidhehadan alternativeplanthatwouldsoundplausible.Fromhis firstthreatinNovember,1958,aboutexpellingtheAllies fromBerlin,hehassincerepeatedhisintransigence severaltimes(mostrecentlyatBaku)intermsthat amountedtoanultimatum.Ifhecouldnotbackthat ultimatumwithactionhewouldhavecutasorryfigure inParis.Itwerebetternottoparley.
Thethirdprobabilityisthathehopedtoforcethe
smallernationstobreakwithNatoandtoevictthe Americansandtheirbases.Inthishehashadatleast somesuperficialsuccess.ThestudentriotsinJapan andthedemandsfortheresignationofKishibecauseof thesecurityalliancewithAmericaareindicativeofthe internationallinehandedouttotheCommunistparties asafollow-upoftheirmaster'spolicy.
Pakistanannounceditsintentionoflodgingastrong
protestwiththeAmericans.TheNorwegiangovernment (ratherobscurely)didmakeaformalprotest.Onthe otherhand,America'spositionwassupportedbyFrance, Britain,CanadaandWestGermany.Indeed,Khrushchev'sunrestrainedbelligerencebroughttheAlliesinto closeraccordthantheyhavebeenforyears.
RumblingsInSovietEmpire
Bycontrast,therearerumblingsofdiscontentinthe SovietEmpirewhichKhrushchevcannotdisregard. Onedefectofthemoreliberalpolicyheinaugurated regardingRussia'sinternallifeisthathecannotexpand itaccordingtoexpectations,whileatthesametimehe mustmaintainthehugeburdenofcold-wararmament.
Anotherfactorofgreatimportisthatahardcoreof Stalinistsview"peacefulco-existence"asatbesta compromiseofMarxistprinciples,asofteningofmorale. Itmaybe,too,thattherevelationofthegapinSoviet defencehasplacedthearmyinastrongerpositionto arguethatitcanprotectRussiamoreeffectivelythan thepoliticians.ThereareindicationsthatsomereshufflewithintheKremlinupsetKhrushchevmorethan theAmericanspy-plane,
ItwasnotedduringhisstayinParisthathewasalmost deferentialtoGromykoandMalinovsky,whomhehas treatedalmostasoffice-boysinthepast.Thereisalso thestrongprobabilitythatRedChinaispushingits barrowmoreenergetically.Mao-Tse-tungclaimstobe therepositoryofthepuredoctrineofMarxism.He, too,hadtheexperienceoflettingathousandflowers bloomandthenhavingtolopoffthetallestpoppies.It isnotimprobablethatheisonlytoowillingtoread Khrushchevafewhistoricallessons.
TI,emeasureofKhrushchev'sinsincerityandcyni-cismmaybestbegaugedbyhisblasrhemousremark whenremindedoftheSoviet'ownvastespionagenetwork:"AsGodismywitness,myhandsarecleanand mysoulispure."Foranatheist,Khrushchevcallsvery frequentlyonthe"non-existent"SupremeBeing.In thiscontext-thatofanoath-hiswordsmeanexactlynothing,unlesstheymeantheexactcontrarytowhat
theywouldinthemouthofabeliever.
WhatdoestheSoviethopetogainfromcontinuing itsmuck-rakingatU.N.?Possibly,itmayaspireto hasteningtheprocessofnucleardisarmamentatastage whereitclaimstohaveoverwhelmingsuperiority. Certainly,thepropagandistvalueoftheU2incidentis asflatasyesterday'sbeer.InthefaceofSovietthreats andboastsaboutarmaments,theworldveryrightly wantstoknowhow-withoutespionage-itcanprovide againstunexpectedanddevastatingattacks.
Jehovah'sWitnessesAreIrrational OnReligiousApproachToHealth
WhenawomaninNewZealandrecentlychosetodie ratherthantohavebloodtransfusions,whichwould probablyhavesavedherlife,itwasastonishingtonote thatherdecisionhadbeenmadeonreligiousgrounds. ThewomanwasamemberoftheJehovahWitnesses' sectandbasedherviewsontheteachingsofthatbody thatbloodtransfusionsarecontrarytoScriptural teachings.Onecannotbutadmirethesincerityofa personwhoiswillingtoacceptdeathforherreligious convictions.TheCatholicChurchinmoderntimeshas gloriedinthenumberofconfessorswhohaveplaced thedictatesoftheirconscienceaboveallotherconsiderations,andinthenumberofmartyrswhohavenot thoughtthesufferingsofthistimeworthyofcomparison withtheglorytocome.Thatthewomaninthisinstance wasutterlymistakenaboutthevalidiyofherreligious viewsdoesnotdimthesplendourofherchoice.
Atthesametime,thereis,objectively,atragicaspect toasituationwherepeoplewilldieindefenceoferror. Itisbadenoughwhereapersonalchoiceisinvolved, butitisadifferentmatterentirelywherethelifeor welfareofanotherisconcerned.Therehavebeenin recentyearsseveralbadcasesinvolvingWitnessesof Jehovahwhohavepermittedchildrentodiebecause theyobjectedtoamedicaltechniquewhichcouldhave savedthem.Religiousconsiderationsofproblemsinvolvingthemedicalprofessionandthecareofhealth simplydonotinvolveScripturalteaching.Theyare derivedfromthenaturallawandinthematterof preservinghealthandlifeoneisboundtotakenormal precautionstopreserveone'sownlifeandthelivesof others.
Therearevariablefactorshere.Forinstance,20 yearsagoabloodtransfusionmighthavebeenregarded asanextraordinarymeansofpreservinghealthandlife. Withtheadvanceofmedicalknowledgeitistodaya matterofgeneralpractice.Inregardtotheso-called "miracledrugs,"manymightstillberegardedas extraordinarymeansbecausetherehasnotbeena sufficientlapseoftimetojudgetheiroveralleffectsfor goodorill.Wherethereisdoubtintheissueitcan onlysatisfactorilybesolvedbytheexperts-inthis casethedoctors.WhattheJehovahWitnesses'standin thismatterprovesisthatthereisnolimittofatuities andevencrueltywhereprivatejudgmentismadethe criterionofreligiousvalue.Thosepeoplewhoreject theteachingauthorityofthePopehave,ineffect,set upamultitudeofpopesofconsiderablylesserauthority.

Anewsparagraphrecentlygavethefigureof3,200 delegatesataneducationconferenceinSydneydemandingeithertheraisingoftaxesordivertingother moneytoprovidemorefundsforeducation.
Inthereportoftheconference,whichwasanational one,nomentionwasmadeofthepositionoftheCatholic schoolsandtheoft-mentionedfactofthedoubleburden alreadycarriedandtherightofeducation.
Whereastheresponsibledelegatesarecorrectinsayingthatthiscountrymusthavemoreteachers,more schools,thatwemust"educateorperish,"theyare leavingquiteabigconsiderationoutoftheirplanning.
Theyareallinagreementthatthereisacrisisinthis nation'seducationsystem.Thepopulationhasgrown tooquicklyfortherateofteacherstrainedandschools built.FinanceonthepartofStatesisthereasonbehind this.
TheStatesgettheirfinancefromtaxes-either directlyfromthecitizensthemselvesorfromFederal grants,whichagaincomefromtaxationinitsvarying guisesonanationalscale.TheStates,withtheirSocial Serviceprogrammes,saythattheycannotallocata enoughmoneyforeducationandcarryouttheirother dutiesaswell.Therefore,theybegformoreFederal aidinthismatter.
Thisbodyofeducationists,becauseoftheirnumbers inconference,becausealsoofthefactthatthereisno "sectarianflavour"abouttheconferenceatall,will probablyhaveagoodchanceoftheirvoiceandrecommendationsbeingheardbylegislators.
Theseriousconsiderationwhichwasleftoutoftheir deliberationsisthatofthedenominationalschools,in particulartheCatholicschoolsystem.Representation hasalreadybeenmadeinthisStatetothePremierand hehassaidthatthematterwillbebroughtupata Premiers'conference.This,afterall,isthemainplace tobringupsuchasubject,sinceeducationisaState concerninthepresentset-up.However,thisdoesnot changethefactthatthedelegatestotheconferencedid notconsiderproperlythequestionofAustralianeducation.Theytookthenarrowviewofeducationtoday andconsideredonlyeducationwithinthepresentState system.
Itisourfirmcontentionthatthepresentsystemis toolimitedinitsoutlook-apartaltogetherfromthe injusticeofdoublepaymentthroughtaxandschool fees.Australianeducationmeanseducationforall childreninAustralia.
Iftaxationisraisedtogivemoreeducation,thenthe burdenisincreased,unlessweascitizenscanjustly shareintheeffectofthattaxationwiththeeducation ofourchildren.Ifsocialservicesarerestrictedinsome waytogivemoreeducationinonlythepresentrestrictedsense,thenthesituationhasnotalteredasfar asweareconcerned.
Theeducationistssaythatmoreschoolsmustbebuilt andmoreteachersmustbetrained.Wecouldadd1,437 schoolstothatlist,plusthetrainedteachers.More schoolsmustbebuiltandmoreteachersmustbetrained -ourdifficultyisthesameasthatoftheStates.Ifwe stop,thentheirsourcesofbuilding,teachersandfinance willhaveaheavierdrainthanwhatisonthemnow.It isintheStates'owninteresttoremedythissituation. Unlessthequestionisconsideredinitsentirety,then therecanbenopracticalsolution.Thesettingupof theequivalentoftheMurraycommitteetogointothe questiononanationallevel,takinginconsiderations fromallrelevantgroups,couldonlyhavesuccessifit consideredthequestionofAustralianeducationinits widestsense,asopposedtoStateeducationsystemsand theirdifficulties.

WhenNaziGermany collapsedin1945,the countrywasdividedinto fourzonescontrolledrespectivelybytheBritish, Americans,Frenchand Russians.
Berlinwaslikewise zonedfourways,butthe cityasawholebecamean enclaveintheRussian zone.
TheoreticallytheadministrationofthecitywascoordinatedbytheAlliedControlCouncil.
Fromthebeginning,Berlinwascrowdedoutwithrefugeesfromtheeastfleeing first andfromtheRussianArmy subsequentlyfromthe puppetGermanregimeset upbytheSoviet.Since1945 nofewerthanthreeanda halfmillionrefugeeshave 'passedthroughBerlin.
WorseningofrelationsbetweenRussiaandthethree WesternPowershasinevitablybeenmirroredinthe lifeofBerlin.
Afterthecurrencydispute in1948theSovietrepresen- tativelefttheAlliedControlCouncilandtheRussians cutoffthewesternsectors ofBerlinfromWesternGermanybypreventingallroad andrailtraffic.
AIRLIFT
IneffectthiswasanattemptbytheSoviettoforce theWesternAlliestoabandonBerlin.
Therefollowedthespectacularair-liftorganisedby theAmericansandBritish.
Fortenandahalfmonths thecitywassuppliedwith essentialneedsbythis method
Itsuccessfullyfrustrated theRussians'designsandin May,1949,theyliftedthe blockade.
Theeffectoftheblockade decisivelydividedBerlin intotwo.Nottheleast elementinthedefeatofthe Sovietwastheattitudeand highmoraleoftheBerliners themselves.
TheSocialDemocratshad emergedafterthewarasthe strongestpoliticalforce. Theystillgovernandhave builtWesternGermanyinto
apowerfuleconomicand stablepoliticalunit-solidly pro-Westernandanti-Communist. Berlin,inaddition,was fortunateinthepersonality ofitsmayors.Firstthegreat ErnstReuterspearheaded thedefianceoftheRussians, arolemagnificentlysustainedbyWillyBrandt.
Moreover,thefailureof theSoviettoraiseliving standardsinEastGermany toalevelanywherecomparablewiththeWestbuilt uphostilityanddiscontent.
THEPACKAGEPLAN
InJune,1953,therewere workers'risingsallover SovietGermany.Significantly,theybeganinEast Berlinandwereruthlessly suppressed.
InNovember,1958,the Soviettouchedoffthesecond greatcrisisoverBerlinin11 years.Againitthreatened thepeaceoftheworldby proclaimingitsintentionof evictingtheWesternPowers fromthecity.
AttheGenevameetingof ForeignMinistersinMay oflastyear,ChristianHerter putforwarda"package" planforaGermanandEuropeansettlement.Itwasan impressivevisionofasensibleEuropeanfuture.
Itenvisagedthereunion ofGermanyafterfree,secret,all-Germanelections;the reunionofBerlin;thesetting upofamixedGermancommitteetodraftelectoral laws;reductionofarmed forces;controlofGerman rearmament;frontierpledgestotheSoviet;theelection ofanall-GermanGovern. mentandtheconclusionof apeacetreaty, TheRussiansrejectedthe West'sofferandputforward thesameSovietdrafttreaty forGermanyashadbeen submittedpreviously.After 65daysoffruitlesstalkthe conferencebrokeup,with Khrushchev'sbeinginvited tovisittheUnitedStates. "Totheextentthatthere istruthinthesecharges, weshouldbeanxiousto broadenourconcernforthe morallaw. Irecognise thatcertaintypesofmoral truthsareeasiertotreat thanothers.Communist persecutionoftheChurch,

ArchbishopO'Boylesaid "suchdifficultiesareinherentinanyapplicationof moralprinciplestocomplex issuesofthetemporalorder." Headdedthat,to applyprincipleswisely, threeconditionsmustbe present. Wemustknowallthe moralprinciplesinvolved. Wemusthaveacompetentandbalancedgrasp ofthefactsinvolved. Weneedtoexercise thevirtueofprudencein seekingremediesforthe evilquestion.

"Oneofthemostdelicate problemswefacetodayis ourjudgmentoncontroversiesinvolvingtheCatholic Church.Forreasonswell knowntoallofus,much isbeingsaidtodayabout thestatusoftheChurch inAmericansociety. It wouldbeamistakewere wetoreacttosuchdiscussionsinashortsighted manner. Thisdoesnotmean,the Cardinalsaid,thatthe ChurchinMozambiqueis againsttheintellectualdevelopmentofyoungAfricans.Whatiswanted,he wenton,istomakeeducationalprogressslowlyand prudentlysothataresponsibleelitecanbetrained. Henotedthathehasrepeatedlyurgedanexpansionofsecondaryeducation andpointedouttheneed
forauniversity. Heansweredchargesthat schoolcostsareexcessive bycomparingthecostof missionschoolshereand inneighbouringterritories. Hesaidthatwiththehelp ofgovernmentsubsidies the453,355studentshere aretaughtatanannual costof£900,000.Inthe UnionofSouthAfrica,he stated,itcosts£315,000to educate732,000pupilsand thecostforteaching133,000studentsinNorthern Rhodesiais£927,000.
TheCardinalnotedthat muchofMozambique-a territorylargerthanTexas -iswithoutroadsandsaid thatifitwerenotforthe missionsthepeoplewould receivenoeducation.
Herecalledthedifficult timesthemissionshere havefacedandpointedout thatafterthe1910revolutioninPortugalanti-clericalgovernmentsclosedall themissionstheycould.But headded,thegovernment hadtocallthemissioners backwhenitfounditcould notdowithoutthem.
Sinceaconcordatwas signedbetweenPortugal andtheHolySeein1940, hesaid,theChurchhas madegreatadvancesin Mozambique.TheCatholicpopulationhasincreased from85,333to561,000and thenumberofpriestsfrom 54to152. Eighty-three churchesandchapelshave beenbuiltandsevenseminariesestablished.

Theyincludeweavingof woolorcotton,simple painting,potterybyhand, leatherwork,rug-making, macrame,plasticflowermaking,cane,quiltingand felttoy-making.
Thecraftroomisalsoa placewhereexperimentsare made.Thereisanaviddesiretotrysomethingnew andthestaffmustbeat leastonestepaheadinsuch matters.

Ihaveinthepastyear orsoreviewedtwoexceptionalbooksonhistoryby MissWedgwood-"The King'sPeace"and"The King'sWar,"and,inrecommendingthem,Imade specialreferencetothe beautifulstyleofher writing,andofherability toportrayeventsas thoughshehadreallyexperiencedthem.
Thepresentvolumeis,in manyways,adigression fromhernormalwriting;it isnotastraightforwardhistoricalsketch.andonlythe secondhalfofthebookdeals withaspecificperiodof history.Inthisshepresents sixsmallscenes,asitwere, oflifeinthedays.ofCharles I(allowingforthefactthat JemmyHind.thehighwayman,"wenttoheavenona pieceofstring"in1652).
Otheraspectsoflifein Charles'daywithwhichshe dealsarethelastCourt masquebeforeCivilWar, therelationsbetweenthe ScotsandEnglishfrom1603 to1640.theunderlying causesofthewaritself,the picturewegetofsociallife fromthestageandthelot ofthecommonman.

These governmentsholdthatChinesebloodmeansChinese citizenship. Thusthetwo millionIndonesiancitizensof Chinesebloodhelddual citizenship.
Thisambiguitywasa handyinstrumentforIndonesianswhowantedtorid IndonesiaoftheeconomicallystrongChinesecommunityhere.Manytimesthey castdoubtontheloyaltyof theChinesebypointingto theirdoublecitizenship.
BothcommunistChinaand nationalistChinabeganusingtheChinesecommunity inIndonesiaasashuttlecock intheirpropagandacontests. Thisbecameeasierforthem becauseChineseinIndonesia,fearingfortheirfuture, tendedtolookonChinaas theirpossibleprotector. Chinesesympathisingwith thecommunistsandthose whosupportedthenationalistswereincontinuousconflictandhadtheirown newspapers,schoolsandorganisations.Thisdidnot helptheChineseminority toadaptitselftotheIndonesianmajority.
Thenationalistsympathisers,alreadyinadifficult positionbecausetheFormosagovernmentwasnot recognisedbyIndonesia, wereinserioustroublewhen reportsarrivedinJakarta thatrebelsinSumatraand CelebeswerereceivingsupportfromFormosa. The governmentreactedbyprohibitingnationalistorganisationsandschoolsrunby nationalist sympathisers. Some nationalist-affiliated firmswereseized.Thiswas abouttwoyearsago.
Butthevictorycriesof thecommunistsympathisers werestifledwhenthegovernmentalso"Indonesianised"theirschoolsundermartiallawdecrees.Martial lawwasproclaimedwhen therebellionbecamemore serious.
LongbeforethistheIndonesiangovernmentwas tryingtosolvetheproblem ofdoublenationality.In
ChineseinIndonesiahave twoyearsfromthatdate inwhichtodeclarewhether theywanttobecitizensof Indonesiaorofcommunist China.Theyhavenoway ofbecomingcitizensofnationalistChinaunderthis treaty,whichhastheforce oflaw.
Lastyearthegovernment decreedthatnoforeigners mayengageinretailtrade outsidethecapitaltownsof Indonesianprovinces(roughlyequivalenttoAmerican states).ThishitChinese hardestsincetheyhavebeen tradesmeninIndonesiafor centuries.Muchoftheireconomicprosperity(whichis acauseofillfeelingagainst them)isduetotheirtraditionalroleasmerchants.
