AttackOnAdenauer
Ataluncheongivenbylocalgovernmentleadersin Rheimsfollowingthecathedralvisit,Mr.Khrushchev calledupthespectreofGermanmilitarism.
ReferringtotheJanuary22visitofGermanChancellorKonradAdenauer,toHisHolinessPopeJohn XXIII,inwhichMr.AdenauertoldthePopethat Germanyhasa"God-givenrole"tobe"thesentinel oftheWestagainstthemassiveinfluenceoftheEast," theSovietPremiersaid:
"IamveryworriedoverastatementmadebyChancellorAdenauerwhenhevisitedRomerecently.He saidbluntlythattheLordhadentrustedtheGerman peoplewiththemissionofsavingEurope.Wecannot reconcileourselvestosuchstatements,becausethey smellofHitler'sso-called'theory'thattheGermans aretheselectrace

Earlierthesameday,theSovietpartyhadtoured thebattlefieldatnearbyVerdun,where600,000 Germansand400,000FrenchmenperishediriWorld WarI.
Severalhundredextremists-notonlyFrench,but includingPolish,Italian,SpanishandNorthAfrican immigrants-recruitedfromamongtheLorraineminers showedupwithredbannersandputonanoisydemonstration.TheSovietpartyappearedembarrassedand evenshockedbythedemonstration.
Mr.Khrushchevreactedbygazinginsilentaweat thegreatmonumentatopthehillofDouamont,which enshrinestheremainsof400,000unknowndead.Then hecommented:"Suchaspectacledemandsreflection andsilence."
Goinginsidethemonument,thecommunistchieftain passedbythecentralchapel.Becauseofthepresence ofthecommunistdemonstrators,theauthoritieshad closedthedoor.
FatherHomant,permanentCatholicchaplainat Douamont,whocelebratesdailyMassinthechapel, stoodbeforetheclosedentry.Hewasdressedinhis uniformofareservecommandant.
ThepresenceofFatherHomantatDouamontcontrastedwiththeearlierincidentinDijon,wherethe mayor,FatherFelixKir,leftthecityjustbefore PremierKhrushchev'sarrivalonMarch28.

Fromnowonlifecannever bequitethesame-Ihaven't heardasarrusophone.Or wasitquietlyaddingits quotaofmysterytothis delicatemusicwhichislike theblacklaceofamantilla?
Thethirdportionofthe programmewasagroupof Italianoperaariassungby LoisMarshall.whohasa warm,colourfulsoprano voiceofgreatpowerand range.MissMarshallassumesanexpressionofgreat anguishwhenshesings, whichissodistractingthat Ihadtoclosemyeyesto hearherproperly.Perhaps thisisbecausesheidentifies herselfwiththecharacterof therole;ifso,itisquite commendable.
Howeverthatmaybe, LoisMarshallsang''Taceala notteplacida"from"Il Trovatore"verybeautifully. Hersecondhurdle,"Sola perdutaabbandonata"from "ManonLescaut"wasrather lesscomfortablycleared,and Ihadseriousdoubtsasto herabilitytocopewiththat mostdifficultofarias,"In questareggia"from"Turandot."Butherewasather greatest;notonlydidshe singTurandot,sheWAS Turandot-aftershehad finishedshestood,icyand haughty,whiletheorchestra concluded.Then,asthe audienceroareditsapplause, herfacerelaxedandshebecamethesmilingLoisMarshalloncemore.Amagnificentperformance, SofarIhavenotmentionedtheconductor,Joseph Post,becausemygreatest praisemustcomeforthelast work,SymphonyNo.2inD MajorbySibelius.Thisprofoundlybeautifulworkwas playedbytheorchestra better,Ithink,thananythingelseIhaveheardthem playforalongtime,and theonlyblackmark(really apalegreyone)wasthe over-enthusiasmofthe brass,which,frontntypositionatleast,outweighedthe strings.Thecreditforthis fineperformancemust,inno smallmeasure,begivento theconductor.

Elsewhereinthisissueyouwillfindmanymore detailsaboutthevastVicariateoftheKimberleysin theNorth-WestoftheStateofWesternAustralia.It isprobablypartofAustraliaaboutwhichthemajority ofAustraliansknowleast;perhapsknowlittleatall Nowitisinthisareathatthereisalargemissionfor theaboriginalpeople.ItisconductedbytheFathersof theCatholicApostolate,alsocalledthePallottine Fathers.Atthepresenttime,thewholemissionisin aDESPERATEPLIGHT,andatameetingoftheAustralianBishopsheldinSydneyinthelastdaysof JanuaryIwasentrustedwiththetaskofmakinga nation-wideappealforthem.BeforeIdealwithhow theappealwillbeconducted-whatyouwillbeasked today-letmesayawordabouttheaboriginalpeople.

FewAustraliansstoptothinkthatthesepeopleonce roamedthisvastcountryastheirown.Theyhuntedfor theirfood,theywanderedwithintheirtriballimitsand theylivedthelifeoftheirtriballawwithlittleinterference.HowtheygottoAustraliaorwhencethey cameseemstobeamatterofdebatebetweenthescientistsofanthropology.Forthepresentthatdoesnot concernusverymuch.Theycamefromsomewhere probablyby"jumps"fromSouth-EastAsia,andthey settledinAustralia.Whenthefirstwhitesettlerscame, theywonderedagreatdealaboutthelocalinhabitants.
CaptainJamesCook,inhisdiary,reportedthemasa "friendlypeople,"butneitherhenorhisimmediate successorstookanychances.Asthewhitepeoplecame fromEuropetothislargenewlandofthesouth,the localdwellerwasdrivenfromtheeastcoastacrossthe continent.Theaboriginalcouldnotcompetewiththe white,hisverynomadicnaturemadehimunequalfor thecompetition.Sotheydisappeared,movingfurther andfurtherascivilisationadvanced.Thegreatdistances oftheinlandofferedthemshelterandtheycontinued theirtribalwaysintheNorthernTerritoryandinthe North-WestofWesternAustralia.Theyareessentially ashypeople,slowtotaketheinitiative,especiallyin anyofthewaysofmoderncivilisation.Theyprefer lifeataslowertempo,thatsuitstheircenturies-oldway of"walkabout."Buttheyarenotwithoutintelligence, andwherepatienceandopportunityhavebeengiven tothem,theyhaveprovedtheycandoquiteagood dealinthewayofthelifeofthosewhodrovethem northwardsandwestwards.
Thesepeople,theoriginalinhabitantsofthisgreat Commonwealth,couldsurelyhaveexpectedthatlong ago,wewouldhavegiventothemwhatwasthevery keytoourwayoflife,viz.,aChristianFaith.Surely. ifwedispossessedthemoftheirhuntinggroundsand theirbushintherichersoiloftheEast,wecouldhave giventhemsomethinginreturn-andthatsomething shouldhavebeentotellthemthatChristOurDivine Redeemerdiedforthemalso.ThatasHestretchedout HisarmsupontheCrossHethoughtofthemasHedid ofus.
TheWorkFellToGermanPriests Peculiarly,thoughthepeopleofAustraliacamefrom thestockoftheBritishIsles,itwasnotfromtheselands thatcamethosewhofirstthoughtoftheaboriginies.In theNorthernTerritorythefirstmissioncamefromthat intrepidAlsatian,BishopGsell,whotodayinretirement mustlookbackuponthecolossalefforthemadefor thesepeople.TheNorth-Westareawasnotsofortunate. ManyEuropeanreligiousorderstried:SpanishBenedictines,FrenchmonksfromLaTrappe,Italian Salesiansandfinallythosewhohavethetasktoday- thePallottinesfromGermany.Whatathoughtforus. thatwehaveleftthisdebtofgratitudetobeshouldered byothers.WeAustraliansshouldhavegonetothe aboriginesalmostassoonastheChurchtookrootatall inthisland.Thissurelyshouldhavebeenourfirsttask. Itwasadebtweowedtothosewhoweredispossessed ofsomuchinourcoming.Well,welefttheaborigines missiontoothers.WelefttheGermanmonkstostaff theNorth-West-themostdifficultareaoftheCommonwealth.
Possiblywecouldhaveredeemedthesituationsomewhathadwestoodbehindtheseearlymissionaries. Theyhadmadethesacrificetocomeallthiswayfrom EuropetotelltheaboriginalpeopleofAustraliaabout ChristdyingforthemasaRedeemer.Toour,further

Thesebuildingsarestillstandingtoday-no.theyare notstanding,forthenewBishopoftheKimberleysis forcedtopropthem,upandaskhispriests,Sisters, Brothersandlaymissionariestoliveinthembecause themissioncannotaffordanyreplacements.Todaythe wholeplantofthevastmissionarydioceseoftheKim berleysisjustabouttocollapse.Thedisintegrationof timeandthedestructivenessoftermiteshavebrought totheveryedgeofcollapsetheplantoftheVicariate. Thisisthereasonforthisappeal.
JustonemorethoughtbeforeIcometoexplain thtnatureoftheappeal.DuringthewartheNorthWestwasadangerarea.Thiswasnotjustablueprint supposition.BombsfellonBroome.Earlyinthe Pacificstruggletheareawasdeclaredadefencearea andthecivilianswereevacuatedinlandandsouthwards. TheonlyassetwhichtheMissionhadpainstakingly builtwasacattleherd.Now,byregulation,ithadto supplytheneedsofthoseoccupyingtheareaandonly aflatregulationpricewasgivenforthecattleusedas afood.Evenalittleknowledgeofcattleissufficientto informanyoneofwhatalossthisis.Notonlyinpounds, shillingsandpence.butespeciallyinthelongtimeit takestorebuildahealthyherdofgoodqualitycattle.
Thisafterthelastwarwasmademorearduous becauseofdroughtsintheNorth-West.Themissionariescouldnotevengetasmallchancetomakegood theirneeds.
TheOnlyMeansAvailable Urgentreconstructionmustbedone.WEMUST EITHERRECONSTRUCTORGETOUT.Thelatteris unthinkable-theformerispossibleifeveryadult Catholicweretosubscribetothisfund.
Possiblyyousaywhyaspecialappeal?Whydoesn't theMissionSocietyforPropagationoftheFaithmeet it?PropagationoftheFaitheveryyearmakesagrant formaintenance,butthePropagationofAustraliais notsufficienttomeetthecapitalcostofreplacement. MaintenaceintheKimberleysishigh.Lookatthe distances,FromtheheadquartersatBeagleBaytothe missionstationofBalgoisgreaterthanthedistances betweenSydneyandMelbourne,BroomeandWyndham twicethedistance.Inmanypartsthereisnoroad, slowspeed,notduetoatrafficsnarl,islessthan10 m.p.h.,whilstpetrolconsumptioninaLandRoveris anotherrecordhigh.Thesecostsareincreasedby heavyfreightstogetanyarticle,eventhesmallest,to Broome.Themaintenanceofthemissionpersonnelof 54,tokeepfunctioningdilapidatedbuildingsisabig itemofyearlyexpense.Evenwithallthecareofthe expertbrothersandmissionhelpers,thebuildingswill notdofurtherservice.Havealookatthem.Ihave visitedtheKimberleystwice.Inmylastvisitof1955 thedecaywasevidentonallsides.BishopRaiblewas tryingtomanage.butnowtheplanthasjustfinished. Itcannotdofurtherservice.Itmustbereplaced.
Letmepointout,too,notinaspiritofprovocationor envy,thattheAustralianProtestantmissionarieswho areworkinginthesameareahavemoreresourcesthan ourmissionarieshave.Thisisastaggeringfactandone thatoftenseemsbeyondcomprehension.Thefundsfor Protestantmissionariesareverylarge.Ofcourse,these goodpeoplehaveoftenonlyonecalltomeet,whereas thegoodCatholichasmanycalls.Iknowallthis,but

surelythepossessionoftruefaithshouldmakeusset ahighervalueuponitsspreadingtoallpeople.
IfeveryadultCatholicinAustraliacouldbemadeto answerthisappealwithjustashilling,thenwewould beabletogiveBishopJobstalmost£100,000tocommencereconstructionatonce.

InAustralia,childrenattendingschool,404,007.
InAustralia,underschoolage,205,112. Thisgives1,442,005adults.
Ifeveryoneofthesegave1/-itwouldbe£72,100.
Ofcourse,everyonewillnotdothis.Firstofall,a percentagearecarelessCatholics:somewhoarevery poor,whohaveonlyasmallfixedincome(strange enoughthesealwaysmanageagift),buttherewillbe 50percentofthisnumberwhocouldeasilyoffermore than2/-iftheywould.Wouldanywage-earner,single ormarried,youngorold,tellmethattheywouldmiss afewshillingsonlyonceforthiscauseoftheKimberleys?
LentandPassiontidemakearealsacrifice.Give somethingworthwhiletoBishopJobstfortheKimberleys.TherearenotmanyCatholicswhoarewell off-aCatholichassomanycallsthathecan'tbe-but therearesome.Theycouldmakeamuchbiggergift. NeverwasamoredeservingCatholiccauseputbefore theAustralianCatholics.Bythisappealtherewillbe nointerferencewithexistingsacrificesorpledgesfor parishneeds:willbenolesseningofyourPropagation gifts.This,Iamafraid,mustbeanextra.

IntheNorth-WestofWesternAustralialiesthe VicariateofKimberley,avastecclesiasticalterritory of120,000squaremiles.
Broome,anamefamiliartoallAustralians,isthe gatewaytotheKimberleyMission,butwhereprosperityoncereignedduetothelucrativepearlingindustry, thereisnowthedepressingatmosphereofdecayand poverty.
IntheCatholicsectionoftheBroomecemetery thereisamonumenterectedbytheJapaneseinhonour ofSisterMaryImmaculateLeahywhodiedonJan. 12.1911.ShewaschosenbytheJapanesetonursein theirhospitalsbuiltfortheirinjuredpearldivers.In thiscemeteryalsoisthelonelygraveofSisterMary AntoniaO'Brien,foundressofSt.JohnofGodConvent inBroome.
Themissionwasestablishedin1887,andtheterritorywasconfidedtothemonksofLaTrappe.For10 yearstheseholyreligiousworkedonthismission,but forreasonsconnectedwiththeruleoftheirOrderthey werecompelledtorelinquishthework,muchtothe disappointmentofthemonksthemselves.
Sometimebeforethedepartureofthemonksthe parishpriestofCarnarvon,FatherNicholasEmo, joinedthecommunityasanovice.Whenthemonks departedheremainedbehindasahermitmissionary andlabouredaloneforyearsatCygnetBay,attending tothespiritualneedsoftheFilipinopearlers.When theDrysdaleMissionwasfoundedhelivedwiththe Benedictines.Later,whenthePallottinesfoundedthe LombardineMissionbereturnedtohisoldhaunts whereheremaineduntilhisdeathin1915.Athis ownrequest,hewasburiedinthesandhillswithouta eoffin,withinsoundofthesea,andwithinsightofthe churchhehadbuiltwithhisownhands.Whenthe PallottinescametheremainswereexhumedandreinterredatLombardinawithamonument.
WhileinRomein1900,thelateBishopKelly ofGeraldton,underwhosejurisdictiontheVicariateof Kimberleythencame,securedtheservicesofthe FathersofPiousSocietyofMissions,andsince1907 theirworkhadbeenlightenedbytheassistanceof theheroicSistersofSt.JohnofGod.
In1911anewmissionatLombardinawasfounded byFatherDroste,P.S.M.,andin1913theSistersfrom BeagleBayestablishedaconventinthiswilderness. Thedifficultieswhichconfrontedthemissionaries werealmostinsuperable.Transportandfoodwere greatproblemsandperiodicalcyclonesplayedhavoc withbuildings.
DuringWorldWarIthePallottinemissionerswere placedundersurveillance,andduringthistimeFather reagh,C.Ss.R.,wasplacedinchargeofthesettlement.
In1923,asaresultofthewar,restrictionsonaid fromGermany,bothfinancialandintheformofpersonnel,wereimposed.Toguaranteethecontinuance ofthemissionBishopCoppotookovertheadministrationofthemissionandtheSalesiansremaineduntil 1928.

Uptill1925,theareaoverwhichthePallottineshad jurisdictionhadbeenconfinedwithintheboundaries ofthemission,butinthisyearitwasextendedto includethewholeoftheKimberleys,exclusiveofthe DrysdaleRiverMission.
In1935themissionsufferedaserioussetbackwhen acyclonesweptovertheestablishmentcausingdamagetotheextentof£2,000.InthisyearDr.Otto Raible,S.A.C.,wasconsecratedfirstVicarApostolic oftheKimberleys.WithapostoliczealBishopRaible labouredfor24yearsandretiredin1959belovedby thecolouredandwhitepopulationofthevicariate.
TodaytheterritoryisruledbytheMostRev.J. Jobst,S.A.C.,thesecondVicarApostolicoftheVicariate. LetustakeabrieflookattheVicariateasitstands today:Therearesevenchurches,ninereligiouspriests,31 Sisters,sevenreligiousbrothers,threehospitals,one leperhospital,morethan300childrenattendingCatholicschools,andaCatholicpopulationof1,553.
wilhavetobereplacedbymoresubstantialstructures, thecapitalcostofwhichwillrunintomanythousands ofpounds.
WhenPopePiusXIestablishedtheSocietyforthe PropagationoftheFaithitwaswiththeideaofeliminatingtheconfusionofhavingspecialappealsforparticularmissions.Therewastobeonefund-propagationandfromthisfundtheSuperiorCouncilinRomewas chargedwiththeresponsibilityofmakingallocations totheMissionsthroughouttheworldaccordingLc availablefunds.
UndertheconstitutionsAustraliaispermittedto retainone-thirdofyearlyPropagationrevenue,andthis inturnisdisbursedbytheEpiscopalCommitteetc missionsforaboriginesandpoordioceses.
Again,theamountsmadeavailabletoaboriginal missionsinAustraliavaryfromtimetotime,subject totheriseandfallinrevenue.Never,atanytime,has theone-thirdallocationforAustralianmissionsbeen sufficienttomeetallneeds.Alwaysthereisaparing oftherequests,andinsomecasesappealsforhelpare metwithregrettablerefusals.
TheVicariateofKimberleymightbesaidtobethe mostneglectedoutpostoftheAustralianChurch.True, ithasreceivedyearlyallocations,butifamountshad beenincreased20to30times,therewouldstillbemuch
BishopJobst
andthesouls hewonts tosave.
BEAGLEBAYhasbeenthemostsuccessfulventure fromthemissionarypointofview,butsinceWorldWar UBeagleBayhasgreatlydeteriorated.Mostofits buildingsaredilapidated,andbyAustralianstandards 75percentofthemwouldbecondemned.
LOMBARDINA:Statisticallyspeakingthismissionis adeadloss,butpleaseGoditwillneverbesurrendered. TheWesternAustralianNativeWelfareDepartmenthas reducedsubsidies,andunlessotherfinancialaidis forthcomingthismissioncannotsurvive.
LAGRANGE:Schoolbuildingsconsistoftwodormitoriesforboysandgirls,onebigbuildingwhichserves asdining-room,kitchenandschool,andoneoldramshacklebuildingwhichisthepriest'squarters.There isnoprivacyandthepriestcannotcallaroomhisown.
BALGO:Thismissionis181milesfromHall'sCreek, enthefringeofthedesert,and471milesfromthe nearestport,whichisWyndham.Itisofvitalimportance.Housingconditionsareshocking.Avisitor invitedbythepriestforacupoftea,lookedaroundin bewildermentandaskedwhetherthisplacewasthe natives'quarters.Hecouldnotbelievethatthebuildingservedasmonasteryandchapel.
BROOME:TheretherearevariousgroupsofAsiatics, particularlyChineseandMalays.Inthismeltingpot ofracestheChurchhasgreatdifficultyinbringingthem togetherinonefold.Anewchurchmustbebuilt,also apriest'shousewithaccommodationfortheBishop. Brothersareneededforatechnicalschool,alsolay missionaries.
DERBY:HeretheChurchisatastandstill.The immediatetaskistoconcentrateoneducation.From DerbyareservedthemissionsofCockatoo,Wyndham, FitzroyandHall'sCreek.Urgentneedsare:Church, extensionofpresbyteryandlocalschool,aschoolbus forchildren,newnovitiateforSt.JohnofGodSisters, extensionofSt.Joseph'sHostel.
WYNDHAM:Atpresentthismissioniswithouta priest.ForatimetheBishopwillhavetoftytoWyndhammonthlyforaperiodofoneweek."Iamlooking forward,"hesaid,"tothedaywhentheBlessedSacramentwillbefittinglyhonouredinthechurchofWynd-' ham."Tobuildachurchandschoolandprovidefor thesupportofthepriestsatleast£12,000willbe required.
HALL'SCREEK:Onceaboomingtownwithapopulationof10,000,onlytwodilapidatedbuildingsremain today.TheBishophasnomeansofplacingapriest there,norofbuildingachurchandschool.Heisconcernedaboutthesalvationofthesoulsofnearly3,500 nativesintheHall'sCreekarea.

ThefactofChrist'sresurrectionfromthedeadis thebackboneoftheChurch.Itistheunshakable foundationwhichwillassurethemembersofthe Churchthattruthwillalwaysconqueroverevil,that Christiswithus,nomatterwhatmenmaydo.
Toooftenitisfeltthatmanlosessightofthiscentral pointoftheChurch.Therearesomanyquestions whicharisefromourdailylivingthatthefactofthe Resurrectionbecomesacceptedasjustsomethingwhich happenedandhasnorelationtotheworldtoday.But itisfromthisfactthatstemsthetruthoftheChurch andallCatholicdogma.Fromit,too,stemsthecomfortingassuranceofChristthatHewillbewithusall days,eventotheendoftheworld,andthatthegates ofhellwillnotprevailagainstus.
ThisdoesnotprecludethepossibilitythattheChurch willeversufferandsuffergrievouslyfromeitherthe directmachinationsofthosewhorefusetoacceptthe risenChristorareprejudicedagainstHim,orthe indirectfollyofmembersoftheChurchwhentheyare notguidedbytheinfallibleauthorityoftheVicarof Christonmattersoffaithandmoralsortheteaching officeoftheChurchastheguideandteacherofthe depositofFaith.

Inaninterview,andasaresultofletters,thequestion offluoridationofwatertopreventdentalcariescanbe finallydisposedofasfarasthispaperisconcerned.
Muchhasbeenwritten,bothforandagainstthe subject.Themainpointwhichseemstobeabigbone ofcontentioniswhether"TheRecord,"astheofficial newspaperoftheArchdioceseofPerth,isfororagainst theplacingoffluorideinthewaterschemeoftheState, tobebroughtaboutbylegislationproposedbythose whohaveastheirprimarypurposethepreventionof dentalcariesnotsomuchonthegreaterbulkofthe presentgeneration,butontheveryyoungandthe futuregenerations.
Thesubjectisonewhichaffectsthecommongood ofthecommunityinitsprimaryend.Themoral questionisiftheimpositionofacontrolofthefreedom oftheindividualoutweighsthegoodthatcanresultto thecommunityingeneral.Thismustbecarefullygone intotoensurethatthereisaseriousreasontoimpose suchacontrol,andthatgreatergoodtothewhole communitywillresult.
Themeansofdistributingfluorideinthesafequantitiessothatallcanparticipateinitsgoodeffectsisa matterwhichisofreferencefortheCommissionersfor PublicHealth,theadvisersoftheGovernmentonsuch problems.Iflegislationisneeded,thenlegislationwould havetobeputforward.
Sincethemainimpressionhasbeenthat"TheRecord" isagainstfluoridation,itismadequiteclearnowthat therehasbeennoofficialpronouncementmadeonthe subject.Oneofourcolumnistshaswrittenonthesubject andhisopinionhasbeeninfavouroftherightofthe individualandagainstfurthercontrols.Peoplehave writtenagainsthim,talkedagainsthimandhavetaken thatopiniontobetheofficialstandof"TheRecord."By thisattitudetheynotonlydothemselvesaninjustice andget"allriledup"overnothing,buttheydenyhim therighttohaveanopiniononthesubject,which definitelyhastwosides.
Thequestionoffluoridationisforemostahealth matterinitsprimaryend,notoneofmorals.Themeans tobringitaboutarethosewhichthelegislatorsand theiradvisersseeasbeingthebestwaytodoit.Itisnot comparableto,say,thequestionofbirthcontrol-inthe senseofbirthprevention-whenlegislatorshavehad putuptothembytheiradviserstheuseofcontraceptivesasameansofcontrollingbirth.Thisisamatter whichisbasedonthenaturallawandtheinterference therewith.Itisprimarilyamoralmatterandthena healthmatterwhenallotherconsiderationsaretaken intoaccount.
Fluoridationcouldbecomeamoralmatterinits primaryendwhentheamountusedwasharmfulto healthoritwasdonewithoutreferencetolegislationor notenoughresearchhavingbeendoneonthesubject.
Thesematters,accordingtothebestauthorityIcould laymyhandsupon,thereportgiventotheWorld HealthOrganisation,havebeenconscientiouslysafeguarded.TheconclusionthatIhavetocometotherefore,isthatthematterremainsoneofhealthand preventativemedicine.

KhrushchevhashadhisFrenchtour,hisUnited Statestour,hisBritishtour'Hehas"established"the fact,simplybyrepeatingitoftenenough,thatthis meansCommunismcanpeacefullyco-existwiththe WesternPowers..Hehasaffirmed,andpeoplewhoare supposedtomatterinthesethingshaveacceptedthe statementatitsfacevalue,that"alloutstandinginternationalquestionsshouldbesettlednotbytheapplicationofforcebutbypeacefulmeansthroughnegotiations''(CampDavidstatementasresultofU.S.visit).
Khrushchevhasinsistedtimeandtimeagainthathis positionistheonlyrealisticapproachonthethorny problemswhicharediggingintothesideofthe bedraggledfigureofpeace.Hehasgivenoutaftereach visitthatheandtherespectiveleaderofeachcountry areoneintheirintentionsofpeace,thatthereisalways thenegotiatingtable.
Hehasinsistedthathehasthearmsequality,ifnot superiority,oftheWesternPowers,andthisismost probablytrue.Hissuppositionthathethereforehas peacefulintentionsandwouldwelcomethechanceof co-existingwiththeso-calledcapitalisticcountriesis givengreatweightwhenhetalksaboutdisarmament.
Thereare,howelier,severalthingsWRONGwithall this.Thefirstthingwhichwehavetorememberis whatwedemandfromeveryoneelsewhentheymake astatement.Proveit.Therearesuchthingsas motivesofcredibility.Wordsandactionswhichcan openlydemonstratethatwehavespokenandactedin thepastwithtruth.Thatwhatwearenowsaying isinconformitywithourpast.Thatitalso,opento investigation,istrue.
TheparamountcaseinpointisChristHimself.Men arealwaysaskingforHismotivesofbelief.Hehadto proveeverything.YetmenstilldonotacceptHim.He mustcontinuallyproveHistruth,Hisstatements.
Yethereisthesituationofaman,dedicatedtoa purpose,blandlyputtinguppropositionswhichare againstthatpurposeandnotinanywayinconformity withhispastactionsandpresentstatementsmadeto hisownpeopleinRussia,Chinaandthesatellites.AND theyarebeingacceptedandactedupon.
Asregardstheconcessions,onexaminationtheyare allKhrushchev'sway.Hereaffirmedonhisvisitto
Peiping(Peking)thattheCommunistblocwasonly againstthepredatorywarsofthecapitalist,notagainst thejustwarsoftheCommunistbloc(suchasHungary, Tibet,etc.).Thesepromisesofconcessionsaresimply preparingthegroundforaCommunistsuccessatthe battlefieldofthenegotiatingtable.Thegroundisset initspreliminarystageforgoodwilltobetheatmosphere.Topreservegoodwillmeansnottooffendthe otherparty,tobereadytomakeconcessions.Itwill beallononeside.Thosewhodemandflexibilitywithin theWesterndiplomacywillnotfinditintheIron Curtaingroup. Finally,ithasalwaysbeenandwillcontinuetobea Communisttacticthatiftheoppositionappearsstrong, donotfightatonce.Lullthemintoasenseofsecurity bypromisesof,inthiscase,peacefulco-existence, negotiationsonproblems.Letthemthinkthereisno tensionandwhenallotherthingsareready-takeover. Notnecessarilytheleaders,butthepeoplewhowillbe impressedbythisastuteness.
ByallmeanslettheWestnegotiate,byallmeans talkofconcessions.ButbyallsenselettheWestfirst insistonthebasisbywhichwecanbelievewhatis beingputforward;donotallowourfreenationsto leaveothersecuritymeasuresforourownsafetybelow astandardofreadinessthatifthenegotiationsandthe promisesfallflat,astheyhavedoneinthepast,then thesituationwillremainatthe"statusquo"-readiness foranyeventuality.

Therelicsarehisskeletonencasedinawaxfigure, lyingfulllengthacrossthewidthofthealtar.His worn-outbodywasfirstlaidtorestfrom1660to1712 beneaththeflooroftheVincentianFathers'community chapel.Afterhisbeatificationin1724hisintactbody wasplacedforawhileinthechapelitself,thenrestored tothecrypt.Afterafewyears,thebodyhavingbeen damagedbyfloodingandexposure,thebonesonlywere transferredtoasilvercasketabovethealtar.Fromthe timeofhiscanonisationin1727,thisbecameaplace ofnationalpilgrimage.

ThespiritofSt.VincentyoufindaliveeverywheretheactiveloveofmankindasGod'schosencreatures, thezealthatsoughteveryavailablemeansforthe temporalandeternalwelfareofhisfellows.Hismortal remainsbecomevenerablebecausetheywerethe instrumentofhisgreatcharitablesoul.
DuringthetwoyearsofhiscaptivityinTunisasa youngpriest,Vincentwasplaguedbythelossofhis priestlytime,forhewasnotfreeforanypriestlyaction norabletobeofhelptoothers;hencehewasonthe lookoutforanescapetoreturntohisvocation.Through oneofthethreewivesofhisowner-aFrenchpriest seizedbypirates,whohadgivenuphisreligionto regainliberty-Vincentbroughtthismanbacktothe Faith,andurgedhimtofleefromAfrica.Thepairset outacrosstheMediterraneaninasmallboat,risking captureagain,eventhoughVincntwassuchabadsailor thataformermasterhadsoldhimbecausewithhis constantsea-sicknesshewasofnouseinfishing.Their couragebroughtthemtoFrance,wheretherenegade priestbecameamemberoftheNursingOrderofSt. JohnofGod,andVincentmovedontoRometoreestablishhimselfinhisstudies.andthereligiouslife.
Hisattractivepersonalityandgeniusforf,,endships madewayforhim,hispastexperiencesmadehim ratheracuriosity,andhisfundofMosleminformation broughthimintocontactwithofficialswhomight securereleaseforotherChristianslaves.
HiseagernesstogetbacktohisworkinFrancewas metbyhisbeingsenttherewithmessagestotheCourt atParis;herewasthelocalitywherehischaritywas tobespentfortherestofhislife.Asachaplainof QueenMargaretofValois,hefrequentlymettheyoung Dauphin,wholivednearby,andwhowastobecome KingLouisXIII,towhom,accordingly,Vincentlater hadfreeapproach,andwhomheassistedathisdeathbed in1643.Thechaplain'schiefdutywasdistributingthe Queen'sailmstothepoor,andhespentalotoftime amongthepatientsatthehospital,whichtheQueenhad giventheBrothersofSt.JohnofGod.
VOCATIONTOTHEPOOR
Herehemadeclosecontactwiththeunfortunateand experiencedthefirstsurgeofhisloveforthepoorand miserable,andheresolvedtogivehisheartandhis lifetothem.
Hehadstudiedtheircase,itscausesandsome remedies.Hedistinguishedthebeggars(thewanderers andtramps,lovingtheirfreedomandidleness)fromthe deservingpoor(theunfortunate,strickenbysomemishaporingenuineneed),andhediscernedtheshyand retiringpoor(inwant,butnotreadytomakepublic theirdestitution).Hefeltforthemall,buthiswish wasfortheirimprovement,materiallyandspiritually, Ascanbewellillustratedbyaninterludein1621.

Hewasengagedatthetimeasamissionery,going aroundtheterritoriesofthedeGondifamily,whenhe cametoMacon,atownnotfarfromLyons,wherehe stayedwiththeOratorianFathers.Heatoncenoticed thenumberofbeggarsaccostinghiminthestreets. FUNDRAISING
Howwerethefundstobesecuredforthisrelief? Publiccollectionsweremadeinthetown,boxesfor offeringswereplacedatthechurchdoors,inthehotels andtheshops.Somemunicipalfineswerehandedover totheaccount.Well-to-dopeopleregularlygavefood, corn,wine,firewoodandclothes.Vincentheadedthe listwithagiftoftwohundredcrowns;andhavingset themachineryinsmoothmotion,withdrewaftera three-weeksstay.
Itisnotthemereorganisingthatisnotablehere,but ratherthefactthathewasabletoinducethepeopleto joininhischarity,towintheirfirminterestandwarm approbation.Thoughthecouncillorshadwelcomedany newattempttogetridofatownproblem,thecitizens hadlaughedatthescheme.
Fifteenyearslater,theConfraternitywasstillvery active,andtwelvehundredloavesofbreadalonewere beinggivenouteachSunday,besidesmedicine,money, clothesandlinen.Atthistime,1635,Vincentwroteof it:"WhenIbegantheConfraternityofCharityat Macon,everybodylaughedatme,andtheypointedme outinthestreets;butwhenthewholethingwasdone, theyburstintotearsofjoy,andthesheriffsofthecity showedsuchhonoursonmyleavingthatIwasnotable tostandit,andwascompelledtodepartsecretlyin ordertoavoidtheapplause;anditstillisoneofthe bestconfraternities."
GOVERNMENTEXPERIMENT
Vincent'sfirstyearsinParisgavehimanopportunity toseethefailureofthemeansattemptedtorelievethe poor.In1611therewereninehundredlistedbeggars inthecity.Thereweretheprofessionalmendicants, whobeggedinthestreets,atthechurchdoorsandat privatehomes-lazyandlawless,fullofruses,deceits anddishonesty,revellingintheirfreewayoflife. Thesewereacommoncityproblemeverywhere.Besides thesewerethecrowdsunabletowork-thesick,the crippled,thewoundedsoldiers,orphans,foundling childrenandtheaged.Allofthemweretheunderprivileged,inactualwant,butbeingregardedasan inevitableandincurabledisease,nospecialcurehad beengiventothem.Perhapsthestateofsomeofour citiesat'thetimeofthedepressionofthe1930'smay havebeensomewhatsimilar.
Itwasin1611thattheGovernmentinParisbegan itsplanofsocialservice.Fourlargeinstitutionswere setasidetoreceivetheoutcasts;adaywasfixedfor theirassemblyinoneoftheparks,fromwherethey wouldbedraftedtothesehomes.Ninetyonepersons turnedup;thebeggarsdisappearedmagically,andthe citywasclearedforsomeweeks.Shortly,eighthundred morewerecompelledbytheirwantstorenouncetheir freedom,andthesewereputtoworkintheinstitutions -sawingwood,makingcement,grindingcorn;andfor thewomen,sewingandknitting.Theseleftassoonas theycouldescape.Thenextyearanotherbigbuilding wasopenedtointernthebeggars.Anyonefoundasking almswouldbewhipped,thewomenwouldhavetheir headsshaved;togivealmswasapunishableoffence. By1616thereweretwothousandinthefivedepots, mostlywomenandchildren;therestescapeddetection andlivedintheirownway.Force,compulsionand dragooningwouldnotwork.Themethodhadfailed, theremedywasunsuitable,butithadbeenagood objectlessontoVincentdePaul.
ST.VINCENT'SVIEWSABOUTBEGGING
St.Vincent'swaysofhelpingtheneedywerebased uponhisviewsoftheirposition.EverycountryBritain,Holland,France,Spain,AustriaandItaly-had itsquotaofmendicants,asdideverycity,andinthe Parisof1650theynumberedfortythousand,chieflydue totheprolongedwarof1618-48.Nearlyallofthese wouldhavebeenCatholics.
Vincentsawadoublevalueinthepoor.AsCatholics theyweremembersoftheChurch,oftheMysticalBody ofChrist-notalwaysthebestmembers,butstillnot cutoffanddead-andthereforenobleandprecious,to behighlyprized,tobeloved,tobeassisted.Also,and ineveryperson,hesawthedignityofahumanbeing, asthebestofGod'searthlycreatures,madetoHis likeness,andcalledtoeternallifewithHim.Vincent thoughtofthemashisbrothersandsistersindistress. Theymayseemhopelessorrepulsive,but"turnover theothersideofthemedal,"hesaid,"andyouwillfind theimageofGod."
Inconsequencehewished,helaboured,heorganised tohelpthesehelplesspersons.Thishelpwastobe directedtobodyandsoul-toboth,ifpossible,otherwise toeitherone-andespeciallytotheirimmortalsouls, evenbywayoftheirbodies.For,toreachtheirsouls, hehadtokeepbodyandsoultogether,tokeepthem aliveandreceptive;henceitwasthathisfirstlineof contactwasoftenthematerialone-food,clothing, housingandsecurity;thisgaveanopeningforadministeringthespiritualoilandwine.Noonewastobe refusedthecorporalaidbecausetheyhadrefusedthe spiritual;butanylineofapproachwastobepreserved.
ItwasthirtyyearsafterthefirstGovernmentfailure, in1647,whenVincentwasathisbusiestwithmany undertakingsandwasinhis67thyear,thatprovidential circumstancesbroughthimtobeginarefugeforthe poor.Ananonymousdonorgavehimasumofmoney foranyworkhewouldchoose.Hedecidedtobegin inasmallway,andwiththeadviceofSt.Louise,he boughtahousenearhisownresidence,andopenedit sixyearslaterwithfortymenandfortywomen.The residentsweretoworkaccordingtotheircapacityand receivedaquarterofanyprofitfromtheirproducts. Carewastakentoselectsomewhocouldteachtrades toothers-weavers,shoemakers,buttonandlace makers,pinandglovemakers,andseamstresses.He providedachaplain,andoftenwenthimselftosaythe Rosaryorgiveatalktohisfriends.Itwasahouseof peaceandpiety;fewleftit,anditwasdifficulttogain admission;theLadiesandtheDaughtersofCharity excelledthemselvesinitsmanagement.
TheLadiesweresopleasedwiththissuccessthat theywantedsomethingbigger.Theysecuredabig buildingonthebanksoftheSeinefromtheQueenand setaboutremodellingit.Vincentwouldnothurry;he remindedthemthatittookalongtimetobuildthe Ark;thatthousandsofyearshadrolledbybeforethe Redemption;thatGodalwaysactedslowly.Hethen learnedofoppositioninhighplaces;someofficialsand membersofParliamentfeltthatthiswasaworkfor menonly,andthatitshouldbetiedinwiththe Governmentmethodofcompellingthepoortoenter thepoorhouse.Vincentknewwhentodropoutof impossibleprojects,soadvisedtheLadiestoabandon thescheme,althoughtheyhadspentalotofmoneyon it.Theyagreedtomanagethewholeestablishment, andhadfourthousandinmatesinfivebuildingsin1656. Vincentsuppliedthespiritualcarebymeansofchaplainsandsomeofhisownpriestswhenhecouldspare them.Hewasnotobstinateorresentful,butgaveall thehelphecould,thoughtheschemewasnothis. Healwaysplannedforthepoortohelpthemselves andregaintheirdignityandindependence;butifunable orunwilling,heneverregardedthemashopeless.outcasts,fortheywerestillhisbrethren.
Thisseemedtohimtobeinlinewiththepractice ofOurDivineLord,whogaveHislifeitselfforallmen, goodandbad,andWhogaveHiscurestoallwhoasked, withoutmakingtheirallegiancetoHimthepriceof theirbenefiting;nordotheGospelstellusthatthiswas ageneralresultofhisgoodnesstoindividuals.
ItwouldthenbeafalsepictureofSt.Vincentto imaginehimmerelyaproviderinnecessities,agenius forsocialservices,andtoomitthecharityandloveof menwhichwashisperennialmotive.Itwasthisthat urgedhimtoajdthewretchedandneedy,totryand rehabilitatethemandimprovetheirlot,todirectthem, ifpossible.totheireternalwelfare;anditwasthis motivewhichimpelledhimtowardspersonsofall degreesofmisfortune,ofeveryclass,ageandstation inlife.

Atsight,thememberofOpusDeicannotbedistinguishedfromothermenbecausethereisnothingdifferentabouthimandheconsidersthatthereisnoreason whythereshouldbe.Whenaccusedofbeingsecretive, hepointsoutthatFranciscanandDominicantertiaries orBenedictineoblatesdonotstatetheiraffiliationon theirbusinesscards,nordotheymakeapointofitin theirprofessionalorpoliticalwork.
ThefounderofOpusDei,Mgr.JoseMariaEscrivade Balaguer,hassaid:"OpusDeihasnosecretswhatsoever. Wehavehadnone,wehavenonenow,norshallwe everhaveany.Weneverhidewhatwearedoing,but neitherdowecarryaplacardaboutussaying:'Weare goodChristians,oratleastwewishtobe.'"
Mgr.Escriva,afterbecomingalawyer,foundedOpus DeiinMadridthreeyearsafterheevasordained.It receivedtheapprovaloftheMadriddioceseonOctober 2,1928,andthepreliminaryapprovaloftheHolySec onOctober11,1943.
In1946eightcardinals,twopatriarchs,12archbishops andmorethan40bishopspetitionedtheHolySeeand receivedfortheinstitutethe"decretumlaudis,"adecree whichhadtheeffectofputtingitonprobationwhileit awaiteddefinitiveapproval.Thefullandfinalapproval oftheHolySeecameonJune16,1950.
Thisapprovalwasinrealitythefirstapplicationof theapostolicconstitution"ProvidaMaterEcclesia," whichPopePiusXIIhadissuedonFebruary2,1947. Thatapostolicconstitutionhadgrantedofficialrecognitiontosecularinstitutesandlaiddownthefundamental lawsgoverningthem.Itestablishedtheirlegalposition, thelawstowhichtheywouldbesubject,thenormsfor theirestablishmentandapproval,theirinternalorganisationandtheirrelationshipwithChurchauthority.
SomethingnewhadcomeintotheChurch.Beforethe decreeonlyreligiousorderswereconsideredtobe amongtheso-called"statesofperfection,"associations dedicatedtothespiritualperfectionoftheirmembers. Withthedecreethereappearedastateofperfectionthesecularinstitute-inwhichnoneofthemembers wasaReligious.Formerly,itwasamarkofthestatesof perfectionthattheirmembersweredetachedfromthe world.Themembersofthenewsecularinstitutes,however,donotwithdrawfromtheyvorld.Theyfolios", theevangelicalcounselswhileremaininginit.
InOpusDeitherearefourclassesofmembership: NUMERARIES-bothpriestsandlaymen,whotakefull vowsofpoverty,chastityandobedience; OBLATES-laymenordiocesanpriests,whoalsotake thevowsofpoverty,chastityandobedience,butwho donotsharethe"familylife"ofthenumeraries; SUPERNUMERARIES-singleormarriedlaypeople whotakeconditionalvows; CO-OPERATORS-whomayincludeProtestantsand non-Christianswhotakenovowsatall.
TheNumerariesgenerallyliveandstudytogether. Theycontributetheirincometotheinstituteandreceive anallowancefortheirneeds.Havingmadethevowof chastity,theydonotmarry.Havingmadethevowof poverty,theydenythemselvesallluxuries.
TheOblatesareprofessionalsandworkersinevery strataofsociety,includingthenon-professionalsand non-intellectuals.
TheSupernumerariespledgethemselvestoaspecial efforttodevelopallthosequalitieswhichanyCatholic shouldpossess.
TheCo-operatorsgoalongwiththegeneralideas whichOpusDeiproposesandhelpoutwheretheycan. Strictlyspeaking,theyarenotmembersoftheinstitute. butgivesympatheticassistancetoitsworks.

Oneofitsmanualsonpolicystates:"Theinstitute derivesnosatisfactionandincursnoobligationsasa consequenceofthetemporalactivitiesofitssons becausewhatevergloryorhonourisdeservedandgiven belongstotheperson-nevertotheinstitute,which doesnotseek,desire.oracceptanyhumanadvancement.AllthisisimmaterialtoOpusDei.Theonly thingthatmattersisthesanctificationofitssons."
IfthemembersofOpusDeiadvancetoprominent positionsintheprofessionsoringovernment,itis becausetheyqualifybytheirownmerits,andnot becauseOpusDeihassoughtapositionforthem.
