ArbitrarySeizureOfProperty
LastyearChurchauthoritieshere,withtheapproval oftheHolySee,placedanumberofchurchesand rectoriesatthegovernment'sdisposalforuseasdispen- saries,schoolsandadministrativeoffices.Theywere buildingsnolongerneededbytheChurchbecausethe departureofmanyforeignCatholicshaddepopulated certainparishes.
Thegovernmentwelcomedthisgesturewithgratitude,althoughinsomecasesitdidnotusethebuildings forthepurposesagreedon.One,forexample,was. turnedintoapicturetheatreandanotherintoa recreationcentre.
InJulyoflastyearTunisianPresidentHabibBourguibahadanaudiencewithHisHolinessPopeJohn XXIII.OnhisreturntoTunishespokeofnegotiating aConcordatwithheHolySeetoregulateChurch-State relationshere.AccordingtoaspeechdeliveredonJuly 23,theConcordatwoulddealwiththemannerofnamingthearchbishop,andwithChurchpropertyand schools.
ThefollowingmonthChurch-Stateproblemsbegan.
AttheendofAugustthegovernmentaskedArchbishopPerrintogiveupachurchinKairouanCity wherereligiousserviceswerestillbeingheldforseveral hundredCatholicsandacommunityofSisters.The Archbishopagreedtostudythequestionofusinga smallerchurch.
OnthepretencethattheArchbishophadagreedto giveupthechurch,thegovernorofKairouandemanded thattheprieststheregivehimthekeystothechurch within24hours.ArchbishopPerrinimmediatelysenta representativetoKairouan,butthegovernorinsisted thatthechurchbeturnedover,Thepriestsatthe churchwerethenforcedtomovetoanhotel.
ArchbishopPerrinprotestedagainsttheseizureto thegovernment.
InSeptemberanotherincidenttookplacein Kairouan.Nunswhoranaschoolthereweretoldthey wouldnotbeallowedtoreopenitforthebeginningof theschoolyearinOctober.Thegovernoralsodemanded thekeystotheschoolandtheSisters'conventwithin 48hours.ArchbishopPerrinagainprotested.The Sistersarestillintheirconvent,buttheschoolisnot open.TwooftheSisters-oneMalteseandtheother Spanish-wereobligedtoleavethecityinNovember becauseauthoritieswouldnotrenewtheirvisas.
Government'sSilentHostility
AttheendofOctoberanincidenttookplacein connectionwiththehermitageofSidi-Saad.Forabout 30yearsagroupofhermits,twopriestsandfourSisters. hadlivedcontemplativelivesthere,supportingthemselvesbycultivatingapropertycalledAin-Blartha.For severalmonthstheyhadbeennegotiatingwiththe MinistryofAgricultureaboutcedingmostoftheir propertytothegovernmentandkeepingonlywhatwas strictlynecessaryfortheirlivelihood.OnOctober25, theOfficialJournalannouncedthattheentireproperty hadbeentakenover.Afewdayslaterthepriestsand Sisterswerenotifiedoftheirexpulsion.
Recently,achurchinaTunissuburb-alocality wheretherearescarcelyanyCatholicsanylongerand fromwhichagroupofpriestshadjustdeparted-was placedunderguardbythegovernment,andChurchauthoritieswereforbiddentoenterit.Therehadbeen nopreviousdemandforthechurchbythegovernment.

TheaveragefarmworkerinthisSouthAmerican nationwasbornonthelargeestatewherehisancestors werebornandwherehisfamilyhaslivedforgenera-tions.Therehegrowsupinsub-humanconditions, andtherehewilldie.Forhimtheestateor"fundo" ishiswholelife.Hischancesforeducationandadvancementdependalmostentirelyonhisemployer.
Thissystemhasmadetheworkersodocilethathe hasbecomealiabilityratherthananassettoagricul- ture.Thelandownersrealisenowthattheancient systemwilleventuallybetheirundoing.Therefore theyhavestartedlookingforsomemeanstoarousethe workerstoapointwheretheywillhavesomepridein theirwork.
Seeingalong-soughtopportunityinthissituation, Mgr.RafaelLarrainofSantiago,thefounderofthe YoungChristianWorkermovementinChile,decided fiveyearsagotostarttheYoungCatholicFarmer movement.
Mgr.LarrainisamemberofaprominentChilean Catholicfamily.Threeofhisuncleswerebishops;his" brotherandsixfirstcousinsarepriests.Sincethe familyfortuneisbuiltonagriculture,Mgr.Larrain wasverymuchawareofthedifficultieshewouldface.
However,hehadovercomeeveryconceivabledifficultytostarttheYoungChristianWorkermovement andhewaspreparedtoreturntothebattletobring thesebenefitstothecountrypeople.Althoughan idealistandvisionary,Mgr.Larrainisalsopractical.
FollowingtheprincipleofCatholicActionthat"each classorgroupwillbebroughttoChristbypeopleof theirownenvironment"hestartedlookingforalocationwhereyoungcountrypeoplecouldbetrainedto helptheirneighbours.ACatholicfamilygavehima tractoflandwithsomebuildingsandachapelinSanta Ana,ashortdistancefromthecapitalcityofSantiago. Throughthepastorsofparishesintheagricultural sectionsofcentralandsouthernChilehegathereda groupofgirlsandbegantotrainthemasthefirstlay apostlestotheChileanfarmers.
Today,fiveyearslater,therearethreetraining housesforgirlswithanothersoontobestarted,and onetraininghouseforboyswiththreemoretoopen soon.
Thetrainingsystemissimple.Anycountryboyor girlwhoshowsinterestinthemovementisallowedto gotooneofthetrainingcentrestotakea10-week course.Theylearnhowthelotofthecountrypeople canbeimproved.Theylearntheessentialsofgood housekeeping,farming,theuseoffreetime,howto providegoodrecreationandentertainmentinthe country,thenecessityofprovidingsomethingfor thefutureandaboveall,theobligationofhelpingone's neighbour.Allthisissuccessfullytaughtin10weeks toyoungpeoplewhoseancestorslongagodecidedit wasimpossibletoimprovetheircondition.

Duringthe1950'sthisgrowthshowed mostsignificantlyandmostpromisingly inthenumberofAfricanbishops.Where therehadbeentwo,therewerenowmore than20CatholicbishopsofAfricanrace.
Inthe1950'sthehierarchy-asdistinctfrom prelatesactingasapostolicvicarsandprefectswaserectedinmostofAfrica.Eighteenmonths beforehedied,thelatePopePiusXIIissuedamissionencyclical,"FideiDonum"(TheGiftof Faith),appealingspeciallyinfavourofAfrica.
Inthedecadenowopening,theChurchwill continuetogrowinAfrica,accordingtopresent indications.Butchangingcircumstanceswillmean changesinthetasksandopportunitiesofthe Church.
ThemostevidentchangesintheAfricanscene arethepoliticalones.Thesearebotharesult andacauseofchangesinotherrespects.
Thisyearbringsindependencetoatleastfour newAfricanStates:Cameroon,Nigeria,Somalia andformerFrenchTogoland.Bytheendof1960 morethanhalfofAfrica's234millionswillbe underindependentgovernments.
Meanwhilepreparationsarebeingmadetogive Africansagreatershareinthegovernmentofthe BelgianCongo,Uganda,TanganyikaandKenya.
WhateverwaytheguerillawarinAlgeriamay end,thestatusofthecountrywillbedifferent fromwhatitwas.
Europeancolonialism,whichhasdonegoodforAfricawhiledoingwellforitself,isyieldingto anAfricannationalismthatithasunwittinglyde- veloped.
Thechieffactorinmakingthesechangespos- sibleandnecessaryhasbeenthespreadofWestern education.Otherfactorscontributed,suchas economicdevelopments,anti-colonialistfeeling andMoslemambitions.
EducationinmostofAfricahasbeenlargely Christian,atleastinprimaryandsecondaryfields. SofartheeducatedAfricansareasmallminority. Butforthemissionschools,thenumberwouldbe fa:less.
Onthiseducatedminoritywillfalltheenormous responsibilityofgoverningtheevolvingandnewly independentStates.
