London:TheBritishgovernmenthasassuredCatholicschoolleadersthat,ifadopted, newproposalsfortaxingchurchandschool buildingswouldnotundulyburdenChurchoperatedschools.
Theassurancewascontainedinareplybythe MinistryofEducationtoaninquirybytheCatholic EducationCouncilaboutthenewtaxproposals.
Catholicspokesmenhadexpressedalarmwhenthe recommendationfortaxingchurchesandschoolswas submittedtothegovernmentinNovemberbyacommitteeoftheMinistryofHousingandLocalGovernment.
Thecommitteesuggestedthat"charities"sucha: voluntaryschools-acategoryincludingmostofthe Catholicschoolswithinthestateeducationsystempay50percentoftheirtaxablevalue.Thesametax wouldapplytochurchbuildings.
Atpresentsuchchurchandschoolbuildingsare exemptfromtaxation.
InitsreplytotheCatholicEducationCouncil's requestforfurtherexplanationofthetaxproposals, theEducationMinistrypromisedthatallobjectionsand recommendationsfromreligiousbodiesaffectedwill receiveconsiderationbeforeanylegislationisdrafted.
TheMinistryfurtherstated:"Inthemeantime, whateverdecisionsmayultimatelybereached,the governmentwouldinnocircumstanceslegislateinsuch awayastoplaceany burdenontheChurch authoritiesresponsibleforvoluntaryschoolsinrespect totheuseofthepremisesforschoolpurposes."
Observersheretookthistomeanthatschoolbuildingsusedsolelyforeducationalpurposeswouldnotbe taeed,butthoseusedoutsideteachinghoursfornoneducationalpurposesmightbesubjecttotaxation.
TheEducationMinistrymadenoreferencetothe proposaltotaxchurchbuildings.
WhileCatholicschoolswithintheStateeducation systemfacepossiblefinancialhardshipunderthenew proposals,independentCatholicschools-aswellas monasteries,conventsandresidencesfortheclergy- wouldbenefit.
Suchpropertiesareatpresenttaxedaccordingtothe discretionoflocalauthorities,butinmostcasesthe rateismorethanthestandard50percentproposedin thenewrecommendations.
Anothergovernmentreportsuggestingchangesinthe State fromeducationsystemhasreceivedqualifiedapproval Catholicspokesmen.Thereport,issuedinmidDecember,proposedamongotherthingsthattheminimumageforleavingschoolberaisedfrom15to16; thattherebecompulsorypart-timeeducationforall personsuptotheageof18,andthat"countycolleges" beestablishedineachcountyinEnglandandWales.
Catholiceducationalofficialsendorsedtheproposals generally,butaskedhowthegovernmentexpected themtofindtheresourcestoassumethefinancial burdenstheywouldinvolve.

Votersforcouncilmemberswillhavetobe21years old,beliterateineitherEnglishorSwahili-alanguage understoodthroughoutTanganyikawhereavarietyof localdialectsarealsospoken-andhaveanannualincomeofatleast£75.
Thecabinetwillhaveamajorityofministersdrawn fromtheelectedmembersofthelegislativecouncil. TheGovernorwillretainthevetopowerandwillalso beabletoappointaminorityofcabinetministers.
SirRichardsaidthataconferencetoworkoutdetails oftheself-governmentproposalwillbeheldnextspring inLondon.Anelectionforthelegislaturehasbeen scheduledforSeptember1960,afterwhichanew Governmentwillbeformed.Itisregardedhereas virtuallycertainthattheGovernmentwillbeheaded byMr.Nyerere.
NoPlaceForRacialPrejudice
Commentingontheproposal.Mr.Nyererestatedthat thepartcallingforanelectedmajorityinthelegislatureandcabinetisacceptable.Buthecriticisedthe restrvationofseatsforracialminorities,saying:
"They(theseats)willservetoremindustoour shamethattherestillexistsamongustheprejudices andsuspicionswhichmakethemnecessary.Ihopeand believethattheywillnotbenecessaryforlong."
Thenationalistleaderstatedfurtherthatheand membersofhispartywillnotpermitracialprejudice toinfluenceTahganyika'saffairs.Hesaid:
"WeinTanganyikabelievethatonlyawickedman canmakecolourthecriterionforhumanrights.Here weintendtobuildacountryinwhichthecolourofa person'sskinorthetextureofhishairwillbeas irrelevanttohisrightsandhisdutiesasacitizenasit isirrelevanttohisvalueintheeyesofGod."
Headdedthateverythingmustbeavoidedwhich "mightleadthemajorityofourpeopleintothinking thattheonlymenorwomenwhooughttorepresent theminthiscouncilarethosewithablackskin."
Healsoattackedtheliteracyandpropertyqualificationsforvoters,asking:
"Whyshouldamanwhohasachievedbareliteracy .-uddenlybecomeabettercitizenthanhisneighbour whoisstillilliterate?Andisthedifferencebetween £75sterlingayearand£74poundssterlingayear sogreatthatitshouldmakeallthedifferencebetween firstandsecondclasscitizenship?"
HetookissuewiththeGovernment'sestimatethat undertheself-governmentproposalthenumberof eligibleAfricanvoterswillbeincreasedfrom60,000to 1,500,000.Hesaidthatthetotalenfranchisedbythe planwillbecloserto500,000.

Rome:TheRomesynod,whichopenson January25,isexpectedtoproduceacodeof 800statutesforthegovernmentofthedioceseoftheVicarofJesusChrist.
Al'outaquarterof thesestatuteswilldeal withtherightsandduties ofclergymanandlayman, itwaslearned.Thesiteof thesynodisnotyetdefinitelysettled,buttheprogrammeandagendait willfollowarenowfairly welldefined. TheBasilicaofSt.John Lateran,thePope'scathedral,whichwasoriginally mentionedasthesiteofthe assembly,isthoughttobe toocoldforthethreeor fourdays'workwhichthe synodwillrequire.
Thesynodwillopenwith areligiousserviceattended bytheclergyandfaithfulof theDioceseofRome.at whichtheassistanceofthe HolySpiritwillbecalled downonthosetakingpart.

Ofthefreenations,Americaisfullyawaketothe Sovietstratagem.Russiansalestotheworldatlarge havegrownfrom250milliondollarsinthelate1930's tomorethan4,000milliondollarsin1958.Mr.John Diefenbaker,PrimeMinisterofCanada,saidin1958: "TradehasbecomeamajorweaponintheCommunist worldoffensive.FirstitwastheU.S.S.R.,andnowRed ChinahasjoinedinanAsiantradeonslaught,intended tocapturemarkets,andwithandthroughthemthe mindsoffreemen.TheCommunistdriveisdesignedto underminetheeconomicstrengthofthefreeworld."
ThereisperilinthisstratagemfortheSoviet,because itinvolvesatypeofinternalregimentationwhichhas beenhotlyresented,asintheEastBerlinriotsandin thedemandforconsumergoodsinRussiaitself.The Kremlinmustsubordinatelivingstandardsinitssatellitecountriestostrategicrequirements.Inpractice thismeansthateachcountryoftheSovietblocis gearedtoproducewhatitcanmosteffectivelycontributetothecommongoal,irrespectiveofitsownneeds.

ThistactichashadtheeffectoflesseningRussian dependenceonarmedmighttokeepthesatellitesin line.Foroncetradelinkswiththefreeworldhave beenseveredandeconomictiesforgedwiththeSoviet, itisvirtuallyimpossibletobreakawaywithout disaster.
SuccessoftheSovietplanwilldependmainlyupon itsoutstrippingAmericanaidtotheunder-developed countriesoftheworld,andparticularlytothosewith newly-wonindependence.Forthese,usuallywitha precariouslybalancedeconomy,itistemptingtoaccept loansandlowly-pricedgoods."Client"Stateshavea peculiarhabitofturningintoStateswhichare dependent,thencontrolledandfinallysatellites.
Justhowthetradetrickisturnedmaybeillustrated bythecaseofFinland.In1952thatnationsigneda five-yeartradeagreementwiththeSoviet.Hertrade withRussiaincreasedto17percentofherexports. Thenin1958theCommunistPartywon25.percentof theseatsinParliament.ImmediatelyRussiabegana tradeboycotttoforceFinlandtoacceptCommunists intheCabinet Shortlyafterthetradeagreementhadbeensigned, thesecretaryoftheFinnishCommunistPartyhadthe effronterytooutlinetheplot:"Ourplan,"hesaid,"is toincreasetradewithCommunistcountriesuptoa nointwhereitplaysadecisivepartinthenational economy.ThenRussia'smarketswillsuddenlybe withdrawn,resultingineconomicchaosandpanic.In theresultingchaoswewilldemandseatsintheCabinet andthistimetheywillnotthrowusout."
Handinglovewiththeexpansionofitsownandits satellites'trade,theSovietaimstodecreasethe quantityandqualityofgoodsproducedinthefree world.Thisistobeaccomplishedbyfomentingstrikes andunrest,soincreasingproductioncoststhatWestern goodswillbepricedoutofworldmarkets.Wearenot shortofexamplesofthissortofsabotageinthis country.Andthemoralofitallisthatwemustbe verycarefulindeedofproposalstotradewithRed Chinaandofthepeopleandpaperswhoputthem forward.

Yetasimilarnestoftraitorsremainsundisturbedin ourowncommunity.Everythingthatservesthecause ofCommunismisdeartothem;itsuddenlybecomes imperativetoincludeitasapivotalpointofourforeign policy.TherecognitionofRedChinaistheglaring exampleforwhichnogoodreasonatallcanbeput forwardinthenationalinterest.Despitethebloody genocideofTibet,thelongandpitilessinfiltrationof Malaya,thetradeoffensiveagainstIndonesia,thenaked aggressionagainstIndia.RedChinamustbeadmitted toU.N.andAustraliamustfalloverbackwardstotrade withtheChinese.Thereissomethingradicallywrongwithsuchanoutlookandadvocacy.Whateverelseit is,itisnotintheAustralianorhumanitarianinterest.

Stockholm,Sweden:AnewbillinSweden's Parliamentisfocusingattentiononwhether theStateshouldrecognisegradesCatholic studentsreceiveforreligiousinstruction.
Lackofsuchrecognitionhasworkedahardshipon thiscountry'sCatholiccommunityof26,000becauseit haskeptsomeCatholicstudentsfromenteringhigh schoolsanduniversities.
Thisistruethoughfreedomofreligionandfreedom toteachareligion-evenifitdoesnotagreewith thatoftheState-establishedEvangelicalLutheran Church-areguaranteedbytheFreedomofReligion Lawof1952.
Thepolicyofnon-recognition,moreover,hasrecently beencriticisedbynon-Catholiceducatorsandother Swedishleaders.
TheBillinParliamentprovidesthatthetimegiven toreligiousinstructioninSwedishpublicschoolsbe increasedfromtwotothreehoursaweek.
Instructioninreligionhastraditionallybeenanimportantpartofeducationinthiscountry.Although thelastformalconnectionbetweentheStateChurch andSweden'sschoolsystemwasdissolvedonJuly1. 1958,morningprayersandreligionclassesremainan integralpartofprimaryandsecondaryschooling.
Religiouseducationisnowgivenonaso-called"nonconfessional"basisbyteachersappointedbytheState. LutheranChurchauthoritiesdonottakepartinthe appointments.

ButeligibilityforentrancetoSwedishhighschoolsis determinedbyanaveragingofthegradesreceivedin lowerschoolsinallsubjectsincludingreligion.
YetCatholicstudents,whoareexemptfromtaking theregularreligiousinstructionofferedbythepublic schools,areencouragedtotakesuchinstructionfrom priestsandSistersforwhichtheyreceivenorecognised grade.
Thustheiraverageofcreditscanandoftendoes, workoutsothattheycannotqualifyforthelimited numberofplacesnowavailableintheover-crowded schools.
Themostrecentcommentsaboutthissituationhave beenmadebyaprofessorofphilosophyoftheUniversityofLundandtheeditorofthenon-LutheranProtestantweeklynewspaper,"SwedishWeeklyPost."

ArchbishopofBrisbane,theMostRev.J. DuhighasurgedthatCatholicschoolsbe treatedthesameasStateschoolsinregardto buildingstandards.
ArchbishopDuhigsuggestedthattheStategovernmentrequiretheBrisbaneCityCounciltoadopt an"equalityinstandards" inregardtoconstructionby thetwoschoolsystems. Hesaidthatthehighcost ofbuildingisduepartially to"theunsympatheticand frustratingattitudeofthe BrisbaneCityCouncilin enforcingtheirbuildingbylaws."
Theprelate,whospokeat theopeningofanewconventatRadcliffe,continued: 'SometimeagoIwasinformedafterlengthydiscussionwiththecitycouncil thatthisequalityinstandardswouldprevail.This undertakinghasnotbeen honoured."
TheArchbishopexplained thatnexttothegovernment theChurchisthelargest bodyconcernedwithconstructioninBrisbane.He saidtheChurchdoesnot objecttoanyregulations deemednecessaryforthe safetyofbuildings,provided thatsuchregulationshave beenapprovedbythegovernmentforgeneraluse.

ShebecameaCatholicin 1805andfouryearslater shefoundedtheAmerican CongregationoftheSisters ofCharity.Shediedin1821.

Hiscausewasnottaken upagainuntil1952.

Well,tobepractical,whatcantheaveragewoman dotoadvancetheFaithinAustralia?Thereareseveral things.Oneistorefusetoacceptthewidely-held theorythatitisbadformtotalkaboutreligion-at leastpublicly.
ThishasbeenoneofthemostsubtlysuccessfulstratagemsoftheDevil.Anditisobviouslyuntrue,becauseofallthethingsworthtalkingaboutreligionand politicsholdfirstplace.Andthisbecauseoneconcerns ourwelfareonearthandtheotherourwelfarein eternity.
Idonotmeanthatweshoulddragreligionintoevery discussionbythehairofofthehead,inseasonandout ofseason.Aboreisaborewheneversheiseternally sidingherhobbyhorse-beitreligionorDouglas Credit.
Thereissuchathingasindirection.SinceCatholicismisatotalphilosophyoflifetherewillscarcelybe aniteminthePressthatwillnotbearaCatholicinterpretation.Lastweek,forinstance,therewasthe Townsendwedding,theexchangeof"cultural"manifestationswiththeSoviet,thenationalistfomentin' Africaandthetollonthehighwaysduringtheholidays.,

Sothereisnoexcusefornothavingatleastone Catholicpaperinthehomeandfornotpassingitonto anon-Catholicwhenyouhavereaditattentively yourself.

Whenwerealisethatwehave,inAustralia,onesecularpriestfor etgerythousandCatholicpeople (inroundnumbers),andagroupof eightseminaries,trainingabout1,400studentstoreinforcethese priestsyearbyyear,wemaytakeitforgrantedthatthiswasalways thenormalstateofaffairsintheChurch.But,infact,theseminariesoreacomparativelylateinstitution.
IntheearlyChurch,the Apostles,andfollowing them,theBishops,selected somehelperswhomthey trainedthemselvesintheir ownhouses,ordaining prieststhosewhomthey foundfittedforit.
Intimeschoolswere formedattheBishops' CathedralsandatthemonasteriesoftheReligious Orders,wheretheeducation andformationoftheclergy wasgivenstepbystep. Fromtheseschoolscame thenumberlesssaintsof thosetimes.
Theseschoolsdeveloped intotheuniversities,andit wasnaturallypartoftheir universalteachingtogive coursesinphilosophyand theology.
Sincetheseuniversities werescatteredthroughout Europe,itwastherethat studentsdidtheirstudies forthepriesthooduntilthe 16thcentury.
However,thosewhohad thepreliminaryschooling andthefinancialmeansto followauniversitycourse werefewinproportionto theneeds;consequentlythe ranksoftheclergyhadto besupplementedwithothers whohadnottheseadvantages.
Ithasbeensaidthatafter :heplagueoftheBlack Death,whichravagedEuropeinthe14thcentury
(morethanhalfthepeople ofBritain,andmorethan two-thirdsoftheclergyin someplacesdiedfromit), thenumberofpriestswas solowthatitbecamenecessarytoordainanyone judgedtohavethegoodwilltoundertaketheir duties.
Theywouldhecoached foramonthortwo,but couldlackanysolidreligiousspirit. Thisisapossibleexplanationofthedeclineinnumberandqualityoftheclergy inthe15thand16thcenturies,andoftheconsequent unreadinessofthepeople towithstandthefeverof heresy.
Moreover,theclerical statehadbeeninvadedin thosetimesbynomineesof thekings,whocouldappointtheirfriendstomany positionsinrewardforservicesrendered;andfortunehunterswereattractedby theavailableincomestoofficeswithintheChurch.
AbluntrebukeofFather AdrianBourdoise,acoreformeroftheclergywith St.VincentdePaul,'gives anestimateofhistime: "Thereisonequestion whichthoseofferedaparish hardlyeverfailtoask: 'Whatisitworth?'Andto themthisisabouttheonly answer,namely,thatit couldbethepriceofhel
forthosewhoasksuch questions,showinganavariciousmindratherthanzeal forthesalvationofthe soulsoftheparish."
Atanyrate,atthegreat CouncilofTrent,inthe16th century,theChurchdecidedthatrecruitingforthe clergymustberestoredby somethingliketheold Cathedralschools,which weretobeestablishedby eachBishopinhisdiocese.
Theseweretobethe seminaries-thenamein-
weeks'drillinthecelebrationofMassandtheuseof theSacraments,andordainingthempriests.
TheBishopofBeauvais askedVincentdePaulto giveathreeweeks'retreat tosuchagroupofcandidateshewastoordainin 1628.
Whilstotherstaughtthem thewayofgivingthesacramentsandgeneralChristiandoctrine,VincentexplainedtheTenCommandments.Itwasreckoneda success;and,briefasitwas, itwassomethingintheway ofprecisepreparation.
SoVincentbeganthe samepracticeinhisParis housefortheordinandsat thesixannualordinations forthediocese.

Bytheyear1600some suchcentreshadbeenbeguninsomeEuropean states,buttheirgrowthwas slow.St.Vincenthimself neverstudiedinaseminary, butdidhiscourseatuniversities.
About1630,whenSt. Vincenthadbeenactively engagedasapriestfor nearly30yearsinparish workandingivingmissions inthecountrydistricts,the seminariesbegantocome intoexistenceinFrance. TherewasnoneinIreland orBritain,becausethey werebannedbycivillaw.
Thecustomspread,until, asatRomeandParis,it becamecompulsoryinmany diocesesforordinandsto makea10-dayretreatwith theVincentiansbeforereceivingOrders.
Butthisinitselfcould notproducewhatthe BishopsandSt.Vincent knewwasnecessaryforthe Church-aholyand learnedpriesthood.
TheBishops-worried andanxiouswiththispressingproblem,seeingbyexperiencepriestswhocould notadministerthesacraments,whocouldnotteach andguidethepeople,who wereoftenascandalintheir morallife-facedwith thisbreakdowninthecare oftheirflocks,searchedfor help.

Inothersayearormore wasspenttogivemore solidityandextenttotheir training.Inothers,again, youngerboyshadaregular schoolinginlanguages, mathematics,andhistory; whilsttheolderonestook upthestrictlyecclesiastical studies.
St.Vincenthadsucha mixedcollege-seminaryin Parisfrom1636;itwasin 1641thathetransferredthe juniorstoahouseinthe groundsofhisownheadhouse,tobeginSt.Charles' juniorseminary,andput theclericalstudentsassuch intoamajorseminary.
Itwasthemoneygiven bythefamousCardinal Richelieuthatenabledhim tomakethisdivision,which becamethegeneralpracticethereafter.
Onehundredandfifty yearslater,atthetimeof theFrenchRevolution,the Vincentiansalonewerein controloffiftyseminaries inthediocesesofFrance, withothersabroad.
Theroutineofstudies andspiritualexercises, drawnupindetailbythe handofVincenthimself, wasarrangedtopreparethe studentsfortheirministry inteachingamongthe people,andtodevelopin themastrong,vigorouslife ofpiety.

SomeoftheBishopsaskedVincentdePaulforassistance.Here,then,wasa questionforhimtosolve, becausethesocietyof priestshehadStartedwas forthepurposeofgiving missionsincountryparishes:Howcouldhedivertits memberstothisnewwork?
Still,inhisowntravels atmissionworkhehad gainedacloseknowledgeof theignoranceandlaxityof theexistingclergyandof theirparishioners,andhe knewthattheresultsof missionswouldbevery fleeting,unlesstherewere zealousandcompetentpastorstomaintaintheminthe parishes.
Thisnewtypeofemploymenthesawasanecessary complementtotheother,so hemadeavailablehisfollowersforit.Theimmediateconsequencewasthat by1650theVincentian priestshadmannedten seminariesinFrance.

Buthehimselfhadto waituntilhewasalmost draggedintoitbytherulersoftheChurchandcircumstances.

deathseemednear. Thepatiencewithwhich sheborethisill-health,becameapositiveactof heroicacceptancewhen,in theend,shewastoldthat herlastillnessmeantthat herdayswerenumbered. Shepreparedfordeathwith Christianresignationand withfaithandconfidencein God,whichwasafitting closetoalonglifespent faithfullyinHisservice.
Inthelastsixmonthsof lastyeartheOrderofSt. JohnofGodlostfourof theirSisters.Thisbrings thetotaldeathsintheone Ordertoseveninoneyear.
